Texas Lottery Suspends Sales of Monopoly Millionaires’ Club ™ Game

AUSTIN, Texas (December 11, 2014) – The Texas Lottery announced today that it will suspend sales of the multi-state MONOPOLY MILLIONAIRES’ CLUB™ game following the drawing on Friday, Dec.12. Texas is one of 23 states participating in the game that was launched on Oct. 19.

Sales for the game have not met the lottery industry’s projections and have continued to decline nationally since its introduction.  After careful review, the Texas Lottery has decided to suspend sales of the game because of the prize liability risk created by the unexpected low sales of the game.

This is a difficult business decision that is based on numerous discussions regarding the health and viability of this game, both here in Texas and nationally,” said Gary Grief, executive director of the Texas Lottery.

Unfortunately, players have not embraced the game as anticipated, and our options to change the game while it is being sold are limited in scope and challenging to implement. I believe it’s critical for the Texas Lottery to take a step back, reduce our liability risk, participate in the ongoing national discussions regarding the game’s future, and carefully monitor what the next steps are.

MONOPOLY MILLIONAIRES’ CLUB™ players in Texas will be able to claim prizes for 180 days following the draw date.

Governor Appoints New Wyolotto Board Member

CHEYENNE, Wyoming (December 12, 2014) -- Wyoming Governor Matt Mead has appointed Sandi Chitwood, from Rock Springs, to the board of directors of the Wyoming Lottery Corporation. Chitwood will finish the term of former board member Barry Sims. Her term expires in 2017 with the possibility of reappointment for an additional four-year term.

The corporation is governed by a board of directors, composed of nine members appointed by the governor.  According to state statute, the board provides the chief executive officer with private sector perspectives of a large marketing enterprise, and has the authority to approve the budget and terms of major lottery procurements, hear appeals and adopt regulations, policies and rules.

I’m looking forward to working with Sandi,” said Jon Clontz, CEO of the Wyoming Lottery Corporation. “She brings a wealth of private business experience in both hotel management and the oil industry to the board, as well as her time spent on the Wyoming Transportation Commission.”

I’m honored to be asked to serve on the lottery board,” Chitwood said. “I have been a supporter of the lottery and look forward to working with the lottery to ensure that it continues to contribute the state’s economy.”

Chitwood has over 25 years experience in hotel management and now works in the oilfield industry assisting her husband, Bill, with his equipment rental business, Cherry Pie, LLC. She also works for Elmore & Elmore Wireline Service, Inc. Previously, she served as a commissioner for District 2 on the Wyoming Transportation Commission and on the steering committee for the Business Leadership Network, an employer-led coalition dedicated to promoting opportunities that benefit businesses by supporting people with disabilities. She has co-chaired the Chamber of Commerce Auction Committee, was a member of the Business and Professional Women's Organization, and served on the Sweetwater County Travel and Tourism Board. She and her husband have lived in Rock Springs for over 30 years, and have three children and seven grandchildren.

GBGC Looks to 2015 with Predictions for the Online Sector

ISLE OF MAN (December 14, 2014) -- Warwick Bartlett, a 40-year gambling industry veteran and respected gambling consultant with the Isle of Man-based Global Betting and Gaming Consultancy, has published his thoughts on what might lie ahead in 2015 for the online sector and developments that impact it.

Bartlett likes the concept of cybercurrencies as a transaction medium that cannot be abused by government overprinting and is in growing demand by punters.

However, he cautions that it is unlikely to gain mainstream approval quickly due to the resistance of both banks and governments concerned about money laundering and other criminal activity.

The payment solution market is very competitive – I doubt there is any cost benefit at all in using digital currency over existing banking and payment providers. Risks and no benefits so far is all I see,” he comments, predicting that 2015 will see the profile of digital currencies fall.

Describing the current regulatory landscape in Europe as dysfunctional, Bartlett says that reform is necessary but there is little appetite for it in Europe with a stream of nationalistic and largely negative news, including the potential for countries to levy VAT on bets, something Germany has already implemented.

That could encourage other governments to follow suit.

On the positive side, Spain is “warming to online gambling” and will focus on this in 2015, whilst the Netherlands is gearing up for legalised and regulated internet gambling in the year ahead.

Intriguingly, Bartlett suggests that the Russian economy, under international sanctions and debt pressures and an oil price in free fall, may relax its opposition to online gambling, beginning with poker. However, he warns that there is likely to be a parochial approach favouring local operators through the inclusion of “bad actor” clauses.

