Pennsylvania Lottery Report Record Sales, Over $1 to Billion to Benefit Older Pennsylvanians in Fiscal Year 2014-15

MIDDLETOWN, Pennsylvania (July 24, 2015) -- The Pennsylvania Lottery achieved a new sales record of $3.82 billion for the 2014-15 fiscal year and again generated more than $1.06 billion in net revenue to fund essential programs and services that benefit older Pennsylvanians.

I want to thank Pennsylvania Lottery players for helping us to achieve another record sales year and continue to fulfill our mission of funding benefits that improve the lives of older adults,” said Pennsylvania Lottery Executive Director Drew Svitko. “We’re very proud of our unique mission and sincerely appreciate all that our players and retailers do to make great things possible.”

Lottery sales in fiscal year 2014-15 surpassed the prior year’s all-time sales record by $20.1 million, or 0.53 percent.

The Lottery paid $2.41 billion in prizes, an increase of $35 million over the previous year and a new all-time record. More than 63 cents of every Lottery sales dollar was returned to players in the form of prizes, and 75 Lottery players won prizes of $1 million or more last year.

Net revenues to the Lottery Fund totaled $1.06 billion, making 2014-15 the fourth consecutive year the Lottery generated over a billion dollars to fund senior programs.

Instant games sales for the fiscal year totaled $2.59 billion, which was $146.7 million, or 6 percent, higher than the previous year. Instant games accounted 67.84 percent of fiscal year 2014-15 sales, up from 64.34 percent of total sales in the previous year.

Sales for terminal-based or draw games – including the PICK family of games, Treasure Hunt, Cash 5, Match 6, Cash4Life™, Millionaire Raffle, Powerball®, and Mega Millions® – totaled $1.23 billion for the fiscal year, which was $126.7 million, or 9.35 percent, less than the previous year. Lotteries across the nation are experiencing a long-term trend in declining sales of draw games, reflecting a growing consumer preference for instant games.

Powerball sales of $239.8 million were $61.5 million, or 20.42 percent, less than the previous year. Mega Millions sales totaled $124.9 million, down $21 million, or 14.38 percent, from the previous year. Sales of both multi-state games suffered from a relative lack of very large jackpots, which tend to motivate players. This trend was also seen in many other states.

Lottery retailers, many of them family-owned small businesses, earned $203.2 million in commissions, an increase of $868,662 from the prior year. There are more than 9,000 licensed Lottery retailers across Pennsylvania.

JUMBO

The Lottery’s administrative costs decreased $1.6 million from the prior fiscal year, accounting for only 1.98 percent of total sales in 2014-15.

We are working to enhance to our game selection and efficiently maximize points of sale in order to responsibly grow Lottery sales,” said Svitko. “Because older Pennsylvanians are counting on us, we are striving to position the Lottery for continued success, this year and in years to come.”

N.C. Lottery Earnings for Education Hit $522 Million in Fiscal Year 2015

RALEIGH, North Carolina (July 31, 2015) -- For the 9th year in a row, the N.C. Education Lottery set new records in sales and earnings in fiscal year 2015, raising $522 million for education programs in the state.

As the lottery ended its fiscal year on June 30, preliminary and unaudited results showed lottery ticket sales totaled $1.97 billion, up 7.2 percent from the year before. The lottery raised $522 million for education, up 3.8 percent.

This success comes from North Carolinians enjoying our lottery games and winning prizes,” said Alice Garland, executive director of the lottery. “Our job is to operate fair and honest games and to encourage those who choose to play to play responsibly. The result is extra money for good causes. The popularity of our games combined with the hard work of our retail partners and lottery employees enabled us to raise the most money ever for education.”

During the year, prizes of $1 million or more were won 55 times. Total prize money won was $1.23 billion, or on average about $3.4 million a day. Many winners put their money right back to work in the economy, by paying bills, buying new houses or cars, taking vacations, saving and investing the money for retirement or college, or donating to personal good causes.

Garland said after nine years it was good to see interest and participation in the lottery continuing to grow.

The number of retailers interested in selling lottery tickets grew to the highest number ever, 6,901, up 127 from the year before. Retailers earned $137.7 million in commissions, up $9 million. More than 588,000 North Carolinians have joined the lottery’s Lucke-Zone, a website where they can get lottery news, ask questions about lottery games, and enter second-chance drawings and other promotions. And the lottery launched its fourth draw game played only in North Carolina, All or Nothing. The new game is the only one where you win a top prize of $250,000 by matching all or none of the numbers.

