Scientific Games' Technology Expertise Wins New Deals in Denmark for Lottery Systems and Interactive Player Account Solutions

LAS VEGAS and ATLANTA (March 1, 2016) -- Scientific Games Corporation ("Scientific Games" or the "Company") today announced that after a competitive procurement process Danske Spil A/S in Denmark has awarded the Company two major contracts with their lottery and gaming business. Scientific Games was awarded a seven-year contract for Danske Lotteri Spil's (the "Danish Lottery") new systems technology including game solutions and services.

The Danish Lottery's legacy systems technology had been provided by another supplier since 1990. In addition, the Company won a five-year contract for Danske Spil's interactive player account management (PAM) solution and services that will unify the player experience across products and distribution channels. Both contracts may be extended by Danske Spil for up to two years.

CASAG: Novomatic and Sazka Group Formed Partnership

GUMPOLDSKIRCHEN, Austria (February 27, 2016) --  NOVOMATIC, Europe's leading gaming technology group, and Sazka Group a.s. (Sazka Group), which represents the investment groups KKCG and EMMA CAPITAL, have formed a long-term strategic partnership of equals. The partners will bring in their respective shares in Casinos Austria AG (CASAG) and Austrian Lotteries – already acquired or to be acquired – into a joint-venture company.

NOVOMATIC and Sazka Group will be strong and stable shareholders of CASAG and the Austrian Lotteries. In cooperation with other shareholders, NOVOMATIC and Sazka Group will use their vast gaming industry experience to further expand the business of CASAG and the Austrian Lotteries. This complies with the request of the Austrian Finance Minister to settle the dispute for the benefit of CASAG. The partners will now engage in discussions with other shareholders in order to align and preserve joint interests in the best possible way.

Subject to approvals from anti-trust and supervisory authorities being given, the two companies intend to establish a joint venture company, where their shares in CASAG will be joined together, to establish an evenly leveled partnership and pool the existing know-how in the best possible way for the future development of CASAG.

Hoosier Lottery Teams Up with Indianapolis Motor Speedway to Offer Official Indy 500® Scratch-off game

Commemorative tickets offer cash prizes, epic experiences


INDIANAPOLIS, Indiana (March 1, 2016) - The Hoosier Lottery is teaming up with the Indianapolis Motor Speedway to launch the official Scratch-off game of the 100th Running of the Indianapolis 500 Mile Race. This is the first time fans will have the opportunity to purchase Indianapolis Motor Speedway themed Hoosier Lottery tickets.

Four Weeks Left to Win Big with The Florida Lottery’s EZmatch™ Promotion

TALLAHASSEE, Florida (February 29, 2016) -- Players have just four weeks remaining to participate in the Florida Lottery’s EZmatch™ promotion. The limited-time promotion allows players to enjoy higher prize payouts, including a top prize of $1,000 – double the regular top prize of $500! La Mini: Soon Offered Exclusively on Loto-Québec's Game Terminal


MONTRÉAL, Quebec, Canada (March 2, 2016) – La Mini, the lottery favourite first offered by Loto-Québec retailers in May 1970, is changing with the times. Starting on March 5, 2016, it will be offered exclusively on the game terminal, at the same low price of 50¢.

Reasons for the change

  • Printing and packaging La Mini tickets, currently delivered to retailers in packages of 10, entailed considerable costs.
  • Tickets were packaged that way for security reasons: The selection on each ticket could not be made visible until the ticket was purchased first by the retailer and then by the consumer, as the numbers are not hidden under latex like they are for other instant lotteries.
  • By offering La Mini on the terminal, Loto-Québec can reduce costs while maintaining the integrity and security of the product when the tickets are sold.



It is certainly exceptional that a lottery launched in 1970 is still sold in essentially the same format and at the same price of 50¢,” said Simon Patenaude, President, Lottery Operations.

“It is a simple game that has stood the test of time and brings in some $10 million per year. Considering that La Mini has not benefited from advertising in recent years except for in-store displays, its durability is as surprising as it is unexpected.”

Gambling Commission Investigation: Lessons to be Learned from Failures at Paddy Power Group

BIRMINGHAM, U.K. (February 29, 2016) -- An operator is set to share lessons with the wider industry and contribute £280,000 to socially responsible causes after failing to keep crime out of gambling and protect vulnerable people.

Paddy Power has also agreed to improve its anti-money laundering and social responsibility processes following a Gambling Commission investigation.


