INTRALOT Expands Its Presence in Africa with New Project in Nigeria

Scientific Games Partners with InComm to Give Customers New Ways to Purchase Lottery Products

Strategic five-year agreement will allow more payment options at North American lottery retail locations

Missouri Lottery Director Named President of NASPL

JEFFERSON, Missouri (October 23, 2015) -- May Scheve Reardon, executive director of the Missouri Lottery, was elected president of the North American Association of State and Provincial Lotteries (NASPL) during the organization’s annual conference last week.

She is also a member of NASPL’s government relations and business product development committees and previously served as the second vice president, treasurer and Region III Director of NASPL.

"I really look forward to working with May as the new NASPL president,” said David Gale, executive director of NASPL. “This will be another challenging year for us in so many areas, and May is the perfect individual to lead the Association at this time.”

As the Missouri Lottery director since December 2009, Reardon has led the organization from sales of $968.5 million to more than $1.1 billion and profits for public education from $259 million to a record high of $288.8 million.

Before coming to the Missouri Lottery, Reardon worked as director of development at the Richard A. Gephardt Institute for Public Service at Washington University in St. Louis and taught political science and communications at Webster University from 2005 to 2009. Prior to that, Reardon was a Missouri state representative for 12 years.

Reardon holds a bachelor’s degree in communications from Saint Louis University and a master’s degree in communications from Webster University.

Baseball Wager Sales Hit Record High with Toronto’s Playoff Run

MONCTON, New Brunswick, Canada (October 25, 2015) -- Toronto’s rollercoaster playoff run has thrown Canadians into a baseball frenzy not witnessed since the early 90’s. Fans are relishing their first taste of Playoff baseball in 22 years. The increased popularity surrounding Toronto has had a major impact on sales of PRO•LINE Baseball events offered by Atlantic Lottery.

Atlantic Canadian PRO•LINE players have been highly engaged with baseball since Toronto made a series of blockbuster trades in late July which ultimately led to this much-anticipated post-season run. Atlantic Lottery reports that in August and September, PRO•LINE wagers on Toronto were up almost 300% over last year.

Last week, Toronto’s thrilling 6-3 Game 5 Division Series win was even more special for a New Brunswick PRO•LINE player. Billy Bulger was presented a cheque for $25,384.75 earlier this week for winning an 8-pick PRO•LINE ticket. Billy purchased the ticket on October 13th and won all 7 hockey selections that night.


His remaining pick, a Toronto Moneyline selection for last Wednesday’s Game 5 match-up between Toronto and Texas, was the final selection that ultimately clinched the win.

Billy and his fiancée, Isabelle Gagnon collected their prize earlier this week at Atlantic Lottery head office in Moncton. They told us they often play PRO•LINE together and wager on a variety of sports.

There’s certain logic to [selecting games],” Billy says. “But it’s still a game of chance. We have a way that we like to play, and we don’t spend any more just because we’ve won. So many people rush when they make their selections: we take our time.”

Isabelle says that the day they made their selection, a blue jay kept flying past. “I thought I’d listen to nature and add a Blue Jays game to our selection!” she laughs.

"The whole day of the Blue Jays game – it was one of the most special since we’ve been together,” says Billy. “What a game!”

The couple is planning to use their winnings to buy a reliable vehicle for them and their two young children. They will also set some money aside for a future house purchase.

Toronto’s playoff run continues tonight in Kansas City. It’s a must-win Game 6 match-up with Kansas City in the best-of-seven 2015 American League Championship Series.

Billy and Isabelle bought their PRO•LINE ticket at Dépanneur Mallet in Le Goulet, NB. The retailer will receive a 1% commission.

German Gambling Laws Come Under Pressure From CJEU

GERMANY (October 22, 2015) -- Attorney General (AG) Szpunar of the Court of Justice of the European Union (CJEU) believes that the licensing of online sports betting in Germany should be transparent, non-discriminatory and in line with EU legislation. His advice follows a ruling by the Higher Administrative Court in Hesse on October 16, in which the German court came to a similar conclusion. The European Commission has also raised questions in the German states. The European Commission is considering infringement proceedings against Germany.

The conclusion is published by the AG on October 22, 2015 on the case Ince (C-336/14). Ince is an Austrian gambling operator who has applied for a German license to offer online sports betting. However, all similar applications have been declined in Germany since 2012.


Both the Court in Hessen as the AG are now of the opinion that the authorization regime established in Germany is not transparent and is discriminatory and therefore violates European law. With the conclusion of the treaty the Attorney General will be able to put pressure on the German states where gambling is allowed.

The Court has already ruled that the Hesse multi permit system should be established for all online gambling products and that the current German legislation is unconstitutional. It is now up to the European Commission to take further steps against Germany.

The ruling is also interesting as to how it will affect the Netherlands. Despite rulings by the Council of State (Betfairarrest) licenses for offering of lotteries has for many years been granted in a non-transparent and in a discriminatory manner.

The regulation of online gambling in the Netherlands has been seriously delayed.