Along with the growth in participation, the lottery strengthened its programs to encourage responsible play. During the year, the Education Lottery became the 5th U.S. lottery to achieve one of the top certifications from the World Lottery Association for its responsible gaming program. The Level 3 certification attests that the Education Lottery has established the resources and programs to support top principles of responsible gaming governing the protection of players, cooperation with others interested in problem gambling, and advertising practices.

Final transfers of revenues to the state in June brought the lottery’s total contribution since inception to more than $3.9 billion. Legislators allocated lottery proceeds to help pay salaries of teachers and teacher assistants; help counties with construction and repair of schools, help North Carolina students pay the cost of going to a state university or community college, and help “at-risk” four-year-olds attend an academic preschool in the N.C. Pre-K Program.

Kentucky Lottery Breaks Sales and Dividend Records in FY15

Proceeds To State Come In Less Than Budgeted

LOUISVILLE, Kentucky (July 30, 2015) -- The Kentucky Lottery announced today in a board of directors meeting that sales for Fiscal Year 2015 were $899.1 million (including $12.2 million in free tickets). This breaks the old sales record established in FY14 of $858.8 million by $40.3 million.

Those sales led to record-breaking profits returned to the Commonwealth. A total of $236.1 million was transferred to the state, breaking the old record of $225.3 million by $10.8 million. However, the Lottery was $16.2 million below what was budgeted by the Commonwealth for FY15 dividends. Unclaimed prizes, which are directed by law to the KEES scholarship reserve fund, were $9.3 million (versus $8.3 million in FY14).

There were $147,000 in prizes withheld to pay back child support claims, along with $372,000 in other related debts to the Commonwealth. The state also received an additional $2.5 million in taxes withheld from prizes.

Scratch-off ticket sales were key in the record-breaking performance, rising $39 million from FY14 to a record-breaking $560.5 million. This breaks the old record level set in FY13 by $38.3 million. Draw game sales held nearly steady at $338.6 million, rising $1.3 million from FY14's level of $337.2. Keno sales showed the most dramatic increase of any draw game - 60.7% - to $47.3 million in its first full year of sales.

The multistate Powerball and Mega Millions games continued their declining performance from FY14, following the trend seen at lotteries across the nation. Powerball sales fell $14.6 million to $65 million, while Mega Millions sales decline $6.6 million to $33.2 million.

"The things we can control did extremely well last year," said Executive Vice President and CFO Howard Kline. "It's the things we can't control - namely the Powerball and Mega Millions jackpots - that kept our dividends from rising to the level we'd hoped."

Kline was optimistic looking forward. "We have terrific momentum going into the new fiscal year. Scratch off ticket sales for the first week of July were better than any week we saw in the first six months of the last fiscal year. Our scratch-off ticket sales in May and June were around 13.5% higher than the same time last year. We're on the right track, and hoping for better jackpot performance from Powerball and Mega Millions."

"For 17 out of the past 22 years, we've broken sales records. We've also broken dividend transfer records in 17 years out of the past 22," said Kentucky Lottery President and CEO Arch Gleason. "I believe we'll be among the best in the country for our scratch off ticket sales increase for the last year, and Powerball and Mega Millions actually performed better in Kentucky than it did in many of our peer states. Looking forward, we have an aggressive budget ahead of us and it's going to be a big challenge, but we're off to a great start in the new fiscal year."

The board also approved the corporation's operating budget for FY16. The budget includes a sales projection of $972 million, an 8.1% increase over FY15's sales mark. This includes $600 million in sales of scratch-off tickets and $369 from draw games.

According to the Kentucky Higher Education Administration Authority (which administers Lottery-funded college scholarship and grant programs), from 1999 through 2014 the Kentucky Lottery has funded $2,209,374,268 in college scholarship and grant programs for 569,542 students. The Lottery is the sole funding source for the KEES scholarship program, and also funds the need-based College Access Program and Kentucky Tuition Grants.

Since inception, the Lottery has sold $16.42 billion in tickets, returning $4.4 billion to the Commonwealth. Winners have received $9.9 billion in prizes, and retailers have been paid $1 billion. Operating expenses have been held to 6.6% of sales (FY15 operating expenses were 4.9% of sales).

In other business, the board approved the FY16 retailer sales incentive, along with rules and regulations for 12 scratch-off tickets.

The next meeting of the KLC's board of directors will be September 25th. The meeting will begin at 9:30 AM EST, and will be held at the KLC headquarters at 1011 West Main Street in Louisville. Committee meetings will begin at 8:30 AM EST.