He predicts that for all the debate in Poland the officials in that country will fail to eliminate illegal internet gambling.

Although Bartlett in general confines his comments to a broad view, he does single out Bwin Party Digital Entertainment for examination, positing that the three possibilities for the company in 2015 are a sale, a break up or for the status quo to continue…he feels that the latter will be the case.

Referring to Britain, he expects to see a hung parliament with a Conservative Prime Minister in 2015, and a good year for retail betting that could see the Coral group sell off its bingo interests and focus on being a bookmaker.

The controversial point-of-consumption tax imposed in the UK will probably not really impact the industry until 2016, Bartlett opines, noting that the improvement in the UK economy with the same spend on marketing from the major operators will see the industry through 2015. But profits will fall by 20 to 30 percent despite robust revenues.

He does not see too much change in player pay-outs, and value will be maintained. The point-of-consumption tax measures will start to bite around the fourth quarter of 2015, and Bartlett expects to see more industry consolidation on the supply side.

Discussing the online gambling situation in the United States, Bartlett anticipates that 2015 will be another year of frustration with low returns and continued political interference. The conservative Republicans now dominate Congress, making sports betting liberalisation unlikely, whilst the outcome of online poker legalisation in California – four years on now – remains uncertain in 2015.

US state lotteries may increasingly turn to the internet to boost sales, but as far as general online gambling in the United States is concerned 2015 will probably be another year of waiting for a major state to join the roster of those which have legalised online gambling.

Online gambling in Asia remains a risky business with crackdowns in Malaysia and hardline e-gaming legislation in Singapore, but Bartlett doubts that other regional governments will follow Singapore’s example during the year ahead.

As a general observation, Bartlett notes that the current fall in the international oil price is good for many economies and their industries.

He observes: “Cheap oil is very good for the consumer; it is like every wage earner having a reduction in tax and every pensioner having a lift in pension. A fall in the oil price benefits everyone and this multiplies throughout the economy.”

IHF and Sportradar Partner up to Prevent Betting Fraud

GALLEN, Switzerland (December 15, 2014) -- The International Ice Hockey Federation (IIHF) has today announced a landmark three-year partnership with integrity specialists Sportradar. Under the partnership, Sportradar will monitor a total of three flagship tournaments per year from 2015 to 2017 and will deliver a total of 12 educational workshops, which will be targeted at participating players, officials, administrators and coaches.

Sportradar’s Fraud Detection System will monitor the world’s betting markets on the IIHF Ice Hockey World Championship, IIHF World Junior Championship and IIHF Ice Hockey U18 World Championship each year, ensuring that any suspicious odds movements or patterns are flagged, analysed and promptly forwarded to the IIHF. Furthermore, each of those tournaments, each of those three years, will find Sportradar experts travelling to the host cities and providing all relevant participants with valuable insight and understanding of the global markets on ice hockey and the dangers posed by fixers.

OLG Announces Stephen Rigby as President and Chief Executive Officer

TORONTO, Ontario (December 16, 2014) -- The Ontario Lottery and Gaming Corporation (OLG) today announced the appointment of Stephen Rigby as President and Chief Executive Officer, starting January 5, 2015.

Stephen Rigby was chosen for his skills and experience in leading organizational change,” said Philip Olsson, Chair of OLG’s Board of Directors. “The Board is confident that Mr. Rigby has the ideal experience for the job and will follow through on OLG's renewal plan. Under his leadership, OLG will keep its focus on responsible gambling while building a strong lottery, gaming, charitable gaming and iGaming industry.”

Mr. Rigby has led major transformations as President of the Canada Border Services Agency and in the role of Associate Deputy Minister of the Department of Foreign Affairs and International Trade. Most recently, Mr. Rigby was the National Security Advisor to the Prime Minister of Canada.

As OLG’s new President & CEO, Stephen Rigby will lead an organization supported by 7,000 employees throughout the province. OLG is responsible for 24 gaming sites and sales of lottery products at approximately 9,800 retail locations. At approximately $2 billion annually, OLG provides the Ontario government with its largest source of non-tax revenue. Modernization will help OLG provide more money to Ontario for health care and education. Mr. Rigby will also lead OLG as it integrates horse racing into the provincial gaming strategy to further the Ontario government’s commitment to a sustainable industry.