The European Commission warned the Netherlands in May at a hearing in the House of Representatives that it should make real momentum to implement transparency and not discriminate in awarding licences. The conclusion of the CJEU is a confirmation of this commitment.

A date for the judgment of the CJEU is not yet known. Normally speaking, the Court follows the opinion of the AG.

The New York Lottery's multi-faceted marketing campaign, "Win What You Love," kicked-off this week in support of the I LOVE NEW YORK scratch-off game and will run through mid-November, 2015. Created by the New York Lottery's new advertising agency, McCann, the "Win What You Love" campaign includes statewide television, radio, digital, and out-of-home advertising, point-of-sale displays, and social media. In this campaign, the iconic "I Love New York" song is used to announce the new scratch-off game in a playful way in keeping with the playful spirit of the New York Lottery brand. The beautiful landscapes, nostalgia and humor of the advertising make the campaign fun, inviting and sharable.


Building on the campaign, the New York Lottery launched a social media contest to further promote the I Love New York game: players can post a picture of their ticket in one of their favorite New York State locations using #WinWhatYouLove on Facebook.

Sport Integrity Monitor and Romanian Football Federation form Integrity Partnership

LONDON, U.K.(October 27, 2015) -- Sport Integrity Monitor (SportIM) has been appointed as the betting integrity partner of the Romanian Football Federation. Through comprehensive monitoring of global betting markets, SportIM will assist Romanian Football Federation in proactively managing integrity for all competitions and work with the Federation to investigate any concerns.

German Lotto Federation Scored Further Growth, with the Addition of New Member Companies

HAMBURG, Germany (October 26, 2015) -- The German Lotto Federation (DLV) scored further growth, with the addition of new member companies is the Simple Direct Media GmbH (EDM) from Berlin.

EDM was founded in late 2011 by former employees of Bertelsmann Direct Group with the participation of Netzpiloten AG. Since 2013, the innovative company has a state license for the commercial game and mediation offers online services for state lottery products.

The DLV posistions itself as representing the interests of independent game intermediaries active in Germany for a new, coherent lottery regulation, which allows a fair cooperation of government and private sector intermediaries.

"Our members have significantly influenced the German lottery landscape and repeatedly contributed with new services and innovative products to sales of state lottery companies," says Norman Faber, president of the DLV.

It was also an independent lottery promoter, the mid-90s to the Internet a new distribution channel opened and thus opened up new, younger target groups for the state lottery companies.

Millionaire Raffle Tickets Selling Fast

TOPEKA, Kansas (October 26, 2015) -- The Kansas Lottery announced Monday it has surpassed the halfway mark in the number of tickets still available in this year’s Holiday Millionaire Raffle. As of 3 p.m. Monday, there are approximately 87,480 tickets remaining in this year’s Raffle.


Only 175,000 of the $20 tickets will be sold.

This is the seventh year for the Holiday Millionaire Raffle and sales are pacing well ahead of last year. In 2014, the halfway mark wasn’t surpassed until November 11.

The Holiday Millionaire Raffle has sold out each year it has been offered.

The Lottery said early bird drawings are helping drive sales.

They say there are 11 Early Bird drawings this year, more than ever before.

Tickets purchased before an Early Bird drawing are eligible to win that drawing and all subsequent drawings including the Grand Prize drawing December 31 in which the Lottery will draw a $1,000,000 winning number and thousands of other numbers to win from $100 to $5,000.

The next Early Bird drawing for $10,000 cash will be Thursday, October 29.

Other Early Bird drawings will be held Sundays and Thursdays November 1 through November 19.

Louisiana Lottery's First Quarter Transfers See Six Percent Increase

BATON ROUGE, Louisiana (October 26, 2015) -- For the first quarter of fiscal year 2016, the Louisiana Lottery Corporation transferred $38.9 million to the state’s coffers, up 6 percent from 2015.

"Scratch-off sales continue to be a player favorite with $3 million more in sales than last year, which was a record year for our instant product. Our in-state Lotto game also experienced a 44 percent sales spike thanks to the recent $3.2 million jackpot run, the largest in 17 years," explained Lottery President/CEO Rose Hudson.


With first-quarter revenue of $111,152,632 the Lottery contributed $38,903,425 to the state treasury.

By law, at least 35 percent of Lottery proceeds are transferred to the state treasury and dedicated for K-12 public education. Roughly 53 percent of sales fund prizes and less than 6 percent is used to operate the Lottery.

Retailers earn 5.5 percent compensation, including commission, incentives for cashing winning tickets and bonuses for selling winning tickets, totaling nearly $6.2 million for July through September of 2015.

"For over a decade, the Lottery has experienced annual growth, climbing from $307 million in 2005 to $453 million in 2015. Our goal is to continue this trend in fiscal year 2016 by maximizing revenue for the state through the development of exciting games our players like and strategic operational efficiency," Hudson added.

LAUSANNE, Switzerland (October 21, 2015) -- Wednesday, October 21, the Federal Council has submitted to Parliament the draft law on gambling (LJAr) proposing to accept it. Loterie Romande believes that this project takes into account the interests of all stakeholders. Given the advances offered by the gaming operators, particularly in terms of social responsibility, Loterie Romande stresses the need not to alter the text by additional demands which would impair the competitiveness of lottery games and sports paris.

