Governor Appoints New Michigan Lottery Commissioner

LANSING, Michigan (February 17, 2017) – Governor Rick Snyder today announced the appointment of Aric Nesbitt of Lawton as Michigan Lottery Commissioner.


The lottery commissioner is responsible for the overall management and operation of the bureau, including development of long-range plans, formulation of policy, assuring the accountability and integrity of the lottery, and establishing and maintaining contact with state legislators to research, evaluate, and gauge the impact of lottery-related legislation.

I thank Aric for his continued service to the great state of Michigan. He has served many years in public service and I am confident that experience will suit him well in this role,” Snyder said.

Nesbitt served three terms in the Michigan House of Representatives. He previously served as Legislative Director for Congressman Tim Murphy and Congressman Tim Walberg.

He earned a bachelor’s degree in economics from Hillsdale College and a master’s in economics and business administration from the Norwegian School of Economics.

He will replace M. Scott Bowen.

His term is effective February 19, 2017 and will serve at the pleasure of the Governor.

His appointment is subject to the advice and consent of the Senate.

Florida Lottery Reaches $1 Billion in Education Contributions with Four Months Left in the Fiscal Year

$31 Billion Total Over 29 Years

TALLAHASSEE, Florida (February 20, 2017) -- The Florida Lottery today announced another record – $1 billion in contributions to education for the 15th consecutive year.  Additionally, the Lottery reached the $1 billion mark for this fiscal year earlier than any other year in Florida Lottery history. This brings the Lottery’s life-to-date education contributions to more than $31 billion.

This milestone would not have been possible without the support of our loyal players, dedicated retailers and hardworking Lottery staff,” said Florida Lottery Secretary Tom Delacenserie.


The Lottery will continue working hard every day to advance our mission of maximizing contributions to education in a manner that is consistent with the dignity and integrity of the state.”

Over the past 29 years, the Florida Lottery has established itself as a dependable funding source for public education. For 15 consecutive years the Lottery has transferred more than $1 billion to education, while remaining one of the most efficient lotteries in the nation. Additionally, the Lottery has contributed more than $5 billion to the Bright Futures Scholarship Program to send over 750,000 students to college.

Florida Lottery contributions represent approximately six percent of the state's total education budget. Lottery funds are appropriated by the Florida Legislature and are administered by the Florida Department of Education.


The Florida Lottery is responsible for contributing more than $31 billion to education and sending more than 750,000 students to college through the Bright Futures Scholarship Program. The Florida Lottery reinvests 98 percent of its revenue back into Florida’s economy through prize payouts, commissions to more than 13,000 Florida retailers and transfers to education. Since 1988, Florida Lottery games have paid more than $52.4 billion in prizes and made more than 1,900 people millionaires.

Scientific Games Wins New Norsk Tipping Contract

Bringing Entertaining Interactive Casino and eInstant Games to Norwegian Players

Despite a very low run of large jackpots, Net Profit After Tax is up 30% to $2.6 million after strong December trading”, said Mr Mike Veverka, CEO and Founder of Jumbo Interactive.


On a like-for-like jackpot basis, sales continue to climb over time demonstrating that the business fundamentals are sound despite occasional periods of low jackpot activity”, he said.

Charity Lottery sales have tripled and Jumbo is well placed for an improved second half should jackpots reach higher levels”, he said.

Charity lottery sales reached $1.6 million (2015: $497,000) indicating good growth since launching in June 2015.

The balance sheet remains healthy with Net Assets of $25.1 million and the Company’s cash position at $25.9 million ($19.2 million net cash plus $6.7 million players’ funds) as at 31

December 2016.

The continued focus on cost management in both Australia and Germany has resulted in the increased Profit, notwithstanding the decreased Revenue.

During the 2016 half year, the business in Germany was scaled down with customers being referred/converted to Lotto24 under an agreement with them, and tickets ceased being sold early December 2016.


Excluding Germany, the financial result is summarised as follows:


3.5c Dividend


Based on the profitable half year period, a fully franked interim dividend of 3.5 cents per ordinary share has been declared for the half year (2015: 2.0 cents). The current dividend policy of a stable dividend payment remains unchanged.

The Australian Internet lottery business was the main contributor to the result with ticket sales (TTV) of $69 million, down 13% on the corresponding previous period, largely as a result of a 37% decrease in the number (and 53% decrease in aggregate value) of large jackpots of $15 million or more. This has also had an impact on the Marketing KPI’s summarised below.

