World Lottery Sales: FY on FY Global Growth Up 2%; Latin America, North America up; Asia Pacific Down; Europe Holds Steady

WLA Sales

BASEL, Switzerland (April 7, 2016) —In 2015, full-year on full-year global lottery sales grew 2%, moderating sharply from 2014 full-year on full-year sales growth of 9.9%. Strong growth in the Americas over the whole year 2015 was offset by a contraction in sales in the Asia Pacific region over the second half of 2015, with the result that annual growth in global lottery sales is now at its lowest point in five years, as the attendant graph (right and below) shows.

The Latin American region fared best in 2015, with participating Latin American lotteries reporting an aggregate increase in sales of 19.1% for 2015 over  2014. Continuing its dominant run, Argentina’s Lotería Nacional Sociedad del Estado was the strongest performer, reporting an increase in sales of 25.5% for FY 2015, as against FY 2014.

Owing to very strong first-half sales of their flagship Lotto product, Chile's Polla Chilena also performed robustly, with sales at the Chilean national lottery increasing 15.4% over the course of 2015, as against the course of 2014. Building on a fourth-quarter on fourth-quarter increase in revenue of 23%, sales at Brazil’s Caixa Econômica Federal grew 10.2% over FY 2015, as against FY 2014.

Global Growth

The fourth-quarter on fourth-quarter increase in sales at the Brazilian national lottery was due to several factors. In November 2015, the lottery offered the largest jackpot ever on its Mega-Sena product, resulting in the lottery’s best monthly performance for 2015, while a special year-end draw called Mega da Virada helped the Brazilian lottery in recording its second highest monthly sales revenue of the year.

For its part, the North American market continued to strengthen, with participating North American lotteries sweeping the board once again to record an aggregate full-year on full-year increase in sales of 8%. Canada’s BCLC was the stellar performer, reporting a twelve-month on twelve-month increase in sales of 14.5%. Following hard on the heels of BCLC was the California Lottery, which saw its sales increase by 14.1% year-on-year. Canada’s Ontario Lottery and Gaming also enjoyed double-digit growth over the same timeframe, seeing its sales grow by 12.8%. The Kentucky Lottery, Florida Lottery, and the Tennessee Education Lottery Corporation also all performed strongly, reporting FY-on-FY increases in sales of 8.7%, 7.8%, and 7.2% respectively, while sales at the Canada’s Loto-Quebec and the U.S.’s Connecticut Lottery grew by 6.5% and 5.9% respectively over the same period. The positive results from North America were set against the backdrop of the improving U.S. economy, which saw real GDP increasing 2.4% percent in 2015 (that is, from the 2014 annual level to the 2015 annual level).

In the African market, the situation was similar to that reported for the previous quarter. For FY 2015, African lotteries participating in the WLA Quarterly Lottery Sales Indicator reported an aggregate increase in sales of 3.4%, as against FY 2014. Continuing its strong recent form, Ghana’s National Lottery Authority witnessed an increase in sales of 19.7% for whole year 2015, as against whole year 2014.

Both Moroccan lotteries continued to fare well, with La Marocaine des Jeux seeing its FY-on-FY sales increase by 12.5% and Loterie Nationale seeing its sales rise by 10.1% over the same period. Offsetting these results, sales at the Mauritius National Lottery contracted sharply over the twelve months of 2015, as against the corresponding revenue period of 2014.

The picture in Europe also mirrored that of the previous quarter, where the impressive double-digit growth of several central European lotteries was offset by decreases in sales elsewhere in Europe. As a result, participating European lotteries reported an aggregate increase in sales of 1.3% for full-year 2015 versus full-year 2014. For their part, Poland’s Totalizator Sportowy and Hungary’s Szerencsejáték Zrt. continued their standout form, reporting full-year on full-year increases in sales of 18.2% and 15.5% respectively. The increase in sales at Szerencsejáték Zrt. was attributable to several factors, including the introduction of a new technological system (AEGIS) in August 2015, which allowed the Hungarian National Lottery to extend its range of sports betting offerings, and the launch of a seasonal instant ticket in the lead-up to Christmas. Counterbalancing these results, sales at Greece’s OPAP and Sweden’s Svenska Spel held steady over full-year 2015, as against full-year 2014, while sales at Italy’s Lottomatica contracted over the same timeframe. Underpinning the weaker performance of Europe as a whole was the wider European economy, where GDP increased by a modest 1.5% in the Euro area (EA19) and by 1.8% in the EU28 over the whole year 2015.

