IGT Signs Contract with the Florida Lottery to Provide Wide Array of New Lottery Solutions and Ongoing Services for 13 Years, Through 2031

LONDON, U.K. (September 8, 2016) – International Game Technology PLC (NYSE:IGT) announced that its subsidiary, IGT Global Solutions Corporation (with International Game

Technology PLC, hereinafter “IGT”), has signed a contract with the Florida Lottery to provide a wide array of lottery solutions and services, following a competitive procurement. The contract is for an initial 10-year period, and upon the execution of the contract, the Florida Lottery simultaneously exercised the first of its three available three year renewal options. As a result, IGT will be providing production operations to the

Florida Lottery for an initial 13-year period.

Under the terms of the contract, IGT will provide the Florida Lottery with a set of solutions that has been developed, in large part, based on lottery-customer and retailer insights.

IGT’s Aurora™ solution is highly-secure, robust, and flexible to meet the Florida Lottery’s evolving requirements.

The Florida Lottery’s existing retailer terminal base will be replaced with IGT’s new

Altura™ Flex retailer terminal, providing a state-of-the-art platform for retailers to efficiently interact with and service players, leveraging a modular, open architecture and retailer friendly design.

IGT’s Aurora™ MultiMedia in-store signage allows for the transmission and management of Florida Lottery information, advertisements, and promotions directly to players at the point-of-sale.

The Florida Lottery will also receive IGT’s Gemini™ self-service lottery vending machine, which offers instant and draw-based games with an integrated Aurora™ MultiMedia display.

Additionally, Ticket-Scan™ Plus self-service ticket checkers will be provided to Florida Lottery retailers, allowing players to easily and securely check the win status of their own instant and draw-based tickets.

The Florida Lottery’s existing communications network will be upgraded utilizing a combination of next generation VSAT technology combined with the IGT-patented Dual Comm Inside solution, which offers the highest network availability in the lottery industry.

IGT will continue to provide ongoing services to the Florida Lottery, including system design, delivery, and ongoing support operations; terminal installation and maintenance; retailer training; hotline management; and telecommunications network management and maintenance.

The Florida Lottery generated record sales of approximately $6.06 billion in its fiscal year 2015-16, representing its fifth consecutive record-breaking sales year. The Lottery’s total contribution to education since its start-up is more than $30 billion.

Lotto NZ Earns World Class Security Standard Certifications

NEW ZEALAND (September 2016) -- Internal Affairs Minister Peter Dunne today congratulated Lotto New Zealand on obtaining two sought-after international security certifications.

Lotto players can trust that Lotto NZ’s systems and processes are designed to protect the integrity of its games and the personal information of its players,” said Mr Dunne.

Lotto NZ has been officially informed that it has obtained the International Organisation for Standardisation’s Information Security Management System Standard (ISO 27001:2013) and the World Lottery Association’s Security Control Standard (WLA SCS: 2012).

New Zealand can be proud that its national lottery has security management practices in place that demonstrate international best practice.

Lotto NZ is one of just four organisations in New Zealand to obtain the ISO Information Security Management System Standard, which outlines a set of policies, processes, and systems to manage security risk”, said Mr Dunne.

In order to obtain certification, Lotto NZ adhered to a robust year-long process that included two separate independent audits ensuring that Lotto NZ satisfied 114 separate ISO security control requirements and 111 lottery-specific WLA controls.

Lotto NZ exists to provide safe gaming that allows New Zealanders to play and win while contributing money back to New Zealand communities.

In the most recent financial year, Lotto players generated over $200 million in community funding to support over 3,000 groups promoting sport, art, culture, heritage, recreation and health research across New Zealand.

All Systems Go: Arizona Lottery's Advanced, New Integrated Gaming System from Scientific Games is Live

LAS VEGAS and ATLANTA (September 9, 2016) -- Scientific Games Corporation (NASDAQ: SGMS) ("Scientific Games" or the "Company") today announced the successful launch of its latest generation lottery gaming system for the Arizona Lottery ("the Lottery"). The system is now "live" with the retail terminals across the state, increasing the momentum behind the Lottery's strategic plan to grow sales and financial returns to state beneficiaries.

