Arjan van’t Veer is the New Secretary General of the European Lotteries Association

BRUSSELS / LAUSANNE (February 9, 2017) -- The Executive Committee of the European Lotteries is pleased to announce the appointment of Dr. Arjan van ’t Veer as the new Secretary General of the European Lotteries. He will start in his new role on 1 March 2017.

The 48-year-old Dutchman is a very well-known figure within the European lottery community and a recognised expert in the field. Following his law studies, he obtained a doctoral degree on gambling regulation from the Erasmus University Rotterdam. Arjan van‘t Veer started his career in the world of lotteries at the Nederlandse Staatsloterij in 1998. He currently serves as the Director of Corporate Affairs at Nederlandse Loterij, the company that resulted from the merger between De Lotto and Nederlandse Staatsloterij. His responsibilities include notably all corporate communications, legal affairs, sponsorships and responsible gaming.

Throughout his career, Dr. van‘t Veer has always been active at the international level as a participant and speaker at conferences and seminars.

At the European Lotteries Association, he has been strongly involved in several working groups for many years and finally in 2013 he joined the Association’s board, the Executive Committee.

NOVOMATIC Continues Its International Growth Strategy

The NOVOMATIC Group continues to expand and for the first time ever achieves combined revenues of more than 4 billion EUR

GUMPOLDSKIRCHEN, Austria (February 10, 2017) – According to preliminary calculations, the NOVOMATIC Group will, for the first time ever, post combined revenues of more than 4 billion EUR for fiscal year 2016. This revenue growth was mainly achieved in the core markets of Great Britain, Germany, Spain and Italy.

In 2017, the technology group will focus on expanding its market position, particularly in South America, the US, Australia and Asia.

The acquisition of a majority stake in the Australian company Ainsworth Game Technology offers an important lever for the development of these markets.

NOVOMATIC and Ainsworth have been working together to complete this merger since receiving approval of the minority shareholders in June 2016.

NOVOMATIC CEO Harald Neumann is looking forward to the future collaboration: “In this short time, we have already made significant progress and begun the strategic planning process for our joint future after NOVOMATIC becomes Ainsworth’s majority shareholder.”

In February, Ainsworth will appoint Mr. Neumann as “Non-Executive Member of the Board”. Both companies are currently in the process of obtaining the approval of various gaming authorities required for the completion of the acquisition.

Social Integration of Refugees Through Sport: EL Teams Up with Strong Partners in a Pan-European Project

LAUSANNE / BRUSSELS (February 10, 2017) -- The Project ASPIRE (Activities, Sport & Play for the Integration of Refugees in Europe), led by the European Non-Governmental Organisation (ENGSO) and co-funded by the European Commission, through its ERASMUS+ programme, was inaugurated yesterday in Brussels. Beyond the European Lotteries (EL), the project comprises a very strong network of partners, including the International Center of Sports Science and Physical Education (ICSSPE), the Council of Europe (CoE), the European Observatory on Sport and Employment (EOSE) and a good number of national sport partners.

Commenting on the kick-off of the ASPIRE project, EL President, Hansjörg Höltkemeier noted: “Commitment to society has always been a cornerstone of our model. As European Lotteries, we are deeply concerned by the current refugees’ crisis and we believe that sport and play activities constitute an excellent tool for the social integration, empowerment and trauma relief of refugees. Georgia Lottery Adds Extra Drawing Times to Cash 3 and Cash 4 Games

State Lotteries Board Shuts Down Illegal Gaming Centre

LAGOS, Nigeria (February 15, 2017) -- Lagos State Lotteries Board (LSLB) has shut down an unlicensed sports betting centre, Totobet24, operating in the Ajah area of Lagos, saying that the closure was part of its regulatory functions and continuous surveillance to detect illegal gaming operations in the State.

A statement released today by the Board stated that promoters of “Totobet24” had previously being warned to desist from operating without a valid licence from the State Government in order to avoid sanctions.

It noted that the operators, however, disregarded LSLB’s notice and continued operating until the Board was forced to take necessary steps by shutting down its administrative office.

Furthermore, the statement reiterated that “LSLB is the sole government agency responsible for regulating games of chance in Lagos State. Any organization interested in conducting gaming activities such as public online lottery, sports betting, scratch card, interactive games, casino, gaming machine, pools betting, promotional competitions, charitable lotteries etc within Lagos State, must apply to LSLB for an operating licence prior to commencement of operations.

