GTECH S.P.A. Subsidiary GTECH Corporation Awarded 10-Year Contract to Provide New Lottery Technology and Ongoing Services to Washington’s Lottery

Company to receive approximately $150 million in revenues over 10-year term

ROME (ITALY) and PROVIDENCE, RHODE ISLAND (US) – (October 27, 2014) -- GTECH S.p.A. announced that its subsidiary GTECH Corporation (GTECH) has been awarded a new 10-year contract by Washington’s Lottery to provide a wide array of lottery products including a new central system, draw-based terminals, self-service machines, in-store multimedia technology, as well as ongoing support services.  The proposed contract, which is the result of a competitive procurement, is expected to commence on July 1, 2016, and includes the opportunity for an additional 10 extension years. Washington’s Lottery has been a valued GTECH customer since 1995. GTECH expects to receive revenues of approximately $150 million over the 10-year base contract.

Under the proposed contract terms, GTECH will provide Washington’s Lottery with a comprehensive set of solutions including a new central system based on GTECH’s Enterprise Series platform, 3,800 full-service Altura® GT1200 lottery terminals, as well as the Gemini® Touch lottery product vending machines which provide a dynamic and interactive player experience through an all new, high definition 42 inch touch screen user interface. In addition, GTECH will provide the latest version of its Enterprise Series MultiMedia, allowing the Lottery to manage, distribute and display multimedia content development such as games, advertising, promotions, jackpot activity, and winner awareness, directly at the point-of-sale. The Company will also upgrade the existing VSAT communications network, with a large subset of retailers receiving GTECH’s Dual Comm Inside solution.

The Company will continue providing ongoing services to the Lottery including maintenance of the new central system hardware and software, terminal maintenance and repairs, field marketing and field services, and hotline management.

INTRALOT Australia Sells Lottery Assets in Victoria

VICTORIA, Australia (October 27, 2014) -- Following the approval from the Victorian Government in Australia, INTRALOT Australia announces the sale of its Category 2 lottery license assets in Victoria (operated also in Tasmania), Australia, to the Tatts Group, which currently holds the Category 1 Public lottery license, the primary license in the region. The transaction brings Victoria back to a monopoly status quo.

Proceeds related to the transaction, including upfront fees, ongoing payments and cost savings, are estimated to reach up to $20m AUD. The Victorian lottery operation represented less than 2% of the Group’s revenues in the first semester of 2014.

Mr. Peter Sidwell, Executive Chairman of INTRALOT Australia, stated: “We have opted for a solution which is to the benefit of our retailers and, of course, we will expedite a smooth transition to the new operator. As represented in other forums, INTRALOT’s ability to fully exploit the Category 2 license was materially affected by events linked to the license issuance.”

The Gambling Licensing Review Panel found that INTRALOT Australia was “unequally treated” during the process that resulted in the awarding of its license, but no corrective measures were taken by the Government. For this purpose INTRALOT Australia is actively pursuing legal remedies before Court.

Lottery Association Supports Government Plan for Player Registration System

PRAGUE, Czech Republic (October 23, 2014) -- The association of operators of central lottery systems and other games ("SPELOS") said in a recent press release that it acknowledges the efforts of the Ministry of Finance to establish a central information system for the lottery industry, and have this element inserted into the act governing lotteries.

We have been lobbying for the Ministry of Finance to adopt this concept for a long time, and we are pleased that it has finally listened to us. A system, allowing, among other things compulsory registration of players and preventing the risk to vulnerable groups of people, such as teenagers or recipients of social benefits, is a world-wide trend.

Svenska Spel Use the Playscan Responsible Gambling Tool in VLT’s

BTI Agree to Purchase Lottery Terminals and Hardware from Wu Sheng

HONG KONG, SAR (October 22, 2014) -- In an announcement to the Hong Kong Stock Exchange MelcoLot Ltd announced that on 22 October 2014, BTI entered into the Purchase Agreement with Wu Sheng whereby BTI will purchase from Wu Sheng the lottery terminals and hardware.

During the period from 7 March 2014 to 30 September 2014, BTI had entered into the Previous Purchase Orders involving the purchase of lottery terminals and hardware of approximately HK$20 million, which were not identified as continuing connected transactions at the material times due to the fact that the Company had no knowledge of the change of shareholdings of Oasis Rich on 7 March 2014 and such fact was not revealed to the Company until the said Company’s annual background check conducted in September 2014.

National Group to Target Illegal Off-Shore Wagering

MELBOURNE, Victoria (October 30, 2014) -- A new national working group will be established to tackle the increasing impact of illegal offshore wagering on Australian racing and sports.

The new Illegal Offshore Wagering Working Group will be established under the Australian Government's Gambling Industry Advisory Council and will include representatives from the racing industry, professional sports and wagering organisations.

Federal Minister for Social Services Kevin Andrews and Premier of Victoria and Minister for Racing Denis Napthine announced the working group saying it was critical to stamp out illegal offshore wagering.

"There are significant numbers of illegitimate offshore operators already targeting Australian racing and sport and it is vital that an effective regulatory regime be introduced to address the serious integrity and revenue risks that they pose," Mr Andrews said.

"It is also important to discourage any Australian-based operators being tempted to relocate offshore in order to avoid the obligations to racing and sporting bodies that they face under existing Australian laws.

"There are already Australian headquartered organisations that are operating in this way by basing their betting operations in unregulated international jurisdictions including in the Pacific and Asia regions.

It is understood the annual turnover by Australians punters with these organisations is in the hundreds of millions of dollars," Mr Andrews said.

Dr Napthine said by paying product fees, bookmakers ensure the racing and sport they bet on remains healthy and can grow into the future – so it is in their own long term interests to pay the required fees.

"Illegal offshore wagering on our racing and sports events has a detrimental effect, with these bookmakers failing to pay product fees for betting on our racing and sporting events," Dr Napthine said.

"Wagering revenue streams are important contributors to the funding of racing and sports facilities, implementation of integrity measures, prizemoney and participant payments and other operational costs.

"It is unfair that legitimate Australian-based and registered bookmakers pay the product fee required of them by racing and sports bodies while offshore bookmakers effectively pirate Australian product.

"Offshore bookmakers also refuse to adhere to integrity measures that are fundamental to the honest operation of the racing and sporting events.

"These important integrity measures include requirements for operators to disclose betting records and not to offer inappropriate bet types that unnecessarily expose racing and sport to corruption.

"The working group will be asked to examine the regulatory regimes in international jurisdictions that may have an application within Australia and to also look at all other technological and legislative options available," Dr Napthine said.

The working group will be asked to provide recommendations through which the Australian Government, State Governments and/or racing and sports bodies can minimise the threats of unauthorised offshore wagering.

The working group will be calling for public submissions for its consideration.

Consultation will occur in coming weeks on the final make-up of the working group with a view to it starting work later this year.

A final report including recommendations will be provided to the Federal Government through its Gambling Industry Advisory Council in 2015.