Designed and installed by Scientific Games, this new and advanced gaming system brings significant improvements to the consumer experience at retail, advanced promotional and content delivery capabilities, as well as enhancements to data security and communications between the Lottery and its retailers.

In July 2015, the Arizona Lottery awarded Scientific Games a new contract for its gaming system, with its Evaluation Committee Report noting: "SGI is an industry leader in innovation and offers the best opportunity to grow lottery sales in this ever-changing environment as we move into the future."

The new contract provides an integrated lottery gaming system, facilities management services for the Lottery's central computer systems, software, data center operations, a retailer telecommunications network, retail point-of-sale and peripherals, in-store digital advertising content system, mobile programs, retailer website, as well as marketing and promotional services. The contract remains in effect for five years beginning August 28, 2016. The contract may be extended for up to an additional five years.

Arizona Lottery Conversion: Realizing Best in Class from Major Industry Suppliers

On my first day as the Executive Director of the Arizona Lottery this past March, I learned our agency would undergo a full system conversion in August.  Facing such a large undertaking in my first five months, I will admit I was a little apprehensive about what I had stepped into. Luckily, Arizona Lottery had the right team in place to successfully accomplish this immense task.

Over the course of the past year, the Arizona Lottery conversion team has worked closely with Scientific Games and IGT to develop a seamless exchange of retail terminal technology capabilities.  While many state lotteries have gone through this technology transfer challenge, the unique aspect of Arizona’s conversion is that both companies remained in our market, managing the heart of our business operations with redefined roles:  IGT remains as our system of record for instant games, while Scientific Games has taken over our draw game capabilities.

The marriage of the two systems creates the need for a unique information pass-through capability from Scientific Games’ Wave and Flair terminals to IGT’s backend instant system in order to manage and validate instant tickets.  When our IGT Gemini Ultra vending machines begin rolling into market in January, this pass-through capability will allow IGT to sell and validate draw game tickets through Scientific Games’ system. It’s a unique configuration that maps to our business environment.

Our migration to the new retailer terminals was a huge success. Since our August 28 go live on Scientific Games’ draw game system, our draw game functionality has delivered extremely well with customers and retail partners enjoying the benefits of the new technology.  The overall speed of service and ease of use for draw games has improved tremendously.

Any project of this magnitude has challenges. On the instant game side we have had our share of problems with the pass-through. All three entities have worked brilliantly together to respond to the issue. IGT has developed a fix within their system that we are hopeful will remedy this problem moving forward.

Since the beginning of the fiscal year, our draw game sales have increased more than 38 percent.  During the first week of conversion, our draw game sales were 6 percent higher when compared to the same week last year. With the launch of our September instant games, we are seeing more than an 8 percent increase in orders from the prior year that same week.  I am proud of this sales performance and it sets the course for Arizona Lottery growing net revenues for our important beneficiary programs.

Just two weeks into our conversion, I am happy to say that for the vast majority of our retail partners and customers alike, the transfer has gone exceedingly well and been transparent. As we progress into the next phase and continue to realize the benefits of the new system, the Arizona Lottery will develop a post-conversion report to communicate with the industry in the spirit of shared knowledge. Our vision is to document what we have learned for the benefit of other lotteries that may be undergoing a technology conversion in the near future. Together as an industry, we will learn and grow.

CJEU Requires Proportionality Test on Secondary Legislation for EU Gambling Operators

BRUSSELS, Belgium (September 8, 2016) -- Today, the Court of Justice of the European Union (CJEU) ruled on the case Politano (C-225/15), concerning Italian secondary legislation that excludes operators from tender proceedings if they failed to provide a declaration from two different banks proving their financial capacity. The CJEU judgment follows the Advocate General's opinion that the proportionality test is required to determine the necessity and consistency also of requirements established by national secondary legislation on the award of gambling licences to EU-based operators.

The CJEU reiterated that Member States have to ensure that measures defining the award of licences are in compliance with the fundamental freedoms of EU law to guarantee access to and exercise of operators' economic activities in the EU under proportionate and non-discriminatory conditions.

It is now for the Italian national court to verify if the requirements at question, given all the circumstances of the case, are suitable and necessary to achieve the aim of the Italian secondary legislation by reasons of overriding public interest, according to the CJEU's proportionality test.

