Agenzia delle Dogane e dei Monopoli Announce Provisional Award of Italian Lotto Concession to IGT-led Consortium


LONDON, U.K. (April 15, 2016) – International Game Technology PLC (“IGT”) (NYSE:IGT) today announced the Italian regulator Agenzia delle Dogane e dei  Monopoli has provisionally awarded the concession for the Lotto game to a consortium led by IGT subsidiary Lottomatica. The final award of the concession is expected to be made during the second quarter of 2016 and it has a duration of nine years.

The consortium’s bid was comprised of €770 million in upfront concession payments that will be paid in three installments between the time of the award and April 2017. IGT currently expects the first two installments of €350 million and €250 million to be made in 2016, with the balance made in April 2017.


In addition, €130 million will be invested by the consortium to upgrade the technological infrastructure (systems, terminals) supporting the Lotto game. IGT expects that approximately 25% of the capital related to the infrastructure upgrades will occur in 2016 and the balance in 2017.    

Members of the consortium will contribute to both the upfront concession payments and capital investments on a pro rata basis as follows: Lottomatica, 61.5%; IGH, 32.5%; Arianna 2001, 4%; and Novomatic, 2%

Tennessee Lottery Sets New Record For Education Funding

3RD Quarter Proceeds Highest to Date; Fiscal Year Remains on Track to Set New Record


NASHVILLE, Tennessee (April 15, 2016) -- The Tennessee Lottery continues to shatter its own records announcing today the highest quarterly return to education since it began January 20, 2004.

The period from January 1, 2016, through March 31, 2016, realized a record return to education of $119.1 million, a 27.2 % increase over the previous quarterly record of $93.6 million set during the third quarter of 2015.

Other notable records broken during this quarter include:

  • Highest quarter of Instant ticket sales of $355.4 million
  • Highest quarter of Draw-Style sales of $125.7 million
  • January, March and February 2016 represent the top three selling months for Total Sales since inception


Total Lottery funding for education-related programs in Tennessee, including funds used for scholarships, grants, and after-school programs, now exceeds $3.6 billion. The Lottery’s stellar performance—growth every year since inception—is thought to be a U.S. record for consecutive years of sales growth, continuing its place as one of the top organizations in the industry.

This record quarter adds to what was already shaping up to be an all-time high fiscal year. We continue to see growth across all products, proving a varied lineup of games remains popular with players.

Veikkaus’ 75th Anniversary Year Was a Record Year - Net Profit Rose to €537 Million


VANTAA, Finland (April 15, 2016) -- Thanks to persistent long-term development, Veikkaus’ 75th anniversary was a year of success.

The lottery managed to improve its profit by 3.2 percent, the financial result attaining EUR 537 million.

The turnover for the Financial Year went up to EUR 2,095 million (+6.9%).  

Among the games, especially Eurojackpot, Fixed Odds Betting, and the eInstants were thriving.

Further, it was particularly gratifying to see that Lotto’s sales took an upward turn.

The share of the digital channels out of Veikkaus’ total sales reached over 43 percent and the number of our registered customers went up to 1.8 million.

Responsibility continued to be in focus in operations last year. The lottery invested especially in communicating responsibility, promoting registered gaming, and training our staff in responsibility issues.

The year 2015 meant a lot of hard work for Veikkaus, since besides the normal business, the upcoming merger of the gaming operators required preparations.

The plans for the merger of the Finnish gaming operators Veikkaus, Finland’s Slot Machine Association, and Fintoto will be finalized primarily during 2016.

Wiesbaden Administrative Court: Limiting the Number of Sports Betting Licenses is Contrary to EU Law; New Gambling Legislation Required


BERLIN, Germany (April 15, 2016) -- After a judgment delivered today, the Verwaltungsgericht Wiesbaden limiting the number of sports betting licenses to 20 in the State Treaty on Gambling is contrary to EU law.

Background was the action of a DSWV-member company, which had applied for a nationwide sports betting license and meets all quality requirements, would, however, left empty-handed.

In the main proceedings, the Court ruled that the competent Hessian Interior Ministry must provide the applicant Betting company a concession.


