Proposal for the Creation of a National Lottery in Greece

ATHENS. Greece (May 19, 2015) -- In his address to the annual General Meeting of INTRALOT Shareholders held today at the company's Innovation Centre in Athens, Mr. Socrates Kokkalis, Group Chairman, announced INTRALOT´s proposal to the Greek Government for the creation of a National Lottery, submitted to the Hellenic Minister of Finance, Mr. Yianis Varoufakis.

"According to our proposal, a National Lottery should be established upon the announcement of an international tender by the state. The tender should be organized and run by the new Hellenic Gaming Commission (HGC), that should be restructured and operate independently and not in favor of the current private monopoly" stated Mr. Kokkalis, adding that "the Lottery may be owned exclusively by the state, or co-owned by the state and insurance funds or it may even be built on a public-private partnership. The management of the Lottery ought to be awarded to an established and globally recognized company in the sector upon the submission of a business plan, for a specified time period and following the afore-mentioned international tender process."

"According to industry estimates internationally, the fee for the concession of such a license may range from €100 to €250 million for a period of 10-20 years, while the annual revenues for the state could amount to as much as €500-€600 million, including other additional side benefits. The creation of the National Lottery would follow the guiding principles of the European Union towards the liberalization of the gaming sector; it would significantly boost government revenues and it would create new jobs. The winning bidder could assume any costs of eventual litigation from legal claims against the establishment of the National Lottery potentially made by the private monopoly" added Mr. Kokkalis.


Referring to the current Greek financial situation, Mr. Kokkalis underscored "the only way to increase the domestic product growth is to release productive capacity on a vision of economic growth. INTRALOT is globally the ideal example of such a model of growth."

Presenting the new growth strategy of INTRALOT, Group CEO Mr. Antonios Kerastaris stressed the following: "Placing the player at the center of our operation, the new strategy focuses on further enriching and strengthening our products and services portfolio. Lottery Association Claims Industry is in Chaos

Lottery operators are struggling to have the government create clear and transparent legislation

PRAGUE, Czech Republic (May 14, 2015) – The Association of operators of central lottery systems and other games (SPELOS) in the Czech Republic has issued a statement criticizing the government for: “releasing irrelevant studies, nonsensical tax changes and delaying legislation.” In its statement SPELOS President, Petr Vrzáň, said: “the current situation in the gaming business is already very confusing for the operator.


Officials of the Ministry of Finance headed by Deputy Andrew Závodským in its fight against legal gambling brandishes non-relevant studies. On the basis of the media reports that the costs associated with gambling 4X exceed the benefits. This information, however, is false. No trials have proved a similar matter, is there! The statement said.

"The Ministry frequently refers to the study called Social costs of gambling in the Czech Republic. However, it is important to know that this study (that cost a quarter million dollars) originally should have been awarded so that charted the costs and revenues from gambling, which did not happen. The material, which is referred to as a new bill in Ynos are purposefully omits explaining that this area cannot objectively analyse."

The model for said material, however, was an Australian study that a suitable methodology for the calculation of income and as a result found a yield of up to $12 billion! "The officers when dealing with the financial implications should not ignore the fact that, according to another expert study, by world-renowned legal expert agencies PWC - are in the case of termination of operation of gaming devices more than 60% of these machines move into illegal businesses and revenues from these machines then wander into the gray zone. The result is that hundreds of millions of failures of public budgets and financing of sport," explained Vrzáň.

There are already hundreds of illegal gambling casinos and private clubs in our country.

The state cannot cope with the growing number of kvízomatů and similar devices that bypass the lottery law.

"While over a year ago Deputy Finance Minister Závodský said that the state would crack-down on illegal operators, it did not happen. Conversely, for some reason the illegal kvízomaty devices are being tolerated.

Launch of Cambodian National Sports Lottery Business

National Sports Lottery Company Limited signed an exclusive 10-year cooperation agreement with Ace Metro, where the two parties agreed on comprehensive collaboration to develop Cambodia’s national lottery business. Ace Metro will provide all lottery betting terminals and lottery hotline transaction and management application systems, and hold responsibilities for game development, new media lottery sales operation and management, customer service and point-of-sales training, and relevant technical support and maintenance tasks. The Company will receive revenue-sharing-based fees.

The National Sports Lottery hotline transaction system project is the only Sports Lottery project authorized by the National Olympic Committee of Cambodia. The construction of the system meets advanced international standards, supporting upwards of 10,000 sales terminals, online transactions of over 10 million player accounts, and simultaneous operation of hundreds of different game types.

