GTECH Partners with Game Design Firm

GTECH will offer Arizona Gaming Designs’ Plus or Minus game to customers;

GTECH signs agreement to extend favorable pricing to customers on patent-pending lottery game

PROVIDENCE, Rhode Island (August 26, 2014) – GTECH and Arizona Gaming Designs, LLC, have signed an agreement to bring Arizona Gaming Designs’ patent-pending Plus or Minus lottery game to GTECH customers. Plus or Minus, also known as 1-Off®, gives players another way to play 3-digit and 4-digit daily numbers games, offering a chance to win even if the numbers chosen don't exactly match the numbers drawn by the lottery.

With Plus or Minus, players win if one of their numbers is one higher or one lower than the winning numbers drawn by the lottery.

This partnership extends exclusive, favorable pricing terms to GTECH customers, some of the country's leading providers of numbers games. Arizona Gaming Designs is a provider of unique game designs for lotteries, gaming machines, casinos, race tracks, and sports teams.

In Missouri, sales of Pick 3 and Pick 4 have increased more than 8.5% since Plus or Minus debuted in July 2013. Both GTECH and Arizona Gaming Designs have sponsored independent consumer research to validate the strong level of interest in the game.

INTRALOT Seal VLTS Pre-Commitment Contract in Victoria

ATHENS, Greece / VICTORIA, Australia (August 24, 2014) -- INTRALOT Gaming Services Pty Ltd, a wholly owned subsidiary of INTRALOT Australia Pty Ltd, has signed a contract with the Victorian State Government in Australia to implement a voluntary pre-commitment scheme for up to 30,000 electronic gaming machines (EGM) across the State including the Melbourne Casino.

The Pre-Commitment solution in Victoria, Australia will be a state-of-the-art and world leading Responsible Gaming initiative. The scheme will be voluntary for players, it will, however, be mandatory to be offered on all gaming machines operating in Victoria including at the Melbourne Casino. Players will be able to set time and loss limits on any electronic gaming machine, track their play across the State and electronically access their personalised information at any gaming venue, or online.

INTRALOT was selected as the preferred provider by the Victorian Government in September 2013. Following the successful contract negotiations and a thorough technical and commercial due diligence process, INTRALOT will undertake the operation of the pre-commitment service for a period of 12 years, until August 2027, with system being planned to be installed during 2015 before the official launch on December 1st, 2015.

The Minister for Liquor and Gaming Regulation, the Honourable Mr. Edward O’ Donohue MLC, stated: “The Victorian Coalition Government welcomes the agreement reached between the state of Victoria and INTRALOT and looks forward to continuing to work with IGS to deliver a world leading voluntary pre-commitment system for Victorian gaming machine players.

Scientific Games Appoint Gaming Industry Veteran to Lead North America Sales at WMS Gaming

Progressing in Germany

Jumbo has passed significant milestones in Germany with the completion in June of the necessary connections to all 16 state lotteries, giving the Company’s website www.JumboLotto.de access to the entire 80 million German population.

The market for internet lottery sales in Germany is expected to reach €6 billion by 2020 (Source: Deutscher Lotto & Totoblock (DLTB) lotteries, Deutscher Lottoverband (DLV), Leibnitz University Hanover), half the expected €12 billion total market size following the deregulation of the lottery market in 2012. The drivers for this growth include the launch of internet resellers (such as www.JumboLotto.de), advances in multi-jurisdictional games (such as the Eurojackpot) and increasing lottery participation rates. Germany lags behind neighbouring countries such as France and the UK in lottery participation metrics such as percentage of population that play the lottery and average customer spend. These factors combine to make the German internet lottery market an attractive target for Jumbo’s efforts.

Other International Markets

In addition to Germany, Jumbo has identified the USA and Mexico as other international markets that have significant internet lottery growth potential. The USA has yet to fully adopt internet lottery sales however management believe that political opposition has declined and the large US lottery market will open up soon. Jumbo is active in the USA via a 50/50 joint venture called “Lotto Points Plus” as well as direct lobbying with specific state lotteries. In Mexico, Jumbo has developed the website www.JumboLotto.mx but has delayed the launch until the required approvals are in place.

Market development expenses in these regions were incurred in the FY14 year supported by Jumbo’s reasonable balance sheet and profitable business in Australia.

With over $16.4 million in net cash and a reasonable balance sheet with net assets of $19.8 million, Jumbo is comfortably placed to steer these projects into profitability”, he said.

Ohio Lottery Celebrate 40th Anniversary of First Drawing

CLEVELAND, Ohio (August 22, 2014) -- Today marks 40 years since thousands of people gathered at Parmatown Mall in Parma to watch the first official drawing of the Ohio Lottery’s first game, Buckeye 300.

