California Lottery Sales Set New Record; More Money for Public Education

With Less Than One Week to Go, Sales are closing in on $5 Billion for Fiscal Year 2013-2014

SACRAMENTO, California (June 27, 2014) -- The California Lottery Commission held its June meeting today at Lottery Headquarters in Sacramento. And while historically the June meeting is always noteworthy, it’s tough to top the highlight of this morning’s meeting – the announcement that Lottery sales for Fiscal Year 2013-2014 set a new record! Sales are up nearly half a billion dollars and are close to cracking the $5 billion mark for the first time since the Lottery’s inception in 1985.

“It’s been a record year for the California Lottery, and we’re proud of what we’ve been able to achieve for California schools,” Acting Lottery Director Paula LaBrie said.

However, we have tremendous opportunities for continued growth in the new fiscal year, and we’re determined to make this another great year for the Lottery and for public education.”

Total sales for Fiscal Year 2013-2014 are not yet final, but when you consider that Lottery sales are more than $4.9 billion now, that’s quite a jump from the $4.4 billion in the previous fiscal year.

Once again, Scratchers® sales – highlighted by the introduction of the Lottery’s first-ever $20 Scratchers game – made up the majority of this year’s Lottery revenue, totaling more than $3 billion. In addition, total sales received a strong boost from a full year of Powerball® participation, as well as some great jackpot rolls in Powerball, Mega Millions® and SuperLotto Plus®.

Games such as Daily Derby® and Hot Spot® also saw big increases in sales over the previous fiscal year.

All the numbers are not yet final, but it looks like the Lottery will be able to send even more supplemental funds to schools this year compared to last year – more than $20 million more than in FY 2012-2013.

Other factors to consider from the soon-to-be-completed fiscal year:

  • Total sales were more than $500 million higher than last year;
  • FY 2013-2014 marks the 14th consecutive year the Lottery has provided more than $1 billion in supplemental funds to California schools; and,
  • This is the fifth consecutive year that Lottery sales have increased.

The mission of the California Lottery is to provide supplemental funding to California schools while simultaneously supporting local communities. More than 95 cents of every dollar spent by our players goes back to local communities in the form of contributions to public schools and colleges, prizes and retail compensation.

The California Lottery urges its customers to play responsibly and within their budgets. If you feel you have a gambling problem, or know someone who does, you can get help at: 1-800-GAMBLER.

German Lotto Bloc Zeroes in on Illegal Gambling

FRANKFURT, Germany (June 26, 2014) -- The head of the German Lotto and Toto Block (DLTB) has reiterated his support for the country’s State Treaty on Gambling following the recent European Court of Justice ruling that guaranteed the legality of Schleswig-Holstein’s licensing system.

Speaking at the Sportwetten & Glücksspiel 2014 conference in Frankfurt am Main, DLTB chief Michael Burkert, who also serves as managing director of the Saarland Sporttoto GmbH, said that while the ruling was seemingly in favour of Schleswig-Holstein it also guaranteed the status of the State Treaty.

The gambling market in Germany should not be left to the free market. Reason: When gambling in Germany may not profit maximization, but rather the consumer and player protection as well as drug prevention must be at the forefront.

But the many illegal gambling offers on the German market real damper on consumer protection and the prevention of addiction.

Illegal gambling operators (sports betting, online casino, online poker, betting on lotteries)

  • Lead customers into unprotected game environments,
  • Breach the Gambling Treaty,
  • Afford any duties in Germany,
  • Escape the common good high center.

Would be measures to combat illegal offers on the Internet

  • The enforcement of advertising bans,
  • The elimination of cash flows (payment blocking).

With the recent judgment of the European Court of Justice on June 12, 2014 this has the gambling treaty confirmed the same time, it is stated that gambling offers from Schleswig-Holstein in the other 15 states are illegal."