Although the number of new accounts and average spend per active customer were down, the number of active customers increased due to improved customer engagement activities.


Like-for-like Jackpot Analysis Removing the impact of the very low large jackpots on KPI’s, a like-for-like jackpot analysis comparing July-December HY periods was undertaken, supporting continued growth in ticket sales over time (see below graphs). This is a strong indicator that despite the jackpot fluctuations, the underlying business is performing well.

Instant Scratch-Its Set to Thrill with New #joyments Brand Campaign

BRISBANE, Qld., Australia (February 23, 2017) -- Tatts Group Lotteries has revealed the first major repositioning of its Instant Scratch-Its brand in more than a decade with its new national #joyments campaign.

The campaign focusses on how Instant Scratch-Its deliver little moments of joy that brighten up Australians’ lives every day.


The campaign will be predominantly supported by digital and social media advertising and activities, along with instore promotions throughout Instant Scratch-Its’ network of more than 4000 retailers.

The #joyments positioning will deliver a continuous platform for below-the-line marketing, with further above-the-line activities to be scheduled around key gifting periods of the year when Instant Scratch-Its sales peak.

To support the open-ended campaign, an initial four-week outdoor and digital advertising campaign will be rolled out nationally from 19 March.

A #joyments campaign microsite,, has also been created that encourages Australians to share the small instances that made them smile.

Financial Results of the Last Year of the Three Finnish Gaming Operators

FINLAND (February 17, 2017) -- The year 2016 was the last year of operations of the Finnish gaming operators Fintoto, Finland’s Slot Machine Association, and Veikkaus. At the beginning of 2017, a new gaming company was launched, as the gaming operations of the three previous operators merged into a single company called Veikkaus.

The gaming operators’ final year was a record-breaking success:

  • The year 2016 was the last year of operations of the Finnish gaming operators Fintoto, Finland’s Slot Machine Association, and Veikkaus. At the beginning of 2017, a new gaming company was launched, as the gaming operations of the three previous operators merged into a single company called Veikkaus.
  • The new Veikkaus Oy is owned entirely by the Finnish State and has the exclusive right to operate all gaming in Finland. The gaming revenue continues to be used for good causes, to support social and health care organisations, art, sports, science, youth work, as well as the equestrian sports and horse breeding.
  • he total Finnish gaming market amounted to ca. EUR 3 530 million in terms of turnover during the year under review. This meant a growth of three percent as compared with the previous year. Foreign competition targeted especially digital gaming; it was estimated that the share of cross border gaming out of the total market remained under 8 percent.

Below you can find short reviews of each gaming operator’s year 2016.

Fintoto’s sales developed favourably

Fintoto Oy’s turnover went up from EUR 230.7 million in the previous year to EUR 235.3 million (+2.0%).

The company’s game sales developed favourably but the customers took a stronger interest in foreign betting objects. The increase in the international game offerings boosted the turnover; yet, at the same time, it also had a negative impact on the company’s financial result. The object compensations paid abroad went up by over two million as compared with the previous year, reaching EUR 4.8 million as a result of the increase in the volume of foreign gaming. This weakened the company’s financial result for its part.

The company’s result before the return to the field in accordance with the Lotteries Act was EUR 31.3 million (-1.2%). During the financial year 2016, a total of EUR 32.8 million (EUR 30.8 million) were returned for the promotion of horse breeding and the equestrian sports, including the shares paid to the Ministry of Agriculture and Forestry, and the Finnish Trotting and Breeding Association Suomen Hippos.

After the shares returned to the promotion of horse breeding and the equestrian sports, the company’s result showed a total of EUR 2.5 million of loss (in 2015: EUR 0.8 million of profit). The loss for the financial period resulted from a bigger amount of funds returned to the promotion of horse breeding and the equestrian sports in accordance with the Lotteries Act.

Fintoto’s share of Finnish gaming was ca. 3.6% (-0.1 percentage points as compared with the previous year).

The best result in RAY’s history


Finland’s Slot Machine Association RAY reached the best result in its entire history in 2016. RAY’s turnover amounted to EUR 809.4 million and profit to EUR 423.5 million. The turnover increased by 13 million euros (+1.6%) as compared with the previous year. RAY paid twelve percent of its turnover in lottery tax to the Finnish State, i.e. EUR 96.9 million.