The lottery printing and terminal operation interfaces support operation in both Khmer and English, and provide a full range of services, including SMS, voice calls, handheld mobile terminals, mobile apps and internet lottery purchasing services. To date, this is Cambodia’s largest, most technologically advanced and highest construction standard lottery transaction system. Ace Metro will successively roll out approximately 7,000 betting terminals across Cambodia, which will become the nation’s largest lottery project by the scale of terminal installed base points-of-sale. To date, Ace Metro and National Sport Lottery Company Limited have jointly developed the lotto-type “40 pick 6” and digit-type “4D” games, which feature high payout ratios, interesting gameplay, and are highly adaptable to the market. Oregon Lottery Launch Loteria Scratch-It Game

European Parliament Approve Fourth Anti-Money Laundering Directive

BUSSELS, Belgium (May 22, 2015) -- EGBA welcomes the final agreement of the 4th anti money laundering directive, which will ensure that for the first time the online gambling sector will be subject to one set of AML rules in the whole of the European Union.


Now that the European Parliament approved the new anti-money laundering directive after two years of negotiations, the directive is soon to be published in the Official Journal of the EU. Member States will, from then on, have two years to transpose the directive into national law.

Maarten Haijer, Secretary General of EGBA said: "EGBA has actively engaged with the EU institutions to include online gambling in the new directive. It should ensure that EU online gambling providers now have 1 rather than 28 sets of AML rules to comply with to provide their services in the EU. "

"The risk based assessment underpinning the directive will apply to all services, with the exception of land based casino's where there can be larger sums of cash money involved."

"Thanks to the perfect traceability of transactions and the already existing identification tools used by online gambling operators, EGBA is confident that the directive will further add to the safe provision of EU regulated online gambling services."


He also stated: "The Member States now have to transpose the directive into their national legislation. EGBA stands ready to assist the national regulators in this exercise in order to arrive at national frameworks which are consistent among each other and do not add to the fragmentation of the market. Special attention should also be dedicated to consistency with already existing local gambling legislation."

KeyToCasino Collated Information on Gambling Laws Around the World

GERMANY (May 12, 2015) -- KeyToCasino research team has collected information on gambling laws for 225 countries and territories of the world and conveniently organized it as a table and as a map. The laws for land-based casinos and for online gambling are presented separately.

For the land-based casinos, the information is color-coded as follows:

red for banned, orange for legal for foreign travelers only, yellow for legal in limited localities, and green for legal all over the country.

Online gambling laws are split into two categories: laws for the operators and laws for the players. Operators are marked as:

  • Red if they are banned in the given country,
  • Orange if local casinos are banned and foreign ones are allowed,
  • Yellow if license is required for all online casinos,
  • Light green if license is required for local casinos only, and
  • Green if online gambling is not prohibited at all.

The number in the Score column means how the country stands in terms of gambling availability. The closer this score is to the 1 000, the better this country is for the online gambling.

The scores were out of 1,000 with 500 points based on online casino accessibility. For the remaining 500 points, casino laws, penalties, access and financial blocks were taken into consideration. The United States got the worst Gambling Availability Score with 311 points followed by Iran with 407 points and France with 412 points. For example, some countries ban their citizens from casinos but allow visitors play, and in at least one country casinos are only available to people who earn a high enough salary.

The research was carried out by the KeyToCasino research team. The authors analyzed the gambling laws in 225 countries and territories by looking at a range of sources in 46 different languages. The sources in each of the countries where the information was collated varied:

  • In 83 percent of the countries, the information on casinos was available on official, local sources such as government run websites.
  • In 12 percent of the countries, the information obtained for the research came from reputable local sources, but they were not official websites. Examples include major local newspapers and the websites of law firms.
  • In the remaining five percent the information was only available from non-local or less reliable sources.


Thus, for the 95 percent of the countries, or 98 percent of the world population, the information came from local, reputable sources. All of the underlying data and the sources are available on the Link.

Some Background First

In conducting the research, KeyToCasino team wanted to give a snapshot of the state of global regulations on casinos, and the different barriers faced by players around the world.

Regulations governing gambling have been enforced by governments and leaders for almost as long as gambling has existed. This goes all the way back to ancient Chinese and Roman societies. The modern casino, as we know it today, has its origins in the 17th century Europe. It was called the Il Ridotto and it was located in Venice in Italy. It opened in 1638 and facilitated gambling during the carnival season, under control by the Italian government.

Today almost every country in the world has its own gambling laws, although in some places gambling is not regulated at all. In many countries the industry is controlled through licensing and supervision, but there are some places where gambling is completely forbidden.
