Hoosier Lottery Posts Record Year

State to receive record $281 million for teacher and public safety pensions and Build Indiana Fund

INDIANAPOLIS, Indiana (August 16, 2016) -- With record sales in both Scratch-off and Draw products, the Hoosier Lottery projects that it will provide $281 million, a 16.0% increase over FY2015, to the State of Indiana from the fiscal year ending June 30, 2016.  Sarah M. Taylor, Executive Director of the Hoosier Lottery, today reported to the State Lottery Commission of Indiana that unaudited results for the fiscal year showed that Hoosier Lottery total revenue was $1.2 billion.

Lottery winners received over $772 million in prize payments, and more than 4,500 retail partners earned $82 million in commissions.  She noted that sales performance of both Scratch-off and Draw games were strong and were bolstered by the large Powerball and Mega Millions jackpots experienced within the fiscal year.

Executive Director Taylor explained, “All Hoosiers will benefit from this very successful year for the Hoosier Lottery.  We will provide $60 million to the pension funds for Indiana’s teachers, and local police officers and firefighters, and our contribution to the Build Indiana Fund will continue to support reduced auto excise taxes.”

She added, “The Hoosier Lottery staff and our colleagues at IGT Indiana are committed to providing entertaining games for all of our players.  We also will continue to encourage all of our customers to play responsibly.  This year the Hoosier Lottery became only the second U.S. lottery to achieve the industry’s highest certification for its responsible gaming program.”

Bill Zielke, chairman of the Lottery Commission, commented, “We are extremely pleased with these results and the success of the Lottery under our amended service agreement with IGT Indiana.  This public/private model for the Hoosier Lottery is serving our state well and helping us fulfill our mission to provide important funds for the State of Indiana.”

The Hoosier Lottery contributes $30 million annually to local police and firefighters' pensions and $30 million annually to the Teachers' Retirement Fund. Bets on esports with Mise-o-jeu

Pollard Banknote Wins Contract as Primary Scratch Game Supplier to the Minnesota State Lottery

WINNIPEG, Manitoba, Canada (August 18, 2016) – Pollard Banknote Limited (TSX: PBL) (“Pollard Banknote”) is pleased to announce that following a competitive procurement process, it has been awarded a four-year contract to serve as the primary scratch game supplier to the Minnesota State Lottery (“Minnesota Lottery”).  Under this agreement, Pollard Banknote will continue as the Lottery’s primary scratch game vendor, but expects to increase ticket volumes supplied, with a guarantee in the new contract of at least 70% of all scratch games purchased for every year of the contract. The new contract runs until June 30, 2020 with the potential for two one-year contract extensions. The contract value is estimated to be approximately $11.2 million (USD) over the four years.

KPMG Appointed to Support the Development and Introduction of the New National Online Self-Exclusion Scheme (NOSES)

BRUSSELS, Belgium (August 15, 2016) -- The Remote Gambling Association (RGA) announced today that it has retained the services of KPMG to (i) undertake a scoping study which will help to shape the development of NOSES; and (ii) to support and advise the RGA during the implementation process.

In February this year the Gambling Commission wrote to all remote gambling licence holders to inform them that it had decided that the industry should now take forward the project to design, introduce and run a national online self-exclusion system.

The aim of the project is to provide consumers with a single process whereby they can self-exclude themselves from all online gambling operators that are licensed by the Gambling Commission.

The website will also set out other measures that are available to help people to manage their gambling and will signpost specialist advice and support services for those who might benefit from them.

Clive Hawkswood, Chief Executive of the RGA commented that: ‘Self-exclusion can be a vitally important tool, especially for problem gamblers or those who are at risk of developing problems. Self-exclusions have long been offered on a company basis, but in terms of consumer protection it will be a huge step forward to have a single national scheme of the type envisaged by government and the Gambling Commission.

Establishing a cross industry system of this kind raises a host of complex legal, technical, and governance issues. We are therefore delighted to have retained KPMG to help us successfully navigate our way through all of these details with a view to having everything in place before the end of 2017.’

Gaming Laboratories International (GLI®) Renews Its Colombia Accreditation

LAS VEGAS, Nevada (August 11, 2016) – In the latest sign of its commitment and dedication to the Latin American gaming industry, Gaming Laboratories International (GLI®) has successfully completed its application for renewal of its accreditation as an independent test lab in Colombia.

