Lottery Sales Projected Ahead of Last Year, Below Budget

Current Jackpots Runs Could Help Improve Profitability

LOUISVILLE, Kentucky (May 30, 2015) -- Kentucky Lottery sales are projected to finish FY15 at a level that breaks last year's all-time record, but lag behind what's expected from the Commonwealth. This news was shared today at a meeting of the Corporation's board of directors.

Sales for the FY through the end of April were $743.8 million, which is $25 million more than last year but $30 million behind budget. Leading the way were outstanding sales of the Lottery's scratch-off tickets, which finished the period with $461.5 million in sales. This is $27 million more than last year and $12.7 million more than budget.

The main drag on overall performance, according to VP of Finance Rick Kelley, was the lackluster performance of large multi-state games. "Overall draw game sales for the year-to-date have been $243.3 million, which is $18.4 million less than last year and $38.8 million less than budget. Those declines have been led by Powerball and Mega Millions," Kelley said. He also reported Keno sales of $39 million, which is $16.4 million more than last year but $4.4 million less than budget. "The games which we can control - namely our scratch-off products - are performing well. It's the games such as Powerball that literally fall to the luck of the draw that are experiencing lower than expected sales," Kelley said.

"The scratch-off increase is a direct result of several initiatives we put in place over the last year to improve sales of the product,' said the Lottery's Vice President of Sales Pete Ramsey. "There are over 1000 retailers - that's more than one-third of our entire network - that are experiencing over a 10% sales increase of scratch-off tickets."

In his projection for the remainder of the FY which runs through June, Executive Vice President & CFO Howard Kline said the lottery remains on track to break the sales record set in FY14 of $858.8 million. "While we believe we'll end the year in the neighborhood of $898 million in overall sales, that's nearly $37 million below what we had budgeted for the year," said Kline.

He said a 27.6% projected decline in Powerball sales is the main culprit. "We're projecting sales of this game will be $25.3 million below what was budgeted for the FY, and the blame lies on the lack of big jackpots. The same goes for Mega Millions, which we believe will end the year 20.6% - or $8.8 million - less than budgeted," said Kline.

"We're in the middle of nice runs in both the Powerball and Mega Millions games," said Kline. "Friday night we'll have an estimated $233 million Mega Millions jackpot, and the next night there will be an estimated $171 million Powerball jackpot available. If we can continue to get a nice run from these products at the 11th hour, we will be able to close some of this gap."

He added this is a phenomenon seen across the country. "For the first six months of the FY, Powerball sales alone across the country were down 40%. In the same timeframe we were only down 35% in Kentucky, but this is our most profitable game," he said. Kline did however caution the projections were built around the game performing as it had for the entire year.

Based on his projections, Kline estimates the Lottery will turn over a record-breaking $225.5 million (plus another approximately $9 million in unclaimed prizes) to the Commonwealth. While this would be $7.7 million more than last year, it would fall $12.5 million short of budget. As a result, the board authorized a change in the dividend schedule to transfer estimated net income at the end of the FY.

In other business, the board approved:

  • A continuation budget for the beginning of FY16. Projected revenues and associates costs with the launch of the iLottery platform by the end of the calendar year are still being assessed, and will be incorporated in the FY16 budget presented to the board at its next meeting
  • A $5 million transfer to the Commonwealth from the net unrestricted reserves.
  • Contracts with Tescom USA Software Systems Testing Inc. and Gaming Laboratories Intl for iLottery quality assurance testing and related services.
  • The FY16 audit plan.
  • Rules and regulations for eight scratch-off tickets.

The next meeting of the KLC's board of directors will be July 30. The meeting will begin at 9:30 AM EST, and will be held at the KLC headquarters at 1011 West Main Street in Louisville. Committee meetings will begin at 8:30 AM EST.

BASEL / LAUSANNE Switzerland (June 1, 2015) -- After years of development, the World Lottery Association (WLA) and the European Lotteries (EL) are proud to announce that the Global Lottery Monitoring System for sports betting (GLMS) went live today. Powered by Sportradar, the GLMS will provide member lotteries with extensive monitoring of the various betting markets offered by government-authorized lotteries and for-profit-only bookmakers. Commenting on the launch of the GLMS, Friedrich Stickler, GLMS President and EL President, stated: “Both the EL and the WLA are absolutely committed to honest betting and sports integrity worldwide. We recognize the role we play in helping safeguard that spirit. The GLMS, powered by Sportradar, will give our Members a unique, global view into betting behavior and irregular betting patterns. Indeed, monitoring constitutes a significant tool to detect fraud and manipulations and is a necessary step for the effective fight against match-fixing and I am confident that the GLMS will provide sport and society with a significant helping hand in keeping sport competitions safe and clean, taking the monitoring work onto a higher level. It is of great importance that two lotteries from Asia have joined the GLMS given the fact that Asia accounts for the biggest part of the global sports betting activity. I am excited that the EL and the WLA have taken this bold step to eliminate the threat of match-fixing and preserve the integrity of sports”.

WLA President, Jean-Luc Moner-Banet added, “The world lottery community is gaining momentum in its efforts to combat match-fixing and to preserve the integrity of sports. The launch of the GLMS is a testament to that fact. Our cooperation with the EL in founding the GLMS, aided by the Sportradar's state-of-the-art technology, will help us unite our member lotteries across five continents in the fight against fraud in sports. Through the GLMS we look forward to continuing our partnership with the IOC and FIFA, providing them with information on irregular betting patterns in accordance with our respective agreements. I would like to extend my warmest appreciation to all that have helped make the GLMS a reality, in particular Danske Spil who will host the operational headquarters of the GLMS. The GLMS is funded by our member lotteries, which are more than ever determined to preserve the integrity of sports and protect the integrity of their products. We wish the GLMS a successful start, and success well into the future."

