Countries represented included Argentina, Aruba, Bahamas, Bolivia, Chile, Colombia, Curacao, Dominican Republic, El Salvador, Guatemala, Jamaica, Mexico, Panama, Paraguay, Peru, Puerto Rico, Sint Maarten, Trinidad and Tobago, Turks and Caicos, Venezuela, and U.S. Virgin Islands. GLI Director of Latin American and Caribbean Development Karen Marcela Sierra-Hughes said, “We are extremely thankful to the government entities that joined us this year. Our main challenge was to balance the agenda to fulfill the expectations of an audience that have common objectives and also, very specific ones. We were successful in this effort as this Roundtable proved to be the only international conference that gathers both gaming and lottery government entities at one event. We are thankful to our speakers as they contributed to the unique and unsurpassed quality of the agenda, and we are also thankful to Coljuegos, our host regulator, who kindly provided their organizational support for the on-site demos that were part of the program. We are already working on the 2016 event as our goal is now to exceed the success of this year’s conference for the benefit of the regulators and government lotteries of the region.”

The two-day, educational event was presented through GLI’s world-renowned GLI University® and free of charge to government entities. It offered attendees the unique opportunity to attend in-depth discussions about today’s most relevant topics, which were lead by gaming regulators, government lotteries and GLI experts. Topics included:

  • The Basics and Processes of Creating a New Gaming Law
  • Achieving Industry Supervision and Control
  • Development and Challenges of Interactive Gaming and Regulatory Models
  • Government Procurement Process in Sports Betting Operations
  • Analyzing Lottery Profitability and Challenges for Growth
  • How Lotteries Operate in Federal Jurisdictions and at Multi-Jurisdictional Levels
  • Preventing and Controlling Money Laundering Activities
  • Illegal Gaming vs. Skill Games
  • Regulatory Experience and Challenges of the Horse Racing Industry
  • Responsible Gambling in the Lottery and Gaming Industry
  • Monitoring and Control Systems: The Latin America and Caribbean Experience

Attendees also enjoyed an on-site demonstration of the Colombia Regulator’s Data Center and a guided tour and demo of the Super Astro Draw Studio, both hosted by Coljuegos.

Dra. Cristina Arango Olaya, President of Coljuegos, expressed gratitude to GLI for organizing events that allow interaction with and integration of Latin American and Caribbean regulators.

We have been honored to host such an important event that brought together over 90 representatives from different countries from the region and the opportunity to share the experience of Coljuegos on issues such as control of illegal gaming, technology in the sector and its regulation. We need to maintain this atmosphere of fraternity to keep strong ties with Latin American and Caribbean regulators,” Olaya said.

The Bahamas Gaming Board said, “This being our first time attending the event, we were pleased to be a part of a forum to share our concerns faced as regulators as well as the advances made in gaming within our jurisdiction. We look forward to participating on an annual basis.”

NASPL2015

Lic. Luis Felipe Cangas Hernández, General Directorate of Games of Chance, SEGOB, Mexico, said, “I am pleased to express my recognition to GLI for the excellent organization that allowed for the success of the Latin America and Caribbean Gaming and State Lotteries Regulators Roundtable. The event promoted a rich exchange of ideas with a dynamic program that prompted the interest of the audience. The invited countries shared problems in areas such as illegal gambling and money laundering; there is also a momentum that seeks to encourage the regulatory authorities to adopt uniform policies and actions to control such practices and to promote responsible gaming. Moreover, it was noticeable that there is a consensus to achieve an effective supervision and control of the gaming industry – in particular, with the regard to the online gaming and its regulatory models, the horse racing industry, as well as monitoring and controlling systems – this with the joint participation of the various stakeholders that converge in the regulation and certification of this sector. Lastly, we are grateful for the attention and complete willingness shown by all and each one of the members of the GLI Latin American and Caribbean team.”

