GTECH Sign Two-Year Contract Extension with the Michigan Lottery

ROME (Italy) - PROVIDENCE (Rhode Island) (March 6, 2014) -- GTECH Corporation has signed a two-year contract extension to continue providing lottery technology and ongoing services to the Michigan Bureau of State Lottery (Michigan Lottery), GTECH’s lottery customer since 1988.  GTECH expects to receive approximately US$83 million in revenues over the two-year extension period which runs through January 19, 2017.  The Michigan Lottery is exercising two of the six years in extensions available under the six-year contract it signed with GTECH which commenced in 2009.

Under the terms of the contract extension, GTECH will continue providing the operation and maintenance of the Michigan Lottery’s central system, 11,000 Altura® terminals, and communications network; field services support; retailer training; marketing support; and call center support services.  In addition, the Company will continue to operate its in-state primary data center, with a back-up data center in Austin, Texas.  GTECH will also continue providing instant-ticket services, including instant ticket warehousing and distribution.

SMARTPLAY Digital Drawing Solution Revolutionizes The Raffle Concept

EDGEWATER PARK, New Jersey (March 6, 2014) -- Mail bags and bins of second chance draw entries, bulky slips of hand-written raffle entries, the behemoth mixing drum -- these can be a thing of the past if Smartplay International, Inc. has anything to do with it. A newly-created digital mixing drum solves those logistical problems and opens up endless opportunities to attract new players and drive sales.

Lotteries, casinos and other gaming outlets need efficient and certifiable raffle drawing results and the solution had been to digitize the drawings. But computerized drawings lose the excitement of a visual event and limit the type of entries that can be used.  

Smartplay’s Origin® Digital Mixing Drum provides what a computer algorithm can’t. Players get the exciting spectacle of publicly viewing a drawing, while operators gain the ability to mix anything from non-sequential ticket numbers to second-chance tickets. Previously, old fashioned mixing drums were the only option to getting both of these features.

The Origin® Digital Mixing Drum can randomize anything that can be made into a list, create animated and still images of the drawing, populate draw reports, and create auditable log files. But unlike the old mixing drum, this system can be independently certified.

The process for Origin® Raffle Drawings begins when the operator enters the desired drawing parameters such as the total number of entries to be selected, prize tiers and whether or not that tier will be displayed in the animation. The final animated display can show a ticket number or the entry name, as well as the prize.  

Once a drawing is completed on the Origin® it is exported by USB to the Origin® Media Portal for distribution to social media outlets, official lottery web sites and any outlet chosen by the user. From initial login through public release with the portal, an entire drawing can take less than ten minutes.

Cabinet Committee on Economic Policy Outlines Measures to Strengthen Gambling Monopoly

FINLAND (February 25, 2014) -- On Tuesday February 25, the Cabinet Committee on Economic Policy outlined measures with which to strengthen the gambling monopoly in Finland. Licensed Finnish gambling operators are ensured an opportunity to develop their activities in a responsible manner to be able to renew the supply of their games and remain attractive in the rapidly changing and digitalising operating environment.

The Cabinet Committee decided to support the gambling operators' proposal to set up a digital monitoring group. The monitoring group is to analyse ways of preventing operations that violate the Lotteries Act.

To achieve this, the Cabinet Committee decided to examine if it were possible to tackle illegal marketing through the criteria set for radio and television licences that are granted by the Government.

At this stage, the blocking of financial transfers will not be proposed as a primary instrument and alternative means will be assessed in cooperation with the gambling operators and relevant authorities. Citizens' awareness of safe and legal gambling will also be enhanced. Proposals for the prevention of gambling activities that violate the Lotteries Act will be prepared by the end of 2014.

European Commission ruling

The policies adopted by the Cabinet Committee on Economic Policy are based on the European Commission's decision according to which the Commission will not take action as regards the legality of Finland's gambling monopoly.

In November 2013, the Commission closed its infringement proceedings against Finland concerning the cross border provision and marketing of sports betting services.

As a result of the proceedings, the Finnish Lotteries Act was amended twice during the previous parliamentary term and, for example, a section governing the legal marketing of gambling was added to the law. At the same time, a statutory gambling monopoly was established.

In its press release, the Commission concluded that the revised law constitutes a consistent and systematic pursuit of the objective sought by the establishment of a gambling monopoly in a Member State.

According to the Commission, the revised law also corresponds to the requirements set by the Court for a gambling monopoly.

After having issued the press release, the Commission has, in a number of international forums, referred to Finland as a prime example of a country with a gambling monopoly.

In Finland, gambling activities are provided by the three operators licensed under the Lotteries Act: Fintoto Oy, RAY (Finland’s Slot Machine Association) and Veikkaus Oy.

The position discussed at the Cabinet Committee on Economic Policy was based on a broad-based preparation undertaken by the ministries responsible for gambling activities in Finland.

Consideration was also taken of the work conducted by a parliamentary working group and views expressed by the gambling operators.

