INTRALOT Expands Its WLA Security Control Standard & ISO 27001 Certification in the USA, Italy, Peru & Morocco

ATHENS, Greece (September 9, 2015) -- INTRALOT has been awarded the World Lottery Association Security Control Standard (WLA SCS:2012) and ISO/IEC 27001:2013 certification for its operations in the United States of America, Italy, Peru and Morocco, in line with the Group strategy to operate worldwide under the highest security standards.

More precisely, the Group US subsidiary, INTRALOT Inc., has been certified for its Central Monitoring and Accounting System that operates in Georgia as well as for its overall operation in Ohio. These new certifications extend the existing certification of INTRALOT Inc.

Virginia Lottery Choose NEOPOLLARD INTERACTIVE for Enhanced Subscriptions Digital Solution


WINNIPEG, Manitoba, (September 9, 2015) -- NeoPollard Interactive LLC ("NeoPollard Interactive") is pleased to announce that it has been awarded a contract by the Virginia Lottery to provide an enhanced subscriptions (eSubs) digital platform and related services. With this award, the Virginia Lottery will expand on its 23-year history of offering lottery subscriptions services with a new state-of-the-art digital solution from NeoPollard Interactive. Upon implementation, this new contract comprises an initial term of five years, and may be renewed for five successive one year periods.

Gaming Laboratories International (GLI®) Hosts Extremely Successful Latin American and Caribbean Roundtable with Representation from 21 Countries

LAS VEGAS, Nevada (September 9, 2015) – Gaming and lottery regulators and government lotteries from 21 countries across the North, Central, South America and Caribbean regions gathered in the prospering city of Bogotá, capital of Colombia, on August 26th and 27th to attend what turned out to be Gaming Laboratories International’s (GLI®) largest and most successful Latin American and Caribbean Regulators Roundtable to date.

In total, 92 representatives attended the exciting event. Countries represented included Argentina, Aruba, Bahamas, Bolivia, Chile, Colombia, Curacao, Dominican Republic, El Salvador, Guatemala, Jamaica, Mexico, Panama, Paraguay, Peru, Puerto Rico, Sint Maarten, Trinidad and Tobago, Turks and Caicos, Venezuela, and U.S. Virgin Islands. GLI was also honored with the attendance of the following gaming and lottery associations: CIBELAE (Iberoamerican Association of State Lotteries), ALEA (Association of State Lotteries of Argentina), and FEDELCO (Federation of Lotteries of Colombia).

GLI Director of Latin American and Caribbean Development Karen Marcela Sierra-Hughes said, “We are extremely thankful to the government entities that joined us this year. Our main challenge was to balance the agenda to fulfill the expectations of an audience that have common objectives and also, very specific ones. Attendees also enjoyed an on-site demonstration of the Colombia Regulator’s Data Center and a guided tour and demo of the Super Astro Draw Studio, both hosted by Coljuegos.

Dra. Cristina Arango Olaya, President of Coljuegos, expressed gratitude to GLI for organizing events that allow interaction with and integration of Latin American and Caribbean regulators.

North Carolina’s First Scented Ticket – ‘BBQ Bucks’ – Smells Like Smoky BBQ

RALEIGH, North Carolina (September 3, 2015) -- With fall weather, football and tailgating season just ahead, meet BBQ Bucks: North Carolina’s first-ever scented lottery ticket. When scratched, it smells like smoky BBQ.

At kick-off events Tuesday at Queen City Q in Charlotte and Clyde Cooper’s BBQ in Raleigh, the lottery gave away prizes on the buy, spin and win wheel, including BBQ Bucks tickets and T-shirts.

The Lottery has teamed up with the National Guard Association of Michigan to launch the Veterans Day 50/50 Raffle on Sept. 28. A portion of proceeds from every ticket sold will benefit the lives of Michigan veterans and their families.

Tickets for the Veterans Day 50/50 Raffle may be purchased at Lottery retailers starting on Sept. 28. Players may purchase a single play for $5 each, five plays for $20, 15 plays for $50, or 40 plays for $100. Tickets for the raffle will be sold until 11:59 p.m. on Veterans Day, Nov. 11.

The Veterans Day 50/50 Raffle jackpot drawing will take place on Nov. 12. One lucky player whose number matches in exact order the number drawn by the Lottery wins the huge jackpot.

The Commission has recently completed an investigation of weaknesses in anti-money laundering (AML) controls at Rank Group’s Grosvenor Casinos (Grosvenor) prompted by the money laundering conviction of a former leading customer, Mr Da Feng Ding.

The Commission has investigated a separate case involving “Customer B”, a Rank customer who is awaiting sentencing after recently pleading guilty to defrauding a six-figure sum from her employers.

As a result of the investigations, Rank has acknowledged serious shortcomings and failures to apply the lessons learnt from previous scrutiny. The Commission has agreed the operator’s remedial actions including a third party audit of its revised AML arrangements and the surrender of  an estimated £950,000 profits that resulted from these shortcomings, to be spent for agreed socially responsible purposes.