Ing. Manuel San Roman Benavente, Director of General Direction of Casinos Games and Slot Machines, Peru, said, “Sharing experiences with other regulators, thanks to GLI, is a bonus when doing our work as it allows us to expand our knowledge and improve and strengthen our regulations in many aspects that are of daily concern. We also recognize the excellent program that GLI so carefully prepared for this event.

Lic. Luis D. Muñíz Martínez, Executive Sub Director of the Puerto Rico Tourism Company, said, “The participation of the PRTC team in the Roundtable, organized by GLI, was an excellent opportunity for the exchange of ideas among regulators of our region. Being able to see how each jurisdiction addresses gaming and lottery issues is an enriching experience with a lot of potential growth for the economies of our countries.”

A cocktail event on the Roundtable’s last evening provided gaming and lottery regulators and state government lotteries the chance to network with each other and discuss regulatory developments in their own regions.

GLI’s Latin American and Caribbean team is gearing up for the company’s next large event – Global Gaming Expo in Las Vegas – at the end of this month.

North Carolina’s First Scented Ticket – ‘BBQ Bucks’ – Smells Like Smoky BBQ

RALEIGH, North Carolina (September 3, 2015) -- With fall weather, football and tailgating season just ahead, meet BBQ Bucks: North Carolina’s first-ever scented lottery ticket. When scratched, it smells like smoky BBQ.

At kick-off events Tuesday at Queen City Q in Charlotte and Clyde Cooper’s BBQ in Raleigh, the lottery gave away prizes on the buy, spin and win wheel, including BBQ Bucks tickets and T-shirts.

“I love some BBQ,” said one man who attended the Raleigh event and got a free ticket. “Now hopefully, I'll get some BBQ Bucks so I'll love BBQ even more.”

Other states have introduced tickets that smell like bacon. But for North Carolina, it was obvious what cuisine to highlight.

People in our state love their BBQ and this ticket is a fun way to celebrate that tradition,” said Alice Garland, the lottery’s executive director. “So not only are there cash prizes, but folks can also win BBQ and grills.

The $2 game begins with four top prizes of $25,000. All tickets can be entered into second-chance drawings as part of the 1,000 lbs. of Pork Giveaway. Ten BBQ lovers will win 100 lbs. of pork and a Big Green Egg grill.

The lottery is also inviting people to weigh in via social media on the age-old BBQ debate in the Tar Heel State: “Which is Best, East or West?” Enthusiasts aged 18 and up can cast their vote on the lottery’s Facebook page by commenting “EAST” or “WEST” or on Twitter by using the hashtags #bbqbucks and either #east or #west. Weekly drawings will be held to award ten $50 gift cards and a BBQ Bucks T-shirt to lucky winners.

Ticket sales will make it possible for the lottery to achieve its goal of raising, for a third straight year, more than half a billion dollars for education. For totals to programs in all 100 North Carolina counties, click on the “Where the Money Goes” page on the lottery’s website.

UK Gambling Commission Issue Important Lessons for the Gambling Industry Concerning Anti-Money Laundering and Social Responsibility Controls

LONDON, U.K. (September 7, 2015) --

Grosvenor Casinos Ltd

Rank Digital Gaming (Alderney) Ltd (trading as www.meccabingo.com)

The Gambling Commission calls on the gambling industry to act on the lessons that have emerged from recent investigations into AML and social responsibility shortcomings  in Grosvenor Casinos and meccabingo.com  and critically review the effectiveness of their policies and procedures to prevent gambling being used to support crime or risk more formal regulatory action.

The Commission has recently completed an investigation of weaknesses in anti-money laundering (AML) controls at Rank Group’s Grosvenor Casinos (Grosvenor) prompted by the money laundering conviction of a former leading customer, Mr Da Feng Ding.

The Commission has investigated a separate case involving “Customer B”, a Rank meccabingo.com customer who is awaiting sentencing after recently pleading guilty to defrauding a six-figure sum from her employers.