While urging the public to cooperate with the Board in achieving the desired objectives and vision for the industry by liaising with the Agency on all matters affecting gaming in the State,  it promised to intensify monitoring and surveillance activities to ensure sanity and stability of the industry.

Recall that Board was established by the Lagos State Lottery Law in 2004 to regulate online lotteries and related gaming activities.

Dutch Gaming Regulator Fines Operator €170 000 for Illegally Offering Online Gambling

THE HAGUE (February 14, 2017) -- Trustfulgames.com The company was fined €170 000, - the Gaming Authority for illegally offering online gambling on the Dutch market.

De Kansspelautoriteit (The Gaming Authority) fined Trustfulgames.com for offering an online gaming license -without - on the Dutch market. It was offering casino games, slot machines and sports betting on the website www.tiplix.com.

Why is the fine? The provision of (online) gambling without being in possession of a license is prohibited in the Netherlands. No license is granted at the moment for offering games of chance via the internet. Companies that do offer gambling over the internet in the Netherlands are always at fault. Beware remote gambling under the new law will change that.

Approach Gaming Authority

The website tiplix.com was offered in the Dutch language. This allows the operator of the website priori respected them for further investigation. The website is tiplix.com - since the occurrence of the Gaming Authority - no longer available in the Dutch language. The Gaming Authority operates a certain order in its approach. Risks online gambling

By offering a game of chance without a license is unclear whether the provider of online gaming is sufficiently reliable and that the (potential) player is protected. In addition, the Gaming Authority can not verify the payment is safely regulated, how to deal with personal data, whether the game is played fairly and winnings are paid out. But also whether companies adhere to the rules to prevent money laundering. And that minors are excluded from participation.

New legislation

For the provision of (online) gambling is a law in preparation for working out the licensing for online gambling, the Law remote gambling.

At the time the bill comes into force, it becomes possible to obtain a permit and legally offering games of chance via the internet. Until then, this is not allowed.

Fines now, fines in the future

The Gambling Authority will continue to online providers who operate without a license remain fine.

The Gaming Authority believes it is societal interest that consumers are informed and warned about the participation in online gambling and the risks attached thereto.

The Gaming Authority makes the fine fellow public to other companies that also online gambling (like) available on the Dutch market, again making it clear that this is not allowed.

New Evidence from the Gambling Commission Reveals that Gamblers Risk Losing More Money and are Playing for Longer on Gaming Machines in Arcades than on FOBTs

Research also reveals there is no link between gaming machines in bookmakers and problem gambling

LONDON, U.K. (February 9, 2017) -- New research published by the Gambling Commission today reveals there is no relationship between gaming machines in bookmakers and problem gambling.

The findings also show gamblers are at much greater risk of losing more of their money and are playing for a longer time on gaming machines in arcades than on Fixed Odds Betting Terminals (FOBTs). The independent research shatters claims that FOBTs with their higher stake sizes pose a greater risk to customers and is a major blow to critics who have suggested that setting lower stake limits for FOBTs would cut the risk of problem gambling.

The Association of British Bookmakers (ABB) today welcomed the findings from the Gambling Commission and challenged the vested interests in the arcade industry behind the campaign against FOBTs to come clean about the facts on machines in their own, less regulated venues.

The arcade industry funded a report by the FOBT All-Party Parliamentary Group (APPG) that called for a lower stake limit on FOBTs.  The report was condemned as “deeply flawed” by British bookmakers last week.

According to the evidence published by the Gambling Commission today, the percentage of sessions on gaming machines lasting more than 2 hours were 67% higher in arcades than betting shops and returned much less money to players. The higher potential staking levels on FOBTs, relative to other gaming machines, are often cited as providing the potential for greater harm. But the evidence now shows that potential losses are actually a combination of staking level, speed of play and the proportion of stake returned to the player.

While betting shops have higher staking levels, the amount of money returned to the player is higher than in arcades.

The evidence also shows that any move to reduce stakes on FOBTs would be counter-productive and the introduction of stricter Government regulations on staking in 2015 lead to increased expenditure per session, average stakes and average session durations.

This is yet another piece of evidence that shows problem gambling is complex and that focusing on stake or a single class of venue is the wrong approach.

Commenting on the report, Chief Executive of the Association of British Bookmakers Malcolm George said:

This independent report confirms there is no relationship between machines in bookmakers and problem gambling.  The evidence exposes the findings of the FOBTs All-Party Parliamentary Group are simply wrong. The report sets out clear evidence that shows losses are higher in adult gaming centres than betting shops, and that the largest losses occur early in the morning on machines in arcades.

