IGT Extends Contract to Provide Instant Ticket Printing Services to the Idaho Lottery


LONDON, U.K. (January 4, 2017) -- International Game Technology PLC (NYSE:IGT) announced that its subsidiary, IGT Global Solutions Corporation (with International Game Technology PLC, hereinafter "IGT"), has extended its multi-year contract with the Idaho Lottery ("Idaho Lottery" or "Lottery") to continue providing Scratch Games™ printing services through March 2019. This is the second, two-year extension that has been exercised on the existing contract and was unanimously approved by the Idaho Lottery Commission during their regular meeting on November 17, 2016.

Missouri Lottery Recipient of National Certification for Responsible Gaming

JEFFERSON CITY, Missouri (January 3, 2017) -- The Missouri Lottery has been granted the second-highest responsible gaming verification standard in the United States, according to the National Council on Problem Gambling (NCPG) and the North American Association of State and Provincial Lotteries (NASPL).

The Missouri Lottery joins six other lottery organizations that have been granted the “Implementation Level” of certification since the verification standard began in 2016.


This new certification comes as another affirmation that our organization continues to operate in a socially responsible manner by placing our players’ needs and their protection as a top priority,” said May Scheve Reardon, executive director of the Missouri Lottery.

The Missouri Lottery was selected to take part in the second application process of the new verification standard based on the organization’s decades-long dedication to responsible gaming. Certification was granted on behalf of the NCPG and NASPL based on the Lottery’s existing responsible gaming program as it relates to research, employee training, retailer training, player education, product oversight, advertising, engagement and awareness, and budget.

To achieve the verification standard, the member lottery must be judged to be proficient in seven of the eight categories,” said Keith Whyte, executive director of the NCPG, in a statement to the Lottery. “Tangible results and efforts in the specific areas of assessment are a hallmark of an application at this level.”

The new certification comes after the Lottery received a Level 3 certification distinction from the World Lottery Association (WLA) in 2015.

The two certifications we have earned through NASPL/NCPG and WLA are the second-highest certifications available in the respective programs,” said Reardon. “While responsible gaming helps fulfill our core value of integrity, we are dedicated to further improving our efforts even more in the coming years in pursuit of the highest standards available.”

Demographic Survey of Texas Lottery Players 2016

HOUSTON, Texas (December 2016) -- The Texas Lottery Commission 2016 Demographic Study of Texas Lottery Players surveyed a total of 1,685 Texas residents aged 18 years and older between June and August, 2016.

Scientific Games

The survey respondents included both past-year players (who had played any Texas Lottery game in the past year) and non-players (who had not played any Texas Lottery game in the past year). The percentage of respondents playing any Texas Lottery game (the participation rate) for 2016 was 35.0 percent, which was 6.3 percentage points higher than the rate of 28.7 percent in 2015. The increase in the participation rate was statistically significant.

2 In contrast to the overall downward trend in the Texas Lottery participation rates in the last two decades, there was a noticeable gain of 10 percentage points in the participation rates over the past two years.

There were statistically significant differences between the samples of past-year players and non-players of Texas Lottery games in 2016 with regard to employment status, own or rent home, age, number of children under 18 living in household, gender, and Hispanic origin.

Among past-year players, differences in the percent playing any game were statistically significant based on the players’ Hispanic origin, gender, age and employment status.

Among the individual games/add-on features, Lotto Texas was the most popular game in terms of participation in 2016, with a high participation rate of 61.1 percent.

The second- and third-most popular games in 2016 were Mega Millions (60.3 percent) and Powerball (56.5 percent), respectively.


3 In comparison to 2015, a total of five games recorded a double-digit increase in their respective participation rate in 2016. They were Powerball (increase of 36.4 percentage points), Mega Millions (31.3 percentage points), Lotto Texas (29.9 percentage points), Pick 3 Day (19.9 percentage points) and Cash Five (15.8 percentage points). Texas Triple Chance, a new game introduced in 2015, had the highest frequency of purchase among those playing at least once a week (38.9 percent) among past-year players. Consistent with past years’ findings, most 2016 past-year players had participated in Texas lottery games for more than five years.

The lottery sales districts with the highest and the lowest participation rates in any Texas Lottery games in 2016 were Houston East (45.9 percent) and Houston Northwest (27.0 percent).