Georgia Lottery Debuts New Game 'All or Nothing'

ATLANTA, Georgia (February 28, 2014) -- A new Georgia Lottery daily game debuting in March is creating excitement for players statewide with large cash payouts from matching all or none of the winning numbers. All or Nothing is a $2 game that offers prizes of up to $250,000 with four daily drawings.

Players can win the top prize by matching all or none of the 12 numbers drawn.

Tickets for All or Nothing will go on sale statewide March 2.

All or Nothing is unlike any other draw game offered by the Georgia Lottery,”   President and CEO Debbie D. Alford said. “To match or not to match? That is the question. Players are sure to enjoy this new twist.”

Hoosier Lottery Recognized by World Lottery Association, Awarded for Excellence in Responsible Gaming

INDIANAPOLIS, Indiana (February 27, 2014) -- The Hoosier Lottery has been recognized for excellence in responsible gaming by the World Lottery Association (WLA). This is the first time in WLA history that a lottery has applied for one level of certification and achieved a higher level of certification.

The Hoosier Lottery is one of only four U.S. lotteries to have reached WLA's responsible gaming framework level 3 certification.

The certification is awarded by the WLA's Independent Assessment Panel of international experts in corporate social responsibility, and is based on a state lottery's contributions to problem gambling research, treatment referral, employee training, retailer training, game design, marketing and advertising communications, stakeholder engagement and reporting.

In its application to the WLA, the Hoosier Lottery made 39 commitments to social responsibility, including its "play responsibly" logo with the gambling addiction referral line on tickets and advertisements and its creation of the Responsible Gaming Advisory Council to engage the treatment community in the lottery's responsible gaming programs.

Other commitments, such as problem gambling research, employee training, retailer training and game design, are expected to be implemented over the course of the next 18 months.

"The Hoosier Lottery maintains a high standard of leadership to ensure their efforts are in tandem with current responsible-gaming research, treatment and protocols," Kevin Moore, director of Division of Mental Health and Addiction Indiana, said in a letter to the WLA.

"This [certification] not only impacts the constituents we serve, but helps to improve the expectations by which all gaming institutions in Indiana are being held."

The Indiana Council on Problem Gaming lauded the Hoosier Lottery to the WLA certification body, citing the lottery's creation of a dedicated responsible-gaming staff position, and convening a problem-gambling stakeholder summit meeting to discuss the current problem-gambling programs in Indiana, and to identify needs and initiatives that can improve Indiana's overall efforts.

The Hoosier Lottery will be seeking level 4 certification in the future, and hopes to be among the first lotteries in the United States to achieve the highest level of certification awarded by WLA.

There are currently no lotteries in the United States that have achieved level 4 certification, which requires an independent, third party audit of responsible gaming programs.

"The Hoosier Lottery is dedicated to upholding the ethics and standards of the WLA's principles of responsible gaming," said Hoosier Lottery Executive Director Sarah Taylor.

"These principles are necessary to ensure the protection of Hoosier Lottery players, and emphasizes our commitment to our fellow organizations that are equally dedicated to addressing the effect of gaming on Hoosiers across the state."

The World Lottery Association (WLA) is one of the world's most respected industry authorities on responsible gaming. Its responsible gaming framework has been in place since 2006.

Manitoba Lotteries Find $4.8 Million in Savings Through Operational Efficiencies Without Layoffs, Service Cuts

MANITOBA, Canada (March 3, 2014) -- An operations review by Manitoba Liquor & Lotteries has identified about $4.8 million in savings to be achieved during the next two years while still maintaining excellent customer service and employment opportunities for its valued staff, Tourism, Culture, Heritage, Sport and Consumer Protection Minister Ron Lemieux, minister responsible for Manitoba Liquor & Lotteries, and Winston Hodgins, president and CEO of Manitoba Liquor & Lotteries, announced today.

“These new savings are on top of the $6.1 million already achieved through our initiative to merge the separate liquor and lotteries organizations into a single Crown corporation,” said Minister Lemieux.

These savings will allow us to continue investing in job creation, infrastructure, health, education and other important services that Manitobans rely on. It’s also in line with our broader efforts to reduce administrative spending across government departments and invest those savings in better front-line services.”

In total, 108 positions will be managed through existing vacancies, attrition and retirements, said Hodgins.

We are working with unions and employees in a proactive manner to ensure a smooth transition,” said Hodgins. “We remain committed to being one of the province’s top employers and we appreciate the continued dedication of all of our valued staff in maintaining that standing.”

In April 2012, the Government of Manitoba announced the merger of the Manitoba Liquor Control Commission (MLCC) and Manitoba Lotteries Corporation, as well as the regulatory functions for liquor and gaming activities.

The expected outcomes of the merger were to increase efficiencies, modernize procedures and practices, reduce red tape and achieve cost savings, while ensuring continued delivery of effective customer services.

To date, the corporation has identified $6.1 million in accumulated savings that will be realized by March 31.