As a result of the investigations, Rank has acknowledged serious shortcomings and failures to apply the lessons learnt from previous scrutiny. The Commission has agreed the operator’s remedial actions including a third party audit of its revised AML arrangements and the surrender of  an estimated £950,000 profits that resulted from these shortcomings, to be spent for agreed socially responsible purposes.

Further detail into the background of both cases, the learning for the industry and what remedial action Rank Group has taken can be found in a full public statement on the Commission’s website.

In the first case the Commission investigated Grosvenor’s handling of its relationship with a Mr Ding, who spent a large volume of cash over a period of approximately three years from 2008 to 2011.  The Commission’s findings included that Grosvenor:

  • failed to take effective and timely action to verify the  identity of the customer
  • failed to take a sufficiently robust and risk-based approach in establishing the customer’s source of funds
  • failed to take appropriate action when Grosvenor staff had suspicions about the customer’s transactions or when it would have been reasonable for them to have had such suspicions
  • failed to take and keep adequate records
  • misunderstood its responsibilities in relation to the Proceeds of Crime Act 2002, particularly in relation to the reporting of suspicious activities to law enforcement agencies.

In the second unrelated case, Customer B was able to gamble a six-figure sum without Rank Digital undertaking sufficient AML checks or undertaking adequate monitoring from a social responsibility perspective.

Rank Group is taking the following steps to address the shortcomings identified:

  • undertaking a critical review of AML controls within the business, led by an external provider
  • disseminating learning from the shortcomings identified through seminars or other forms of direct engagement with other operators
  • divesting itself of  the gross profits made as a result of the shortcomings, and apply the substantial six-figure sum to agreed socially responsible purposes pay an amount to the Commission to cover the costs of the investigations

The key messages for the gambling industry relate to:

  • monitoring whether appropriate and risk-sensitive policies and procedures relating to the prevention of money laundering and ensuring that people are not exploited or harmed by gambling are being followed effectively
  • ensuring that operators manage the risk of money laundering by taking a range of measures, including a consideration of where the money a customer is gambling with comes from
  • making sure that money laundering risks relating to established customers are monitored effectively on an ongoing basis
  • ensuring that, where there is a suspicion that a customer may be committing money laundering offences, operators take an appropriate range of actions, including both making an appropriate disclosure to law enforcement agencies and reviewing whether to continue with the business relationship with the customer in question
  • having a clear understanding on how to manage the risk of “tipping off” customers
  • effective record keeping
  • misplaced confidence in the effective implementation of policies and procedures.

The Commission is bringing to the attention of all operators the need to take a critical approach to assessing their own policies and procedures and, crucially, whether they are being followed and remain fit for purpose, to avoid generating a false sense of security.

The Gambling Commission

The Commission’s approach to regulatory sanctions are set out in its published policies, specifically the Statement of principles for licensing and regulation (March 2015) and the Licensing, compliance and enforcement under the Gambling Act 2005: policy statement (March 2015).

The Commission's press office can be contacted on (0121) 230 6700 or Email: communications@gamblingcommission.gov.uk.

Football Bets to Total $95 Billion This Season

Vast majority of bets will be placed illegally

WASHINGTON, D.C. (September 9, 2015) -- One day before the NFL season kicks off, the American Gaming Association (AGA) is estimating that sports fans will wager $95 billion on NFL and college football games this season. The vast majority – $93 billion – of wagers will be placed illegally. Just under $2 billion will be wagered at sports books in Nevada.

On last season’s Super Bowl alone, Americans made $3.8 billion worth of illicit bets – an amount 38 times greater than the total bet legally.

“Illegal sports betting is reaching new heights of popularity in America,” said Geoff Freeman, president and CEO of the AGA. “It’s clear that a federal ban on traditional sports betting outside of Nevada is failing.