The failings relate to the way Paddy Power handled relationships with two customers at one of its betting shops, and with one of its online customers who was later convicted of serious criminal offences. 

All operators are advised to read Paddy Power Group: Failures in anti-money laundering (remote and non-remote) and social responsibility controls (non-remote) for further details and lessons to be learned.

Richard Watson, Programme Director at the Commission said: “We expect the industry will learn the lessons from this case – it is their duty to keep crime out of gambling and protect vulnerable people from harm. If operators don’t implement processes and policies aimed at doing this then they risk losing their operating licence. Paddy Power failed in its dealing with three customers and is now facing the consequences of these actions in a very public way.”

Danish Gambling Authority Announce Change of Practice Concerning Self-Service Betting Terminals

DENMARK (February 24, 2016) – As of of April 1, the Danish Gambling Authority (DGA) is making a change of practice which allows self-service terminals in betting shops without using NemID.

In Newsletter no. 5 the DGA has previously laid down the framework for the provision of land-based betting. The following is stated in Newsletter no. 5 concerning the provision of betting via terminals:


4. In betting shops and land-based casinos you may set up:

a. Terminals operated by staff.

b. Terminals where the player logs on his gaming account with the licence holder.



This will be changed to:

4. In betting shops and land-based casinos you may set up:

a. Terminals operated by staff.

b. Terminals where the player logs on his gaming account with the licence holder.

c. Terminals which are operated by the customer.


This entails that betting can be provided via self-service terminals in betting shops.

Players’ funds online and land-based must not be merged

Deposit on a player’s account must not be merged in regard to land-based and online provision of gambling. This is due to the fact that the executive order on online betting states that cash deposits cannot be accepted.

Reporting of game data to the DGA

The DGA will make a change to the standard records concerning how to report data on betting from self-service terminals, so that games from self-service terminals differ from other forms of betting.

The DGA’s guidance on reporting of games will in this connection be updated no later than the middle of March. The guidance on reporting of games can be found here.

Maryland Casinos Generate $93.27 Million in Revenue During February

BALTIMORE, Maryland (March 4, 2016) – Maryland Lottery and Gaming today announced February 2016 revenue numbers for the state’s five casinos – Hollywood Casino Perryville in Cecil County, Horseshoe Casino Baltimore in Baltimore City, Casino at Ocean Downs in Worcester County, Maryland Live Casino in Anne Arundel County, and Rocky Gap Casino Resort in Allegany County. February 2016’s combined state-wide revenue totalled $93,273,076.

Hollywood Casino Perryville generated $6,508,517 from both slot machines and table games in February. 

Gross gaming revenue per unit per day was: $224.20 for slot machines, $2,507.13 for banking table games and $353.87 for non-banking table games.


Hollywood Casino’s February 2016 revenue increased by $485,563, or 8.1%, from February 2015.  Hollywood Casino Perryville operates 850 slot machines and 22 (12 banking and 10 non-banking) table games.

Horseshoe Casino Baltimore generated $25,012,475 from both slot machines and table games in February. Gross gaming revenue per unit per day was: $224.95 for slot machines, $2,272.70 for banking table games and $937.43 for non-banking table games.

Horseshoe Casino’s February 2016 revenue increased by $2,023,099, or 8.8%, from February 2015. Horseshoe Casino Baltimore operates 2,202 slot machines and 176 (151 banking and 25 non-banking) table games.

Maryland Live Casino generated $54,010,644 from both slot machines and table games in February.  Gross gaming revenue per unit per day was: $290.74 for slot machines, $4,087.39 for banking table games and $1,355.33 for non-banking table games.

Maryland Live’s February 2016 revenue increased by $7,040,636, or 15%, from February 2015. Maryland Live Casino operates 3,994 slot machines and 206 (154 banking and 52 non-banking) table games.

Casino at Ocean Downs generated $3,907,852 from slot machines in February, and its gross gaming revenue per unit per day was $168.16. Casino at Ocean Downs’ February 2016 revenue increased by $569,752, or 17.1%, from February 2015. 


The Casino at Ocean Downs operates 800 slot machines, and does not have table games.

Rocky Gap Casino Resort generated $3,833,588 from both slot machines and table games in February.  Gross gaming revenue per unit per day was: $178.27 for slot machines and $1,026.63 for banking table games.

This facility does not have non-banking table games. Rocky Gap Casino Resort’s February 2016 revenue increased by $359,013, or 10.3%, from February 2015. Rocky Gap Casino Resort operates 631 slot machines and 19 table games.

