WINNIPEG, Manitoba, (September 21, 2015) -- Pollard Banknote Limited (TSX: PBL) (Pollard Banknote) is pleased to announce that its new 22-station TRESU press-the lottery industry's most advanced instant ticket printing press-is now in operation.

The press, unveiled on September 21, is located in Pollard Banknote's 90,000-square-foot production facility in Ypsilanti, Michigan. The ribbon cutting ceremony featured several state and local dignitaries, as well as lottery industry officials.

"All of us at Pollard Banknote are very excited to demonstrate our new state-of-the-art press to our customers. Our core business is instant ticket printing, and we continue to seek out and invest in the most cutting-edge innovations in equipment and logistics with the goal of improving capacity, efficiency, and the quality of our print products. This press is one example of that commitment," said Doug Pollard, Co-Chief Executive Officer, Pollard Banknote.

"This major capital investment is a result of tremendous support from the lottery industry, as well as Pollard Banknote's belief in the continued growth potential of the lottery retail space. Increased sales volumes and the expansion of our client base in recent years have been the main impetus behind our purchase of the new TRESU press. We are now in an even better position to support our lottery customers in their goal of increasing proceeds for good causes."

Pollard Banknote's TRESU press includes a number of unique features that make it the world's most efficient and flexible inline instant ticket press. With a production capacity increase of approximately 35 percent, Pollard Banknote will be able to significantly grow its volumes, while at the same time transition to a more efficient production platform.

"Pollard Banknote has been a fixture in the Michigan manufacturing industry for close to two decades, and over this time the plant has had an impressive worldwide reach, with tickets being printed for more than 20 states and for international lotteries throughout Europe and as far away as Australia," noted Congresswoman Debbie Dingell. "This new press-a $20 million [USD] investment-signifies the company's continued commitment to the state of Michigan and our workers."

Ypsilanti Township Supervisor, Brenda Stumbo added, "This new investment will help keep skilled manufacturing jobs in Michigan. Pollard Banknote currently employs about 150 Michiganders-a number that is expected to grow with new contract awards. In addition to an overall annual salary expenditure of approximately $8 million, the company contributes to the local economy through expenditures to suppliers and utilities, as well as through state and local taxes."

The TRESU press is the latest in a series of improvements and expansions that Pollard Banknote has undertaken in Michigan. The company's history in Michigan began with the purchase of Webcraft Games, Inc., an instant ticket printer, in 1996.

Pollard Banknote began printing for the Michigan Lottery in that same year, and soon after began work on a new facility that more than doubled the company's print capacity in Michigan. This was followed by a building expansion and the addition of an automated finishing line.

Following the official ribbon cutting, guests toured the facility and learned about the broad capabilities of the press, including its high degree of automation and unique custom features.

For instance, compared to other presses in the instant ticket industry, this press boasts the most display color stations capable of printing continuously across both the graphic and scratch-off surfaces, all with high-precision registration.

Gaming Laboratories International (GLI®) is Now Accepting Submissions for Skill-Based Gaming in Nevada

LAS VEGAS, Nevada (September 18, 2015) - Gaming Laboratories International (GLI®) is proud to announce that the company is now accepting Nevada submissions for skill-based gaming due to the regulatory changes as a result of Nevada Legislature of Senate Bill 9 (SB9).

The Nevada Gaming Commission approved modifications to Nevada Gaming regulations 4, 6 and 14 to accommodate SB9, including changes to Regulation 14 that permits skill-based gaming.

According to the Nevada Assembly Committee on Judiciary, SB9 was introduced to enable "the continued growth and success of the gaming industry in the State of Nevada, which depends on the fostering of a business and regulatory environment that promotes continued advances in the use of technology in gaming, which improves the entertainment experience, encourages innovation, and supports expansion of the domestic technology sector of the economy of this state."

