Arkansas Lottery Awarded For Its Financial Report

LITTLE ROCK, Arkansas (May 25, 2017) -- The Arkansas Scholarship Lottery has again been awarded a Certificate of Achievement for Excellence in Financial Reporting for its Comprehensive Annual Financial Report (CAFR), issued for the fiscal year ending June 30, 2016. The award is among the highest forms of recognition in the area of governmentalaccounting and financial reporting. The Lottery first was awarded the certificate for its FY 2012 CAFR, and has won it every year since.


The Arkansas Scholarship Lotteryå’s CAFR was “judged by an impartial panel to meet the high standards of the program, which includes demonstrating a constructive ‘spirit of full disclosure’ to clearly communicate its financial story and motivate potential users … to read the CAFR.” The Government Finance Officers Association is a professional association of nearly 19,000 appointed and elected local, state, and provincial-level government officials and other finance practitioners.

Education Lottery Headquarters Opens in New Location Monday

RALEIGH, North Carolina (May 31, 2017) -- After eleven years, the North Carolina Education Lottery is changing the location of its headquarters and Raleigh Regional Office and Claim Centre.

Starting Monday, June 5, players should visit 2728 Capital Boulevard in Raleigh to claim their prizes. The new location is less than a mile away from the current one at 2100 Yonkers Road in Raleigh.

Players living in the Triangle region come to the Raleigh Regional Office and Claim Centre to claim prizes of $600 or more. Players from across the state come to headquarters if they win a prize of $100,000 or more.

The last day to claim prizes at the Yonkers Road location will be Friday. The lottery will move to the new location over the weekend and start operations at 9 a.m. on Monday.

After a decade of steady growth, adding more stores that sell tickets and introducing more ways to play, the lottery outgrew its current location. The new space will allow the lottery to operate more efficiently and accommodate growth in the years to come.

The Spanish Supreme Court Rules in Favour of Codere vs. Pokerstars

SPAIN (May 25, 2017) -- Last May 17, the highest Court partially ruled in favour of the lawsuit filed by certain companies of the Codere Group vs. companies of the Pokerstars Group on the grounds of unfair competition, stating that: "[...] This Court considers that online gaming and, namely, the game of poker offered on the website of the defendant, was not a legal activity in Spain".


The Supreme Court continues ruling that "[...] the activity that was developed via the website, in Spanish and targeted at the Spanish public, lacked the relevant authorization to operate gaming activities in Spain and was not a legally marketed service in Spain. Hence, Reel committed the unfair conducts reflected in articles 21.1.c and 23.1 of the Unfair Competition Act [...]. [...] in the case of articles 21 and 23 of such Act, the protected rights are fundamentally those of the consumers to receive accurate and non-misleading information and their right to fair advertising that complies with applicable legal requirements."

 Significantly, the court points to the fact that "the conduct of the defendant was not isolated, but was generalized in the market and fully tolerated by the competent administrative gaming authorities".

This constitutes the grounds for the Supreme Court not granting the damages compensation sought by Codere, as Codere could have been part of the illegal, but tolerated, activity.

This ruling imposes an obligation on consumers and stakeholders in the gaming industry to seek new perspective in claiming for prejudices caused by this situation, in light of the Administration's tolerance of an activity that has been declared illegal.

MGA Reacts to International Media Articles

MALTA (May 25, 2015) -- The Malta Gaming Authority (MGA) makes reference to a number of media articles which appeared on various international online news portals. The MGA strongly objects to the articles in question which contain factual inaccuracies and a misleading portrayal of the Malta Gaming Authority and the way it operates.

The articles in question are based on unfounded allegations by an ex-employee of the MGA (Valery Atanasov, a Bulgarian national) with whom the Authority has a pending case currently being heard in front of the Industrial Tribunal over his dismissal from the Authority following a decision by an independent disciplinary board.

The comments centre around an outdated process called ‘sealing’, a legacy and internal (non-critical) procedure which has since been discontinued in light of technological developments and innovations e.g. cloud solutions.

On the other hand, the process of tagging (of equipment) was retained for inventory control purposes.


The Authority employs various other procedures which include third party technical audits and spot checks, data extractions, 24/7 CCTV monitoring at data centres, lab certificates of critical components (e.g. servers), website/data centre traffic monitoring and verification of replication procedures for data not hosted in Malta.