The Ohio Lottery’s Showmobile, a tractor trailer that carried a nine feet long tumbler for the drawing, set up the morning of August 22, 1974.

One thousand balls numbered 000 to 999 were placed into the tumbler that would spin end over end, and when the tumbler stopped turning, ten numbered balls fell into place. Three envelopes drawn from a drum containing the results of 30 horse races determined the winning chambers on the tumbler.

The winning numbers that day were 178, 264 and 002. Twelve $15,000 winning tickets were sold and eligible for a $300,000 drawing the following week. Approximately 25,000 $20 winners were sold and were eligible for a $1,000,000 drawing two months later. Omar Watts of Middlefield, Ohio won that drawing.

Tickets for that first game were 50 cents, and it was the only game offered. Today we have games ranging from $1 all the way up to $30,” Director Dennis Berg said of how the lottery has changed. “It’s amazing to look back and see how far we’ve come. With technology today, our players can watch KENO drawings and daily drawings on their computer or smart phone, and can scan their tickets to see if they have a winner.  They have more than 75 games to choose from in our product line.”

The Ohio Lottery is celebrating its 40th anniversary with the Ohio Lottery’s 40th Anniversary Millions instant ticket. The $30 instant ticket has a top prize of $10,000,000, the largest instant prize ever offered by the Lottery.

The Turbo Option - More Spice for Players of Banco!

MONTREAL, Quebec, Canada (August 21, 2014) -- As of August 25, players of Banco may choose the Turbo option and a chance to multiply their prize. This amendment, which adds spice to the current game, is the latest offering by Loto-Québec to offer a more entertaining product and adapted to its clientele.

For each selection of Banco, the consumer will have the choice to double his bet to the draw of the Turbo, which multiplies a lot to 10 times. Thus, each Banco draw an additional draw will be conducted to determine the multiplier that will apply to lots.

For example, a consumer who makes a bet 4 $ 1 win $ 100 if its 4 numbers are winners, according to the prize structure of Banco (category 4/4). But if it doubles its implementation in order to participate in the draw of the Turbo and the multiplier is drawn x 3, he will win $ 300 ($ 100 x 3).

Swiss Lottery Operator Supports Proposed Gaming Billl

Loterie Romande Response in Respect of the Consultation on the Draft Federal Law on Gambling

LAUSANNE, Switzerland (August 20, 2014) -- On April 30, the Federal Council for consultation the draft new law on gambling. The Board of Directors of the Loterie Romande believes this project is balanced and coherent: it reflects the interests of all stakeholders and includes relevant compromise on a number of key aspects. Given the improvements proposed by gaming operators, including corporate social responsibility, Loterie Romande wants balance and coherence of the project are not compromised by additional requirements that would undermine the attractiveness of the lottery games and sports paris. In an increasingly competitive environment, the new legislation should allow companies to operate lottery games attractive, profitable and responsible to ensure the long-term stability of the profits distributed to the public interest.

Loterie Romande broadly approves the bill, drafted in collaboration with all stakeholders. She believes that this project is the result of relevant compromise on key issues of importance fundamental to the Loterie Romande:

Balanced distribution of powers between the Confederation and the cantons

The bill allows the practical implementation of Article 106 of the Constitution, accepted by 87% of the vote in the referendum of 11 March 2012 It ensures a balance between the skills of the Confederation and the cantons and gives those new different definitions of gambling. These new definitions are satisfactory and enable operators to adapt their social and technological developments without them are made at expense of other forms of gambling for the protection of the population.

Loterie Romande considers in this respect that the bill contains requirements that will probably make one of the Swiss law’s more severe in Europe in terms of responsible gaming. In this context, it wants no additional prevention measures which go beyond the provisions of the project. The measures disproportionate and unrealistic harm the establishment of an essential balance between the protection of players on the one hand and the need to guarantee offers both legal and attractive on the other.

Fight against the illegal supply

Because of the dangers associated with crime, money laundering or dependence, the fight against illegal offerings - representing a gross gaming revenues estimated at CHF 300

million a year - is a necessity. The bill has the advantage to provide concrete measures to curb illegal gambling, such as blocking websites that are unauthorized. Loterie Romande approves this provision, which is one that benefits of gambling are properly allocated to the public benefit instead enrich private operators from tax havens.

Standardization of the tax treatment of gains

Currently, the gains from lotteries and sports paris are subject to tax income, which is not the case of the gains in gambling, free, for them from taxation. The bill establishes logically equal tax treatment between gains in lotteries and those acquired in other games money. Loterie Romande welcomes this new design, which will make games of lottery and most attractive sports paris and will therefore generate additional benefits for the public utility. The exemption will also reduce the competitive advantage of illegal operators, while helping to curb the exodus of players to tenders untaxed in neighbouring countries.

