GTECH Lets the Zombies Loose in Helsinki

GTECH’s Plants vs. Zombies™ slot games, based on the globally popular casual titles from PopCap Games, are a hit with players in Finland

HELSINKI, Finland (April 30, 2014) -- Casino Helsinki has recently installed two Plants vs. Zombies titles from GTECH’s gaming product brand, SPIELO, and they have become an immediate success with players. The two titles – Plants vs. Zombies™ Gargantuar and Plants vs. Zombies™ Backyard Showdown – have revived a slow area on the casino floor, according to casino management.

Both games feature the Graveyard Bonus, where players pick tombstones, collect suns to win one of three progressives, and avoid the brain-craving zombies. Plants vs. Zombies Gargantuar offers a plant/zombie scatter pay and random wilds in the base game, with the Vase Breaker Pick-a-Prize and Gargantuar Free Spins bonuses. Meanwhile, Plants vs. Zombies Backyard Showdown has a base game where plant symbols have special powers – just like the casual game. INTRALOT Sign Fifth Amendment with the Ohio Lottery to Provide Interactive Terminals & Games

DULUTH, Georgia, USA (April 29, 2014) -- INTRALOT Inc., based in Duluth, GA, the North American subsidiary of INTRALOT Group, is pleased to announce an amendment to its contract with the Ohio Lottery. INTRALOT will provide its Multi-Purpose Next Generation (MPNG) self-service Lottery machines that will empower players to have an incredible interactive player experience with EZPLAY® Tap Games™, an extension of the lottery’s already successful instant online EZPLAY® product line.

The MPNG Player Activated Vending Machines are manufactured in INTRALOT’s facilities in Mason, Ohio. The MPGN will be connected to INTRALOT’s B-On® system, the company’s Interactive Gaming Platform. The B-On® system is a state-of-the-art, innovative, robust and high performance solution that meets the growing demands of the gaming industry and enables the expansion of sales and services across many traditional and alternative sales channels.

With the new player activated terminals consumers will be able to access all of the Lottery’s existing terminal based games, as well as, the new EZPLAY® Tap Games™. This new series of games has been designed to provide a paperless and visual instant ticket experience.

The machines and games will be available in Veterans and Fraternal organizations throughout the state of Ohio. The revenue from these games will provide additional funds for education and generate money for these select organizations individual needs and the charitable efforts they currently support.

Mr. Dennis Berg, the Director of the Ohio Lottery, reported to the Ohio Lottery Board of Commissioners at the April Commission: “The Multi-Purpose Next Generation state-of-the-art gaming equipment will be manufactured in Mason, Ohio. This is same facility that the current MPs used primarily for our Keno trade channel and the Winstation Instant ticket dispensing equipment is built in. In conjunction with our vendor partner INTRALOT, we continue to conduct informational open house sessions throughout the state to interested Veteran and Fraternal Organizations. Our goal is to provide clarifying information on how the MPNG program will work and this next generation equipment can benefit their organizations.”

Scientific Games Sign Primary Instant Games Contract with Washington State Lottery

NEW YORK, N.Y. (April 28, 2014) -- Scientific Games Corporation (Nasdaq: SGMS) (the "Company") today announced it has signed a new contract to provide instant games and related services for Washington's Lottery, a customer since 1990. Under this new agreement, the Company will create, produce and deliver instant tickets to Washington's Lottery, as well as provide a range of marketing support and research services. Created in 1982, Washington's Lottery was established to generate revenues for state programs through the sale of lottery products.

The six-year contract, which was awarded through a competitive procurement process, began in March 2014, and may be extended by the Lottery for additional periods and terms.

Dianne Thompson CBE to Retire As Camelot Group CEO After 14 Years
Group to Be Restructured Into Two Separate Entities: Nigel Railton to Head Global Team, Andy Duncan to Lead Core UK Business

LONDON, U.K. (April 29, 2014) -- Camelot today announced that Dianne Thompson CBE has decided to retire on 31 October 2014 after 14 years as Group CEO and 17 years with the company. During this time, she has led the company to become one of the world’s most successful lottery operators, fought and won two licence competitions, secured a four-year extension to the current licence to 2023, raised billions of pounds for National Lottery Good Causes, and made a truly life-changing difference to people and communities across the UK.