Further detail into the background of both cases, the learning for the industry and what remedial action Rank Group has taken can be found in a full public statement on the Commission’s website.

In the first case the Commission investigated Grosvenor’s handling of its relationship with a Mr Ding, who spent a large volume of cash over a period of approximately three years from 2008 to 2011.  The Commission’s findings included that Grosvenor:

  • failed to take effective and timely action to verify the  identity of the customer
  • failed to take a sufficiently robust and risk-based approach in establishing the customer’s source of funds
  • failed to take appropriate action when Grosvenor staff had suspicions about the customer’s transactions or when it would have been reasonable for them to have had such suspicions
  • failed to take and keep adequate records
  • misunderstood its responsibilities in relation to the Proceeds of Crime Act 2002, particularly in relation to the reporting of suspicious activities to law enforcement agencies.


In the second unrelated case, Customer B was able to gamble a six-figure sum without Rank Digital undertaking sufficient AML checks or undertaking adequate monitoring from a social responsibility perspective.

Rank Group is taking the following steps to address the shortcomings identified:

  • undertaking a critical review of AML controls within the business, led by an external provider
  • disseminating learning from the shortcomings identified through seminars or other forms of direct engagement with other operators
  • divesting itself of  the gross profits made as a result of the shortcomings, and apply the substantial six-figure sum to agreed socially responsible purposes pay an amount to the Commission to cover the costs of the investigations


The key messages for the gambling industry relate to:

  • monitoring whether appropriate and risk-sensitive policies and procedures relating to the prevention of money laundering and ensuring that people are not exploited or harmed by gambling are being followed effectively
  • ensuring that operators manage the risk of money laundering by taking a range of measures, including a consideration of where the money a customer is gambling with comes from
  • making sure that money laundering risks relating to established customers are monitored effectively on an ongoing basis
  • ensuring that, where there is a suspicion that a customer may be committing money laundering offences, operators take an appropriate range of actions, including both making an appropriate disclosure to law enforcement agencies and reviewing whether to continue with the business relationship with the customer in question
  • having a clear understanding on how to manage the risk of “tipping off” customers
  • effective record keeping
  • misplaced confidence in the effective implementation of policies and procedures.


The Commission is bringing to the attention of all operators the need to take a critical approach to assessing their own policies and procedures and, crucially, whether they are being followed and remain fit for purpose, to avoid generating a false sense of security.

Football Bets to Total $95 Billion This Season

Vast majority of bets will be placed illegally

WASHINGTON, D.C. (September 9, 2015) -- One day before the NFL season kicks off, the American Gaming Association (AGA) is estimating that sports fans will wager $95 billion on NFL and college football games this season. The vast majority – $93 billion – of wagers will be placed illegally. Just under $2 billion will be wagered at sports books in Nevada.

On last season’s Super Bowl alone, Americans made $3.8 billion worth of illicit bets – an amount 38 times greater than the total bet legally.

“Illegal sports betting is reaching new heights of popularity in America,” said Geoff Freeman, president and CEO of the AGA. “It’s clear that a federal ban on traditional sports betting outside of Nevada is failing.


Illegal sports betting is one of four key illegal gambling areas of focus as part of the AGA’s “Stop Illegal Gambling – Play it Safe” initiative, which seeks to distinguish the highly regulated, $240 billion legal gaming industry—which supports 1.7 million jobs and generates $38 billion in taxes across 40 states—from the criminal networks that rely on illegal gambling to fund violent crimes and drug and human trafficking. The initiative is also focusing on black market machines, Internet sweepstakes cafes and illegal online betting.

In June, the AGA formed an Illegal Gambling Advisory Board composed of former top law enforcement officials from the federal, state and local levels.

The Board is comprised of: Tim Murphy (chair), former deputy director of the Federal Bureau of Investigations (FBI); Ed Davis, former Boston Police Commissioner; James Dinkins, former executive associate director at Immigration and Customs Enforcement (ICE) Homeland Security Investigations; J.B. Van Hollen, former Wisconsin State attorney general, U.S. attorney, and district attorney; and Bill Young, former Clark County Sheriff and head of Las Vegas Metro Police Department; current senior vice president of compliance and security at Station Casinos.

INNOVA Announce Extension of Agreement with Missouri Lottery

Macau Government Confirms Support for the Fast Expanding Macao Gaming Show and Summit

MACAU, SAR (September 9, 2015) -- The Macao Gaming Show 2015 and its pioneering tourism and culture summit have received the backing of three of the key departments of the Macau SAR Government. Recognising the achievements of the world’s fastest growing exhibition on the gaming and entertainment stage, the Gaming Inspection and Coordination Bureau (DICJ), Macau Trade and Investment Promotion Institute (IPIM) and sponsor, the Macao Foundation, have all confirmed their support for the expanding international event.
