IGT’s Global Technology Solutions Support Organization Reaffirms CMMI® Level 3 Rating

INTRALOT Awarded 10-Year Contract in Chile


ATHENS, Greece (January 21, 2016) -- INTRALOT Group has signed a contract with the State Lottery organization of Chile ‘Polla Chilena de Beneficencia’ S.A. for the management of its games including the provision of integrated, best-of-breed technological solutions and services, as well as operational support services. Polla Chilena operates national numerical, instant lottery, and sports betting games in Chile. The ten-year contract, with the option to extend for an additional period of two years, follows a competitive procurement process.

Arizona Lottery Big Money Game Book Spinner

ADAIR, IA (January 8, 2016) -- In December, Arizona Lottery launched their first Pollard Banknote Game Book, Big Money Game Book, to help kick-off their 35th Anniversary.

With six top prizes of $150,000, the Arizona Lottery knew the game would be a big hit.

To help promote the game at retail, the Arizona Lottery planned to use Schafer Systems Dual 6" GEN2 dispenser as well as various POS.

However, they were looking for something to showcase sample tickets so players could see the unique play action of the Game Book.

Schafer Systems offered several choices of "spinners" in various colours and sizes and they ultimately chose the clear model shown on the right.

Missouri Lottery Celebrates 30 Winning Years with the Launch of Its First $30 Scratchers Ticket

JEFFERSON CITY, Missouri (January 20, 2016) -- What were you doing in January 1986? Many Missourians were trying their luck with the Missouri Lottery for the first time by scratching off tickets from the first Scratchers game, “Jackpot ’86.” Fast forward 30 years and the Lottery is now celebrating more than $5.2 billion in profits to state and public education, more than $11.3 billion in prizes to players and retail commissions exceeding $1.1 billion.

There’s no doubt, the Missouri Lottery has made a huge impact on the state of Missouri,” said May Scheve Reardon, executive director for the Missouri Lottery. “Not only has it helped provide vital funding to public education, but it’s also impacted many Missouri businesses and winners.”


To celebrate the 30-year milestone, the Missouri Lottery is launching its first $30 Scratchers ticket, called “$300,000,000 Golden Ticket.

The game offers the most prizes ever, include 15 prizes between $1 million and $10 million, which can be won instantly. In addition, three more $1 million prizes, along with several prizes of $10,000, $1,000 and $500, will be awarded through second-chance drawings during the year.

The Lottery has truly evolved into a key part of Missouri’s fabric,” Reardon said. “Whether it is providing funding for programs like A+, helping business owners meet their bottom line, supporting local community events or making someone a millionaire, it has made a lot of dreams come true.”

Reardon noted that the Lottery has gone from first-year sales of $206.9 million to more than $1.15 billion annually, and proceeds of $80 million to an all-time high of $288 million. The Lottery also started with one Scratchers game and now it offers as many as 40 different games at one time and nine Draw Games.

Prizes have gone from a maximum of a few million to more than half a billion.

As a self-sustaining agency, the Lottery has also grown more efficient.

Our operating costs are one of the lowest in the industry at 4.4 percent,” Reardon said. “In the early days, it was as high as 14 percent.”


Since 1986, many other changes have been made to benefit players, such as being able to cash tickets at any Lottery retail location, a cash option on jackpot prizes, more drawings, as well as additional ways to buy tickets and enter promotions.

Not to mention all the technological advancements that have happened in the last 30 years, like websites, mobile apps, loyalty programs, ticket vending machines and Check-A-Ticket machines,” Reardon said.

But the Lottery would not have been successful without the support of so many Missourians,” Reardon said. “We are so grateful to the 4,700 businesses in our retail network, our vendors, legislators, Lottery commissioners and employees and, of course, the players. They all play a major role in helping the Lottery Play It Forward for public education.

“We expect the next 30 years to be even more beneficial and fun,” she said. “It’s why the Lottery was created – to raise money for public education.”

Tennessee Lottery Celebrates 12 Years, More Than $3.6 Billion for Education

Record-Breaking Success Continues; Technology Evolves to Keep Playing Simple and Fun

NASHVILLE, Tennessee (January 20, 2016) -- The Tennessee Lottery marked its 12 year anniversary today with the announcement of another record quarter and a total of more than $3.6 billion for education.


The Lottery’s stellar performance - growth every year since inception - is thought to be a U.S. record for consecutive years of sales growth, continuing its place as one of the top organizations in the industry.

These achievements are only possible with the support from enthusiastic players, the hard work of over 5,000 retailers state-wide, the guidance of our board of directors, from our very first board to our current members, and the hard work and commitment of our employees,” said Rebecca Hargrove, President and CEO of the Tennessee Education Lottery Corporation (TELC).