Amaya to Launch PokerStars in New Jersey in March

Launch marks the global gaming leader's entry into U.S. regulated online gaming market

MONTREAL, Quebec, Canada (February 25, 2016)  - Amaya Inc. (NASDAQ: AYA; TSX: AYA) today announced that it expects to initially launch its PokerStars brand in New Jersey on Monday, March 21, 2016.  The launch quickly follows the September 2015 authorization by the New Jersey Division of Gaming Enforcement (the "DGE") to operate the PokerStars and Full Tilt brands in the State. Saisei Help First Cagayan Deliver Online Gaming

SUNNYVALE, CA (Wednesday March 2, 2016) -- Saisei today announced that First Cagayan Converge Data Center, Inc. (FCCDCI) has deployed Saisei’s FlowCommand network performance enforcement software. The Saisei software has enabled the gaming, hotel and casino operator to eliminate network congestion, postpone new bandwidth purchases, increase network security, and offer fair access to all users and new premium services in the future.

As the technology partner of a recognized interactive gaming jurisdiction in Asia, FCCDCI provides IT and network services to more than 100 licensed online gaming operators. Most games and sports occur in real time, so the network that streams the activities must continuously operate at optimum levels to avoid service disruption. Delays, freezes, or outages severely impact the bottom line – a second of downtime can translate into thousands if not millions in lost revenue potential.

"If the game or video freezes for even a moment, a gamer can feel gypped out because he's betting on what he's able to see," says John Cornejo, IT consultant to FCCDCI.

Not only that, an addition of a mere five-millisecond delay will cause a gaming operator’s network to terminate, putting paid gaming sessions and sports bets in jeopardy."

FCCDCI also services hotels and gaming casinos, where it needs to provide fair and equal network access to paying customers. So finding a way to deliver fair bandwidth and eliminating network congestion remain a primary focus for the company.


A few years ago, two gaming operators were threatening to pull out because of really bad network congestion that was rendering service unavailable,” says Edgardo Lopez, FCCDCI’s chief technology officer.

The amount of bandwidth to be delivered to each gaming operator is specified in the operator’s subscription contract. To supply the contracted capacity, FCCDCI first tried to use the traffic management capabilities embedded in their WAN routers.

The routers weren’t very good at controlling usage, which then became an issue at billing time. We have to make sure what we sell is what’s paid for. If we don’t control bandwidth properly, we lose out on revenue. What’s more, over-usage by one customer infringes on the bandwidth of others, and this leads to poorer service,” says Lopez. “We also tried different WAN optimization solutions with minimal improvement.”

Ultimately FCCDCI chose to implement Saisei’s FlowCommand software, which has allowed the company to retain once-disgruntled customers and to boost the utilization of its network for a far greater return on its bandwidth investments. The Saisei software uses patented technology to allocate a guaranteed bit rate to each discrete network traffic flow. It simultaneously monitors millions of concurrent IP flows, tracks each individual flow with 40 metrics, applies any combination of these metrics in a policy, and can execute those policies in less than a second.

FCCDCI has installed FlowCommand in multiple locations as a virtual edge appliance to control congestion and manage fair usage. The deep visibility provided by FlowCommand has enabled FCCDCI to regain control of what experiences its operator customers – and their customers – have. Using the software, every single flow is associated in real-time with the application it’s serving, geographic locations, hosts or customer groups.

Saisei’s software has paid off in a number of ways,” Cornejo says. “The two gaming operators who threatened to take their business elsewhere have decided to remain our customers. And we’ve been able to eliminate the 5-millisecond latency that can terminate a gaming session and its associated revenue.”

Because the traffic flows have become controllable and predictable, the company now operates its network at 80% utilization, up from 50% utilization before Saisei FlowCommand was installed. As a result, FCCDCI has been able to realize a bigger return on its existing bandwidth investment, and it can postpone new bandwidth investments by getting more out of what it already has.

Detailed visibility into the network also helps FCCDCI verify with its customers how much bandwidth they are using. In some cases, the company determined that operators were using more bandwidth than they had contracted for. However, FCCDCI was able to show reports of the traffic loads, which included a breakdown of traffic by application type. Sometimes, there was application traffic on the network that the customer didn’t know about, consuming valuable bandwidth in the background.

In fact, we were able to identify application traffic that our customers’ own internal policies did not allow on the network,” says Cornejo. “For example, some operators forbid use of Facebook and other social media – the Saisei tool was able to show that such application traffic was indeed on the operators’ networks, sometimes pushing the customer over its subscribed bandwidth limit.”