The court stated that licensing procedure sick to significant deficiencies of transparency and proportionality. Limiting the number of sports betting licenses to 20 constitutes an unlawful interference with the EU fundamental freedoms and is not applicable.

The president of the German Betting Association (DSWV) Mathias Dahms commented the verdict:

"For the first time a German court has found that the limit to the number of sports betting licenses is contrary to European law. Following the judgment of all candidates who meet the qualitative requirements, qualify for a concession."

The judgment is likely to have an impact on the current political debate. The Prime Minister had agreed at its last meeting in March it, hold on to the numerical limitations and wanting to increase the number of licenses on 40th

Mathias Dahms says:

"A limitation to 40 concessions is as arbitrary as a restriction on 20. We call on the Prime Minister to reconsider their plans."

The Hessian Ministry of the Interior had been in the trial for the record that there are currently at least 85 serious applicants for Betting concessions. Already pay 79 sports betting provider in Germany betting taxes. Mathias Dahms added:

"The State Treaty on gaming must be fundamentally reformed to finally establish legal certainty. The State of Hesse has therefor submitted a constructive proposal."

Georgia Lottery Sets New Record with $317Million to Education


ATLANTA, Georgia (April 19, 2016) – The Georgia Lottery has posted record transfers to education for the third quarter of fiscal year 2016, officials announced today.

Georgia Lottery transfers to the Lottery for Education Account for the third quarter of FY16 will total more than $317 million. FY16 third-quarter profits also include funds generated from coin operated amusement machines (COAMs) in Georgia.


FY16 third-quarter profits increased $55.1 million over third-quarter FY15 and year-to-date lottery transfers to education are up over $102 million - making the first nine months of FY16 the most successful start in the lottery’s history.

The Georgia Lottery’s mission is to maximize revenues for HOPE and Pre-K.

Strong lottery sales across the board have contributed to the lottery’s success,” said Debbie D. Alford, president and CEO of the Georgia Lottery Corp. “Our success is important to us because our proceeds benefit Georgia’s Pre-K and HOPE Scholarship students.

A key factor contributing to the lottery’s FY16 third-quarter success was the record $1.586 billion Powerball jackpot in January. The record-breaking jackpot generated $43.5 million toward lottery-funded HOPE Scholarship and Pre-K programs.

Since its first year, the Georgia Lottery Corp. has returned more than $17.36 billion to the state of Georgia for education. All Georgia Lottery profits go to pay for specific educational programs, including Georgia’s HOPE Scholarship Program and Georgia’s Pre-K Program. More than 1.7 million students have received HOPE, and more than 1.4 million 4-year-olds have attended the statewide, voluntary prekindergarten program.

Some Kentucky Lottery Games Now Available For Purchase via the Internet


LOUISVILLE, Kentucky (April 19, 2016) -- Ushering in a new era, the Kentucky Lottery has launched sales of several products via the Internet.

Eligible players who register for an account at and are within the boundaries of the state will be able to purchase Powerball, Mega Millions and Kentucky Cash Ball draw games. At launch there will be five Instant Play games ranging in price from 50 cents to $3 available, with more being introduced in the future.

Our customers are aging, and in order to maintain our business, we need to be more attractive to a younger demographic who are accustomed to conducting a majority of their retail purchases online,” said Arch Gleason, president and CEO of the Kentucky Lottery. “This group is very mobile, and they expect brands to be accessible online and on their devices. We’re delivering what they want.”

Gleason said the move to Internet sales should not be interpreted as competition to the Kentucky Lottery’s 3200 retailers. “Brick and mortar retailers are and will continue to be the most important part of our business,” he said. To that end, Gleason announced:

  • Players will be able to fund their online account for play at stores which sell lottery tickets. Retailers will receive their standard 5% commission for the sale of these products.
  • For at least the first six months of Internet lottery sales in Kentucky, players who add funds to their accounts by purchasing at least $20 in account funding on a single transaction at brick and mortar retailers will receive an extra $5 in Bonus Bucks in their online account.
  • The lottery will continue to invest in retailers, recently adding 300 new Gemini ticket vending machines and 250 new jackpot signs. The lottery will also continue to partner with retailers in co-promotions which will help drive traffic to their stores.