Las Vegas Sands Names Robert G. Goldstein as President And Chief Operating Officer

LAS VEGAS, Nevada (December 11, 2014) -- Las Vegas Sands Corp. (NYSE: LVS) today announced the company has named Robert G. Goldstein as its president and chief operating officer, replacing Michael A. Leven, who is retiring at the end of the year after having served as president and chief operating officer since 2009.

Mr. Goldstein joined Las Vegas Sands in 1995 and has served in several executive positions for the company, including president and chief operating officer of The Venetian and Palazzo and, most recently, as president of global gaming operations.

The 3rd annual New Horizons in Responsible Gambling conference takes place February 2-4, 2015 at the Vancouver Convention Centre.

Online Gambling Included In Deal On Fourth Anti-Money Laundering Directive

BRUSSELS, Belgium (December 17, 2014) -- EGBA is pleased that the entire gambling sector is now included in the scope of the fourth anti-money laundering directive. EGBA welcomes the deal reached by the negotiating teams of the European Parliament and the Member States on 16 December, which will ensure that the online gambling sector is subject to one set of rules in the whole of the European Union.

Maarten Haijer, Secretary General of EGBA said: “EGBA has actively engaged with the EU institutions to include online gambling in the directive. The new directive ensures that EU online gambling providers now have 1 rather than 28 sets of AML rules to comply with to provide their services in the EU. The risk based assessment underpinning the directive will apply to all services, with the exception of land based casino’s where there can be larger sums of cash money involved. With only electronic payments, no cash and perfect traceability on the internet, EGBA is confident that the directive will further add to the safe provision of EU regulated online gambling services.”

He also stated: “The inclusion of the online gambling sector in the new anti-money laundering directive adds to the growing number of European legislation applicable to the online gambling sector. Following this success, EGBA encourages the European Commission to come forward with additional EU initiatives to address the regulatory fragmentation that the sector is currently facing. In February 2013, the European Commission published its proposal for a renewed anti-money laundering directive. In the last months the negotiating teams of the European Parliament, the European Commission and the Council of Ministers negotiated on the provisions of the directive during their trilogues. The directive will later be approved at COREPER level and then by the European Parliament early next year during a plenary session.

MELBOURNE, Victoria (December 17, 2014) -- Tabcorp Holdings Limited (Tabcorp) will apply for special leave to appeal to the High Court of Australia in respect of a judgment of the Court of Appeal of the Supreme Court of Victoria handed down on 4 December 2014.

The judgment relates to Tabcorp's claim for a payment of approximately $686 million from the State of Victoria.

If special leave is granted, Tabcorp will appeal the Court of Appeal's decision to the High Court of Australia and seek an order for a payment of approximately $686 million plus statutory interest from the State of Victoria. Tabcorp's claim is that the State of Victoria was obliged to make the payment to Tabcorp in August 2012, when Tabcorp's Gaming and Wagering Licences expired and new licences were granted. The claim is based on a statutory provision included in legislation from 1994 when the State privatised the Victorian TAB and listed Tabcorp on the Australian Securities Exchange. Tabcorp's initial public offering was underpinned by this statutory entitlement.

Lottery Drawings Continue On WGN-TV Chicago During Chicago-Area Midday And Evening Newscasts

CHICAGO, Illinois (December 12, 2014) -- Illinois Lottery drawings held at WGN-TV studios in Chicago will continue to air on WGN-TV's local Chicago-area midday and evening newscasts.  Drawings will no longer be seen on WGN America, which is converting from a superstation to a cable network and will be prohibited from carrying local news due to regulatory restrictions, beginning December 15.

The drawings will continue to be available nationally via live streaming at WGNtv.com http://wgntv.com/on-air/live-streaming/, with recordings of past drawings available on the site as well.

The Lottery drawings being held at WGN-TV studios in Chicago will continue into the new year with the same drawing talent and the same sets of auditors that currently accompany each and every drawing there,” said Lottery Director Michael Jones.

Through the end of the year, WGN America will re-broadcast a recording of the day's 12:40 p.m. midday Lottery drawing during the noon hour.  The midday Lottery drawing re-broadcasts on WGN America will end December 31.

Beginning January 1, 2015, Lottery drawings will only be broadcast in the Chicago market on WGN-TV during the station’s midday and evening newscasts. WGN’s website will continue to stream the newscasts live and host a library of previously recorded Lottery drawings that can be viewed via the internet.