Our success is vital to the students and families of Tennessee, and we’re dedicated to making sure the years ahead prove just as successful.”

Since the first awards were given in the fall of 2004, Lottery-funded programs have grown to include 12 different scholarships and grants, multiple after-school programs, an energy-efficient schools program, and the recent Tennessee Promise initiative.

And during the 2015-2016 academic year, the number of Lottery-funded scholarships and grants reached over one million.

Currently for Fiscal Year 2016, total sales of $886.1 million are $115 million, or 15%, ahead of last year. Additional details, since Jan. 20, 2004:

  • More than $14.26 billion in gross ticket sales;
  • More than $9.7 billion in prizes won by players;
  • More than $930 million paid in retailer commissions;
  • 181 winning tickets worth $1 million or more.


A key component of the Lottery’s success is meeting evolving consumer demand by continuing to launch innovative, fun games, and offering new platforms such as:

  • Phone apps that allow players to scan tickets to see if they are winners;
  • Stand-alone “ticket checkers” at retailers throughout the state;
  • Digital display signage;

The Parliament asks the European Commission to deliver concrete proposals to improve the functioning of the Digital Market.

Strong December Table Games Numbers Spur Record Casino Gaming Revenue Year in Pennsylvania

HARRISBURG, Pennsylvania (January 15, 2016) --  Record table games revenue in 2015 helped propel overall gaming revenue this past year to the highest annual figure since legalized casino gaming began in Pennsylvania.

Gross revenue of $808,135,353 from the play of table games at Pennsylvania’s 12 casinos in 2015 was nearly 8% higher than revenue in 2014.

Combined with previously reported annual slot machine revenue figures, the $3,173,787,012 total revenue produced from casino gaming in 2015 was 3.41% higher than in 2014.

The 2015 figure also edged out 2012 as the highest gaming revenue year in Pennsylvania to date and marks the fifth straight year in which the total casino revenue figure topped $3 billion. Total gaming revenue generated since the first casino opened in Pennsylvania now totals over $22.6 billion through the end of 2015.

The following chart tracks slot machine and table games gross revenue since the first slots-only casino opened in November 2006.  Table games were added to Pennsylvania casinos in July 2010.

Tax revenue in 2015 from the combined play of slot machines and table games was $1,379,226,502*. Revenue returned to Pennsylvania in the form of taxes and license fees since the first casino opening now stands at approximately $11.8 billion dollars.

The casino gaming market remains strong in Pennsylvania,” Gaming Control Board Chairman David M. Barasch said.


This is good news for state residents who once again saw a return of nearly $1.4 billion in tax revenue that is used by the Commonwealth and communities statewide for a myriad of projects, and to all homeowners for a reduction in their school property taxes.

Table games revenue for each of the casinos in December 2015 has been posted on the Board’s web site,, under the Revenue section of the site.

The Pennsylvania Gaming Control Board was established in 2004 and is tasked to oversee all aspects of the state’s casino industry. There are 10 stand-alone and racetrack casinos in operation, along with the two resort casinos.  These facilities collectively employ over 17,000 people and generate an average of $3.7 million per day in tax revenue from slot machine and table games play. The largest portion of that money is used for property tax reduction to all Pennsylvania homeowners with additional tax revenue going to the horse racing industry, economic development projects, fire companies, county fairs, water and sewer projects, the Commonwealth’s General Fund, and to local governments that host casinos.

The Massachusetts Gaming Commission Submits White Paper on Daily Fantasy Sports to the Legislature

Friends Interested in Daily Fantasy Sports -

As many of you know, Daily Fantasy Sports (DFS) was launched in 2007.  It is variant of fantasy sports, that offers a condensed version of the season-long fantasy experience, providing for the drafting of a team and participation in weekly or daily contests. 

The most popular DFS sport is football, followed by baseball, racing, basketball and hockey, with golf on the rise.


With the kick-off of NFL Football season and its advertising last Fall, coupled with the widely-distributed story of a DraftKings insider making big money on a competitor’s site, DFS exploded into the public’s consciousness. Gaming regulators, Attorneys General, and Legislatures across the country suddenly confronted complex questions about the legality of DFS, the definition of gambling, the significance of skill vs. chance, and the overall muddled state of societal views of gambling and the equally muddled state of much of its regulatory infrastructure.

The Gaming Commission has no regulatory authority over DFS (that resides principally with the Attorney General) and has no policy-making authority (that resides  exclusively with the Legislature).  But with all this attention to DFS—surely a gambling-like activity, at least– and with encouragement from political leaders on Beacon Hill, the Massachusetts Gaming Commission is publishing this White Paper, offering our thoughts on a range of issues the Legislature and the Governor will likely confront as they come to grips with the challenge of regulating DFS, and perhaps other online (also referred to as “internet-based,” or “remote”) gaming.