In the Asia Pacific region, sales moderated yet again, with the result that participating Asia Pacific lotteries saw full-year on full-year sales contract by 1.6%. The slowdown in sales in Asia Pacific was largely attributable to the mainland Chinese lotteries, with the China Sports Lottery recording a full-year on full-year decrease in sales of 5.7%, and the Chinese Welfare lottery reporting a full-year on full-year decrease in sales of 2.2%. Overall, total lottery sales were down 3.8% year-on-year in mainland China, with total lotto sales being down 4.9%. Elsewhere in the Asia Pacific region, Australia’s Lotterywest saw its sales increase by 6.7% for FY 2015, as against FY 2014, while Japan’s Takara-kuji lottery saw its sales hold steady over the same timeframe.

We close this edition of the WLA Quarterly Lottery Sales Indicator with the addition of the B.C. Lottery to the list of lotteries participating in the WLA Quarterly Lottery Sales Indicator. We extend a warm welcome to our newest member and look forward to bringing you the first quarter results shortly.

CHARLESTON, West Virginia (April 5, 2016) – The West Virginia Lottery’s Daily3 players won big on Monday (April 4, 2016) when the numbers 2-2-2 were drawn. That number combination led to a total of 1,443 tickets sharing a record prize payout of $360,750 for the game.

WyoLotto Makes First Revenue Transfer to Wyoming

CHEYENNE, Wyoming (April 5, 2016) – A true Wyoming brand, born and raised in the Cowboy State, the Wyoming Lottery has aspired to bring the fun and excitement of WyoLotto™ to players across the state.

Due to the tremendous success of WyoLotto games, the Wyoming Lottery was able to make its first revenue transfer of more than $1 million to the state on April 5, and begin giving back to the Wyoming communities who have supported WyoLotto from the start.

The first revenue payment follows the earlier-than-expected $2.6 million payoff of the Lottery’s startup loan which was made on January 30.

Jon Clontz, WyoLotto CEO said, “These achievements were done the Wyoming way, with planning and perseverance, as well as dedication from our staff and the tremendous support of our players. Clontz continued, “We were tasked with growing the Lottery without state funding and developing a new sustainable revenue stream for cities, towns and counties, and education. We are proud to say we have accomplished that, and have done so earlier than anticipated.”

Cheque Presentation

For years, Wyoming’s lottery players spent money in neighboring states. With the launch of Wyoming Lottery ticket sales in August 2014, and the introduction of Cowboy DrawTM in March 2015, WyoLotto has successfully kept Wyoming dollars in Wyoming, spent at Wyoming retailers.

With over 1.2 million Wyoming winners and more than $19 million won by WyoLotto players, what began as a startup has become an established Wyoming organization.

Said Clontz, “With help from retailers, board members, staff, legislators, players, and the state of Wyoming, we’ve reached a number of significant milestones in a short amount of time. We see this first payment to the state as a defining achievement in the history of our organization, and the beginning of a new era for WyoLotto and our partnership with Wyoming.

The initial transfer is larger due to the revenue generated by the increased ticket sales for the $1.6 billion Powerball jackpot earlier this year, as well as the sales created by the introduction of Cowboy Draw.

Both were also factors which facilitated the early loan payoff. A revenue transfer will now be made to the Wyoming State Treasurer every financial quarter, with the amount dependent on revenue.

Schafer Systems Inc.

Wyoming State Treasurer, Mark Gordon said, “I am looking forward to the opportunity to return the proceeds of Wyoming’s home-grown lottery to our own towns and counties.  It is a bright spot at a time when Wyoming is experiencing shortfalls elsewhere.”

Per the state statute, revenue transfers each year will be distributed by the State Treasurer to Wyoming’s 99 cities and towns, and 23 counties. Should revenue transfers exceed $6 million, amounts for that year beyond $6 million will go to the Wyoming Permanent Land Fund’s Common School Account.

Treasurer Gordon added, “Congratulations are in order for the WyoLotto team, the Legislature, and the people of Wyoming who worked tirelessly to make the Wyoming Lottery a reality.”