Over the next six months, the group will be separated into two clear functions to ensure the best possible platform for continued future growth, both in the UK and overseas. Andy Duncan – MD of the UK business since 2011 – will become CEO of Camelot UK Lotteries Limited (CUKL), and Nigel Railton – currently Group CFO and Strategy Director – will become CEO of Camelot Global Services Limited. Both will take up their new positions on 31 October 2014 and will report in to Lee Sienna, the Chairman of the Camelot Group of Companies. Dianne, Andy and Nigel will work closely with employees across the group to finalise the enhanced structure.

Dianne had initially planned to leave the company in 2012 but, at the request of Teachers’, agreed to continue in her role in order to devise and implement the group’s ambitious international growth strategy, while further developing the UK strategy. She has agreed to make herself available to Camelot in a consultative capacity, while pursuing her other business and charitable interests.

Andy Duncan said: “I am delighted to have been given the opportunity to build on all of Dianne’s achievements, which have seen Camelot become a world-leading multi-channel lottery operator. We already lead the world in digital lottery innovation and this will become even more of a key focus in the years ahead. Having worked very closely with Dianne on the UK business over the last two and a half years, Andy is ideally placed to take over as CEO of CUKL. He recently orchestrated the successful launch of new Lotto – the first substantive change to The National Lottery’s flagship game since it launched in 1994 – which has turned around the game’s long-term sales decline. He has also overseen a massive expansion in The National Lottery’s digital services – including the launch of a new mobile platform and engaging apps, a growing social media presence, and the creation of a bespoke ‘digital team’, which is working on the imminent launch of an entirely new online platform.

Andy will continue to lead this ongoing programme of digital transformation to ensure that the UK National Lottery, as it has done since launch in 1994, continues to adapt and thrive in an ever-changing digital landscape and in the face of ever-increasing competition – and continues to deliver for players, the Good Causes it supports and UK society as a whole for the next 20 years and beyond.

Dianne Thompson CBE – CEO, Camelot Group of Companies

Dianne Thompson CBE is CEO of the Camelot Group of Companies, which is responsible for operating the UK National Lottery. She joined Camelot in 1997 as commercial operations director and became Chief Executive in December 2000. Since then, Dianne has developed and driven Camelot’s strategy for long-term responsible growth, which resulted in Camelot achieving its highest-ever ticket sales of almost £7 billion in 2012/2013, delivering record returns to UK National Lottery Good Causes and record levels of prize money to players in the process.

Dianne led the company in its successful bid to operate the UK National Lottery in the third licence period, which runs until 2023. Under her leadership, Camelot Global Services has also successfully bid to operate two lotteries overseas – firstly in Pennsylvania and secondly as part of the consortium, led by Camelot’s owners the Ontario Teacher’s Pension Plan, which will operate the Irish National Lottery from late 2014 onwards.

In a career spanning 40 years, Dianne has worked in marketing for a variety of companies such as ICI Paints, Sterling Roncraft and Signet Group. She was previously Director of Marketing at Woolworths and a lecturer at Manchester Polytechnic for seven years, during which time she founded and ran her own advertising agency.

She is President of the Market Research Society, and is a Fellow of the Royal Society of Arts, the Marketing Society and the Chartered Institute of Marketing. Dianne is also a Companion of the Chartered Management Institute and a liveryman of the Worshipful Company of Marketors. Dianne has previously been awarded the titles of both Veuve Clicquot business woman of the year 2000 and marketer of the year by the Marketing Society in 2001, and, in the 2006 New Year’s Honours, she received a CBE for services to business.

Dianne is the non-executive Chairman of RadioCentre, the industry body for commercial radio.

 

Andy Duncan – Managing Director of Camelot UK Lotteries Limited

Andy Duncan joined in November 2011 in the newly-created role of Managing Director of Camelot UK. He is responsible for the UK National Lottery – a business with annual sales of almost £7 billion, generated in over 40,000 retail outlets across the UK, as well as via www.national-lottery.co.uk, one of the top 10 e-commerce platforms in the UK and the largest online lottery in Europe. He led the successful relaunch of the flagship Lotto game in 2013.