There are two other states currently selling lottery tickets via the Internet – Michigan and Georgia. “In the first full year of Internet lottery sales in Michigan, they had a 6% increase in traditional brick and mortar business.  In the first full year of Internet lottery games in Georgia, they had a 4% increase in traditional brick and mortar business,”

Gleason said. “The key here is that overall sales increased at retail once Internet sales was launched in these two states, and we expect this to hold true in Kentucky.”

Gleason also said the platform was designed with a number of responsible gambling controls in place to protect players. “Our system was designed to follow the Internet Responsible Gambling Standards developed by the National Council on Problem Gambling. Our limits are among some of the most conservative in the nation, and continue our long history of offering games in the Commonwealth in the most socially-responsible manner available,” Gleason said.

Safeguards include:

  • Account deposit maximum limits of $200 daily, $500 weekly and $1000 monthly. These limits can be lowered by players at any time, and if they subsequently raise them, a 24 hour cooling off period is in place before new limits are activated.
  • Identity verification to confirm a player is over 18.
  • Self-exclusion from the site, meaning they will not be able to access any of the site’s wagering functions.
  • In conjunction with the KY Council on Problem Gambling, the Lottery will soon be underwriting the addition of text and chat capability to the 1-800-GAMBLER service. Players who may not feel comfortable talking with someone with questions about the issue will be able to text or chat with experts who can help.
  • Other features such as visible play clock available at all times showing length of play, the display of bets, wins, losses and account balances as cash, and free or demonstration games with the same payout percentages and odds as games available for purchase.


Sales for the platform in its first full year (FY17) are estimated to be $7 million. In contrast, overall lottery sales for the current fiscal year are projected to be $994.5 million.

TALLAHASSEE, Florida (April 18, 2016) -- The Florida announced today that Scratch-Off ticket sales for the newest $5 Scratch-Off game, WHEEL OF FORTUNE, exceeded $6.1 million in its first week; setting a record for the highest first week of sales by any game at that price point. The game also set a record for having the highest single week sales ever for a $5 game, with $7.6 million in sales in its second week, eclipsing the previous record set by $500,000 GOLD RUSH in 2015 by 10 percent!

Betting Industry to Open Up Machine Data for Independent Evaluation by PricewaterhouseCoopers

LONDON, U.K. (April 18, 2016) -- The Responsible Gambling Trust (RGT) has commissioned PricewaterhouseCoopers (PwC) to evaluate independently a recent betting industry initiative – Player Awareness Systems (PAS) – designed to help people avoid gambling-related harm when using gaming machines in licensed betting offices.

Independent research commissioned and published in December 2014 by RGT showed for the first time that it is possible to distinguish between problem and non-problem gambling behaviour on machines. In response to this finding, betting industry operators have deployed PAS across the whole UK betting estate, using a variety of analytical algorithms to provide alerts and appropriate interventions for customers showing signs of problem play.

To evaluate the ongoing implementation of these systems, RGT’s independent Research

Committee (which includes only those RGT trustees who are wholly independent of the gambling industry) ran an open, competitive tender process in February 2016.


As a result of their appointment, PwC will:

  • understand the systems and controls designed in order to implement PAS.
  • have full access to machine data and the algorithms being used to identify problematic behaviour in order to understand whether the systems have been implemented as described.
  • observe the PAS controls operated within Licensed Betting Offices in order to aid in understanding their operation.
  • share observations, findings and best practice.
  • submit their report to RGT for academic peer review this summer, prior to publication.

We hope that the lessons learnt from this initiative can eventually be transferred into other areas of player protection within shops and this evaluation is an important first step.”