The lottery sales district with the largest participation rate increase for 2016 was Houston East (18.2 percentage points).

In contrast, the San Antonio sales district experienced the greatest participation rate decline, 4.5 percentage points.

The differences in participation rates between 2015 and 2016 were statistically significant for the lottery sales districts of Dallas South, Houston East, and Houston Southwest.

Government Will Retain the Current Regulatory Model that Gives Norsk Tipping and Norsk Rikstoto a Monopoly on the Provision of Gaming and Betting Services

NORWAY (December 16, 2016) -- The Government will retain the current regulatory model that gives Norsk Tipping and Norsk Rikstoto a monopoly on the provision of gaming and betting services. No new licensing scheme will be introduced for foreign gaming and betting companies.

I am proud to present the Government’s white paper on responsible and active gaming and betting policy,” says Minister of Culture Linda Hofstad Helleland.


The white paper represents the first fundamental and integrated review of the gaming and betting sector since 2003. It describes the major developments in the sector in recent years and sets out a positive, forward-looking policy for this area,” says Minister of Culture Linda Hofstad Helleland.

The white paper describes a comprehensive, robust model for the regulation of gaming and betting that addresses the challenges presented by technological developments,” says the Minister of Culture.

The primary aim is to minimise undesirable gaming and betting behaviour by ensuring that lotteries and gaming and betting services are offered in safe and responsible forms. The Government has concluded that the current model, under which state-owned entities have a monopoly on the provision of most gaming and betting services, is best suited to achieving the aim of responsible service delivery. The proposals will reinforce the monopoly model and the services on offer through several new measures to protect the regulated providers Norsk Tipping and Norsk Rikstoto,” says Minister of Culture Linda Hofstad Helleland.

The white paper also gives notice of the Government’s intention to gather relevant gaming, betting, lotteries and totalisator legislation in a single new act. Parallel to preparation of the new act, new regulations will be drawn up on the most important measures to promote responsible gaming and betting. To ensure uniform and foreseeable regulation, the Ministry of Culture will be given overall responsibility for the entire gaming and betting sector.

New Jersey Lottery Beneficiaries Receive Record-Breaking Contribution for Fiscal Year 2016

TRENTON, New Jersey (December 22, 2016) – The New Jersey Lottery announced that it generated record ticket sales of more than $3.29 billion for Fiscal Year 2016, marking the seventh consecutive year-over-year increase for the Lottery. Sales topped the prior year’s results of $3.0 billion.

Increased sales resulted in a record-breaking contribution of $987 million to the State on behalf of Lottery beneficiaries, up from $960 million in Fiscal Year 2015.


The Lottery is the State’s fourth largest revenue producer.

Players also had a notable prizewinning year with more than $2 billion claimed besting the $1.8 billion claimed in Fiscal Year 2015.

Record-breaking sales enabled the Lottery to make a record-breaking contribution to its beneficiaries,” Carole Hedinger, New Jersey Lottery Executive Director, said. “Increasing revenue required innovation, such as introducing a new play-style with Fast Play; relaunching players’ favourite instant games, resulting in new sales achievements; and, bolstering winner awareness and jackpot excitement around the draw-based game category.”

Since its inception in 1970, the Lottery has contributed more than $24.8 billion to programs and institutions that benefit millions of New Jersey residents. Some beneficiaries include: the School Nutrition Program, operating aid to public colleges and universities, higher education tuition aid grants, the Marie H. Katzenbach School for the Deaf, operational aid for centers working with developmentally disabled residents, and homes for disabled soldiers. Additionally, the Lottery plays a key role in supporting businesses throughout the State. Retailers benefit from the Lottery’s brand recognition and the consistent stream of customers it attracts to their stores.

Retailers also earn a 5 percent commission on their Lottery ticket sales in addition to numerous bonus opportunities. In Fiscal Year 2016, Lottery retailers received $186 million, up from $170 million the prior year, in commissions and bonuses. The Lottery closed the year with 7,600 issued retailer licenses.

Florida Lottery Reaches $6.2 Billion in Sales During Calendar Year 2016


TALLAHASSEE, Florida (January 3, 2016) -- The Florida Lottery has reached a new record of more than $6.2 billion in sales during calendar year 2016; surpassing the previous year’s sales by more than $411 million. The Lottery’s 2016 contributions to the state’s Educational Enhancement Trust Fund (EETF) are expected to reach $1.6 billion, a 7% increase over last year.

