INTRALOT Fosters Its Presence in Africa; Entering the Kenyan Gaming Market


ATHENS, Greece (December 22, 2015) -- INTRALOT Group announces its 10-year cooperation with Acumen Communications Limited (ACL) to organize sports betting in Kenya, under the brand name ‘mCHEZA’. William Griffin to Lead North Carolina Lottery Commission

RALEIGH, North Carolina (December 14, 2015) -- The Office of Governor Pat McCrory announced the following appointment today:

William K. Griffin, Jr. (Durham County) - Griffin has been appointed as a member and chairman. Griffin is President/CEO of Griffin Associates Realtors.

The company has been active in developing and serving the real estate needs of Durham since 1977.

Griffin assisted in the development of several communities across the state.

He served on the Durham City Council from 1979 to 1983 and is the past president for numerous boards including the Durham Regional Association of Realtors and the Sales and Marketing Executives of Durham.

In 2013, he was inducted into the C.E. Phillips, Jr. Wall of Fame by the Durham Regional Association of Realtors. He is a graduate of Guilford College.

The commission specifies the types of lottery games and gaming technology to be used; prescribes the nature of advertising; specifies the number and value of prizes for winning tickets or shares in lottery games; specifies the rules of the lottery games and the method of determining winners; specifies retail sales price for tickets or shares and establishes a system to claim prizes.

The commission approves and authorizes the Director to enter into agreements with other states to operate and promote multi-state lotteries and any other powers necessary for the commission to carry out its responsibilities.

Government Modifies Agreement with the ONCE, the Organization Now Has the Ability to Sell Lottery Tickets Inside and Outside Spain

Provides for Christmas Lottery and Strengthens the Merger and Operation of Social Enterprises Under the brand ILUNION


MADRID, Spain (December 21, 2015) – El Consejo de Ministros (Council of Ministers) is reported to have approved a Royal Decree that the agreements with the Organización Nacional de Ciegos Españoles (ONCE), approved in November 2011,  will now be valid until the end of 2021, in order to ensure its financial stability and its social action is partially modified.

The authorization also granted that ONCE can hold a special draw on January 1, each year during the period that the current agreement is extended.


In order to strengthen its international presence, the Government has extended the authorization for ONCE to sell lottery products ‘with qualified operators’ in countries within the European Union, or in the process of accession to the European Union.

ONCE will also be able to offer its products to other Latin countries, with a commitment to devote a portion of the results to programs for people with disabilities in these countries arises.

These measures, together with other lower impact provisions, will help ONCE ensure the achievement of its primary objective. It will also ensure institutional and financial stability for the ONCE so it can maintain the solvency and quality of social work through the  new business group in the resolution adopted by the Council of Ministers the creation of the "Grupo Empresarial ONCE and its Foundation," which will be formed through the merger of Grupo Empresarial ONCE (Ceosa) and Grupo Empresarial ONCE Foundation (Ilunion Group is contemplated, formerly called Fundosa).

This new business group is launched with a fully social-oriented job creation for people with disabilities in economically sustainable business projects in time basis.

Through the Protectorate Council of ONCE, the Administration will keep its ability to control and supervision in the economic, financial and social environment on the new Business Group of the ONCE and its Foundation, in order to ensure compliance with social goals for which it is created.


The stability of the ONCE is assured by this Agreement, based on its institutional consolidation, in a clear social vocation and its recognition as a singular entity of social economy through the Law 5/2011 of Social Economy, it will ensure its continuity and its future as an organization for the blind, created for the welfare and social integration of its members, promoting their personal autonomy and their full integration into society, and the commitment to solidarity acquired with other people with disabilities through the ONCE Foundation.

68,000 workers are currently estimated to be working in ONCE institutions and companies. The ONCE Foundation now employs 5,500 more people than four years ago.

Of the 68,000 people employed by ONCE, 56 100 are disabled. Also, in the last twenty years ONCE has created another 99,500 jobs in other companies and entities (27,000 jobs over the past four years), of which 98 100 are jobs for people with disabilities.

The Government understands that the agreements adopted today favour the fulfilment of social purpose and solidarity entrusted to the ONCE, especially access to employment of people with disabilities, ensure legal and financial stability.

North America Casino Player Study Definitively Proves Electronic Table Games Players Play Longer and Play More Often

LAS VEGAS, Nevada (December 22, 2015) - A recently completed independent study of U.S. and Canadian casino players has definitively proven that electronic table games (ETGs) drive valuable benefits to casinos that have ETGs on their casino floor.


