The National Lottery of Ivory Coast, abbreviated
LONACI, was created by Law No. 70209 of March 20, 1970 with a starting share
capital of 50,000,000 FCFA. It successively became a Public Industrial and
Commercial Establishment (EPIC) in 1980 and a Mixed Economy Company (SEM) by
decree n ° 90-121 of February 07, 1990. Since law n ° 97-520 of
September 4, 1997 LONACI takes the form of Public Limited Company with Majority
Public Financial Participation and its share capital was raised to 400,000,000
CFA francs, distributed as follows: 80% to the State from Ivory Coast, 15% to
the CNPS, and 5% to the staff of LONACI. The objectives of the Ivorian state
in creating LONACI are as follows:
- making available to the population a structure
enabling them to satisfy their desire to participate in games of chance and to
be rewarded under optimal conditions of transparency and reliability.

mobilization of voluntary public savings with a view to making investments in
the health, social and education fields.
These two concerns explain the companys slogan
which is: WE ALL HAVE A GOOD REASON TO PLAY
LONACI is administered by a Board of Directors made up
of ten members including a President. They represent the different
categories of shareholders: seven for the State, two for the Caisse Nationale
Prévoyance Sociale (CNPS) and a staff representative. Day-to-day
management is provided by a Managing Director assisted by a Deputy Managing
Director.
In terms of products, the traditional starting Lottery
has given way to new families of products, namely scratching and prediction
games (PMU, Sport cash, Loto Happiness), the operation of which is mainly based
on ICT. LONACI has set a new vision for 2020 which is defined as follows:
to be a gaming institution, efficient and citizen, actor of economic and
social development, for the benefit of the populations. The Strategic
Development Plan (PSD]) which stems from this new vision was adopted in 2012
and has been constantly updated in accordance with the prescribed
stages. The resulting strategic axes are:
- Axis 1: Optimization of LONACI operationality;
- Axis 2: Rehabilitation of the LONACI business
environment;
- Axis 3: Improving the economic and social influence
of La LONACI.
LONACI draws its strength from the values ??that make
up its managerial charter, namely: the player, professionalism, team spirit,
communication, ethics, anticipation and sharing. LONACI is certified in
Responsible Gaming level 2 of the WLA (World Lottery Association] and is
resolutely engaged in a certification process on all the areas of its activity
that are management, quality, safety and the environment. Since 2015, LONACI
has posted an annual growth rate of more than 20%. This allowed it to achieve a
turnover of more than 92 billion in 2018. The current and future projects
relate mainly to the pursuit of modernization, the extension of the network and
the diversification of the product portfolio. Finally, LONACI intends to
increase its social actions over the years for the benefit of disadvantaged
populations and to contribute significantly to government policy to fight
poverty in our country.