Classified Advertisement
La Fleurs 2015 Compendium

SB9 states that the Nevada Gaming Commission will adopt regulations which encourage manufacturers to develop and deploy gaming devices that incorporate innovative, alternative and advanced technology. Games can now be developed and submitted for approval within Nevada that implement physical skill, dexterity, knowledge and strategy, and awards can be paid accordingly, allowing greater flexibility in payout percentages. Previously, games were required to base outcomes on chance with the player having no ability to influence the end result.

GLI's Vice President of Global Services Ian Hughes said, "This is an exciting time, and our engineers and mathematicians are prepared for the adoption that occurred today to meet the industry needs and play our role in ensuring product compliance. Nobody can fully anticipate the type of gaming products that we may see on a gaming floor in Nevada as the regulations open the door to all types of skills and hybrid games. GLI will work closely with the industry and the Gaming Control Board to ensure compliance."

Regulation 14 amendment is backed by the Association of Gaming Equipment Manufacturers (AGEM) and the industry. The regulation allows slot machines to incorporate skill-based gaming, arcade-style elements, hybrid games and other unique features and advanced technologies to the casino floor.

Szrek2Solutions LLC - Ensuring RNG Integrity

EAST GREENWICH, Connecticut (September 22, 2015) -- Random Number Generators (RNG) play an important role in the lottery industry - they determine winning numbers in draw games, raffles and second chance games, instant win games, Quick Picks, etc. Yet, RNG processes are not always secure. The recent RNG fraud conviction of MUSL Security Director Eddie Tipton demonstrates that it is possible to compromise RNG systems without leaving a trace. Even though MUSL deployed a very secure environment for its drawing system, Tipton was able to ‘fix’ the draw and was caught only because of the suspicious way in which he tried to cash the winning ticket. One fraud case was brought to justice.

This recent event reveals a deficiency in the way RNG systems are deployed: even in extremely secure environments, lotteries risk exposure to RNG fraud and lack a comprehensive fraud verification mechanism. In order to mitigate the risk, the industry should require RNG system solutions that detect insider fraud.

However, traditional RNG approaches fail to provide such capabilities, and consequently these systems can be compromised.

For the last 11 years Szrek2Solutions has been deploying Trusted Draw™ and Trusted Play™ RNG systems, with integrated proof of RNG integrity validated by Trusted Audit™. Our patented technology proves that winning numbers and draw times are not manipulated. The proof of draw integrity can be obtained immediately after the draw or years later.

It is independent of the draw system and tamper-evident, and so if the draw system is compromised the audit system will detect the fraud with 100% accuracy.

Trusted Audit may be deployed internally by lotteries or is offered as a service provided by an independent 3rd party. Szrek2Solutions partners with a major ICS vendor to provide this service.

We will be demonstrating our Trusted Draw 360™ and TD Audit products and answering any questions about RNG technology and system deployment at NASPL 2015. Please visit us in our booth #310.

Szrek2Solutions LLC has been providing certified RNG solutions to the lottery industry since 2005. We are a well-established RNG vendor.

Our systems have been generating random outcomes for lottery applications without a single failure since the first deployment, over 2 billion audited random numbers ago.

Our current clients in the US include: IGT, Texas Lottery, Oregon Lottery, and Georgia Lottery.

Our current clients in Europe include Lottomatica Italy, Sisal Italy, Luxembourg Lottery, and Danske Spil.

Both topics have been very interesting to research, and we're certain that our readers and subscribers will find them engaging and a catalyst for ideas. Tax and regulation have put pressure on operators' profits in recent years so it has never been more important to seek out new sectors."

He continued: "In our decade-long work on the Global Gambling Report, we've always tried to take a comprehensive long-term view on the industry as a whole - but we understand that operators are looking for the most intriguing opportunities in the here and now. That's what these two new reports are all about."

The firm's report on virtual betting examines the ways in which the simulated betting format - long derided as 'cartoon betting' - is on the rise. Improvements to graphics and new products offered by suppliers are slowly transforming virtual betting into a serious contributor to revenues, compounded by operators' desires for stable margins and a longer "betting window".