 How PAS works

  • Systems analyse the behaviour of those playing on gaming machines when they are logged in to a customer account
  • Customer behaviour is then assessed against a range of markers of problem gambling
  • Alerts (via text, email, or on-screen) can subsequently be sent to players. These include signposting to responsible gambling tools such as setting limits on machines or selfexclusion, and directing customers towards the National Gambling Helpline / or to speak to a member of staff
  • PAS encourages customers to think about how they are gambling. Continued problematic play may result in direct interaction from a member of staff
  • Currently, a variety of analytical algorithms are being used by member companies which will ultimately lead to more effective processes for each operator as best practice and learnings are shared

Masse and Stakeholders Set to Push Safe and Regulated Sports Wagering Act

OTTAWA, Canada (April 18, 2016) – Brian Masse M.P. (Windsor West) accompanied by representatives from the Chamber Community, Canadian Labour Congress and the Gaming Industry are ready to push The Safe and Regulated Sports Betting Act (Bill C-211) through the Legislative process.

The legislation if enacted will have a profoundly positive economic impact by protecting and creating hundreds of thousands of good paying jobs in the Entertainment Industry.

In addition passing C-221 will hurt organized crime by significantly reducing a major revenue stream.

Masse spoke about the Bill: “The Safe and Regulated Sports Betting Act simply removes the federal restriction on single event sports wagering allowing the provinces the choice to develop new gaming products that will assist them to capture new non-tax revenues from a massive illegal marketplace. "

"The federal restriction on single event sports wagering has led to the creation of a $14 Billion black/grey market that benefits mostly organized crime. "

"Enacting C-221 will shift a significant portion of those revenues into the legal and regulated market place thereby increase the public sector’s capacity to deliver programs and services that benefit all Canadians.”

Tomorrow the Bill will be read at Second Reading, proponents want to see it referred to Committee for a thorough vetting. "Canadians will have the opportunity to make fair wagers in safe, secure, and regulated environments thanks to Bill C-221,” said Paul Burns, Vice-President of the Canadian Gaming Association.


Additionally, hundreds of millions of dollars of revenue will stay in our economy, supporting people, jobs, and communities. Other jurisdictions have shown us that the public overwhelmingly prefers to gamble through regulated and legal means. Canadians deserve the same protection.”

The Safe and Regulated Sports Wagering Act re-introduces legislation brought forward by the NDP in the previous Parliament – Bill C-290 which fell incomplete at 2nd Reading in the Senate at dissolution.  “I am optimistic that after a full debate Members of Parliament from all parties as well as Senators will understand the significant benefits that this legislation could have. I look forward to continuing the work with our partners on this legislation to help all Parliamentarians understand this Bill” Masse added.

The Safe and Regulated Sports Betting Act has the formal support of a broad array of stakeholders including Labour, Business, Law Enforcement Professionals and Gaming Industry Experts.

Save the Dates for Australasian Gaming Expo 2016


Tuesday 9th to Thursday 11th August are the dates for the 2016 Australasian Gaming Expo to be held at Sydney Exhibition Centre @ Glebe Island.

Featuring more than 200 exhibitors across 17,000 square metres of exhibition space, the Australasian Gaming Expo is easily the biggest event of its type in Australia and one of the world's biggest.

All indications are that the exhibition will again be full to capacity with a wide range of companies showcasing the world’s best gaming and related equipment and services.

Following on from last year’s Gaming Expo where we saw a 16.5% increase in visitors over the previous year’s Expo, there are a number of improvements being introduced this year.

These include greater use of the Glebe Island site resulting in a 9% increase in floor space, the installation of a visitor’s lounge that takes advantage of the panoramic views of the harbour and an exhibitor’s sales area which will preview the Australasian Gaming Expo for 2017.

This year’s event still includes complimentary ferry travel from Darling Harbour to Glebe Island, providing all visitors with a spectacular Sydney Harbour cruise.

Of course there’s more to the Expo than a cruise, with one visitor summing up their Gaming Expo experience in the following words: “I find the AGE great for networking and I’m easily able to compare products & services under the same roof.” In fact, our post show research showed that 93% of the visitors saw the Expo as an opportunity to see new products and technology.


Event owner and operator, the Gaming Technologies Association, will again add to the fun by offering a surprise trip for 2 to Las Vegas for visitors at each day of the Expo, which was won last year by Liz Jacobs from the Hellenic Club in the ACT, Rod Pittorino from the Bayview Hotel at Gladesville in NSW and Gavin Hood from Skycity in Auckland.