The CJEU ruled that:

  • It is "necessary to determine whether the restriction at issue in the main proceedings is suitable for ensuring the attainment of the objective pursued and does not go beyond what is necessary in order to achieve that objective [of combating criminality and protecting consumers by ensuring that the licensees' economic and financial capacities enable them to carry out their activity over a longer term], including by ensuring that the national legislation at issue genuinely reflects a concern to attain it in a consistent and systematic manner" (para 44).
  • The requirement "imposed on tenderers which had been formed for less than two years and whose overall revenues […] were below two million euros during the two most recent business years to provide appropriate statements issued by at least two banks does not appear to go further than is necessary in order to achieve the objective pursued" (para 48).
  • The CJEU stated that "such an assessment must be carried out solely by reference to the objectives pursued by the competent authorities of the Member State concerned and the level of protection which they seek to ensure" (para 47). The restriction will only be justified "where such a provision is capable of satisfying the conditions of proportionality laid down by the case-law of the Court, which is for the referring court to ascertain" (para 50).

"The CJEU has recalled that national legislation prohibiting, impeding or rendering less attractive the offer of games of chance within the single market are in violation of the freedom of establishment and the freedom to provide services. Member States must reconsider the proportionality of requirements under primary as well as under secondary legislation".

Conformity of the Italian legislation on games of chance with EU law has been disputed several times before the CJEU, which has created consistent case law on the subject, including most recently, about the conditions imposed on operators for the tender proceedings launched in 2012, that gave rise to the preliminary judgments of 22 January 2015, Stanley International Betting and Stanleybet Malta (C-463/13) and 28 January 2016, Laezza (C-375/14).

GLI Director, Latin America and Caribbean Government Relations and Business Development Karen Marcela Sierra-Hughes said, “We have no words to express our gratitude to all the government representatives that joined us in our first Roundtable celebrated in the Caribbean. The Regulators Roundtable was concluded with a cocktail event, providing attendees with an exclusive opportunity to network with other professionals and further discuss topics presented at the educational event.

Peru’s General Director of the General Direction of Casino Games and Slot Machines Manuel Antonio San Román Benavente said, “Each Regulators Roundtable organized by GLI exceeds the previous one. New Pennsylvania Lottery Wild Ball Offers More Chances to Win on PICK Games

MIDDLETOWN, Pennsylvania (September 13, 2016) -- The Pennsylvania Lottery today launched the new Wild Ball add-on feature for the PICK family of games, offering more chances to win.

"Adding Wild Ball to your PICK ticket could allow you to win multiple times on a single play, making it even more fun to play and win," said Lottery Executive Director Drew Svitko.

Wild Ball is available for the PICK 2, PICK 3, PICK 4, and PICK 5 games, which are drawn twice daily. At every drawing, the Pennsylvania Lottery draws a one-digit Wild Ball number that applies to all four PICK games for that drawing.

With purchase of the Wild Ball add-on, the Wild Ball number selected for that drawing can be used to replace any one of the numbers drawn for base game play to help create a winning combination for the play type on that ticket.

Players may not randomly insert any number to create a winning play; the Wild Ball number chosen by the Lottery must replace a drawn number.

The Wild Ball feature offers a separate prize structure, which makes it possible for a player to win prizes with base game play and with Wild Ball, or through Wild Ball alone.

Adding Wild Ball doubles the cost of a PICK base game play. For example, a $1 play will cost a total of $2 if the player adds Wild Ball.

New Jersey Lottery Director Carole Hedinger Receives Industry Lifetime Achievement Award

TRENTON, New Jersey (September 12, 2016) - Carole Hedinger, New Jersey Lottery executive director, is the recipient of the 2016 Major Peter J. O’Connell Lottery Industry Lifetime Achievement Award presented by the Public Gaming Research Institute (PGRI). Recipients of the award have distinguished themselves over a long period of time and have made important contributions to the success of their peers, as well as the lottery industry. 

Director Hedinger has served in various capacities at the New Jersey Lottery providing business acuity, financial guidance and strategic planning for more than 15 years. She served as Executive Director, from June 2010 to present. During her time as Executive Director, she shepherded the Division through an organizational shift that aligned a private contractor, Northstar New Jersey Lottery, LLC, with the public structure to enhance operational efficiency and productivity. After which, in Fiscal Year 2016, the Lottery experienced record setting sales in excess of $3.2 billion and net funds to beneficiaries that were more than $970 million.

