Iowa Lottery Awards American Games A New Contract For Pull-Tab Vending Machines

COUNCIL BLUFFS, Iowa (September 20, 2016) -- Pollard Games, Inc. (dba “American Games”), a wholly owned subsidiary of Pollard Banknote Limited (TSX: PBL), is pleased to announce that, under a new contract, it will supply the Iowa Lottery with 337 new pull-tab vending machines (PTVMs) and related maintenance services. Beginning October 1, 2016, this three-year contract provides the Lottery the option of exercising three, one-year extensions. The contract value, including extensions, is estimated at $3.1 million (USD).

This contract award builds upon a 29-year partnership between American Games and the Iowa Lottery. Since 1987, American Games has produced more than one billion pull-tab tickets for the Lottery and, since 1991, has installed more than 4,000 vending machines in Iowa.

The well-established relationship also goes beyond pull-tab products; Pollard Banknote supplies the Iowa Lottery with instant scratch tickets, including some of the company’s patented and specialty products.

We’re thrilled to again be selected as the Iowa Lottery’s partner for pull-tab vending machines and related services,” said Steven Fingold, President, American Games. “We are very proud of the working relationship we have built with the Iowa Lottery since we began manufacturing their pull-tab tickets nearly 30 years ago. Our vending platform has also come a long way since then and we have the Iowa Lottery to thank for driving many of the enhancements to our vending machines.”

The Lottery is pleased that American Games will continue to supply and service our pull-tab vending machines,” said Larry Loss, Executive Vice President of the Iowa Lottery. “American Games is an Iowa-based business that has played an important role in the development of our pull-tab business with entertaining games for players and vending machines that are user friendly for both players and retailers. In addition to products, American Games offers market knowledge that we have been able to leverage to help raise funds for good causes in the state.”

American Games’ PTVMs are the machines of choice for members of North American Association of State and Provincial Lotteries (NASPL); over the years, American Games has signed vending machine contracts with numerous lotteries throughout the U.S. and Canada. In addition to lotteries, these vending machines can also be found in many charitable gaming markets. Worldwide, the company has supplied more than 15,000 PTVMs that, in turn, have vended billions of secure gaming products.

Since its inception in 1985, the Iowa Lottery has raised more than $1.7 billion for state programs that benefit all Iowans. Today, lottery proceeds are allocated to three main causes: support for veterans and their families through the Iowa Veterans Trust Fund, help for a variety of significant projects through the state General Fund, and backing for the Vision Iowa program, which was implemented to create tourism destinations and community attractions and build and repair schools. In FY2016, pull-tab sales accounted for $15.1 million of the Lottery’s total lottery sales of over $366.9 million.

Lottery Profits Continue Ahead of Last Year

LOUISVILLE, Kentucky (September 21, 2016) -- Year-to-date sales of Kentucky Lottery tickets are above the previous fiscal year, but slightly below budgeted amounts. This was announced during a meeting of the corporation’s board of directors yesterday.

$161.1 million in tickets were sold in July and August, which is $8 million more (5.2%) than the previous year but $2.2 million (1.4%) lower than budgeted.

This was due in part to some softening in scratch-off ticket sales, which finished the period with $93 million in sales. This is $4 million (4.1%) less that the same time in the previous year and $5.7 million (5.8%) less than budgeted.

According to Vice President of Finance and Administration Rick Kelley, “Instant sales for the first quarter of most fiscal year are traditionally soft. There’s a seasonality to our business, and we’re optimistic this category will trend upwards as the fiscal year progresses.”

However, due to large Powerball and Mega Millions jackpots during the same period, income before transfer of dividends YTD is above the previous fiscal year’s amount and budget. This number was $43.1 million for the two month period, which is $5.4 million (14.4%) more than the same period in FY16 and $3.3 million (8.3%) more than budgeted. “The large Powerball and Mega Millions jackpots, which are two of our most profitable games, along with effectively managing expenses helped us exceed budgeted net income for the period,” said the lottery’s Vice President and Corporate Controller Maggie Garrison.

The Oliver Group, a Louisville-based search firm, has been retained to conduct a nationwide search for the lottery’s next president and CEO. Long-time president and CEO Arch Gleason passed away in July. The search is to begin shortly, and the average search for such a position typically takes 90 to 120 days.

Board chair June Hudson announced her resignation from the board due to relocation. This ends her eight years of service to the organization, where Hudson was elected chair in March 2015, and was the first woman in the history of the Kentucky Lottery to hold the position.

In other business, the board approved:

  • Naming the board room at Lottery headquarters as the Arch Gleason Board Room;
  • A contract with ICF Olson for player communication solutions and related services;
  • A contract with Bandy Carroll Hellige for traditional media creative production, and a contract with The Buntin Group for digital media creative, production, media planning and buying;
  • A contract amendment with Smartplay International for random number generator systems and related services, and;
  • Rules and regulations for seven scratch-off tickets and four instant play games, along with amended draw game rules for Powerball, Mega Millions, KY Cash Ball and Lucky for Life.

The next meeting of the KLC’s board of directors will be December 2nd. The meeting will begin at 9:30 AM EST, and will be held at the KLC headquarters at 1011 West Main Street in Louisville. Committee meetings will begin at 8:30 AM EST.