Recently, COLJUEGOS released a regulation establishing new requirements for laboratories in the jurisdiction. The regulation strengthens requirements independent test labs must meet to clearly demonstrate their capabilities to test for Colombia.

GLI has been accredited in Colombia since 2013 when COLJUEGOS established the process for laboratories to be accredited.

New Mexico Lottery Announces Record-Breaking Transfer to the Legislative Lottery Scholarship Fund

ALBUQUERQUE, New Mexico (August 15, 2016) -- The New Mexico Lottery is delivering its highest profits ever.

We are excited to announce a return of $46.3 million — approximately $5.2 million more than last year’s return — to the Legislative Lottery Scholarship fund for Fiscal Year 2016,” announced David Barden, New Mexico Lottery CEO.

Barden said the year’s revenues are the result of numerous initiatives that led to an increase in Scratchers™ sales, coupled with Powerball® sales. Without one or the other, the Lottery would not have delivered a record return.

The year’s net sales were approximately $154.3 million, up $17.3 million (12.65%) from last year.  From net sales, players won $84.8 million and retailers earned $10 million for selling tickets and cashing prizes.

Zeal Network Report A Solid and Profitable 1Q 2016 and is Progressing in Line With Its Strategic Objectives

LONDON, U.K. (August 12, 2016) -- ZEAL Group continued its solid and profitable development in the first six months of 2016. With four new instant win games launched in the period, strengthening the Group's customer facing business.

Total operating performance growth in the first half of 2016 was affected by a high prize pay-out amounting to EUR 37 million. Thanks to a special insurance policy covering a large portion (EUR 20 million) of this big win, the overall impact on total operating performance was only EUR 17 million. The impact of the big winner was further mitigated by increased revenue from instant win games, and higher average spend from the customer base, resulting in total operating performance of EUR 61.4 million, representing a decrease of only EUR 4.1 million on prior period.

'Normalised' revenue(1) of EUR 69.5 million increased by EUR 1.5 million period on period, despite the distraction of the Euro 2016 Championship, as well as lower average jackpots.

EBIT in the first six months amounted to EUR 10.3 million (prior year: EUR 18.5 million) which represents a decrease of EUR 8.2 million compared to the same period in the prior year. This decrease was primarily attributable to uncontrollable variances including the decrease from total operating performance (EUR 4.1 million) together with period on period adverse exchange movements (EUR 2.8 million).

Earnings per share in the first half year of 2016 decreased because of above from EUR 1.52 to EUR 0.75.

ZEAL is satisfied with its current growth trajectory and confident that adherence to the strategic objectives set out in the 2015 Annual Report will result in a positive EBIT growth momentum for the rest of 2016.

In accordance with its dividend policy, ZEAL Network paid out the second interim dividend of 2016 amounting to EUR 0.70 per share at the end of Q2 2016. The Group intends to pay two more instalments of EUR 0.70 per share in 2016 and continue quarterly payments in future years. The dividend policy is subject to periodic review and possible amendments depending on future earnings and financial position.

ZEAL re-iterates outlook for 2016

The strategic outlook remains unchanged with attractive growth opportunities in ZEAL's target markets. The Group's positive development is in line with its strategic goals. Favourable European Courts rulings have enabled ZEAL to enhance its marketing capabilities. ZEAL Group is confident that its ability to increase direct investment in marketing will deliver the planned growth strategy thereby building on the existing customer base. Popular instant win games continue to attract new target groups who are looking for an exciting gaming experience and have increased the average revenue generated from customers. The Group will further cater to this demand with innovative games and benefit from this growing market. ZEAL remains well positioned to capitalise on opportunities arising from changes to regulatory conditions and the relatively low internet penetration of the lottery industry.

As announced on 17 May 2016, ZEAL expects full year total operating performance to be EUR 125-135 million and full year EBIT to be EUR 25-35 million.

UNITED KINGDOM (August 18, 2016) -- National Lottery operator Camelot has joined forces with Freeformers, a startup dedicated to giving young people the right skills for the ‘future of work’, to find a group of 18-25 year olds who can play a part in shaping The National Lottery’s digital future and help Camelot raise even more money for Good Causes.

Camelot and Freeformers will be running a recruitment event on September 3rd [http://bit.ly/upload-live-camelot] to find 16 people for the unique year-long programme mixing digital training with work experience at The National Lottery’s HQ. It will offer those attending the tools and knowledge to help make a difference to Camelot, finding ways for the company to stay even more relevant to customers in the fast-moving digital age. 