The arcades, restaurant games, and digital games posted growth. The turnover increased most in the digital games (+14.2%), amounting to EUR 73.3 million.

The arcades included RAY’s Pelaamo and Klubi gaming locations. They generated a turnover of a total of EUR 110.1 million (+12.9%). The restaurant games grew by 2.1%, attaining a turnover of EUR 14.6 million.

For the gaming points and the Casino Helsinki, the turnover showed a slight decrease.

RAY’s loyal customers numbered 423 667 at the end of the year, and 50 000 of them had joined during 2016.

Registered gaming increased from 10.1% in 2015 to 11.8% in 2016.

The good financial result means EUR 317.6 million of support to social and health care organisations. That is the biggest amount of funds granted during RAY’s entire history. In addition, a total of EUR 108.2 million was paid to the State Treasury for the rehabilitation of Finnish war veterans.

RAY’s share of Finnish gaming was ca. 45.1 % (-0.5 percentage points as compared with the previous year).

During its last year of operations, Finland’s Slot Machine Association had 94 members.

A record-breaking final year of operations for the old Veikkaus

The old Veikkaus attained a record-breaking result, EUR 582.6 million (+8.5%). The total profit for the financial year will be used for supporting Finnish art, sports, science, and youth work.

We can calculate that the direct economic value generated by Veikkaus to society amounted to a total of EUR 799.3 million in 2016. In addition to this amount, the company paid a total of EUR 81.0 million of undistributed prize funds from the previous years to the Ministry of Education and Culture. Further, the company paid a total of EUR 110.2 million in lottery tax and EUR 25.5 million of VAT to the State.

The turnover for the financial year went up to EUR 2 204.5 million (+5.2%). The growth was based on successful product reforms and on the launch of new games and services.

Thanks to an increase in Internet gaming in particular, a bigger share of Veikkaus’ customers play registered, which, for its part, promotes responsibility and improves consumer protection. The share of registered gaming out of Veikkaus’ total sales went up to 69.6% (+4.5 percentage points) during the financial year. A total of over 135 000 Finns joined as Veikkaus’ loyal customers in 2016.

Gaming takes place more and more often in the digital channels. In 2016 their share of the total sales went up by five percentage points, representing up to over 48%. All in all, Finns spent EUR 1 065.6 million (+17.5%) on gaming through the digital channels. Finland’s largest consumer webstore had ca. 510 000 buying customers a week.

Sports games posted a turnover of EUR 531.5 million (+18.5%). The sales growth was especially due to product reforms and a large number of major sporting events. The most important reform was the revision of Fixed Odds Betting at the end of May. The turnover of Fixed Odds Betting (EUR 278.8 million) grew by 18.9% over the previous year.

Finland’s most popular gambling game Lotto had a turnover of EUR 380.0 million (-13.0%). The fall can be explained especially by the jackpots that were clearly smaller than those of the previous year. Other factors that reduced people’s playing of Lotto included the ban on oral marketing at the points of sale; switching over to other jackpot games; and the temporary interruption of standing entry gaming due to a game reform. Lotto was revised in November. As the customers had wished, you can now win more often in Lotto and bigger prizes are available more frequently.

Eurojackpot’s sales (EUR 251.7 million, +12.9%) were speeded up by big rollover jackpots. Viking Lotto’s (EUR 94.1 million, +24.7%) popularity was boosted by a successful reform, which brought with it bigger jackpots for perfect matches. In digital games, the games to show the biggest growth were the eInstants, which attained a turnover of EUR 183.4 million (+17.7%). The selection of eInstants is being extended constantly; during the year under review we introduced eleven new eInstants.

Veikkaus’ share of Finnish gaming was ca. 51.3%  (+0.5 percentage points as compared with the previous year).

DLTB Comments on the Changes to the State Gambling Agreement Adopted by the Prime Ministers


HAMBURG, Germany (February 16, 2017) - The German Lotto and Totoblock (DLTB) comments on the changes to the state gambling agreement adopted by the Prime Ministers.

In Hamburg, Michael Heinrich and Torsten Meinberg, the lead manager of the DLTB and at the same time the managing director of LOTTO Hamburg GmbH, explained the attitude of the state lottery companies and formulated demands on politics:

"The changes in the gambling agreement will re-regulate the sports betting area, as well as re-order the transnational tasks of the lucky games, and the DLTB also expects a necessary reassurance on the gambling markets as well as an obscurity of further debates." The providers of sports bets appeal to the DLTB's leaders: "The sports betting providers should accept ODS's offer to agree on common standards where the rules have not yet been defined."

