The Philippine Amusement and Gaming Corp. (Pagcor) is
a government-controlled corporation, and is a top income earner of the
government and whose principal beneficiaries include the President's Social
Fund, the Philippine Sports Commission, and government health, education, and
scientific programs, among others. Its charter was created by Presidential
Decree No. 1869, which authorizes the corporation to put up games of chance,
recreation centers and facilities, entertainment outlets, casinos, and sports
and tourism-related undertakings.