Andy brought a wealth of top-level commercial, digital, marketing and media experience with him to Camelot. Prior to joining, he was Chief Executive of H.R.Owen, the UK's leading luxury car business. Before this, Andy was Chief Executive of Channel 4 from 2004 to 2009, where he oversaw a period of strong growth in both viewing and advertising share, and the broadcaster's emergence as a multi-platform media business. This included the launch of 4OD in 2006, the world's first full TV on demand platform. Under his tenure, Channel 4 also won a record number of creative, advertising and marketing awards, including 13 Oscars.

Previously, Andy held prominent positions at the BBC, where he was the first-ever Board level Director of Marketing, Communications and Audiences. He was also a key architect of Freeview – the UK's biggest digital TV platform – and its founding Chairman. He also sat on the BBC Commercial Board and was a trustee of Children in Need.

He spent the first 17 years of his career at Unilever in a variety of roles, including European General Manager in the Foods Business and European Marketing Director, and as a member of the Global Category Board.

In January 2014, Andy was appointed President of the Advertising Association. He was Chairman of the Media Trust – the media industry's leading charity – from 2006 to 2014 and remains on its Board. He is also a Board member of the Oasis Trust and a member of the British Museum Marketing Advisory Group. Previously, he has been Chairman of the TV industry's Cultural Diversity Network, Chairman of the Royal Television Society's Futures Group, a member of the Government's Creative Economy Board and Chairman of the Tea Council. He was awarded Marketer of the Year in 2003.

 

Nigel Railton – Group Chief Financial Officer and Strategy Director, Camelot Group of Companies

Nigel Railton is Group Chief Financial Officer and Strategy Director for the Camelot Group of Companies.

Nigel joined Camelot in 1998 as Financial Controller and became Finance Director in 2003, later joining Camelot’s Board in January 2006. He was also on the board of Camelot’s venture in South Africa from 2003 to 2005, which saw the company establish and support the successful operation of the inaugural South African National Lottery.

Having played a key role in Camelot’s successful bid to operate the UK National Lottery in the third licence period, Nigel became Finance and Operations Director in 2007, assuming overall responsibility for the successful implementation of Camelot’s transition commitments. This saw Camelot complete the largest and fastest lottery upgrade of its kind in the world – with an entirely new network of touch-screen terminals and cutting-edge digital media screens; an upgraded gaming system via a brand new communications network; and a new, next-generation National Lottery website, with a re-designed interface and host of new functions.

Working alongside Group CEO Dianne Thompson, Nigel took responsibility for developing Camelot’s overall strategy in 2008 and, from this, helped drive the sale of Camelot to Ontario Teachers’ Pension Plan (Teachers’) in 2010. He took on his current role as Group CFO and Strategy Director in 2010.

More recently, Nigel helped secure a four-year extension to Camelot’s current licence, which now runs until 2023, and worked very closely with Teachers’ in the successful bid to operate the Irish National Lottery.

A qualified accountant with more than 25 years’ experience in financial, commercial and operational disciplines, Nigel began his career at British Rail, working for Network South-East, Railtrack PLC and Railfreight Distribution. He also worked as a Financial Analyst for Black and Decker and as a Marketing Product Manager for DeWalt Power Tools.

Immediately prior to joining Camelot, Nigel was Senior Management Accountant at the Korean-owned Daewoo Cars Ltd.

CLEVELAND, Ohio (April 24, 2014) -- What can lottery operators learn from the people who design casual and mobile games?  Quite a lot!

These are the most dynamic sectors of the video game industry, with hundreds of games launched daily and more than 1000 new games launched every week. Mobile and casual games are literally training our customers to expect variety and constant improvement. The lotteries must evolve to meet the customer.

NASPL has organized a special three-day workshop that will enable members to learn design techniques and tricks from the pioneers of the videogame industry. This premier event will bring a host of leading videogame visionaries to the lottery industry for an in-depth and hands-on session. The speakers come primarily from outside our industry and they will help unravel the complexities of designing interactive games that soon will become a part of the product portfolio of many lotteries.

He also created and managed the Game Developer Conference’s mobile symposium, the world’s leading gathering of mobile game developers. Responsible Gaming Measures Reduce Earnings for Svenska Spel

VISBY, Sweden (April 24, 2014) -- Swedish gambling Group's operating profit for the first quarter of 2014 was 1,243 million, a decrease of 6.2% or 83 million compared to the same period in 2013.