This partnership is absolutely in step with the spirit of the recent EPAS Convention on the Manipulation of Sports Competitions, which calls for practical and effective collaboration between stakeholders. We heed that call and look forward to working with the WLA and the EL to keep sport honest, credible and exciting”.

2014 a Year of Stability for Loterie Romande

210 million disbursed for the public good

LAUSANNE, Switzerland (June 2, 2015) -- From a financial and accounting standpoint, 2014 was a year of stability for Loterie Romande. At the year close, gross gaming revenues totalled CHF 388 million, a small increase on the previous year. Net profit, i.e. the sum disbursed for the public good, was stable, totalling CHF 209.9 million. These results meant that funds paid out to charitable, cultural, sporting and environmental projects were maintained at a high level. Against the backdrop of a gambling industry becoming ever more fiercely competitive, these results can, to a large extent, be explained by the frequency of big jackpots on draw-based lottery games which gave a boost to sales.

The new Swiss Federal legislation on gambling – the draft bill was sent out for consultation in 2014 – will soon be debated in the Swiss Parliament. As part of the process of formulating this new law that will regulate the whole of the gambling sector, Loterie Romande has been at pains to emphasise the need to produce legislation that is adapted to the mission and responsibilities of lottery companies so as to safeguard the long-term stability of profits distributed for public-interest projects and to sport.

On Tuesday, at the Maison du Sport International in Lausanne, Loterie Romande convened its annual press conference to announce its operating results for 2014, under the Chairmanship of Mr Jean-Pierre Beuret, alongside Loterie Romande’s CEO, Mr Jean-Luc Moner-Banet, and the Chair of the Conference of the Chairs of the Distributing Bodies (CPOR), Mrs Anne-Marie Maillefer.

Set of stable results

In 2014, gross gaming revenues (GGR), i.e. the amount of money staked less winnings paid out to players, totalled CHF 388 million, a small increase of 2.6% on 2013 levels. This result was, to a large extent, due to the frequency of sizeable jackpots on offer with the draw-based Swiss Loto and Euro Millions lottery games which helped to boost sales.

Net profit for the year came in at CHF 209.9 million. This total, disbursed to the cantonal bodies tasked with redistributing Loterie Romande’s profits and to sport, was steady relative to its 2013 level (CHF 206 million). This outcome for 2014 is positive considering the ever stiffer competition in the gambling industry due, in no small measure, to the activities of illegal Internet operators.

With 280 staff on its books as of 1st January 2015, Loterie Romande paid out in 2014 CHF 71.9 million in commission fees to the 2,650 retailers distributing its games throughout French-speaking Switzerland. Through these payments, Loterie Romande makes a significant contribution to local neighbourhood businesses (kiosks, cafés/bars, restaurants) located in city centres, on the outskirts of towns or in villages in the country.

Distribution of profits

Around 3,000 public-service foundations and institutions received funding from Loterie Romande in 2014. On average, over CHF 500,000.– were distributed daily to charitable and good causes, and cultural and sports projects in French-speaking Switzerland.

After deduction of the CHF 3.8 million earmarked for the Association pour le développement de l’élevage et des courses (ADEC; Association for the Promotion of Horse Breeding & Racing), net profits for 2014 are distributed according to the following split: 5/6ths, i.e. CHF 171.8 million, go to the cantonal distributing bodies to fund projects in the social-welfare, cultural, educational or environmental fields, with the remaining 1/6th or CHF 34.4 million going to sport.

As in past years, Loterie Romande paid the 0.5% duty levied on its GGR, i.e. a sum of CHF 1.94 million, which is earmarked for preventing and combating gambling addiction.

ISO certification and Responsible Gaming

Since 2009, Loterie Romande has been awarded the ISO 27001 certification hallmark which offers a guarantee that, in compliance with international standards, the company is applying and implementing best possible practice when it comes to security and risk management. After renewing its certification for a three-year period in 2012, Loterie Romande was successful in being recertified in April 2015. With specific regard to Loterie Romande’s own business activities, ISO 27001 certification bears testimony to the equity and quality of games marketed.

Loterie Romande also holds certificates attesting to its fulfilment of the most stringent standards in terms of Responsible Gambling laid down by European Lotteries and the World Lottery Association. These certificates bear witness to Loterie Romande’s tireless and ever strengthening commitment to preventing and combating excess gambling. In this sphere, Loterie Romande has been running compulsory interactive training courses for all of its retailers and its own staff members. In 2014, these training programmes were completely revamped. This provided Loterie Romande with the opportunity to renew the certification as regards Responsible Gaming of its own employees and the whole of its distribution network.

New Swiss gambling law

On 30 April 2014, the Swiss Federal Council sent out for consultation the draft text of the bill for the new Gambling Act in Switzerland. The results of this consultation process will be taken into consideration to produce a revised draft bill which will be discussed this autumn by the Federal Council before being presented to Parliament. On this score, Loterie Romande has been emphasising the importance of not damaging the balance and homogeneity of the draft bill sent out for consultation as this had been formulated with the cooperation of all those involved and envisaged workable compromise solutions on key sensitive issues.

In an increasingly fiercely competitive gambling industry, this new law on gambling in Switzerland must enable lottery operators to propose attractive, innovative and socially responsible games so as to guarantee the long-term sustainability and stability of profits distributed to support cultural, social and sporting projects for the public good.