Although we have no direct experience with DFS, and no authority over it, we do have a great deal of experience with the challenges of introducing  a new kind of gambling to the Commonwealth, and to the fascinating and troublesome nuances of making public policy on controversial issues. And we operate under an expanding statute from the Legislature, many years in the making, which raised and addressed many if not virtually all of the complex issues raised in gambling law. With that guidance from the Legislature, coupled with our experience, we expect that certain issues will need to be addressed soon, concerning DFS:

  • Not so much the issue of whether DFS is legal under existing relevant law, but rather whether DFS should be legal.
  • If the Legislature determines DFS should be legal, should it be regulated?
  • If the Legislature determines that DFS should be regulated, what are the critical issues that need to be addressed by that regulation?
  • As the Legislature determines what issues need to be addressed, it will likely consider what regulatory structure is appropriate, ranging from consumer protection laws, the regulatory style of the Department of Public Licensure (hairdressers, plumbers, etc.) or the full agency-led regulation like the Division of Banks, the Division of Insurance or the Gaming Commission.


Right now, it appears to us that the law concerning DFS is at best unsettled, and that there is a possibility that DFS could be considered illegal, even though the Attorney General has seen fit to move directly to the issues that really matter—consumer protection regulations that will permit the pleasure of DFS play, while protecting against its possible downsides. Until this legal uncertainty is resolved—which can only be done by the Legislature -- the citizens of Massachusetts, DFS players, and DFS companies alike (including one of the leaders, DraftKings, which is located in Boston), will find their activities risky, and the DFS future utterly uncertain.

The last section of this paper will suggest the possibility of the Legislature establishing a regulatory environment which is applicable to all online gaming technologies (not just DFS), assigning that regulatory structure to an agency for implementation, and leaving the daily work of drafting and adapting regulation of new gaming types to the regulatory agency that can be nimble and flexible in responding to technological gaming innovations. Our agency stands ready to accept that role, and stands equally ready to work with another or a new agency that the Legislature may consider appropriate.

Too often controversial topics like this one are discussed only with bumper sticker epithets, anecdotes, and spinning PR strategies, rather than facts and objective contemplation. We hope this White Paper will contribute to a sober, thoughtful and objective consideration of regulation of this new form of gambling (or gambling-like) activity. Until DFS gets this consideration, the citizens of Massachusetts, DFS players and DFS operators alike will be subject to serious legal and operational risk.

West Virginia Lottery Names Deputy Director of Marketing

CHARLESTON, West Virginia (January 20, 2016) -- West Virginia Department of Revenue announced today that Tommy Young has been named Deputy Director of Marketing for the West Virginia Lottery.

Young, a native of Sissonville, comes to the Lottery after having served as the Director of Client Relations and Business Development for ZMM Architects & Engineers since 2012. In that capacity, Young helped coordinate overall business development efforts for the firm and advertising.  Prior to that, Young served as the Director of Client Relations and Business Development for McKinley & Associates from 2007 to 2012 and as Vice President of Operations for the Providence Construction Company from 2006 to 2007.

He also served as the Assistant Director of Architectural Services for the School Building Authority of West Virginia from 1996 to 2006, where he worked closely with architects, engineers, county school systems and contractors to ensure effective and efficient use of state funds for school facilities throughout West Virginia.

Young served his country as a combat engineer and recruiter in the United States Marine Corps from 1984 to 1991 and as a technical sergeant in the 130th West Virginia Air National Guard from 1991 to 2007. He is a veteran of Operation Desert Shield/Desert Storm and Operation Iraqi Freedom.

Arizona Lottery Director Steps Down

PHOENIX, Arizona (January 14, 2016) – The Associated press reports Governor Doug Ducey’s office has announced Tony Bouie, the director of the Arizona State Lottery, resigned on Wednesday.

The news service said his resignation follows a ‘Phoenix New Times’ article this week that revealed that he drove a state vehicle for personal use.

In discussing some of these recent issues with Director Bouie, the director and the administration agreed they would be a distraction. In the best interests of the state, Director Bouie has stepped down,” governor’s spokesman Daniel Scarpinato said Thursday in an email.

Governor Ducey announced Bouie’s appointment in January 2015.

At the time, the governor said Bouie had successfully overseen corporations and brought a strong history of leadership to the public sector.

Bouie previously was chief operating officer for Parkinson Wellness Recovery.

He also worked as a director of a consumer services company and as a strategic consultant.

He also played for the Tampa Bay Buccaneers from 1995 to 1999.

Before his NFL career, he played for the University of Arizona.