As it stands, the Loterie Romande does not want balance and consistency of solutions

proposed are challenged by amendments that would undermine the competitiveness of lotteries. While avoiding an incentive to excess and addiction, games offered should remain attractive and operators must be able, while respecting their duties, adapt to changing society. Loterie Romande recalls the need for a legislative framework for the mission and

responsibilities of lottery corporations whose profits - almost CHF 550 million by year for Switzerland - are an indispensable support charitable projects, cultural and sports.

Scratch-Off Ticket Sales Growth One for the Record Books

2014 Fiscal Year Transfers Exceed Expectations by $20.9 Million

BATON ROUGE, Louisiana (August 22, 2014) -- With more than $450.5 million in revenue for fiscal year 2014, the Louisiana Lottery Corporation transferred $161.6 million to the state treasury for K-12 public education $1.4 million more than last year and second only to 1993 when the Lottery was the only form of gaming in Louisiana.

Scratch-off sales alone grew by nearly 10 percent, placing the Louisiana Lottery among the country's top 10 for product line sales growth and helping to add an additional $20.9 million to the state’s coffers than what was budgeted.

"While draw-style game sales are often at the mercy of huge national jackpot runs, scratch-off sales growth is largely driven by factors we directly control, including superior game design, a customized consumer-driven product mix and just-in-time inventory management at retail," noted Lottery President Rose Hudson.

"I am proud of the work we've done at the Lottery to maximize revenue for our state while upholding the highest standards of integrity and public trust."

Besides the state, local businesses that sell Lottery products also benefited with total retailer compensation of more than $25 million for fiscal year 2014, which includes sales commission, incentives for cashing winning tickets and bonuses for selling winning tickets.

Fourth quarter figures for fiscal year 2014 show Lottery revenue totalled $104,417,313 with $40,510,770 being transferred to the state treasury. The June transfer included a surplus of $3,965,000 due to operational efficiency.

The Louisiana Lottery ranks second among state lotteries in percent of revenue transferred to its government.  In fiscal year 2014, 35.5 percent of Lottery revenue was transferred to the state treasury and dedicated for K-12 public education. Nearly 53 percent of revenue was allocated to prizes for players. At least 5.5 percent was paid to retailers who sell Lottery games, and less than 6 percent was retained by the Lottery for operating costs.

The Lottery's total fiscal-year state proceeds were $161,664,700. Since the Lottery began operations in 1991, more than $8 billion in revenue has been generated, primarily from ticket sales. More than $2.8 billion has been transferred to the state treasury.

"These results give us all a reason to smile," Hudson added. "As we explore better ways to use technology to manage our business and connect with our players, the future is bright for the Louisiana Lottery."

AGE 2014 – Wraps Up a Successful Show

What were your expectations about the show? Have you met them?

Having been at the previous location for 24 years, moving to the new location certainly meant we were going into unchartered territory.

Bringing the show to the new location brought many challenges.  We had to reconfigure the layout of the show to fit into the new space, we had to take into consideration such elements as the lower ceiling heights, the higher level of ambient light and the accessibility. There was limited on-site parking which meant we had to place a greater reliance on three modes of public transport to get the visitors here: Buses from Central Railway Station; Ferries from the old Darling Harbour site (where the bulk of the parking was still available) and the Taxi Service.

There was also a concern about the geographic “segregation” of Darling Harbour from the restaurant precinct of Darling Harbour and Cockle Bay.

In addition to promoting the show to both Exhibitors and Visitors we also needed to communicate the details of the new location and its associated transport arrangements to the Exhibitors and Visitors.

Of course the biggest unknown for us was; “How would the visitors react to the new location and the use of public transport?”

How did the exhibitors and visitors respond?

As it turned out none of the concerns we had prior to the show materialised.  We were greatly encouraged when the show’s exhibitor space sold out a month before the show dates.

The visitors seemed to enjoy the ambient light, the on-site catering and the accessibility.

To communicate the details of the new location, our early advertising focussed on just that, “AGE to shine at Glebe Island”. In May we launched a dedicated AGE mobile App which included all the information visitors needed for access to the show. When analysing the download statistics for this App this week we learned that the App user numbers exceeded 90% of the numbers of Desk Top users.

At the actual AGE, the buses, taxis and ferries all seemed to work like clockwork, with a third of all visitors using the ferries.

From the exhibitors’ point of view, the geographic segregation from Darling Harbour and Cockle Bay’s restaurant precinct was a bonus. The visitors were happy to dine on site and consequently stayed on site for longer.

Ultimately, we were delighted with the visitor response to the show with visitor numbers very close to those of 2013.

What can you tell us about exhibitor and visitor feedback?

The feedback from both the exhibitors and the visitors has been very positive with many Exhibitors spontaneously expressing satisfaction at the Exhibitor Cocktail Party, held on the first night of the show.