The decrease is due to a number of responsible gaming measures, for example, registered games at Vegas, the abolition of the rebate or bonus, changed sales contests, and a decrease in sales of Lotto,” says Lennart Käll, Svenska Spel CEO.

Net gaming revenues decreased by $ 186 million (-7.5%) compared with the same period last year, from 2480 to 2293 m.

The decrease in revenues is expected and is a result of that we have strengthened our gaming. This trend will continue and be seen more clearly in June, when we extend the mandatory registration to our games in the physical environment. At the same time we reduce our costs by 36 million (5%). Several initiatives are underway in parallel to give our customers an even better gaming experience for all our client meetings and our product categories, tour, sports and casino games,” says Lennart Käll.

Swedish Accordion image measurement in the first quarter shows that the company has the strongest image value of all gaming companies in the market. 61 percent of the Swedish population is somewhat or very positive attitude, which is an increase of 2 percentage points compared with the first quarter of 2013., 53 per cent of the population believes that Swedish Games is the leader when it comes to gaming on the Swedish gaming market.

First Swedish professorship for research into gambling addiction has been established at Lund University. Swedish Game finance professor at 2.5 million per year for five years.

A 80-year collaboration with Swedish football has been extended for another six years. The contract is worth over 900 million. Swedish Games continue as main sponsor and enable investments in, among other things, talent development and women's football.

First quarter January to March 2014 brief:

  • Net gaming revenue for the Group was 2,293 (2,480) million, a decrease of 7.5%
  • Operating profit amounted to SEK 1 243 million (1326), a decrease of 6.2%.
  • The profit amounted to SEK 1 258 million (1341), a decrease of 6.2%.
  • Operating margin was 22.4 (22.8)%.

WASHINGTON, Illinois (April 25, 2014) --  A ribbon cutting ceremony was held today at Central Primary to commemorate a Reading Oasis donated by Northstar Lottery Group, the private manager of the Illinois Lottery, in collaboration with Scholastic. The Reading Oasis will serve both Central District 51 schools (Washington) to help promote literacy and provide a safe, nurturing environment within the school for students and parents in an area devastated by tornadoes last November.

Northstar is honored to be able to make a difference in this community. Washington was tragically affected by the last fall’s tornado and we want to help them rebuild,” said Tim Simonson, president and CEO of Northstar Lottery Group. “Although this is a small gesture, it is a step closer to making this unwavering town whole again"

More than 100 Central students are still displaced as a result of the tornado that destroyed 500 homes and damaged 600 more. Central Schools are located one block from the center of the tornado’s path and incurred approximately $150,000 in damage to the school buildings and property. This contribution will certainly contribute to the healing process,” said Dr. Chad Allaman, superintendent of Central District 51.

We have displaced students located in seven different communities and their parents either drive them to school or place them on district buses each day to make sure the children get to and from school safely. This Reading Oasis will give parents a chance to take some time out of their day to bond with their children over a good book. All of us at Central District 51 are grateful to Northstar for this gift.”

Northstar’s donation includes more than 1,200 books for students and their parents to enjoy, and well as furniture to create a comfortable setting. GTECH Corporation, Northstar’s parent company, helped make this contribution possible by matching Northstar’s contribution.

Today’s ceremony took place during Central District 51′s Reading Under the Stars event where parents accompanied their children for a night of reading and fun activities in Central Primary’s gymnasium. Scholastic surprised students with an appearance by Clifford the Big Red Dog®. Scholastic also provided Klutz Build-a-Book® kits to 300 students to make their own books, and conducted a raffle for four complete Wimpy Kid book series value packs.

Northstar will also donate $5 book vouchers to every student at Gifford Elementary school in Gifford, Illinois – another area hit hard during last year’s tornado season. Lottery Report Robust Third Quarter Revenue for the State

BATON ROUGE, Louisiana (April 28, 2014) -- For the third quarter of fiscal year 2014, the Louisiana Lottery Corporation transferred $40.9 million to the state, bringing total fiscal year-to-date contributions to $121.1 million, which is 5 percent over 2013 and exceeds budgeted transfers by more than $15.6 million.

With third-quarter revenue of $117,054,569, Lottery state proceeds reached $40,969,100. By law, 35 percent of Lottery revenue is transferred to the state treasury and dedicated for K-12 public education.

