Discussion for the Legal Framework for Games of Chance in
LAKEWOOD, N.J. (December 19, 2016)
On December 13th, a Gaming Laboratories International (GLI®)
representative appeared before the Camara de Diputados of Brazil for a public
audience on the Legal Framework for Games of Chance in Brazil,
Project of Law 442.
During the public audience that
received Diputados and government and private sector representatives,
GLIs Latin American and Caribbean Director of Government Relations and
Business Development Karen Marcela Sierra-Hughes presented as an impartial
technical and consultancy expert. She discussed the ways GLI works with global
gaming and lottery regulatory entities for the control and supervision of the
Sierra-Hughes said, We are
honored and grateful for the opportunity that the Camara de Diputados granted
GLI to discuss the control and supervision processes that are adopted by
regulated gaming and lottery jurisdictions around the world.
We are here today not to
take sides on whether gaming should be legalized in Brazil or not,
she said. We are here to impartially present the ways that GLI works
with gaming and lottery regulatory entities that have successfully implemented
laws and regulations as well as technical standards which allow for the control
and supervision of the industry, minimizing the risk of fraud, money
laundering, tax evasion, problem gambling, etc.
|GLIs Latin American and Caribbean Director of Government
Relations and Business Development Karen Marcela Sierra-Hughes appeared, as an
impartial technical and consultancy expert, before the Camara de Diputados of
Brazil for a public audience on the Legal Framework for Games of Chance
in Brazil, Project of Law 442.
GLI works with 475
jurisdictions around the world that adopted the certification process 17
countries in the Latin American and Caribbean region and more than 25
jurisdictions, Peru being the pioneer, she continued. The
effectiveness of the controls will depend on the strength of the technical
requirements established by the regulatory entity. Technical requirements
address player protection, accurate revenue and tax reporting, fraud and
manipulation prevention, money laundering prevention and responsible gambling
Sierra-Hughes summarized GLIs
background, its capabilities and unique impartial and independent position in
the gaming industry as well as the importance of a thorough laboratory
accreditation process. She also discussed the multiple controls that derive the
adoption of the certification process, including on-site inspections performed
by the regulatory entity and the authorization of importation of gaming
equipment. Control and the supervision process were also presented both for
land-based and online gaming operations.
Monitoring and control
systems are a fundamental technical tool for regulators to achieve the
objective of controlling and supervising revenue and security events,
Sierra-Hughes said. They are tested to verify the accuracy of data
generated and appropriate communication per the technical standards established
by the regulator.
Sierra-Hughes referenced Peru;
Colombia; Buenos Aires, Argentina; Australia; and New Zealand as examples of
successful implementation of these controls.
She concluded, The
certification process is a global practice adopted by regulatory entities to
guarantee security, integrity, public trust and player protection. If gaming is
legalized in Brazil, the fundamental recommendation will be to establish a
legal framework that is strong and clear and create a regulatory entity with
sufficient resources and personnel, promoting its constant professionalization.
The regulatory entity must be embedded with the competency to determine gaming
policies and regulations that will allow for a prosperous gaming industry, and
like other jurisdictions, it can become one of the most regulated industries
and a formal part of the national economy.
GLI is optimistic for the future of
gaming in Brazil and will continue to offer support to gaming regulators,
operators and manufacturers in the region.

Government Will Retain the Current Regulatory Model that Gives
Norsk Tipping and Norsk Rikstoto a Monopoly on the Provision of Gaming and
Protection of problem
gamblers most important
NORWAY (December 16, 2016) -- The
Government will retain the current regulatory model that gives Norsk Tipping
and Norsk Rikstoto a monopoly on the provision of gaming and betting services.
No new licensing scheme will be
introduced for foreign gaming and betting companies.
I am proud to present the
Governments white paper on responsible and active gaming and betting
policy, says Minister of Culture Linda Hofstad Helleland.
The white paper represents the
first fundamental and integrated review of the gaming and betting sector since
It describes the major developments
in the sector in recent years and sets out a positive, forward-looking policy
for this area, says Minister of Culture Linda Hofstad Helleland.
The white paper describes a
comprehensive, robust model for the regulation of gaming and betting that
addresses the challenges presented by technological developments,
says the Minister of Culture.
The primary aim is to
minimise undesirable gaming and betting behaviour by ensuring that lotteries
and gaming and betting services are offered in safe and responsible forms.
The Government has concluded that
the current model, under which state-owned entities have a monopoly on the
provision of most gaming and betting services, is best suited to achieving the
aim of responsible service delivery.
The proposals will reinforce the
monopoly model and the services on offer through several new measures to
protect the regulated providers Norsk Tipping and Norsk Rikstoto, says
Minister of Culture Linda Hofstad Helleland.
The white paper also gives notice of
the Governments intention to gather relevant gaming, betting, lotteries
and totalisator legislation in a single new act.
Parallel to preparation of the new
act, new regulations will be drawn up on the most important measures to promote
responsible gaming and betting.
To ensure uniform and foreseeable
regulation, the Ministry of Culture will be given overall responsibility for
the entire gaming and betting sector.