The provisions of the law should help ensure that the benefits of gambling within the meaning of Article 106 of the Constitution are properly allocated to public benefit and are not diverted to the sole benefit of private providers.


In an increasingly competitive environment, the new legislation should enable the companies to operate lottery games both attractive, profitable and responsible, to ensure long-term stability of the profits distributed to the public interest, almost CHF 600 million a year for the Loterie Romande and Swisslos.

Background and objectives of the Bill

On March 11, 2012, the people and the cantons accepted by an overwhelming majority live counter project to the popular initiative "For gambling to serve the common good." Generated by the success of this initiative, filed in fall 2009 and provided more than 170,000 valid signatures, Article 106 of the Constitution was then in force. The bill allows the implementation of this article, by providing consistent regulation, adapted and modern, the entire gambling sector. Loterie Romande believes that this project responds adequately to the objectives of Article 106 of the Constitution: it helps protect the population adequately against the dangers of gambling, ensure safe and transparent operations these and ensure that their profits are earmarked for public benefit and to the AVS.

A project developed in collaboration with all stakeholders

Loterie Romande notes Bill developed in collaboration with all stakeholders, including gambling houses and representatives of the fight against addiction. This project ensures the balance between the powers of the Confederation and the cantons and gives those new definitions of the various gambling that will allow operators to adapt their offers to social and technological developments while respecting the need to protect the population. The project also ensures that the profits from lotteries and sports paris continue to be paid exclusively to the cantonal distribution bodies, to support charitable projects, cultural and sporting.

Allocation of profits for public utility purposes

Article 106 of the Constitution establishes the principle that the benefits of gambling are to be allocated to public interest goals. Loterie Romande wishes to recall that the provisions of the law should not undermine that fundamental requirement. They must help ensure that the benefits of the sense of Article gambling 106 of the Constitution are properly allocated to public benefit and are not diverted to purely commercial purposes or for the sole benefit providers private.

Prevention of excessive gambling

The measures in the bill provide effective protection, in particular of minors and vulnerable populations. This new regulation, both flexible and responsive to risk factors, takes into account the specific games and their operating mode. Loterie Romande believes in this regard that the bill includes requirements that will probably Swiss law among the strictest in Europe in terms of responsible gaming. In this context, it does not want additional control measures which go beyond the provisions of the draft. The adoption of disproportionate or unrealistic measures would harm the establishment of a necessary balance between the protection of players on the one hand and the need to ensure offers both legal and attractive on the other. Because of the dangers of crime, money laundering or dependence, the fight against illegal offers - which represents gross gaming revenues estimated at CHF 300 million a year - is a necessity. Standardization of the tax treatment of gains

Currently, gains from lotteries and sports paris are subject to income tax, which is not the case of the gains made in gambling houses, free, meanwhile, from taxation. The bill removes this inequality and creates a situation in other countries by exempting all the gains achieved through gambling. This new design will make lottery games and most attractive sports paris and will therefore generate additional benefits for the public interest. It will contribute simultaneously to curb the exodus of players to the illegal or not taxed offered by neighboring countries.

Ensure long term stability of the profits distributed to the public interest

As it stands, the Loterie Romande does not want the balance and coherence of solutions proposed in the project are challenged by amendments that would undermine the competitiveness of lottery corporations. While avoiding excess and induce dependence, the games offered should remain attractive and operators must be able, while respecting their duties adapt to the evolution of society. Responsible Gambling Council Returns with Interactive Game Show Touring Ontario High Schools

TORONTO, Ontario (October 28, 2015) -- The Responsible Gambling Council (RGC) is returning this fall to Ontario high schools with Game Brain, its hit, interactive, educational game show. Hosted by Jason Agnew and Matt Philips, Game Brain was widely applauded in Fall 2014 by students and faculty members, as being both highly entertaining and informative.

"The Responsible Gambling Council is pleased to bring this exciting new format back to Ontario students," says Kevin Noel, COO of RGC. "It is estimated that 2 out of 3 students between the ages of 15-17 have gambled in the last year. And once they reach 18, their risk of developing a problem almost doubles. That's why it's important to get this message out to students now, before a problem starts"

The one-hour show includes five game show-style activities designed to inform and engage students, who form teams and answer questions about the realities of gambling, what someone risks losing, signs of a problem, avoiding the risks and available help resources.

"Matt and I are excited to hit the road again with Game Brain," said Jason Agnew, host of Game Brain. "It was so much fun last year, not only for us, but also for the thousands of students who got a chance to take part in the interactive game show. Macau Gaming Association Sign Key Partnership Agreement with IAGA for Its Pioneering 2015 Tourism and Culture Summit

MACAU, SAR (October 25, 2015) -- The Macau Gaming Equipment Manufacturers Association (MGEMA), which represents the interests of Asia's top 100 gaming companies, has signed an agreement with the International Association of Gaming Advisors (IAGA), awarding the group status as official organising partner for the innovative Macao Tourism and Culture Summit 2015.
