INTRALOT Sign Extensions with Ohio Lottery Through 2027

ATHENS, Greece (June 27, 2017) -- INTRALOT Inc., a subsidiary of INTRALOT Group in the United States, announces:

  1. The renewal of its current contract with the Ohio Lottery for the two-year period from July 1, 2017, through June 30, 2019, consistent with its existing agreement and the State of Ohio’s Controlling Board, covering the period 2009-2021. The value of this 2-year contract is estimated at $ 71 million.
  2. The amendment of the current agreement with the Ohio Lottery providing the Ohio Lottery three additional 2-year renewal options, thus extending the contract term through June 30, 2027.
  3. INTRALOT provides a secure central gaming system that delivers, manages, and accounts for all current in-state and multi-state draw games, inventory control and logistics for the full complement of scratch games, EZPLAY®, EZPLAY® TAP and QuicKeno games and other related services. Montana Lottery Celebrates 30 Years of Business -- and Winners

HELENA, Montana (June 23, 2017) -- The Montana Lottery marks 30 years in business on Friday -- and has paid out more than $48,000 every single day on average to winners since it sold its first ticket in June of 1987.

The Lottery was created by an overwhelming 69 percent of Montana citizens in a legislative referendum election in 1986. The first tickets went on sale on June 24, 1987.

Since then, the Montana Lottery has been doing exactly what it was designed to do, said Lottery Director Angela Wong: Making winners in Montana and making money for state programs benefiting Montana’s citizens.

We’ve paid out more than $526 million to our winners in the last thirty years,” Wong said, “We’ve generated more than $236 million to benefit the citizens of Montana and help fund state programs. Today marks a winning three decades of excitement and success in Montana.”

The Lottery celebrated the anniversary Friday with a public event and open house from 11 a.m. to 2 p.m. at its headquarters. The event is expected to draw past directors, players and officials.

The Montana Lottery started small: Initially, the Lottery sold just one ticket – a $1 Scratch ticket called “Pot of Gold.” The state’s first jackpot went to Shirley J. Waldo, of Billings, who bought her winning ticket on the very first day of sales.

Today, the Montana Lottery offers several multi-state games, like Powerball and MegaMillions. But the backbone of the Montana Lottery remains the games that are designed and created by Montanans, for Montanans, including Montana Cash, Montana Millionaire, Big Sky Bonus and the vast majority of its Scratch tickets.  All are created and designed by Lottery staff at the Helena headquarters.

Montana Lottery proceeds have gone to several state accounts since the Lottery’s inception. Since the 1990s, lawmakers have allocated Lottery revenues to the state General Fund, which pays for a long list of important state services like education, public safety and public health. The Lottery’s contributions to state programs have grown much in three decades. For the past several years, the Lottery has transferred around $12 million to the state each year.

Winners have come from every corner of the state. While each winner uses their winnings uniquely, most winners report to the Lottery they intend to use their windfall to pay off debt (usually their house), buy a new vehicle (usually a truck) and send their kids to college.

Missouri Lottery’s Annual and Monthly Profits Second Highest Ever

JEFFERSON CITY, Missouri (June 19, 2017) -- On June 16, the Missouri Lottery made its final monthly transfer for fiscal year 2017 worth $30.7 million, the second-largest monthly transfer in the Lottery’s history. It brings the transfer year total to $297.8 million and exceeds the Lottery’s strategic goal by more than $11.4 million.

Our strategic goal was to reach $286.4 million, and we surpassed that by 4 percent,” said May Scheve Reardon, executive director of the Missouri Lottery. “We’re very pleased. This is the second-highest annual profits to public education ever.

The monthly transfer was the second-highest ever, too, due to a large unclaimed Lotto prize, and strong Powerball and Scratchers sales in May,” Reardon said.

A $3.5 million Lotto prize sold in Hermann for the Nov. 12, 2016, drawing, expired on May 11. That prize amount was part of the May transfer to the Lottery Proceeds Fund for public education. It was the largest unclaimed prize and the third worth more than $1 million to go unclaimed in the Lottery’s 31-year history.

Reardon said prior to each fiscal year, the Lottery averages the most recent five years’ profits for a “benchmark” and increases it by 1 percent to arrive at a reasonable goal. She noted that while last year’s annual proceeds came in higher – $308.9 million – it was due to profits from the record high $1.5 billion Powerball jackpot in January 2016.

The last fiscal year was an anomaly,” Reardon said. “A jackpot higher than $1 billion is only expected to happen once every decade. This year, we are $9.1 million higher than our prior second-best year – without any record jackpots or unusual circumstances.”

Reardon said strong Lottery sales in transfer year 2017 came from a full year of sales of the $30 “$300,000,000 Golden Ticket” Scratchers game, increased Scratchers tickets displayed from 24 to 28 in new Gemini Touch machines, and record Pick 3 and Pick 4 sales.