La Française des Jeux and Webedia Join Forces to Launch FDJ eSport

BOULOGNE, France (February 20, 2017) -- La Française des Jeux (FDJ) announced on Friday that it will commence eSport competitions in partnership with Webedia (Fimalac Group).

This is a first diversification outside gambling for the FDJ, which presents this project at the opening of the competition of video games ESWC Winter 2017 this week.

The FDJ will create a professional competition "FDJ Masters League" and amateur competitions "FDJ Open Series" from March.

It will also launch the "FDJ eSport" website where players will be able to register for free at the competitions and where they will be broadcast.

The partners did not specify at this stage which games will be offered in these competitions, while they are still in discussion with the publishers.

Webedia will also broadcast the competitions on its web-TV.

"What interested us is to participate in this democratization, this enlargement of the eSport on the national territory. It is a factor of attractiveness for France," Véronique Morali, chairman of the board Of Webedia told AFP.


At first, the FDJ wants to learn how to work with the players' communities and to highlight its brand with a young audience before setting up a possible economic model.

The FDJ engages in a market whose legal status has been clarified by law for a digital Republic, but which presents regulatory issues.

"We have a know-how to bring in the integrity of sports competitions to develop a healthy eSport market," said Stéphane Pallez, President and CEO of the FDJ.

New Report: Top Media Expert Calls For Legalized Sports Betting To Boost TV Ratings

Legal sports betting could boost ratings across cable and network TV channels

WASHINGTON, D.C. (February 9, 2017) --Following reports that a record $138 million was legally wagered on Super Bowl 51 – and an estimated $4.5 billion was bet illegally – MoffettNathanson Research has released a new report detailing how the NFL could boost its ratings and advertising revenue if Congress were to lift the ban on sports betting.

The report, NFL Season Recap – It’s All Over But the Crying, was released by Michael Nathanson, a leading U.S. media analyst at MoffettNathanson, and echoes recently released research by the American Gaming Association (AGA) that shows NFL fans who wager on a game are more likely to watch those games.

Key takeaways from the report include:

  • “One potential change in the direction of viewership and ad dollars would be an evolution in the NFL’s view of legalized national sports gambling.”
  • “Up to this point, the NFL has been reluctant to embrace [NBA Commissioner Adam] Silver’s point of view. Perhaps that would change if broader business decisions—and the health of the NFL’s TV partners—were taken more into account.”
  • NFL Network and ESPN are more likely to be viewed by sports bettors than the average viewer.
  • If sports betting were legalized, roughly 10% of non-bettors would be likely to bet on sports, which would raise the overall time spent by viewers watching NFL games.
  • “On a network by network business, the NFL Network and ESPN were more likely to be viewed by sports bettors versus the average viewer. These trends would be further inflated if gambling were to be legalized, according to Nielsen research. If gambling were allowed, a majority of NFL Network viewers would be sports bettors, followed closely by 47% on ESPN. The broadcast networks would all be closer to the 40% range.”
  • “In 2015, Nielsen estimated that the NFL took in only $40 million, excluding the $125 million from Daily Fantasy Sports, in advertising and sponsorship from traditional gaming institutions. The league’s monetization of national (non-daily fantasy) gambling advertising is purposely low and held back by limitations on national sports betting. However, it is clear that they have a built-in market that casinos and legalized sports books target.”


This report from the leading media analyst on Wall Street shows TV partners why legalizing sports betting would boost viewership and grow advertising revenue,” said Sara Slane, AGA senior vice president of public affairs. “We invite broadcasters and advertisers to join our growing coalition to advocate for Congress to lift the failing federal ban on sports betting.”

A Nielsen Sports study released by the AGA last year found that those who bet on the NFL watched 19 more games in the 2015 regular season than adults who didn’t bet at all – more than an entire season’s worth – and generated more than double the ratings across the major broadcast and cable networks compared to average American adults.

In addition, if sports betting were legalized, the number of NFL 2015 regular season viewers who bet on sports would jump from 40 million to 57 million. Bettors would consist of 36 percent of the total NFL audience and consume 56 percent of all minutes viewed of NFL regular season games.

Due to the Professional and Amateur Sports Protection Act of 1992 (PASPA), traditional sports betting is permitted only in Nevada.