Lottery President Rose Hudson credited the Lottery's success over the last three months to more big jackpot runs, including Powerball's $425.3 million jackpot for the Feb. 19 drawing and Mega Millions' $400 million jackpot on March 18. Lotto sales were also up, driven by a rolling jackpot that began in December as well as the Lotto Lagniappe promotion that began in March. Scratch-off sales continued to be popular with double-digit increases over 2013.

"Big jackpots are still heavy hitters when it comes to producing an immediate up-tick in sales," said Hudson, "but the steady star in our performance has been our scratch-off games, which are player favorites day-in and day-out. Technology enhancements made over the last year to ensure the right games are delivered to the right retailers at the right time have really paid off."

Retailers earn five percent sales commission on Lottery tickets, plus incentives for cashing winning tickets and bonuses for selling winning tickets, totaling more than $6.4 million for January through March of 2014.

Oregon Lottery Celebrated 29th Anniversary on April 25

Over $9 billion in Lottery proceeds have gone to help programs and projects

SALEM, Oregon (April 25, 2014) -- On April 25, 1985, the Oregon Lottery’s one and only game, the Pot of Gold Scratch-it, went on sale at Lottery retail locations across Oregon.

Over the next 29 years, many new games have been added that have helped the Oregon Lottery generate proceeds exceeding $9 billion to help projects and programs throughout Oregon.

As the state’s second largest revenue source behind only personal income taxes, the Oregon Lottery provides critical funding for schools, job creation, state parks and salmon recovery,” said Oregon Lottery Director Jack Roberts. “In short, the lottery helps fund the very things that Oregonians most value about our state.”

While much is the same after 29 years – for example, Lottery players can still play Lottery games for just $1 – there have been many changes in how Lottery proceeds are used:

In 1985, all Lottery profits were originally ear-marked for economic development.

In 1995, Oregon voters approved a constitutional amendment authorizing Lottery proceeds to be used to help fund Oregon’s public schools.

In 1998, voters passed a constitutional amendment requiring 15 percent of Lottery proceeds be used for natural resources, split evenly between state parks and watershed restoration for salmon recovery.

For the 2013-15 biennium, public education will receive over $592 million in Lottery funds, economic development will receive over $283 million, and parks and natural resources will receive over $158 million. Additionally, gambling prevention and treatment programs will receive over $10.5 million to fund problem gambling prevention and treatment in Oregon.

Scottish National Party Calls for ‘Sensible Regulation’ of Fixed-Odds Betting Terminals

EDINBURGH, Scotland (April 23, 2014) -- Stuart McMillan is calling on the UK Government to take immediate action to combat the suffering caused by fixed-odds betting terminals (FOBTs), often described as the ‘crack cocaine of gambling’.

A reported £4.4 billion was gambled in Scotland on FOBTs last year and Mr McMillan is backing the Fairer Gambling Campaign’s call to reduce the current maximum stake on FOBTs from £100 to £2.

Mr McMillan, who is leading a debate on the issue at The Scottish Parliament today, said:

As things stand at the moment it is possible to blow £100 on a 20 second spin. That’s £300 in a minute – or £18,000 in an hour – so it is little wonder that FOBTs have become known as the ‘crack cocaine of gambling’.

Sensible regulation is needed immediately and I support the Fairer Gambling Campaign’s call to reduce maximum bet on FOBTs from £100 to £2.”

Speaking with former gamblers and hearing of their experiences with FOBTs has been a real eye opener to me. But it has also been encouraging to hear how they have managed to transform their lives by seeking help to overcome their addiction.”

The work done by organisations such as Gamblers Anonymous should never go unnoticed, nor should the bravery of gamblers who seek their help.”

I have written to the UK Government to ask them to seriously consider how FOBTs are regulated. Until Scotland becomes independent the powers of regulating gambling ultimately rest with Westminster – so it is up to Westminster to act now to protect people and families whose lives are being ruined by these machines.”

New Mexico Lottery, Problem Gambling Council Sign Contract

ALBUQUERQUE, New Mexico (May 1, 2014) -- The New Mexico Lottery and the New Mexico Council on Problem Gambling will work together to provide problem gambling rehabilitation services statewide.