Our average price per Scratchers ticket sold this past year was $3.93,” said Reardon. “Scratchers sales have hit an all-time high – up more than 3.9 percent so far this fiscal year compared with last year.

“We also have to attribute some of the increase to our network of more than 4,700 dedicated retailers. They work hard to help us maximize money for public education programs.”

One hundred percent of the proceeds from Missouri Lottery ticket sales go to public education. In fiscal year 2017, these proceeds were appropriated for a variety of programs including:  the Foundation Program, the A+ Scholarships Program, Special Education Excess Costs, the Classroom Trust Fund, and 10-11 percent of the state’s funding for several public higher education institutions’ operating costs. Each year, the proceeds are allocated by the governor and the state’s legislature during the annual appropriation process. These funds represent approximately 4 percent of the annual funding required for Missouri’s public education system.

For each dollar spent on the Lottery, more than 95 cents goes back to the citizens of the state in one form or another. Approximately 66.6 cents is returned to players as prizes, 23 cents goes to the state’s public education programs, 5.9 cents pays for retailers’ commissions, incentives and bonuses, and 4.5 cents is used for administrative costs.

Online Gambling: Court Rejects Non-Transparent Licensing Regimes and Prohibits Enforcement Measures

BRUSSELS, Belgium (June 22, 2017) -- Today, the CJEU manifestly ruled that enforcement actions against EU licensed operators unlawfully excluded from national licensing processes are prohibited and not in compliance with EU law (case Unibet International (C-49/16). The Court confirmed the obligation on Member States to organise transparent licensing processes and rejected EU countries’ discretion to impose enforcement measures. This ruling comes at a crucial time for countries like the Netherlands, were national legislation that has been found incompatible with the Treaties, is enforced.

The Court of Justice of the EU (CJEU) found that Hungary violated the fundamental freedom to provide services guaranteed under Art 56 of the EU Treaty (TFEU) prohibiting a cross-border operator licensed in the EU to lawfully provide its services in Hungary, by failing to organise a licensing tender published according to objective, transparent, non-discriminatory and proportionate criteria. This has been precised in para. 42 stating that, where it may be of interest to an undertaking located in a Member State other than that in which the concession is granted, [the State is required] to enable the service concession to be opened up to competition and the impartiality of the award procedures to be reviewed. The Court is further stressing the need for an impartial licence award [para. 41] and stressed that the rules of law be clear and precise and predictable in their effect [para. 43]. The judgment confirms existing CJEU jurisprudence1, such as the February 2016 Sebat Ince ruling (C-336/14).

Hence, when the national regime is in violation of EU law, a Member State is precluded from sanctioning an operator holding a licence in the EU. Such jurisprudence is more relevant than ever with Member States such as Poland and the Netherlands introducing very restrictive and incompatible regulatory frameworks and imposing subsequent enforcement measures which clearly contradict the fundamental principles of EU law.

In addition, the CJEU judgment states (see link):

  • “In that regard, it is sufficient to recall that, where a restrictive system has been established for games of chance and that system is incompatible with Article 56 TFEU, an infringement of the system by an economic operator cannot give rise to penalties (Pfleger and Others, C 390/12, EU:C:2014:281, paragraph 64 and the case-law cited.)” (para. 50).
  • "The answer to the third question is that Article 56 TFEU must be interpreted as precluding penalties [Note: see para. 22 where penalties are, amongst others, defined as ISP blocking and fines], such as those at issue in the main proceedings, imposed for the infringement of national legislation introducing a system of concessions and licences for the organisation of games of chance, if such national legislation proves to be contrary to Article 56 TFEU." (para. 51).

 

Maarten Haijer, Secretary General of EGBA, comments: “The Court reiterated that Member States must guarantee that national regulation on online gambling services meets objective, transparent, non-discriminatory and proportionate criteria. Only a properly regulated and transparent online gambling market can ensure that the consumer is channelled to the regulated offer.

Haijer added “The Court’s ruling is a clear message to other Gaming Authorities, including the Dutch Gaming Authority, that they must not enforce regulation that does not comply with basic EU law. We expect these Member States to reconsider and lift these enforcement measures as they are acting in violation of EU law. Their actions do not serve the interest of consumers, they fail to channel the consumers to reliable providers, instead they merely prop up failed regulation.”

The Budapest-Capital Administrative and Labour Court asked the CJEU whether Hungary violated the freedom to provide services (Article 56 TFEU) for imposing administrative fines and temporary ISP blocking measures against an EU licensed and regulated operator, whilst it failed to publish a call for tenders and did not enable the operator to submit an application for the purposes of obtaining a Hungarian license.

In 2014, the European Commission sent an EU Pilot letter to Hungary in reaction to the changes in the Hungarian gambling framework, in which it emphasised the negative impact on the freedom to provide services (Art 56 TFEU).

International Association of Gaming Regulators Announces 2017 Conference in Johannesburg, South Africa