This provides the Authority with sufficient assurances and capability to conduct its supervisory functions effectively including any potential tampering with equipment.

The Authority also audits its licensees information security procedures and processes against an internal manual largely adopted from international technical standards such as ISO 27001.

This provides far more comprehensive protection than any physical sealing. It is pertinent to point out that servers can also be located overseas in line with the freedoms established under the EU treaty and hence the shift in ensuring that such servers are located in ISO certified data centre facilities having world class standards including ongoing surveillance and 24/7 CCTV monitoring.

The Authority like any other regulator, acting in the public interest, has a number of discretionary powers on how to execute its functions by virtue of policies and procedures which are underpinned by a risk based approach, designed to follow a regulatory logic to achieve the regulatory objectives at play.

As a dynamic and innovative regulator, the Malta Gaming Authority keeps its processes constantly under review to ensure that regulatory processes are in sync with developments in the industry both in terms of technological advancements and regulatory performance. The Authority makes it clear that there is absolutely no link between tax evasion or money laundering with respect to the outdated practice of sealing or tagging of equipment.

The Authority has other mechanisms in place to supervise tax compliance and money laundering in line with the pertinent legislation. Any media statements to the contrary are based solely on misinformation, poor knowledge of the gaming sector or worse, misleading information.

The implementation of the new EU 4AMLD (Fourth Anti-money Laundering Directive) including attendant supervisory mechanisms later on this year will further strengthen the Authority’s oversight in this area.

Scientific Games Unveils Advanced Lottery Instant Game Software Security System and Robotics

New, Patented Technologies Offer Lotteries Advanced Security in Each Stage of Company's Secure Manufacturing Processes


LAS VEGAS and ATLANTA (May 30, 2017) -- Scientific Games Corporation (NASDAQ: SGMS) ("Scientific Games" or the "Company") today announced that the Company has unveiled a new, advanced software security system and robotic technologies for lottery instant game security at its Alpharetta, Georgia instant game manufacturing facility, which produces and ships more than 70 percent of lottery instant games sold in the U.S.

The new, patented KDS360 software security system was developed through a series of advancements in Keyed Dual Security (KDS) technology systems, the foundation of Scientific Games' instant games security. KDS360 extends the protection of an instant game from initial game data generation though the final delivery of the game to the lottery or its retailers, including the critical process of prize balancing.

Joe Bennett, Scientific Games' Vice President of Operations for U.S. Instant Products, said, "There is no other instant game security technology like KDS360 available to protect lotteries and their players. This software system and robotic technologies are integral to game security and to Scientific Games' ability to provide the most secure instant games in the marketplace."

The KDS360 security system requires separate random number generation keys from multiple and independent parties to shuffle the prizes within a lottery instant game, and then further extends game security by shuffling games at the individual ticket level during the manufacturing process. The system includes the front-end security infrastructure (secured servers, algorithms, multiple keys and independent oversight), as well as the back-end robotic cells. The robotic cells ensure that each instant game meets or exceeds the lottery's prize structure requirements and that the correct packs, cartons and pallets are securely delivered to the lottery or its retailers.

Jumbo Interactive Trading Update Full Year June 2017

  • Forecast NPAT about $5.7 million - An increase of about 21%

TOOWONG, Qld., Queensland (May 31, 2017) -- Leading internet lottery business, Jumbo Interactive (ASX:JIN) today provided a trading update for the full year to June 2017. Net profit after tax is expected to be about 21% higher than the previous financial year due mainly to a reduction in expenses following the closure of the German business.

On a continuing operations basis (removing the effect of the closed German business), a lower level of large jackpot activity in Australia (37.8% by number and 14.6% by average Division 1 jackpot value) is expected to result in a decrease in TTV and Revenue, and to a lesser extent in NPAT which is forecast to be about $7.1 million.

The growing Charity Lotteries business has signed an agreement with The Mater Prize Home to sell tickets in the popular Mater Prize Home Lottery. These games have been launched and are now available for sale on the website and app.

“It is pleasing to see that NPAT of continuing operations is expected to hold up well despite the impact of lower jackpot activity for FY2017, and the business is well placed for good growth in the years ahead”, said Mr Mike Veverka, CEO and Founder of Jumbo Interactive.