The all-day event next month takes place in Central London and forms part of Freeformers’ new Talent Programme. This sees the startup partner with big brands to help them become more future-thinking. It is open to any young person, whether a confident digital native or someone who wants to make their mark in digital but doesn’t know where to start.

The partnership with Camelot begins in October when the group will start receiving training from Freeformers in the likes of coding, app prototyping, cyber security and digital marketing. They will then spend time working in six different departments at Camelot, bringing their new-found knowledge and skills into a hands-on working environment. Camelot hopes this will encourage digital disruption across the business.

Gambling Commission Shines Light on Virtual Currencies, eSports and Social Gaming

BIRMINGHAM, U.K. (August 11, 2016) -- The Gambling Commission has today launched a discussion paper setting out its latest thinking on virtual currencies, eSports and social gaming and seeking views on emerging issues that can pose a risk to both regulation and player protection.

Neil McArthur, General Counsel at the Gambling Commission, explained: “Our key concern is to ensure that consumers are protected and that children and other vulnerable people are not harmed or exploited by gambling. This discussion paper brings to the fore some areas where we see real issues for regulation, player protection and the protection of children and young people.

We are concerned about virtual currencies and ‘in-game’ items, which can be used to gamble. We are also concerned that not everyone understands that players do not need to stake or risk anything before offering facilities for gaming will need to be licensed. Any operator wishing to offer facilities for gambling, including gambling using virtual currencies, to consumers in Great Britain, must hold an operating licence.

Any operator who is offering unlicensed gambling must stop – or face the consequences.

“We are also concerned about betting on eSports. Like any other market, we expect operators offering markets on eSports to manage the risks – including the significant risk that children and young people may try to bet on such events given the growing popularity of eSports with those who are too young to gamble.

Finally, in terms of social gaming, the Commission’s view has not changed significantly since the publication of its social gaming paper in January 2015. “But”, cautions Mr McArthur, “if we discover that items such as additional spins, credits or tokens or even loyalty points are tradeable, then we will be taking a keen interest.

Interested parties have until 30 September to respond. The Commission will also be looking for suitable opportunities during the Autumn for direct engagement prior to issuing a position paper towards the end of the year.

Skill Games – Fantasy Sports in Focus

MALTA (August 12, 2016) -- In December 2015, the Malta Gaming Authority (the ‘Authority’) published its Position Paper on Digital Games of Skill with Prize following a public consultation.

The Authority stated that in view of the element of skill and knowledge involved in fantasy sports, such an activity should be differentiated from games of chance in terms of licensing and regulation.

This relates specifically to fantasy sports where players choose virtual representations of real-life athletes, where the value and points attributed to an athlete reflect the athletes’ performance in actual sporting events, and where the outcome is determined predominantly by skill and knowledge rather than by chance.

The Authority also took the position that such games still warrant regulatory intervention which is appropriate and proportionate to address the level of risk presented to the consumer.

The Maltese Government is committed to introduce legislation to regulate certain skill games which may present increased risks to the consumer. In this regard, the proposed Skill Games Regulations have been notified to the European Commission as part of the process for the Authority to roll out its licensing framework to regulate such skill-based games, including fantasy sports.

In the interim, the Minister for Competitiveness and Digital, Maritime and Services Economy, the Hon. Dr Emmanuel Mallia, has, on advice of the Authority, published the attached Legal Notice 271 of 2016, entitled the Fantasy Sports (Exemption) Regulations (S.L. 438.10), exempting fantasy sports from the requirement of a gambling licence issued in terms of the Lotteries and Other Games Act (Chapter 438 of the Laws of Malta) or the Remote Gaming Regulations (S.L. 438.04).

In effect, during this temporary period and until the proposed regulatory framework for skill games is put into force, the Authority shall be open to receiving interests via ad hoc notifications, in order to closely monitor these operations and evaluate potential risks to the consumer.

Entities offering fantasy sports may voluntarily notify their operations to the Authority via the form provided through the following link, and subject to meeting certain general conditions applicable under general law, the operator will be formally recognised by the Authority.

The Asia-Pacific region, which will welcome us in November 2016, has considerably developed its activities over the last decade, as far as games of chance are concerned. Besides the traditional operators that have been in business for several decades, there has been a surge in development of numerous emerging markets, and the WLA, with its broad global membership base, know-how, and international experience, plays an important role in serving the lottery industry with its services and training programs.