Latest Red Tape Reduction Changes Affecting Gaming in Queensland

BRISBANE, Queensland, Australia (June 2014) -- It is important for operators to take the time to familiarise yourself with the recent gaming changes outlined in the Liquor (Red Tape Reduction) and Other Legislation Amendment Act 2013. These amendments were passed by the Queensland Parliament on 20 May 2014.

Changes affecting clubs only

  • Since 28 May 2014, amendments to the Gaming Machine Act 1991 allow the Commissioner for Liquor and Gaming to approve an application for an additional club premises regardless of its proximity to the applicant club premises. For example, a club in Roma may now apply for an additional premises located in Longreach.
  • Since 14 March 2014, clubs can apply for a maximum of 300 gaming machines at a single premises. This is an increase of 20 gaming machines. In addition, where a club has two licensed premises it will soon be able to apply for a maximum of 450 gaming machines under its licence, while clubs with three or more premises will be able to apply for 500 gaming machines under its licence, as long as there are no more than 300 gaming machines at one premises.
  • From 1 July 2014, regional boundaries associated with the club entitlement reallocation scheme will be removed allowing clubs to source gaming machine entitlements from anywhere in the State.

Changes affecting charitable and not for profit gaming

  • As part of the Government’s commitment to reduce red tape in the liquor and gaming industries, in the near future an eligible association will no longer be required to obtain a licence to conduct an art union or calcutta sweep if the association is intending to raise up to $50,000 in gross proceeds from the conduct of the game.
  • Soon the gross proceed threshold for category 3 art unions and calcutta sweeps will be lifted from $20,000 to $50,000. Games that gross between $2,000 and $50,000 will therefore be deemed a category 2 game.
  • Please note that although a licence is not required, associations conducting category 2 games must ensure they comply with the requirements of charitable and non-profit gaming legislation for the conduct of the games and keep appropriate financial records. Associations are also required to submit audited financial returns to the OLGR if they are intending to gross more than $10,000 from the game.

Wagering Council Calls for Freeze on Minimum Bet Rule Proposal

SYDNEY, NSW, Australia (June 25, 2014) -- The Australian Wagering Council today called on Racing NSW to freeze the implementation of its proposed minimum bet rule on all wagering service providers.

The condition means online bookmakers will be required to stand to lose a minimum amount on any single fixed odds wager on NSW Thoroughbred races.

In delivering its submission on the proposal to Racing NSW, Chief Executive of the Australian Wagering Council, Mr Chris Downy, said:

Any new policy affecting wagering must be developed in a way that properly assesses its impact on the long term viability of the racing industry; protects the integrity of racing and stems the leakage of customers to illegal and unregulated offshore providers.”

The possible implementation of a minimum bet rule is better addressed as part of a broader

discussion on nationally consistent regulation of the wagering market”.

The AWC has identified several concerns with the proposed rule:

  • its enforceability, requiring operators to trade with clients with whom they do not wish to trade;
  • its practical workability in an online environment;
  • its effect on competition and prices for the ordinary punter; and
  • the risk to good corporate governance practices with Racing NSW adjudicating disputes between punters and operators where they have a commercial interest in the outcome of the dispute.

Mr Downy also questioned the consultation process by Racing NSW:

The first any AWC member knew of this proposed change was when they read about it in a press release issued on 12 June 2014. The foundation of good decision-making is real and proper consultation, particularly if the final outcome is to be one that works in practice. That is impossible to achieve within a two week timeframe.”

North Carolina Lottery Earns More Than Half a Billion for Education

RALEIGH, North Carolina (July 1, 2014) -- The N.C. Education Lottery earned more than half a billion dollars for education programs in fiscal year 2014, the most money ever in a single year.

As the lottery ended its fiscal year on Monday, preliminary results show the lottery set new records for sales and for earnings. Based on unaudited results, lottery ticket sales totaled $1.84 billion, up 8.8 percent.

Earnings from those sales - the lottery’s profits - totaled $500.4 million, up 4.6 percent from the previous year.