Unmatched Industry Unity Produces Big Results for Gaming
WASHINGTON, D.C. (December 21,
Dear Gaming Colleague:
This year has been incredibly
consequential for gaming. A former casino owner was chosen as the next
President of the United States. The casino gaming industry actively engaged in
battleground states throughout the campaign season. A presidential debate was
held just feet from the Las Vegas Strip. The National Hockey League became the
first professional sports league to place a team in Las Vegas; and the National
Football League may not be far behind. What made all of these events even more
remarkable was that they lacked the tired, old concerns about casino gaming and
focused prominently on our industrys important, mainstream nature.
In 2016, the American Gaming
Association (AGA) capitalized on opportunities and aggressively communicated
gamings value to a range of critical stakeholders: lawmakers, regulators,
the media, law enforcement and more. None of this could have been achieved,
however, without a united industry.
2016 highlight video here.
The AGA welcomed 21 new members to
the organization this year and now represents 87 percent of the commercial
gaming industry, 95 percent of the supplier community and more than 25 percent
of all tribal gaming revenue. As a unified industry, we can more effectively
achieve our shared goals. In 2016, this included:
- Highlighting our Industry's Role as Community
Partners: Before audiences of key elected officials and the media, we showcased
how gaming supports small businesses, employs a diverse workforce, including
minority- and women-owned companies, contributes to charitable organizations,
and generates unmatched tax revenue in Pittsburgh, Detroit, Biloxi, St. Louis
- Protecting the Industry from Harm: Three critical
examples of this in 2016 included the IRS choosing not to pursue a misguided
policy to lower slot tax thresholds and track player activity through a
Big Brother style program, the Justice Departments Financial
Crimes Enforcement Network and the international Financial Action Task Force
praising the gaming industrys commitment to anti-money laundering
compliance and the Federal Trade Commissions important decision to
respect the business value of and consumer benefits associated with resort
- Providing Timely, Compelling Research: AGA issued a
new and improved State of the States; Responsible Gaming Regulations &
Statutes; the Illegal Gambling Advisory Boards After-Action Report
showing why sports betting law should be changed; a white paper on sports
integrity in the U.K.; and a report on casinos commitment to anti-money
laundering compliance. Such research serves to open new markets, such as in
Japan or Georgia, fight bad policy ideas in existing markets and quickly debunk
- Launching a Reinvigorated Global Gaming Expo (G2E):
G2E 2016 was a success on many levels, welcoming more than 26,000 attendees,
providing high-quality buyers to our 444 exhibitors, demonstrating a vibrant
and evolving industry and meeting our revenue targets; and
- Paving the Way for Regulated Sports Betting in
America: Over the last year, the AGA spent a large portion of time defining the
problem of illegal sports gambling. This resulted in enhanced research, more
widespread media coverage, a stronger partnership with law enforcement and a
critical shift in attitudes among the most influential leaders of the
To build off of these
accomplishments, AGA in 2017 will focus its efforts in the following key areas:
- Strengthening Congressional Champion Development
Efforts: AGA will continue leveraging our Get to Know Gaming campaign and
congressional champion development initiative to build a deeper, wider bench of
congressional allies who understand and represent gaming. In the new year, we
will turn our attention to proactively engaging with the Trump Administration
and incoming members of Congress, educating them on critical issues once they
are sworn into office on January 3. AGA has submitted a memo that provides the
President-elect Donald J. Trump Transition Team with an overview of the U.S
casino industry, its strong economic impacts and the key policy priorities for
industry in 2017 and beyond;
- Enhancing G2E and Adding New Value: AGA will
continue our comprehensive efforts to take G2E to the next level. We are also
exploring several new ventures that could support your business functions and
significantly reduce costs; and
- Advancing AGAs Sports Betting Campaign: The
AGA has succeeded through a relentless campaign of exposing the failed federal
law that bans sports betting outside of Nevada. Next year, the AGA will focus
on creating a coalition of key stakeholders law enforcement, sports
fans, regulatory officials and others in order to create the best
environment needed to pursue legislative action. As we build partnerships with
the professional leagues, we will focus on educating champions in Congress,
ensuring they fully understand the failings of a 25-year-old sports-betting ban
and why legalization is the smart way forward.
I thank you for your partnership and
support over the last year, but we have more work to do. We value the
opportunity to be your partner and look forward to working with you in 2017.

2017 is Already Setting New Records
SYDNEY, NSW, Australia (December 9,
2016) -- Visitor registration is open for AGE 2017, a full 7 months prior to
when we were able to open it for the 2016 Expo and as with last year, Social
Media is making registration a simplified process with auto-filled fields via
the most popular social networks on the planet. Registrants will be able to see
who is attending, identify the most meaningful and relevant Gaming Expo
contacts who theyll benefit from meeting at the Event. Weve also
considered returning visitors, with fields pre-populated, requiring just a
couple of clicks to complete the registration.
And of course by registering now
will save time by avoiding having to line up on the day. To complete the social
media registration just click on this link here.
In another milestone for AGE, with
20% more floor space than what we had in 2016, 90% of the floor space has
already been taken by 176 exhibitors. This is exciting news with 9 months to go
until the shows start date, which is the worlds third largest
casino gaming equipment exhibition.
Our optimism was further confirmed
recently about the event's future at the new ICC Sydney at Darling
Harbour. In November a group of 120 inquisitive exhibitors visited the
ICC for a sneak peek of what to expect. Comprising both large and small
exhibitors, with their exhibition contractors and their staff, along with the
AGE coordinating team, it was a chance to get a first-hand glimpse of what is
truly a world class venue for AGE 2017. The highlight of the visit was Hall 3
and while they saw only ½ of the massive 19,000 square metres of
floor space that AGE will be occupying in 2017, one visitor was still impressed
enough to describe the hall as Cavernous.
Taking advantage of the
multi-purpose seminar rooms complete with smart lecterns at the new ICC Sydney,
at AGE 2017 we will be running complimentary seminars for registered exhibition
visitors. The seminars will include a Global CEOs Forum, to be
moderated by Michael Pascoe and a Women in Gaming event, along with
a range of sessions about topical issues.
The Australasian Gaming Expo is on
the 15th to the 17th August, 2017.

for management representatives of Gaming Industry Organisations only including
government, regulatory, research and support bodies, clubs, hotels, casinos,