Illegal sports betting is one of four key illegal gambling areas of focus as part of the AGA’s “Stop Illegal Gambling – Play it Safe” initiative, which seeks to distinguish the highly regulated, $240 billion legal gaming industry—which supports 1.7 million jobs and generates $38 billion in taxes across 40 states—from the criminal networks that rely on illegal gambling to fund violent crimes and drug and human trafficking. The initiative is also focusing on black market machines, Internet sweepstakes cafes and illegal online betting.

In June, the AGA formed an Illegal Gambling Advisory Board composed of former top law enforcement officials from the federal, state and local levels.

The Board is comprised of: Tim Murphy (chair), former deputy director of the Federal Bureau of Investigations (FBI); Ed Davis, former Boston Police Commissioner; James Dinkins, former executive associate director at Immigration and Customs Enforcement (ICE) Homeland Security Investigations; J.B. Pursuant to the Agreement, dispensers will be installed in 100 new LBD locations. In addition, it is anticipated that dispensers will be installed in new and existing club locations.

This Agreement builds on the successful LT-3 pilot program we commenced in November 2013 in Missouri,” said Richard Weil, Chairman and CEO of INNOVA. “It represents both an extension and an expansion of the current pilot program, which to this point was run exclusively in veterans and fraternal halls. By adding LBD locations, the Missouri Lottery has offered us an opportunity to demonstrate the broad appeal of the LT-3 in non-traditional gaming venues, while bolstering revenues to small businesses, non-profits, and education in the State.

The pilot program has been a success,” added May Scheve Reardon, Executive Director, Missouri Lottery.

We expect that introduction of LT-3s into select LBD locations will build on that success. Lottery players will enjoy a fun, new product, while local businesses will benefit from increased visits by patrons, and the State’s education fund will receive much-needed additional revenue.

Online Gambling Operators Enjoyed on Average a Revenue Growth of 17% in 2014

Comprehensive report analysing updated benchmarks, KPIs, margins, ... of the online gambling industry

LONDON / MUNICH (Sepotember 9, 2015) -- The online gambling industry is more and more grown up, and like other industries, it now has to contend daily with increased competition and pressure on margins. Accordingly, ca. 75% of industry executives stated in a recent survey that the focus of their work in the future will be on improving existing operations rather than on exploring new revenue sources. Therefore, MECN now provides the tools for operational excellence with the 2015/2016 edition of its comprehensive benchmarking report analysing business figures, KPIs, relevant margins, ... of the online gambling industry.

Maybe it's time for an increased focus on costs and operations

Online gambling operators, at least the large sample of key operators analysed in MECN's report Online Gambling Benchmarking, apparently enjoyed in average an annual revenue growth of 17%. in 2014.

However, after years of explosive growth, this "normal" growth rate and increased pressure on profit margins might seem to some in the industry a severe hit. In our view, though, the online gambling industry is "just" now all grown up, and like other industries, it has to contend daily with increased competition, pressure on margins, ...

It's therefore understandable that ca. 75% of industry executives stated in a recent survey that in future they will focus primarily on improving existing operations rather than on exploring new revenue sources. Clearly, Martin Oelbermann, co-author of the study explains, "The basis for operational excellence is a comprehensive analysis and benchmarking of key performance indicators, business figures, and relevant margins"

Comprehensive report analysing updated benchmarks, KPIs, margins, ... of the online gambling industry

MECN's researchers took several months to compile and analyse a wealth of current as well as historical business data and KPIs and have now published the 2015/2016 edition of its benchmarking report on the online gambling industry.

The 2015/2016 report offers unprecedented insights into the industry:

  • Current data and historical data - The benchmark analyses are based on the most recent annual data and also trace long-term developments as far back as 2007.
  • Revenue growth benchmarks are broken down by products/verticals.
  • Analyses of financial results, such as EBITDA, EBIT, ... including comparison of margins.
  • Expense/costs benchmarks and margins, such as marketing, bonuses, CPA, IT, R&D, staff costs, chargebacks, ...
  • Player/customer-related benchmarks, such as active player development, ARPU (also broken down by products/verticals), churn rates, ...