Eight years of increased sales and earnings is a record any business would be proud of,” said Alice Garland, executive director of the N.C. Education Lottery.

This year, thanks to North Carolinians enjoying chances to win prizes, the lottery also raised more money than ever before. These are dollars that wouldn’t be available otherwise and they are making a difference in education programs all across the state.”

Final transfers of lottery revenues to the state in June brought the lottery’s total contribution since inception to $3.4 billion.

Legislators decide how lottery proceeds are used. Most of the money raised in FY14 year went to the education programs that the lottery serves.

The state budget allocated lottery proceeds to the following programs:

  • Teachers’ salaries in grades K-3, $220.6 million
  • School construction and repairs, $100 million
  • College scholarships and grants based on financial need, including $30.4 million for N.C. Education Lottery Scholarships and $43.3 million to the UNC Need-Based Grant Program
  • N.C. Pre-K program, $75.5 million to provide at-risk four-year-olds a year in an academic pre-school. Lottery dollars made up 54 percent of the program’s funds, providing Pre-K slots to more than 14,000 four-year-olds.
  • Digital learning, $11.9 million to provide grants to schools to support the transition to digital learning.

The remaining lottery proceeds earned in FY14 will be allocated by legislators in the new state budget for fiscal year 2015.

Hoosier Lottery Achieves $1 Billion in Sales

INDIANAPOLIS, Hoosier (June 30, 2014) - Hoosier Lottery officials today announced the Lottery has exceeded $1 billion in sales in a 12-month period, the highest in the Lottery's 25-year history. The milestone surpasses the previous sales record of $934 million in fiscal year 2013.

The $1 billion mark is reflected in an overall 7 percent year-over-year sales increase. The Hoosier Lottery's performance surge is among the best in the United States, where average sales increases are 2.9 percent, based on data collected by the North American Association of State and Provincial Lotteries.

As a result of the solid fiscal performance, the State of Indiana will receive the largest contribution ever from the Hoosier Lottery, with more than $248 million in surplus revenue returning to Hoosiers for the Lottery's fiscal year 2014 via the Build Indiana Fund and existing pension and retirement funds established for Indiana teachers, firefighters and local police officers.

"The Hoosier Lottery experienced a remarkable year, and our record contribution to the State of Indiana underscores our commitment to maximizing revenue in a socially responsible way," said Sarah Taylor, Hoosier Lottery Executive Director. "We now have two consecutive years of record surplus revenue to the State, and that's a win for everyone."

Hoosier Lottery distributions benefit every county throughout Indiana. Each fiscal year, the Hoosier Lottery contributes $30 million to local police and firefighters' pensions and $30 million to the Teacher's Retirement Fund. Hoosier Lottery earnings help reduce motor vehicle excise tax by 50 percent.

Since its inception in 1989, the Hoosier Lottery has transferred more than $4.5 billion to the State of Indiana for good causes. During that same period, Hoosiers won over $9.9 billion in prizes and retailers earned more than $1.1 billion on commissions.

In October 2012, the State Lottery Commission of Indiana approved a recommendation to commence contract negotiations with GTECH Corporation for outsourced services in the areas of marketing, sales and distribution.

Today, GTECH Indiana, LLC, a wholly-owned subsidiary of Rhode Island-based GTECH Corporation, is working on behalf of the Hoosier Lottery. For the Lottery's fiscal year 2014, GTECH Indiana committed $256 million to the Hoosier Lottery and projected $1.056 billion in total sales.

"We are excited about surpassing the $1 billion sales mark, and we are committed to fulfilling our obligation to the State of Indiana," said Colin Hadden, GTECH Indiana Chief Operating Officer and General Manager.

A number of factors contributed to the $1 billion in sales. "The record would not have been possible without our retail partners and those who play the Lottery," said Taylor. "We thank them for their enthusiasm and support."