To increase revenue, the Lottery will look forward to launching a new draw game later this year and research other new game options allowed under state statute.

About The Wyoming Lottery Corp.

The Wyoming Lottery Corp. is a corporate business entity established by House Bill 77 in the 2013 legislative session and signed into law by Governor Matt Mead. The corporation operates as a private business and does not employ state employees or use state tax money. State law requires the first $6 million of Lottery revenue to be distributed to cities, towns and counties based on Wyoming's sales tax formula. Any additional earnings will be deposited into the state's Permanent Land Fund's Common School Account.

The largest percentage sales increase was for the Powerball game, up $24.3 million (51.5%) from last year at $71.6 million. Keno also posted large gains with $41.8 million in sales, up $11.4 million (37.5%).

Garrison said year-to-date income before transfer of dividends is $170.6 million, which is $16.9 million (11%) ahead of last year and $13.3 million (8.5%) more than budget.

We’re having a successful year – especially thanks to the boost from the world-record Powerball jackpot – but our budget for this year was aggressive,” said the lottery’s Executive Vice President and CFO Howard Kline.

Sales are definitely up, but that was the expectation. As we enter the final quarter of the fiscal year, there remains a lot of work to do in order to maximize profits for the college scholarship and grant programs we fund.”

Kline also announced the lottery had achieved $17 billion in sales since inception. Today (April 4) is the 27th anniversary of the first day of sales for the Kentucky Lottery.

Sports Betting: The New National Pastime

Article By: Geoff Freeman

WASHINGTON, D.C. (April 4, 2016) -- The same week he selected his nominee for the Supreme Court, President Obama filled out his March Madness bracket in a nationally broadcast event that has become an annual White House tradition over the last eight years.

The President’s bracket is just one of 70 million that were completed by more than 40 million Americans this year, and the number of brackets completed is more than the number of votes that will likely be cast for Hillary Clinton, Donald Trump, or any other presidential candidate in November.

If the Super Bowl was any indication of the President’s affinity for betting on sports – he told late night host Stephen Colbert that he bets on the Big Game – then he likely stands in good company by putting a few bucks down on March Madness.

With an estimated $9.2 billion wagered on the NCAA tournament, including on the Final Four and championship game in Houston tonight, it stands as the biggest betting event of the year – twice the size of the Super Bowl.

Yet just like betting on the Big Game, on professional basketball and on baseball and on hockey and on pick-your-sport, nearly all of this activity is happening illegally. On March Madness, 97 percent of bets are made in the illegal market.

What’s abundantly clear is how popular betting on sports has become. What’s also clear is that America’s prohibition, which pushes fans to engage in what’s technically illicit activity, is failing.

Officially, federal law largely bans sports betting outside of Nevada and three other states. Unofficially, a thriving illegal gambling market operates outside the reach of law enforcement, with no regulatory oversight, no consumer protection and no consideration for the integrity of games. And unlike legal gambling, no federal, state or local taxes are collected.

Despite this prohibition, Americans placed an estimated $150 billion in illegal bets on sports last year. Two possible remedies exist: dramatically increase law enforcement resources to crack down on illegal gambling, or adopt a new approach that would bring sports betting out of the shadows and into robust regulation, full transparency and real-time monitoring of wagering activity.

Fans are already saying it’s time for a new approach. A recent survey by leading public opinion researcher Mark Mellman found that 80 percent of NFL fans want to change current law. Further, a change in law would boost sports leagues and the media companies that pay billions for the rights to broadcast games. Seventy percent of fans are more likely to watch a game if they’ve wagered on it; nearly two-in-three say they follow teams more closely if they’ve placed a bet. That Cleveland Browns-Jacksonville Jaguars contest suddenly becomes a lot more riveting.

The current sports betting prohibition was enacted before Peyton Manning graduated from high school, before the first President Bush exited the White House and before casinos expanded from a handful of states to more than 40 today. Times have changed, and so have American attitudes towards sports betting in particular and gambling in general.

Perhaps most significant is that professional sports leagues are taking a different approach. The most prominent example is NBA Commissioner Adam Silver, who has repeatedly called for a regulated framework to bring sports betting out of the shadows and to protect the integrity of games. MLB Commissioner Rob Manfred suggests it’s time to discuss the sport’s position on betting, “given that the country has changed in terms of its approach to legalized gambling.”