Director Hedinger has been instrumental in modernizing the New Jersey Lottery with new games, more advanced technology and a larger retail footprint,” said Acting Treasurer Ford Scudder. “Under her leadership, the Lottery is well-positioned to respond to future customer needs in a changing marketplace. Mrs. Hedinger previously served the Division of Lottery as Deputy Executive Director from July 1994 through March 2002, and served as Acting Executive Director from March 2002 through 2003.  Prior to her return as Executive Director in 2010, she served as the Chief Clerk of the Ocean County Surrogate Court.  Mrs. Hedinger began her career with a public accounting firm, where she worked for over a decade specializing in forensic accounting before beginning her service with the state. Mrs. Hedinger completed her BS in Business Administration at Georgian Court College, where she graduated magna cum laude.

Mrs. Hedinger maintains professional memberships with the New Jersey Society of Certified Public Accountants, where she served in several leadership positions including a term as President during 2011.  She is a member of the American Institute of Certified Public Accountants and serves on the AICPA Council. She currently serves as the Region 1 Director for the National Association of State & Provincial Lotteries (NASPL). Mrs. Hedinger has been previously appointed to serve on Governor Christie’s Sports, Gaming & Entertainment Transition Team and Governor Whitman’s Education Transition Team. She is the current Chair of the HealthSouth Rehab Hospital Community Advisory Board, former member of the Georgian Court College Planned Giving Council and the Board of Trustees for Stockton University of New Jersey, chairing the Board from 1997-1999. Mrs. Hedinger has been a featured speaker at a variety of Lottery conferences, and she also has addressed both legal and financial organizations.

Record $634 Million Earned for Education in North Carolina

Education Lottery reports new total for earnings in fiscal year 2016

RALEIGH, North Carolina (September 14, 2016) -- New results for the N.C. Education Lottery show that it raised $634 million in fiscal year 2016 to help support education programs in North Carolina.

As the lottery completed a review of all sales and expenses for the year, earnings rose higher than the preliminary and unaudited results reported initially. Final but unaudited results show overall lottery revenues of $2.39 billion

and earnings of $634 million. Lottery revenues grew 21 percent higher than the previous year while earnings increased 22 percent.

The new results were reported Tuesday to the N.C. Education Lottery Commission at its quarterly meeting.

Alice Garland, executive director of the lottery, said the main factors contributing to the record sales were the increasing popularity of the lottery’s instant games and the world-record Powerball jackpot in January of $1.5 billion.

Garland said the change resulted mainly from both prize expenses and administrative expenses coming in lower than estimated.

Administrative expenses came in $3.3 million less than budgeted, falling just below 4 percent of overall revenues. Total prize expense amounted to $1.49 billion, but came in $20 million less than budgeted.

Year after year, the lottery has succeeded in meeting its budget by growing sales and keeping administrative expenses as low as possible,” said Garland.

The success shows the lottery’s commitment to its mission, offering fun games and prizes to North Carolinians while raising money for a great cause.”

If averaged daily, the revised results show the lottery:

  • Achieved sales of $6.5 million a day on average.
  • Awarded prizes of $4.1 million a day on average.
  • Raised $1.7 million a day on average for education.

 

Legislators decide how lottery proceeds are best used. Currently, lottery proceeds help all school systems with the costs of non-instructional staff; help counties with the costs of building and repairing schools; help North Carolina students pay the cost of going to a state university or community college, and help “at-risk” four-year-olds get a better start in school by covering the costs of attending an academic preschool in the N.C. Pre-K Program.

The National Lottery Teams Up with Video App SEENIT to Give a Unique Perspective Into ParalympicsGB’s Road to Rio

LONDON, U.K. (September 9, 2016) -- As part of The National Lottery’s continuing use of innovative digital engagement techniques, 15 ParalympicsGB athletes – across a number of sports from rowing to cycling – have been documenting their experiences in the lead-up to the Paralympic Games, using the Seenit app.

Seenit is an invite-only video capture app and online platform, which enables audiences to get behind-the-scenes action through the eyes of the athletes, rather than solely relying on the perspectives of traditional film crews.