With the long term stability of the business being underpinned by the recent Tatts transactions as announced 12 May 2017, together with good growth prospects and a current healthy cash reserve position, the board has changed the Dividend Policy to 85% of NPAT payout ratio effective H2 FY2017.

Based on the FY17 forecast NPAT and H1 FY2017 actual results, a final dividend for H2 FY2017 is estimated to be 5.1c (2016: 5.0c) for a total dividend for FY2017 8.6c (2016:7.0c). This will be the Company’s 18th dividend payment since introducing the dividend policy in 2008.

Aristocrat Delivers Strong First Half Growth and Confirms Full Year Profit Guidance

SYDNEY, Australia (May 25, 2017) -- Aristocrat Leisure Limited (ASX: ALL) today announced its results for the half year ended 31 March 2017, and confirmed its profit expectations for the full year to 30 September 2017.

Net profit after tax and before amortisation of acquired intangibles (NPATA) for the half year was $272.9 million for the period, representing growth of 49% in reported terms and 53% in constant currency, compared to the $183.2 million delivered in the six months to 31 March 2016. This result reflected the strong performance delivered across the Group’s global portfolio, particularly growth in Aristocrat’s Americas, Digital and International Class III businesses, supported by sustained momentum in Australia.

The Directors have authorised a dividend of 14.0 cents per share (A$89.4 million) franked at 25% in respect of the 6 months ended 31 March 2017. This represents an increase of 4.0 cents (40%) on the prior corresponding period (PCP). The interim dividend is expected to be declared and paid on 3 July 2017. Dividends are expected to remain partially franked going forward.

Other key features of the result include:

  • Revenue increased by more than 21% in reported terms and over 24% in constant currency, compared to the PCP. Earnings before interest, tax and depreciation and amortisation (EBITDA) increased 34% in reported terms and almost 38% in constant currency, demonstrating Aristocrat’s ability to grow revenue and leverage value through the P&L.
  • Aristocrat continued to invest in talent and technology in line with the Group’s strategy and in order to deliver competitive product across core markets and segments while also pursuing opportunities in key adjacencies.
  • Operating cash flow of $401.9 million was over 41% higher than the PCP, reflecting the strong operational performance of the business together with a continued, rigorous focus on cash management.
  • Net gearing improved from 1.9 times at 31 March 2016, to 0.9 times at period end, due to earnings growth and significant free cash flow generation across the Group.

“Aristocrat’s strong balance sheet, improving debt ratios and substantial liquidity position provides us with ample flexibility for continued investment going forward, consistent with our strategy and shareholders’ interests” Mr Croker concluded.


Aristocrat confirmed its profit expectations for the full year to 30 September 2017 continue to be as set out at the company’s Annual General Meeting and accompanying market announcement on 27 February 2017.

Specifically, Aristocrat expects growth in normalised NPATA over the full year in the range of 20 – 30%, compared to the corresponding 2016 result, extending our established trajectory of full year profit growth.

While this guidance implies a lower second half, it reflects a planned uplift in D&D investment, together with the impact of the concentration of new openings in the first half of the financial year, which is not likely to be repeated in the second half.

Tatts Awarded New Public Lotteries Licence

MELBOURNE, Victoria, Australia (June 1, 2017) -- Tatts Group Limited has been awarded Victoria’s public lottery licence for the next 10 years.

The licence gives Tatts the exclusive right to run a range of lotteries in Victoria for the next decade, including drawing numbers from a pool (such as Powerball) and scratchies.


Under the terms of the new agreement, Tatts will make a $120 million premium payment to the Victorian Government when the licence commences on 1 July 2018 – almost four times the $31 million received for the two lotteries licences issued in 2007.

The licence is expected to generate close to $4 billion before it expires in 2028, which will be reinvested in the Hospital and Charities Fund and Mental Health Fund – improving vital services and facilities across Victoria.

Tatts was selected following a rigorous 20-month application and evaluation process, in which the company demonstrated the technical, commercial and financial expertise needed to run Victoria’s public lotteries.

Tatts also holds the current public lotteries licence, which is due to expire on 30 June 2018.