FCCDCI also uses FlowCommand to ensure equal Wi-Fi access for all its own hotel and casino guests. FlowCommand’s host equalization capability makes sure that every user sharing a link gets exactly the same percentage of the available bandwidth that every other user has, regardless of what application(s) they might be running. FCCDCI is also considering using the Saisei software to create premium services for those who are willing to pay a premium for additional bandwidth. By controlling the rate of each specific flow, the company can successfully provide equal services to all, premium services to some users willing to pay more, or a mix of the two.

What’s important is that we now have the ability to make sure all parties have access to the bandwidth that they’re entitled to, whether that’s a minimum 1 Mbps for an individual user, 2 Mbps for a gaming table, or 5 Mbps for VIP users. No one gets kicked off the network anymore,” says Cornejo.

Maryland Lottery and Gaming Promotes Responsible Gambling

Agency participates in national organization’s Problem Gambling Awareness Month

BALTIMORE, Maryland (March 1, 2016) -- As part of an ongoing commitment to encourage responsible gambling, Maryland Lottery and Gaming is supporting a nationwide effort to raise public awareness of the resources available to people with gambling problems.

As many as 8 million Americans meet the criteria for gambling addiction, according to the non-profit National Council on Problem Gambling (NCPG). Maryland Lottery and Gaming is once again participating in NCPG’s campaign to promote March as Problem Gambling Awareness Month.


We are proud to be part of this nationwide effort to emphasize the importance of responsible play,” said Maryland Lottery and Gaming Director Gordon Medenica. “Lottery and casino games are intended to be sources of entertainment, and we encourage people to play within their means.”

Those who find it difficult to play responsibly can reach a problem gambling helpline counsellor 24 hours a day by calling 1-800-GAMBLER. The helpline is run by the Maryland Centre of Excellence on Problem Gambling, which can assist callers in finding local treatment and counselling. All calls are free and confidential.

Promoting responsible play is a year-round endeavour for us, but we are especially supportive of the National Council on Problem Gambling’s efforts this month,” said Maryland Lottery and Gaming Responsible Gambling Coordinator Mary Drexler. “If you or a loved one has trouble playing responsibly, we want you to know that you can find help in your community.”

Maryland Lottery and Gaming has placed increasing priority on responsible gambling initiatives. In 2010, the agency established the Maryland Alliance for Responsible Gambling (MARG), which provides a forum for collaboration between Maryland Lottery and Gaming staff, the problem gambling treatment community and other stakeholders. MARG focuses on enhancing support and resources for Marylanders with gambling problems.

The agency also established the voluntary exclusion program (VEP) in 2010, allowing individuals to formally exclude themselves from playing Lottery or casino games in Maryland.  Information on enrolling in the VEP is available at any of Maryland’s casinos or by calling 410-230-8798.

In 2015, Maryland Lottery and Gaming deepened its commitment to promoting responsible play by joining the World Lottery Association (WLA) – a global organization that requires the ongoing development and expansion of responsible gambling programs. The WLA offers four levels of certification in responsible gambling. Maryland Lottery and Gaming has completed Level 2 certification and currently is pursuing Level 3 status, which will require new initiatives, including a responsible gambling training program for Lottery retailers.

We’re determined to be a leader on responsible gambling issues,” Medenica said. “By joining the WLA, we’re taking a proactive approach, and we’re developing programs that will help Marylanders who are impacted by gambling problems.”

Since its inception in 1973, the Maryland Lottery and Gaming has awarded nearly $22.2 billion in prizes to Lottery players and $14.4 billion in Lottery revenue to the State of Maryland. ROCKVILLE, Maryland (February 24, 2016) -- La Fleur’s Magazine will present the 2016 Fleurry Awards for the lottery’s choice of its best TV commercial at our La Fleur’s 2016 Lottery Symposium. This means that the lottery chooses what it considers to be its BEST TV commercial produced or aired between July 1, 2015 and March 2016. It can be a draw game ad, an instant ad, a brand ad or an institutional/beneficiary ad.  

If you plan to submit an ad, please email me back at the name, title, direct phone and email address for the person who is my contact at your lottery. This will be the person who I can reach with any questions on your submission.

La Fleur’s 2016 Lottery Symposium will be held May 3-6, 2016 in Washington, D.C. at the Capital Hilton Hotel. Awards are determined by peers voting on peers’ submissions, basically the Peoples’ Awards for the best lottery TV ad.