The clips were submitted by the chosen Paralympians and are being edited together collaboratively to create short pieces of personal and authentic content to  sit on National Lottery, ParalympicsGB and UK Sport social media feeds and websites.

Viewers can feel like they are travelling side-by-side with the athletes to experience first-hand what it’s like in the days and weeks leading up to Paralympic Games.

The campaign kicked off with a Thunderclap, with athletes, sports governing bodies, UK Sport and the British Paralympic Association launching the ad at exactly the same time through their social channels, as well as the ad featuring on TV last Thursday (1 September). I Am ParalympicsGB will run for a month.

New Hampshire Powerball Winner Claims Prize; Announces $100,000 Donation to Charity

CONCORD, New Hampshire (September 12, 2016) -- The winner of a $487 million New Hampshire Powerball ticket claimed the prize and will donate an initial $100,000 to a series of New Hampshire non-profit organizations—matching the $100,000 donation by Hannaford Supermarkets last month. The winner, who has chosen to remain anonymous, claimed the $487 million prize through the Robin Egg 2016 Nominee Trust facilitated by the law firm of Shaheen & Gordon, P.A.

The prize money was distributed to the winner’s account last week and William Shaheen of Shaheen & Gordon will serve as trustee. Shaheen made the donation announcement during a press conference today at New Hampshire Lottery Headquarters in Concord with non-profit organizations in attendance.

While the family has opted to maintain its anonymity, they have indicated they are committed to supporting philanthropic causes in New Hampshire, and anticipate future contributions to New Hampshire non-profits.

The winning Powerball ticket was sold at Hannaford Supermarket in Raymond for the July 30 drawing. This winning ticket marks the 10th winning Powerball ticket sold in New Hampshire and the first since 2007. The $487 million jackpot was the largest winning jackpot in New Hampshire Lottery history as well as the 5th largest jackpot in Powerball history.

The winner had two options, taking a lump-sum cash option of approximately $341.7 million or the option of an annuity payment over 30 years. The winner opted for the one-time cash option, which netted the winner $256.3 million, after federal taxes were withheld.

Osborn bought his ticket at the Cumberland Farms at 278 Meadow Street in Littleton. During the same Powerball drawing, Rodney Stedman of Mason, N.H. won $50,000 from a ticket sold at Spitbrook Market, 108 Spitbrook Drive in Nashua. Also during the July 30 drawing, a $100,000 winning Powerball ticket (yet to be claimed) was sold at the Discount II Plus Deli, located at 1294 New Hampshire 16 in Albany.

Powerball tickets are on sale at more than 1,250 retailers in New Hampshire. Powerball tickets cost $2 per play. Drawings are held Wednesdays and Saturdays at 11 PM.

New Mexico Lottery Launch its Next Thriller: Chia Pet® Zombie Scratchers

ALBUQUERQUE, New Mexico (September 9, 2016) -- Be on the lookout, because New Mexico Lottery “Chia Pet® Zombie” Scratchers™ are rising up at a retailer near you.

The new Zombie Chia Pet® Scratcher game features top prizes of $1,000 and two scenes inspired by Zombie Chia Pet planters – “Dragging Drew” and “Lifeless Lisa.”

This new game is the first of four releases of Chia Pet Scratchers. They’ll return – not as Zombies – but as other icons during the upcoming holidays: a tree for Christmas, a leprechaun for St. Patty’s day and a bunny next spring.

The Chia Pet® revolution hit its stride in the 80’s following the 1981 release of a ram, the first widely marketed Chia Pet – likely made memorable with the “Ch-Ch-Ch-Chia” jingle.

By 2007, about half a million Chia Pets® were produced each year during the holidays. The range of options has sprouted beyond animals and now includes cartoons and political icons.

While zombies have always been popular, their recent starring roles in various TV and movie hits have embedded them in pop culture.

  • Triple 333s” touts a chance to win up to 10 times and $10,000 top prizes;
  • Ruby Riches” features $25,000 top prizes; and
  • Sapphire Blue 9X” offers 16 chances to win and $50,000 top prizes;

MACAO, SAR (September 13, 2016) -- Organizers of the upcoming The Macao Tourism and Culture Summit 2016, which takes place alongside the MGS Entertainment Show, have confirmed a speaker line-up consisting of many of the leading authorities on gaming in Asia.