The NFL recently made a big investment in a sports monitoring company that provides data to sportsbooks, a sign that the league is preparing for legalized sports betting nationwide, and Commissioner Roger Goodell said he wouldn’t block a team moving to Las Vegas, a city that had been previously shunned. Even the NCAA is reconsidering its ban on holding championship events in Las Vegas.

Some critics suggest that sports betting could harm the integrity of the games. In truth, the greatest threat to today’s games is a thriving unregulated black market, where no one knows if the fix is in.

The gaming industry is aligned – from Nevada casinos to regional operators – and the American Gaming Association is building a coalition of sports leagues, law enforcement and other stakeholders to discuss the right regulatory structure.

After all, as the longtime sports broadcaster Brent Musburger said recently about sports betting, “Get your head out of the sand. It’s just part of American life.

Casinos Austria and Austrian Lotteries Report Best Results in History

Historic guest and sales record for domestic casinos, lotteries with great leap in return performance, further improvement for CAI

VIENNA, Austria (April 1, 2016) -- There are plenty of reasons to celebrate the 2015 business year at the Casinos Austria and Austrian Lotteries Group. With sales of EUR 3.6 billion, the Group achieved operating results of more than EUR 100 million – which is a first in its 50-year history. This successful development can be attributed to the extraordinary business development of the Austrian casinos and the online segment, but also and mainly to the significantly improved cost structure. This led to the best operating results in history, with Casinos Austria AG achieving EUR 20.99 million and Österreichische Lotterien GmbH (Austrian Lotteries) achieving EUR 62.79 million. Casinos Austria International also continued its successful restructuring process and improved its operating results to EUR 8.1 million.

More guests, increased sales, but most of all significantly increased earnings – this is the short summary of the year 2015 at Casinos Austria. Due to new impulses in the gaming portfolio, large-scale casino investments, as well as the expansion and enhancement of the food and beverage (F&B) offer, Casinos Austria was happy to welcome more than 2.7 million guests in the last year. This represents a plus of 8.6 per cent year-on-year and marks the best result in the past 15 years.

Following from these excellent results, sales were increased considerably: For the first time in history, the twelve domestic casinos were able to surpass the 300 million euro sales mark. With EUR 310.73 million, they increased sales by 20.3 per cent year-on-year. Guests also positively acknowledged the F&B initiative. The ten restaurants operated under the in-house brand Cuisino generated total sales of EUR 15.2 million, which equals a year-on-year increase of 15 per cent.

Last year, Casinos Austria invested nearly EUR 23 million in the refurbishment and further development of the existing casinos as well as the new location in Zell am See. At Casino Bregenz, the second construction phase was completed with the expansion of the F&B area and the completion of the façade. In Linz, Cuisino successfully took over the F&B segment. Casino Graz expanded and redesigned its Jackpot Café and in Vienna, the gaming area on the third floor was completely overhauled and a VIP area was created. Casino Salzburg saw a general, large-scale renovation accompanied by a spatial extension of the gaming area.

Austrian Lotteries achieved the best operating profit in its history of nearly 30 years. Despite a small decline in sales, the company presented the second-best result with EUR 3.084 billion and increased its operating profit by 8.8 per cent to EUR 62.8 million. Moreover, the profit on ordinary activities with roughly EUR 76.3 million and the annual income of EUR 60.3 million mark absolute record figures.

With EUR 1.33 billion, the classic lottery games remained basically on the same level in a year-on-year comparison. However, the company's flagship product Lotto “6 aus 45” – benefiting from veritable jackpot fireworks – generated a gratifying plus of five per cent resulting in sales of EUR 615.7 million.

Bingo achieved a sales increase of 5.1 per cent due to long multi-bonus cycles and in the scratch-off ticket segment, the multi-game strategy generated a plus of 1.3 per cent with several new games.

A less “lucky” jackpot development in EuroMillions was reflected in a small sales decline of just under ten per cent, which led to total sales of EUR 306.2 million. However, this tendency has already been reversed during the first months of 2016.