Under the terms of a four-year contract, the lottery will pay the council a total of $70,000 to provide its gambling-specific crisis hotline.  If lottery sales grow by 4 percent during any one year of the four-year contract, the lottery will pay the council an additional $1,000 a year over the life of the contract.

The council’s hotline – 1-800-572-1142 – is accessible 24 hours a day from anywhere in New Mexico.  Services are provided by trained personnel in English, Spanish and Navajo.  Callers may remain anonymous.

The lottery’s support enables the hotline staff to provide problem gamblers and their families with free counseling and crisis intervention,” said Kandace Blanchard, the council’s clinical director.  “Access to these services is important and we are thankful for the lottery’s commitment to be proactive on behalf of New Mexico’s families.”

The New Mexico Lottery has been working with the council since 1998.

As a member of the gaming industry, we have an obligation to make counseling and intervention easy to find by people who might have any type of gambling problem,” said David Barden, New Mexico Lottery CEO.

CJEU: Inconsistency Of Austrian Gambling Legislation Confirmed Again

BRUSSELS, Belgium (April 30, 2014) -- EGBA welcomes today’s ruling of the Court of Justice of the European Union in the Pfleger case (C-390/12) that largely follows the Opinion issued by AG Sharpston on 14 November 2013. The Court confirms its well-settled case-law according to which a national gambling legislation is compliant with EU law only if it is consistent, i.e. if the declared public interest objectives are actually pursued free of hypocrisy, in a consistent and systematic manner. Not surprisingly, the Court also rules that the burden of proof regarding the proportionality and consistency of a measure rests with the Member States. Notably, this is the first time the CJEU has confirmed the applicability of the Charter of Fundamental Rights in a ruling on gambling.

• The CJEU recalled the Member States' burden of proof: a Member State wishing to justify a restrictive measure "[…] must supply the court called on to rule on that question with all the evidence […] to be satisfied that the measure does indeed comply with the requirements deriving from the principle of proportionality" (para 50, emphasis added). (1)

• If the national court considers "[…] that the real purpose of the restrictive system at issue is not the fight against crime and the protection of gamblers, but a mere increase of State tax revenue […], it would have to conclude that the system at issue […] is incompatible with European Union law (paras 54-55, emphasis added). Therefore, the CJEU reconfirms that "[…] Article 56 TFEU must be interpreted as precluding national legislation […], where that  legislation does not actually pursue the objective of protecting gamblers or fighting crime […] in a consistent and systematic manner"  (para 56, emphasis added).

• For the first time in a gambling-related ruling the CJEU confirms the applicability of the Charter of Fundamental Rights of the European Union: "[…] an unjustified or disproportionate restriction of the freedom to provide services under Article 56 TFEU is also not permitted under […] Articles 15 to 17 of the Charter" (para 59).

• Finally, the CJEU reiterates that "where a restrictive system has been established for games of chance and that system is incompatible with Article 56 TFEU, an infringement of the system by an economic operator cannot give rise to penalties" (para 64, emphasis added).

EGBA Secretary General Maarten Haijer comments: "We welcome the Court’s decision, which confirms that the Austrian gambling legislation is in breach of EU law. Today’s ruling strengthens the requirement that Member States’ gambling laws should be consistent.”

Mr Haijer further adds: "In this context, we want to remind that the European Commission acted in its proper role as guardian of the treaties by launching formal infringement proceedings against six Member States last November. Whilst we encourage the Commission to take the appropriate next steps in these proceedings and open new proceedings where necessary, we especially urge the Member States to pursue their stated public interest objectives in a consistent and systematic manner free of hypocrisy.”

The Austrian Gambling system has recently been subject to several Court cases both on national and EU levels, in particular the CJEU cases C-64/08, Engelmann; C-347/09, Dickinger and Ömer as well as C-176/11, Hit and Hit Larix, in which the CJEU has detected major inconsistencies in the Austrian gambling legislation and hence declared that major parts of the Austrian system are non-compliant with EU law.

Background information

On 14 November 2013 Advocate General Sharpston issued on Opinion on the Pfleger case (C-390/12) which already confirmed that, unlike the Austrian current system, national gambling legislation should be strictly consistent. Also in line with today’s ruling, Advocate General Sharpston argued that it is the Member States’ duty to provide the necessary evidence to this effect.