  • Mobile business benchmarks, such as share of total online business, number of mobile players, revenue per player, ...
  • Geographical analyses, such as the level of internationalization and geographical diversification
  • In total, the report has 118 pages and 176 graphs/ exhibits.

Macau Government Confirms Support for the Fast Expanding Macao Gaming Show and Summit

MACAU, SAR (September 9, 2015) -- The Macao Gaming Show 2015 and its pioneering tourism and culture summit have received the backing of three of the key departments of the Macau SAR Government. Recognising the achievements of the world’s fastest growing exhibition on the gaming and entertainment stage, the Gaming Inspection and Coordination Bureau (DICJ), Macau Trade and Investment Promotion Institute (IPIM) and sponsor, the Macao Foundation, have all confirmed their support for the expanding international event. Two of the government departments (DICJ and IPIM) have agreed to become supporting organisations, whilst the third, the Macao Foundation, will be Sponsor of the exhibition and summit at this year’s 2015 edition at the Venetian Macao, 17-19 November 2015.

The highly prized government endorsement is regarded as a crucial marker of the show and summit’s credentials. Welcoming the news, owner and organizer, the influential trade body MGEMA, expressed its ‘delight’ at the official support and responded with a pledge to press on with its vision of growth, diversity and technological innovation for the international exhibition.

Jay Chun, Chairman of the MGEMA, said: “Macao Gaming Show has worked extremely hard to establish itself in an extremely fierce market, and our ‘By Asia for the world’ message has gained traction not only here in Macau and the Asia Pacific continent, but also around the globe. The support of government departments is fundamental to our vision going forward and a major signal of trust and credibility. The MGS proposition is simple: if people are serious about doing business in Asia, then our show is the perfect starting point. With support from the government departments, DICJ, IPIM and the Macao Foundation, and the backing of the biggest 100 businesses in Macau and Asia, our message is one that will resonate with the worldwide market.”

Looking ahead to the 2015 edition of MGS and the Macao Tourism and Culture Summit, the Director at Gaming Inspection and Coordination Bureau Macao SAR, Manuel Joaquim das Neves, paid special tribute to the exhibition emphasizing its “strengths”, “international acclaim” and its status as a “strong local force.”

The MGEMA has spent the past two years investing in its relationship with the government departments, and establishing itself as a major contributor to the Macau community and business infrastructure. Fatima Maria Nunes, Secretary-General of the MGEMA, described how the government department support will work. “IPIM is a government agency designated to promote trade and investment activities within the territory,” she explained. “With their support, we hope that both the show and the summit can attract more international companies to do business in or invest into Macau.

With DICJ, the department has a very close involvement with our industry. They provide guidance on the definition and execution of the economic policies on gaming to the Chief Executive of Macau SAR. Gaming is, understandably, a core industry in Macau and it’s fitting to have a leading exhibition that knows the local industry and represents it on the world stage. Our task now is to move this on and diversify the Macau economy,” Fatima Maria Nunes added.

The Macao Foundation's work will be of specific importance to MGS and its associated summit, with its objective of promoting cultural and economic exchange delivering an important force for the show. Fatima Maria Nunes confirmed: "The Foundation's purpose is to promote and develop cultural, social, economic, educational, scientific, academic and philanthropic activity in the region. It's a perfect fit for the show and summit as it seeks to launch initiatives that project Macao to an international audience. MGS and the Macao Tourism and Culture Summit provide just that - and we share common goals with Foundation."

The official support of DICJ, IPIM and the Macao Foundation completes a very important month for MGS following the recent partnering with another government department, the Labour Affairs Bureau of Macau (DSAL), to establish a new training course specialising in the operation of electronic and live table gaming equipment. In addition, a fortnight ago officials from MGEMA, MGS and its associated summit met with the Macau Government Tourist Office to discuss promotion of the show through the organization’s offices.