Ending 2016 with this never before reached sales record is a tremendous accomplishment for the Florida Lottery,” said Secretary Tom Delacenserie.


Not only do our players and retailers benefit, but more importantly, these record-breaking sales help provide more opportunities for Florida students to ensure they receive the very best education possible.”

This year’s record sales of more than $6.2 billion resulted in the Florida Lottery transferring an average of $135 million toward education every month during 2016.

The Florida Lottery reinvests 98 percent of its revenue back into the state's economy. With $1.6 billion generated for education, more than $3.9 billion paid to prize winners, and $342 million in retailer bonuses and commissions paid to Florida businesses, the contributions made by the Lottery this calendar year will go a long way in moving the state forward.


The Florida Lottery is responsible for contributing more than $30 billion to education and sending more than 750,000 students to college through the Bright Futures Scholarship Program.

THE NETHERLANDS (December 23, 2016) – Kansspelautoriteit, the Dutch Gambling Authority, shall grant a license to a number of raffles with effect from January 1, 2017.

It granted under Article 3 of the Gaming Act, a new lottery license to five charity lotteries. In addition, it grants a license to Lotto BV

Licences for charity lotteries issued to the following five charity lotteries is licensed:

  • NV, the Dutch Postcode Lottery (NPL)
  • VriendenLoterij NV (VL)
  • BankGiro Lottery SA (BGL)
  • Lottovate Netherlands BV and
  • Foundation Cooperating Nonprofit Lotteries (SNL). The SNL include the National Foundation club action, Scouting Netherlands Association, National Association of Sunflower Foundation and National Youth Fund Jantje Beton.

The NPL, VL, BGL, SNL and Lottovate now have a license until December 31, 2016.

It is to apply for a permit possible for everyone for the period from January 1, 2017.

Lotto Permits

On December 23, 2016 the Gaming Authority licenses from 2017 to 2021 for organizing granted lotteries, instant lotteries and sports betting on lotto BV Licences to organize lotteries, instant lotteries and sports betting since the introduction of the games have always been in the hands of Lotto BV the current licenses, the 'permit sports betting and lotto 2015/16 and the "permit instant lotteries 2015/16', will expire on December 31, 2016.

For offering lotteries, sports betting and instant lotteries, the board of directors of the Gaming Authority may only grant one legal permits.

The board of directors of the Gaming Authority decided the different licenses to renew to Lotto BV because this organization is under the direct administration of the State.

Valid for five years

All these new authorizations are granted for a period of five years.

Safe and sound

The Gambling Authority has three public goals of consumer protection, addiction prevention and combating illegality and criminality. Therefore, it gives various licenses for organization of lotteries and other games of chance, and it ensures that licensees comply with their obligations. One of those obligations is that 50% of the deposits of the lottery will be paid on the basis of the licenses mentioned above to charity.

SYNOT Group Opens Casino in Georgia

Our optimism was further confirmed recently about the event's future at the new ICC Sydney at Darling Harbour.  In November a group of 120 inquisitive exhibitors visited the ICC for a sneak peek of what to expect. Comprising both large and small exhibitors, with their exhibition contractors and their staff, along with the AGE coordinating team, it was a chance to get a first-hand glimpse of what is truly a world class venue for AGE 2017. The highlight of the visit was Hall 3 and while they saw only ½  of the massive 19,000 square metres of floor space that AGE will be occupying in 2017, one visitor was still impressed enough to describe the hall as ‘Cavernous”.

ICE 2017 Confirmed as the Biggest on Record as Net Space Increases by Nearly 2,000 Square Metres


LONDON, U.K.  (January 3, 2017) -- Gaming professionals planning their annual visit to ICE Totally Gaming will need to allocate some additional time on the show floor.  The world’s biggest business-to-business gaming technology event will be that much bigger in 2017, thanks to an additional 1,945 sqm of net space. 

As of the end of December, ICE 2017 will occupy a total of 40,925 sqm compared to the 2016 figure of 38,980 sqm. 

The 5% increase in space makes the 2017 event the biggest ICE on record.