The study, commissioned by luxury gaming manufacturer Interblock®, was conducted by Andrew Jones and Brand Outlook in July and August 2015 and surveyed more than 1,200 casino players from the United States and Canada.

"Interblock is the established thought leader in the electronic table game space, understands what appeals to this player, and continuously innovates in this space," Interblock President of North America Rob Bone said.

"Building on that foundation, we wanted to conduct an independent study, with the goals of helping our casino customers gain a greater understanding of their existing and potential electronic table games player base, and to leverage that data to drive future product decisions."

Among the study's key findings were:

  • ETGs drive incremental revenue because ETG players play more often. ETG players are more likely to be "core" players who play more often than non-ETG players. 46% of U.S. ETG players played six or more times in the last 12 months, compared to only 33% of non-ETG players. In Canada, the statistical significance is even stronger: 54% versus 34%.
  • ETGs drive incremental revenue because ETG players play longer per session than non-ETG players do. In the U.S., they play approximately 10.7% more per session than non-ETG players do. In Canada, that average is 15% more.
  • ETGs attract game-agnostic players who enjoy a variety of live and electronic games, meaning ETG players are willing to play something new or at least not leave when his/her favourite game is occupied. This means ETGs give players an option to turn to when they are bored with or have finished playing slots.
  • ETG players enjoy slots and table games in addition to ETGs more than non-ETG players do. Not having ETGs on the casino floor means the opportunity to extend the trip is lost.

Start-Up Company’s Mobile Technology Platform Now Offered by Almost All German Lotteries

Company Plans to Expand from Germany to Africa and Asia

ZAGREB, Croatia (December 26, 2015) -- Score Alarm, a start-up from Zagreb, has become the official technology platform used by mobile applications for Oddset, the most popular sports betting service in Germany. It is a service which is offered by almost all lotteries in Germany and is represented at more than 15,000 retail outlets, reports on December 26, 2015.


Ivan Klarić, the founder and director of Score Alarm, said that he was pleased with the latest success of his company. “Now we can truly say that we do business with German lotteries, given that they are the ones which distribute the Oddset service whose mobile applications are running on our platform", Klarić said.

He added that currently they have eight large corporate clients, including Bet Live, the biggest provider of gaming services in Bosnia and Herzegovina, then the Romanian Casa Pariurilor and Hungarian state lottery Szerencsejatek.

With these clients, Score Alarm has become a platform used by more than 250,000 end users. By the end of 2016, they expect the number of end users to exceed one million.

Klarić explained that he could not go into details about his customers, but did say that the applications which are being used in Germany have been downloaded several thousand times and are achieving high growth.

The German market is one of the most valuable in the industry, and Oddset - Die Sportwette is one of the first and most recognizable sports betting games in that market. Together with new clients and technological solutions which we are going to present soon, that will enable us to reach a million end users of our platforms in 2016,” Klarić said.


Score Alarm began its expansion in spring of 2012. A mobile application which displays results of sporting events appeared on Google Play and AppStore at a cost of two dollars.

Six months later, Score Alarm already had more than 13,000 paying customers and the Croatian Lottery expressed its interest. For 250,000 kuna, it bought exclusive rights to the Croatian market for a year.

Cooperation was continued in the following years, and Score Alarm in the meantime transformed from an application for end users into a platform, a specialized IT system for large national lotteries and other companies offering sports betting services.

Klarić said that he expected that most of the growth in the sports betting industry in the next few years will switch to mobile platforms.

This represents an opportunity for Score Alarm to become the market leader in this new and rapidly growing industry.

He added that they are now preparing for the ICE conference in London next year, which is the largest annual gathering of gaming industry.

"Once we achieve good results in the European market, we want to spread to Asia, where there are opportunities in the Far East, and to Africa, where there is also interest for our platform", Klarić concluded.

Amaya to Appeal Ruling by Kentucky Trial Court

MONTREAL, Quebec, Canada (December 24, 2015) – Amaya Inc. (NASDAQ:AYA; TSX: AYA) today announced it will appeal a judgment issued yesterday by a state judge in the Commonwealth of Kentucky and will avail itself of any and all remedies available to it.

The litigation was filed by the Commonwealth of Kentucky in 2010 and sought recovery of alleged losses by Kentucky residents who played real-money poker on PokerStars’ website during a period between 2006 and 2011. 