Consulting firm MNP helped guide the merger of the MLCC and Manitoba Lotteries, streamlining two organizations into one Crown corporation over the last two years. A review by a third party will be conducted shortly to verify the achieved merger savings.

Manitoba Liquor & Lotteries operates Liquor Marts and Liquor Mart Express stores, Club Regent and McPhillips Station casinos, Video Lotto and PlayNow.com, and also distributes and sells Western Canada Lottery products through the network of lottery ticket retailers.

Revenues generated by Manitoba Liquor & Lotteries are returned to the province to support priority programming in health care, education, social and community services, economic development and public safety initiatives.The Province of Manitoba is distributing this release on behalf of the Government of Manitoba and Manitoba Liquor & Lotteries.

Illinois Lottery Launch ‘20 Years-Of-Cash’ Instant Games

Scores of Players Offered 20-second ‘Cash Grab’ In Lottery Booth

CHICAGO, Illinois (February 27, 2014) --The Windy City took on a whole new meaning today for scores of adults who participated in the launch of the Illinois Lottery’s newest instant games--20 Years of Cash. Crowds gathered at the James R. Thompson Center in Chicago and at a Joliet Speedway station (1621 West Jefferson) for a chance to go inside the Lottery’s forced-air Cash Booth and grab—for 20 seconds—floating $1 dollar bills and coupons good for  Lottery instant tickets and branded merchandise.

20 Years of Cash tickets are available at four price points--$1, $2, $5 and $10--with top prizes, respectively, of $1,000, $2,000, $5,000 and $10,000 a week for 20 years (prizes paid quarterly).

In addition to the annuitized prizes, 20 Years of Cash grand prize winners also receive an immediate payment of $100,000, $200,000, $500,000 or $1,000,000, depending on which of the four games was purchased.

Florida Lottery and Lieutenant Governor Team Up with Miami Heat to Honor Elite Principals

TALLAHASSEE, Florida (February 28, 2014) -- The Florida Lottery and Florida Lieutenant Governor Carlos Lopez-Cantera teamed up with the Miami HEAT to honor the Florida TaxWatch Elite Principal Award recipients at last night’s New York Knicks vs. Miami HEAT basketball game in Miami.

Six school principals were recognized for their accomplishments in overcoming adversity, improving student achievement and helping high-risk students to beat the odds and exceed expectations.

New Mexico Lottery Forecasts Higher Sales, Revenue for Fiscal Year 2014

ALBUQUERQUE, New Mexico (March 4, 2014) -- The New Mexico Lottery board of directors today approved a revised budget that forecasts higher sales and revenue for Fiscal Year 2014, which ends June 30.

Under the revised budget, ticket sales are forecast at $135.3 million, up from an original projection of $131.4 million.  The scholarship revenue forecast has been increased from $39.4 million to $40.6 million. 

Chances are good that we will enjoy one or two more jackpot runs in Powerball® and Mega Millions® before our fiscal year ends,” said Board Chair Dan Salzwedel. “Bigger jackpots stimulate sales, which always brings good fortune to college students counting on Legislative Lottery Scholarships.

Salzwedel added that in the past three months, New Mexico Lottery CEO David Barden has identified and begun to carry out a number of ways the lottery can begin to quickly improve player awareness. 

They include:

  • Buying electronic jackpot signs for 400 stores that currently do not have signs that update automatically;
  • Creating a launch schedule so that Scratcher™ players know that three to four new games will always be in stores on the first Tuesday of every month;
  • Creating dispenser templates to help stores stock Scratcher games for higher visibility;
  • Developing a three-year retailer recruitment campaign with a goal of adding 100 new stores a year.

 

During the board meeting, CEO Barden announced that daily Scratcher sales on March 3 were approximately $275,400, their highest sales day in Fiscal Year 2014.

Legislative Lottery Scholarships

The sale of all New Mexico Lottery games funds a college tuition-assistance program.  Since its inception in 1996, the New Mexico Lottery has raised $596.5 million for education and more than 90,000 students have attended college on Legislative Lottery Scholarships.  More than 43,300 students have already earned their college degrees.  More information about Legislative Lottery Scholarships is available at www.nmlottery.com.

Two More Gaming Standards Association Member Companies Earn GSA Certification

LAS VEGAS, Nevada (March 5, 2014) – The GSA Certification Program continues to expand rapidly, and now the Gaming Standards Association (GSA) has announced two more GSA member companies have earned certifications in the rigorous program.

First, Nidec Sankyo’s 3490-01D, Sankyo MCM252-2R1191 Card Reader Firmware, has been certified as GSA compliant with the GDS Card Reader Communication Protocol v1.2.

Phil Piercey, Sales Engineer for Nidec Sankyo said, “Nidec Sankyo is proud to be the first to deliver a certified GDS card reader to the gaming industry. Our goal is to readily serve G2S installations with a GDS certified peripheral that is recognized by GSA.”

Next, Scientific Games International’s SGVideo Site Controller v2.0.7 has been certified as GSA compliant with G2S Message Protocol 2.1.