The online platform win2day expanded its mobile game range and sales went up by 10.5 per cent to EUR 1.30 billion – which also marks an all-time high. The Video Lottery Outlets of WINWIN had to face aggravating circumstances in terms of regulatory framework conditions: Due to a legally required reduction of the number of VLTs by 28 per cent and various new provisions (registration of every single guest since 1 January 2015 and access only with player card), sales dropped by 29 per cent to EUR 451 million. However, during the first months of 2016, WINWIN has already recovered substantially.

Casinos Austria International also reports good news: The operating result of EUR -5.7 million in 2014 was turned into EUR +8.1 million in 2015. Consolidated results were improved from -10.9 million to -3.8 million. The improvement of operating profits (before restructuring) by EUR 7.2 million can be attributed to increased sales in Germany (+ 1.72 million), Hungary (+ 1.54 million) and Belgium (+ 0.9 million), as well as additional savings in terms of expenses and the sale of the loss-making operation in Canberra in 2014.

In his tenth year in office, Chairman Karl Stoss looks back on an extremely successful track record: “The figures show that the reorganisation and efficiency programmes have been as successful as the numerous innovations and improvements in the product portfolio.”  Naturally, there are things – especially in the lottery business – on which we have little or no influence at all, as is the case in terms of the development of jackpots, says Chairman Stoss: “However, the fact that we were able to substantially increase profitability in nearly all segments is mainly the result of hard work and will therefore also have a sustainable effect.”

Although healthy figures are more than enough reason to celebrate, the main principle of the Group has always been and will always be its socio-political responsibility. The most important topic in the portfolio of measures: player protection. Precautionary measures are continuously improved and enhanced, e.g. in the context of events like the 12th Annual Responsible Gaming Academy, as well as recurring certifications according to external audits, which contribute to the fact that the entire group remains an international leader in this respect.

The big winners are, on the one hand, our customers: EUR 2.4 billion were paid out to guests and customers in the past year. On the other hand, in terms of taxes and duties, the Group is among the top 3 of the country. EUR 519 million of game-related taxes and duties plus other tax payments and contributions result in an impressive total of EUR 589.4 million.

Moreover, the Group supports and promotes various projects, events and initiatives regarding social and humanitarian activities, as well as activities in the fields of science, research, arts and cultures, and tourism and sports. Many of them could probably not continue their work without this support and funding. Evidently, this involvement always follows the principle of sustainability. Many partnerships are more than 30 years old; the cooperation with Wiener Festwochen (Vienna Festival) even exceeds this number, as it has been existing for nearly 50 years. This might also be a record-breaking fact.

Arkansas Scholarship Lottery Announce 50th Millionaire

LITTLE ROCK, Arkansas (April 5, 2016) -- The Arkansas Scholarship Lottery (ASL) has reached a milestone in a club most everyone wants to join – the ranks of millionaires. Last week, Jeff Hornback of Jonesboro became the 50th million-dollar prize winner since the Lottery began seven years ago.

Hornback actually purchased a non-winning instant game ticket at the Parker BP convenience store on West Parker Drive in Jonesboro, but then he entered the ticket number into his free ASL Play it Again Rewards Club account which gives players a second chance to win with losing tickets.

On March 28, his ticket was drawn to win the $1,000,000 prize in the Platinum Payout Play it Again Drawing Number 49. Still overwhelmed when he claimed his prize March 30, Hornback said he plans to invest some of his prize money, spend some on his grandchildren and help others with the rest.

Randall Irvin of Uniontown was the first million-dollar ASL winner, with his Jan. 22, 2010 win, just months after the Lottery’s 2009 launch.

In between, the Lottery has made millionaires all over the state – in Atkins, Pearcy, Bono, Sulphur Rock, Grubbs, Diaz, Hamburg, Lepanto, Marmaduke, McRae and beyond. Below is a complete list of winners and their hometowns.

ASL Director Bishop Woosley said this is just “the first” 50 ASL millionaires – noting that nearly $2 billion overall has been awarded to Lottery players.

The state of Arkansas has 50 more millionaires now than before the Lottery’s launch,” Woosley said. “Their lives have changed forever, and hopefully our winners will always have financial security. We’re proud of them. We’re also proud of the scholarships our players and retailers provide to college students in the state, since obtaining a college degree is the surest way to financial security.”