No wonder the vested interests who are behind the campaign against FOBTs wanted to distract attention from their own machines. It is time they stopped just making it up as they go along.”

  • To help the Gambling Commission develop their advice, they commissioned analysis of the relationship between problem gambling and the number of different gambling activities a person takes part in (gambling involvement) and obtained detailed data from operators about how consumers use category B2 and B3 gaming machines. The data cover nearly 20 billion plays on machines in licensed betting offices, and over 2 billion plays on machines in adult gaming centres and bingo venues.
  • The highest hourly average Gross Win per session (player loss) figure of all venue types is between 9am and 10am in Adult Gaming Centres (£11.30).
  • Overall Gross Win per Session (player loss) in AGCs is £9.82 vs £9.16 in an LBO – i.e. 66p per session (or 7%) higher.
  • % of sessions lasting > 2 hours: Adult Gaming Centres (AGCs) – 0.45% Licensed Betting Offices (LBOs) – 0.27%. Relatively, this is 67% more sessions lasting > 2 hours in AGCs. % of sessions lasting > 1 hour: AGCs – 2.8% LBOs – 1.9%, relatively, this is 50% more sessions lasting > 1 hour in AGCs.

Tabcorp Announce AUSTRAC Proceedings Resolved (Subject to Court Approval)

SYDNEY, Australia (February 16, 2017) -- Tabcorp today announces that it has entered into an agreement with AUSTRAC to resolve the Federal Court Proceedings between the parties.

Terms of Agreement

The parties will seek orders from the Court that Tabcorp pays a penalty of $45.0 million (plus AUSTRAC's legal costs on an agreed basis). Under the terms of the agreement:

  • The parties will approach the Court within seven days to seek an order that Tabcorp pays the above amount;
  • Tabcorp will make a number of admissions of non-compliance with its Anti-Money Laundering and Counter-Terrorism Financing (AML/CTF) obligations under its old AML/CTF program; and
  • AUSTRAC will withdraw the remaining allegations of non-compliance.

Context of Agreement

The agreement has been reached in the following context.

Tabcorp acknowledges that there were a number of deficiencies in its former AML/CTF program, which resulted in a serious contravention of the AML/CTF legislation. It also acknowledges that it did not comply with certain other obligations under the AML/CTF legislation, while that program was in place. These deficiencies were not the result of a deliberate intention to breach the AML/CTF legislation.

Tabcorp has cooperated fully with AUSTRAC in addressing the matters the subject of the Federal Court proceedings and has responded to its concerns.

Over the last three years Tabcorp has made a significant investment to enhance its AML/CTF compliance including:

  • A new joint AML/CTF program, which AUSTRAC acknowledges is a material improvement on its former program;
  • A substantial investment in capability in recognition of its obligations, including the employment of a Chief Risk Officer, the establishment of a Financial Crime Risk team, and a significant expansion of the AML/CTF team;
  • The introduction of automated transaction monitoring capabilities and improvements in AUSTRAC regulatory reporting processes; and
  • Comprehensive AML/CTF refresher training of approximately 29,000 people across Tabcorp’s staff and its retail outlets.

 

The investment is scalable and transferrable, including in the context of Tabcorp's proposed combination with Tatts Group. The program will be subject to continuous improvement, in co-operation with AUSTRAC.

Tabcorp Managing Director and CEO, David Attenborough said: "Tabcorp is firmly committed to being the industry leader in regulatory compliance across all of our operations. We are pleased to have reached an agreement with AUSTRAC on this matter and we will continue to work co-operatively with AUSTRAC going forward."

Expected Treatment of Financial Impact

If the Court agrees to make the orders sought, Tabcorp will recognise an expense in respect of the penalty amount in its financial statements for the year ending 30 June 2017. This expense will be treated as a significant item.

The FY17 dividend target remains the greater of 90% of NPAT before significant items and the amortisation of the Victorian Wagering and Betting Licence or 24 cents per share.

Published by Intergame Limited UK, it will be coordinated locally by David Snook, a journalist with over 20 years’ experience in the gaming industry and he has been producing a similar publication for the ICE Totally Gaming exhibition that is held in London.

A hard copy of the publication will be available at the Visitors Entrance and will be supplemented with an on-line version that can be viewed via an integrated “PageSuite” application that allows the viewer to read it, just as they would a hard copy.

Called AGE Today the publication will include both local and international news plus information about “what’s on” for each day of the Expo.