In the decision, the judge imposed an approximately US$290 million award, which he trebled to approximately US$870 million excluding interest and applicable costs, in favor of the Commonwealth.

The latest ruling is in stark contrast to the same trial court’s decision just last month when it determined that damages should be based on the net losses of players. Yesterday’s order applies a methodology that is not grounded in applicable law as it calculates damages based on gross losses of players without any reduction for winnings, bonuses or free play.


This is a frivolous and egregious misuse of an antiquated state statute to enrich the contingent-fee plaintiff’s attorneys hired by the Commonwealth and not the people of Kentucky,” said Marlon Goldstein, Executive Vice President, Corporate Development and General Counsel of Amaya.  “Given that PokerStars only generated gross revenues of approximately US$18 million from Kentucky customers during the five years at issue, a damages award in excess of US$800 million is notable only for its absurdity.

To bring the action, Kentucky relied on a centuries old statute that was intended to allow individuals who incurred gaming losses to sue their opponents; it was never intended to authorize the Commonwealth to sue and collect such losses for its own benefit. 

In fact, no other state in the union has brought an action under this type of antiquated statute to recover alleged gaming losses in the name of a state.

Amaya intends to post a bond to stay the enforcement of the order and to appeal in early January.  The appeal will, among other arguments, raise factual and legal errors (including violations of the state and federal constitutions) that include, but are not limited to, the trial court’s ruling permitting the Commonwealth to assert standing, its failure to find facts that give rise to the violation of the statute, its clearly erroneous decisions of law, and its failure to properly apply the law to the facts.

Amaya will also vigorously challenge the trial court’s calculation of alleged gaming losses, which was based on an improper reading of a 100-year-old leading appellate decision.

Regardless of the dollar amount, to the extent the PokerStars entities may be ultimately obligated to pay any amounts following exhaustion of all appeals and other legal remedies, Amaya intends to seek recovery against the former owners of the PokerStars business.

Amaya has been a leader in promoting the regulation of online gaming in the United States.

Earlier this year, following an extensive review, Amaya received approval to begin operating its PokerStars brand in the regulated market of New Jersey, which it plans to launch in the first half of 2016. PokerStars is the world’s most licensed and heavily regulated online gaming brand.

Gambling Commission Launch New Website to Clamp Down on Corruption in sport

BIRMINGHAM, U.K. (December 17, 2015) -- A website aimed at tackling betting-related corruption in sport has been launched.

The Sports Betting Integrity Forum website will form the hub of the Forum’s strategy to address the risks associated with match fixing to help preserve and protect sports betting integrity in the UK.

It features a range of best practice products and resources - including examples of education programmes and prevention strategies, models of best practice and case studies and relevant research and reports.

Progress reports on the delivery of the Sports and Sports Betting Action Plan will be published on the website, along with news articles and updates related to betting integrity from sport, law enforcement agencies, the betting industry and the Gambling Commission.

We cannot be complacent. The Gambling Commission, sports bodies, law enforcement agencies and betting operators are all well aligned on this with effective collaboration vital in the fight against match fixing.

Tennessee Lottery Recognized for Responsible Gaming Program; World Lottery Association Awards Level 3 Certification


NASHVILLE, Tennessee (December 22, 2015)  —The Tennessee Education Lottery Corporation (TELC) has been recognized for its Responsible Gaming program by one of the industry’s most respected associations, the World Lottery Association (WLA).

This international organization awarded the Lottery a Level 3 Certification based on the high standards of corporate and social responsibility seen throughout TELC operations and planning processes.

The TELC is one of only seven U.S. lotteries to have reached WLA Responsible Gaming Framework Level 3 Certification.

Gambling Integrity Completes WLA Responsible Gaming Level Four Certification Assessment for Hoosier Lottery


LONDON, U.K. (December 20th, 2015) – Gambling Integrity has successfully completed a World Lottery Association Responsible Gaming (WLA-RG) Level Four Certification assessment for the Hoosier Lottery. The assessment was conducted by Malcolm Bruce (Director) and Sarah Ramanauskas (senior partner).

With the successful assessment, the Hoosier Lottery becomes  only the second lottery  in the United States to hold the WLA- Responsible Gaming Level Four Certification.

The WLA-RG framework is the lottery sector’s only internationally-recognized responsible gaming framework. It has been designed with four levels of achievement and enough flexibility so that member lotteries can build programs that are in accordance with the laws in their jurisdictions and that accommodate any organizational, cultural or regional differences.