While some established exhibitors were nervous about the move to Glebe Island and had lowered their expectations accordingly, one of them volunteered “We have been exhibiting at the Sydney AGE for a number of years. This year our expectations were not high.  We were pleasantly surprised. The show from our perspective was a huge success.”

Another exhibitor also commented: “This year’s AGE was definitely the best in recent memory.  After changing venues I’ll admit I wasn’t quite sure how we’d go but the overwhelming response from customers locally and internationally has made this year’s show a fabulous success.  Not only was I impressed with the quality of the attendees, the effort all the exhibitors went to getting behind the show was amazing.  Can’t wait for 2015!”

 Why is it important to run the Exhibition in Sydney, Australia?

When the NSW Government first announced the demolition and reconstruction of the old Darling Harbour site and that it would take three years, we considered our options which were to move the show interstate to either Sydney or Brisbane or stay in Sydney and either go to the suburban Homebush precinct or utilise the un-built Glebe Island facility, which was to be adapted from the temporary Press facility that was used in the 2012 London Olympic Games.

To assist us in our decision making, we widely canvassed the opinions of both the exhibitors and the visitors and the response was a resounding “Keep the AGE in Sydney”.

From our perspective Sydney is the natural home for the AGE particularly as it attracts visitors from every State in Australia as well as international visitors from New Zealand and South East Asia. This year we also had visitors from the USA.

What are your future plans?

The 2015 and 2016 Australasian Gaming Expos will be run at Glebe Island and then in 2017 we will be relocating again, back to Darling Harbour.

LOUISVILLE, Kentucky (August 25, 2014) -- For the first time in its 25 year history, the Kentucky Lottery today is advertising where proceeds from the sale of its games are spent.

This has never happened before because, until recently, it would’ve been against the law.

When the state’s General Assembly put together the governing legislation for the Kentucky Lottery back in 1989, a floor amendment was passed which stated, “…government programs and services shall not be mentioned in advertising or promoting a lottery.” Kentucky thus became the only state in the US to prohibit the mention of the programs where lottery funds were directed in advertisements.

In talking with legislators who were there at the time, there was a great fear of the unknown,” said the Kentucky Lottery’s President and CEO Arch Gleason. “The level of concern was high as to what kinds of ads we would run, and specifically there was anxiety that we may run ads which would overpromise benefits. Given that level of nervousness, the beneficiary advertising restriction was put in place.”

Over the years, several attempts were made through the General Assembly to overturn the ban, but none became law. Finally, through the latest state budget bill, the restriction was lifted.

TV ads begin running today in seven markets across the state featuring the story of Molly Anderson, a recent University of Kentucky graduate and special education teacher with the Fayette County Public Schools. Created and produced by Bandy Carroll Hellige in Louisville, the commercial features how Molly received a KEES scholarship which helped her go to college and fulfill her lifelong dream of being a teacher.

The KEES program, which is solely funded by the Kentucky Lottery, is one of only three scholarship and grant programs which receive Lottery proceeds. The other two need-based programs are the College Access Program and Kentucky Tuition Grants.

Research conducted by the Kentucky Lottery has shown the public wanted to know where Lottery proceeds were spent in the Commonwealth. 83% of Kentuckians surveyed said they didn’t feel like they received enough information on how proceeds are spent, and 89% felt the Kentucky Lottery should be able to advertise how proceeds are distributed.

I’ve always felt like it was good public policy to tell people where these dollars are going,” Gleason said. “Legislators will tell you the number one question they consistently hear from constituents deals with not knowing where proceeds go from Lottery sales. Starting with this new commercial, we now look forward to sharing this news across Kentucky – and the story we have to tell is a good one.”

Since 1989, more than $4 billion in proceeds from Kentucky Lottery sales have been turned over to the Commonwealth. In 1999, proceeds started a gradual shift away from the General Fund and into college scholarships and grants. Since that time, more than $2.2 billion in scholarships and grants paid for from Lottery sales have been distributed by the Kentucky Higher Education Assistance Authority, or KHEAA. The numbers show 95 cents of every dollar in non-loan student aid awarded by the Commonwealth comes straight from the sale of Kentucky Lottery tickets,” Gleason said. “And we’re immensely proud of that fact.”

Yggdrasil Enters Swedish Regulated Gaming Market with Lottery Games Deal

Collaborative gaming project in support of Swedish Sports Alliance

STOCKHOLM, Sweden (August 26, 2014) --  Full-service games provider Yggdrasil Gaming has entered the Swedish regulated gaming market via a collaborative project with Svenska Klubbspel AB – the joint venture between media partner Metro and casino operator Cherry– to deliver bespoke lottery gaming products to support a number of Swedish beneficiaries and the non-profit Sports Alliance.