Meanwhile, GBGC's report on Africa identifies cultural trends that are currently driving the continent's emerging sports betting sector.

Although the African betting market currently lags behind its European and Asian counterparts, there are several trends giving cause for growth: urbanisation, increasing stability and economic prosperity and a growing, young population.

Lorien Piling, Director at GBGC, said: "Global suppliers have already seen the potential and are working with established operators in Africa, but now non-domestic operators are sensing that this might be a market to break into. Of course, there's quite a difference between sensing opportunity and actually navigating the complex terrain of a new jurisdiction. That's where GBGC's expertise comes in."

The company has already completed projects in Africa, finding partners and researching potential opportunities in various jurisdictions. According to Bartlett, a symbiotic relationship exists between GBGC's specialist gambling reports and its international consultancy projects.

"Our research has always gone hand-in-hand with our consultancy work," added Bartlett. "Being properly informed is the best way to start, but looking at strategy, licensing, partnerships and individual business goals is the next step. These two reports on virtual betting and Africa will help spark ideas for new opportunities for betting firms looking to diversify and increase their revenues."

Texas Lottery Break Record With $1.2 Billion Contribution to Texas Education

Record sales also result in $13.1 million for Texas veterans’ programs

AUSTIN, Texas (September 22, 2015) -- The Texas Lottery ended fiscal year 2015 by making its largest contributions to Texas education and veterans’ programs in the agency’s 23-year history.

This is the 12th consecutive year that the Texas Lottery generated more than $1 billion in revenue for Texas,” said Gary Grief, executive director of the Texas Lottery. “With this revenue transfer, the Texas Lottery has now contributed more than $18 billion to Texas public education and more than $52 million to Texas veterans.

With $4.529 billion in gross sales, the Texas Lottery broke the sales record it set in the previous year, resulting in a contribution of $1.242 billion to Texas, the single largest annual transfer of revenue to the state.

This year’s revenue transfer included $1.225 billion to the Foundation School Fund and $13.1 million to the Fund for Veterans’ Assistance,” said Grief. “These are the single largest annual revenue transfers to both causes.”

The Foundation School Fund, administered by the Texas Education Agency, funds the operational needs and special program services for Texas school districts including teacher salaries, utilities, equipment, bilingual education, special education, gifted and talented education, and career and technical education.

Since the first veterans’ themed scratch ticket game was launched in 2009, the Texas Lottery has contributed more than $52 million for programs benefitting Texas veterans. The Texas Veterans Commission Fund for Veterans’ Assistance makes grants available to eligible charitable organizations, local government agencies, and Veterans Service Organizations that provide direct services to Texas veterans and their families. With 1.7 million veterans spread across the state, these programs provide financial assistance, transportation services, Post-Traumatic Stress Disorder counseling and housing assistance.

The Texas Lottery once again saw strong sales across its entire scratch ticket game portfolio. Scratch ticket sales totaled more than $3.48 billion, the highest scratch ticket sales in Texas Lottery history.

In addition to record-breaking sales, the Texas Lottery’s careful spending kept administrative costs to just 4.45 percent of fiscal year 2015 sales. Texas Lottery players and retailers also had a great year. Players collected $2.93 billion in prizes, the highest prize payment in Texas Lottery history.

For the state’s more than 17,000 Texas Lottery retailers that collect a five percent commission on every lottery sale, commissions amounted to $226.6 million, the highest commission paid to retailers in Texas Lottery history.

Ninety-six percent of Texas Lottery sales were returned to the state in the form of prizes, retailer commissions and bonuses, and contributions to the Foundation School Fund, the Fund for Veterans’ Assistance, and other state programs,” said Grief.

“I am very pleased with the results for fiscal year 2015 and proud of the significant contributions made to Texas education and veterans,” said J. Winston Krause, chairman of the Texas Lottery Commission.
