IGT Signs The Voice Gaming License for Lottery


LONDON, U.K. (September 12, 2017) – IGT has signed a multi-year licensing agreement with Talpa Global B.V., granting IGT the exclusive property licensing rights to the The Voice brand in the lottery category. The agreement grants IGT the rights to develop and distribute The Voice lottery games globally. IGT has the rights to distribute instant scratch games, pull-tab games, traditional online games, instant online games, monitor games, interactive games, and mobile games. In conjunction with the instant games,

IGT will also develop comprehensive marketing programs to support The Voice lottery games that will include a second chance promotion, an entertaining, interactive social media component, and travel packages to Las Vegas and Los Angeles.

Lottery Exceeds $700Million in Scholarship Funding

LITTLE ROCK, Arkansas (September 11, 2017) -- The newest numbers are here, and they’re big: Accumulated net proceeds since the Arkansas Scholarship Lottery’s 2009 inception now total $705,031,573.17. This means that, since it began, the Lottery has provided more $705 million for funding thousands of college scholarships to Arkansas students since it launched eight years ago.


Surpassing $700 million in scholarship proceeds is definitely a milestone – but we just love that it means more scholarships for Arkansas students, and more people in Arkansas having fun playing the games,” Arkansas Scholarship Lottery Director Bishop Woosley said.

Large jackpots for two national draw games last month helped the Lottery break the $700M mark -- net proceeds for August 2017 were $8,912,741.54. “Having not just one, but two, huge national draw game jackpots from both Powerball and Mega Millions certainly helped us have an amazing August,” Woosley added.

Over $158 Million in PA Lottery Scratch-Offs Prizes Won in August

MIDDLETOWN, Pa. (September 6, 2017) -- Pennsylvania Lottery Scratch-Offs players claimed $158,393,768 in prizes during August, including three prizes of $1 million claimed by winners in Allegheny, Armstrong and Dauphin counties.

The $1 million wins were on the $1,000,000 Fortune scratch-off game, the $1,000,000 Silver & Gold scratch-off game and the Million in an Instant scratch-off game.

Other sizable scratch-offs prizes claimed during August included six prizes of $300,000, one $250,000 prize, and 16 prizes of $100,000.

Westgate Las Vegas Resort & Casino Chooses Scientific Games for Casino-based, Online and Mobile Technology Solutions


LAS VEGAS, NV (September 11, 2017) -- Scientific Games Corporation (NASDAQ: SGMS) ("Scientific Games" or the "Company") announced an agreement to upgrade the comprehensive suite of casino management system products and devices at Westgate Las Vegas Resort & Casino ("Westgate Las Vegas"). Additionally, the Company will deploy its SG Universe® product suite on Westgate Resorts' mobile and online platforms.

Westgate Las Vegas is operated by Paragon Gaming and features a 95,000 square foot casino floor with 670 slot machines and 17 tables. Mr Green Launches Predictive Green Gaming Tool


STOCKHOLM, Sweden (September 11, 2017) -- Mr Green announced the launch today of its predictive Green Gaming tool. This unique tool gives players the ability to gain insight into their own risk behavior. At the same time, the tool’s functionality means Mr Green can better detect when healthy playing has moved into the risk zone.

National Council Insists on Tax Exemption for Profits from Lottery or Casino Winnings

SWITZERLAND (September 12, 2017) -- The national council wants to stay with it: who in the lotto or in the casino gains gains, this should not be taxed in the future. In other articles of the Geldspielgesetz, however, the National Council has joined the Council of States.

On Tuesday, the National Council dealt for the second time with the comprehensive submission. In doing so, she decided not to pay taxes on lottery and money game winnings with 97 to 89 votes.


This would eliminate inequality between lottery, money games in casinos and online offers, argued the majority in the National Council. Swiss providers of money and gambling would also be strengthened against the competition beyond the national borders.

"Promise for gambling"

In the minority were SP, CVP and Greens. Like the Council of States, they insisted on taxation. Lisa Mazzone (Greens / GE) said that if wages were taxed and game winnings were not, this would be an invitation to gamble. Beat Flach (GLP / AG) called the freeze of one million too high.

Also profits from one million francs from online gambling games wanted the taxed minority tax. In addition, Karl Vogler (CSP / OW) argued with more than 100 million Swiss francs in tax losses in the absence of taxation.

Justice Minister Simonetta Sommaruga expressed understanding of the concerns, but stressed the disadvantages of taxation. If taxes were levied on the profits of individual games, there was an unequal treatment between gambling houses and lottery and distinctions, which were difficult to explain, she said.

The national council was then held on the wage cap at organizers of gambling, against the will of FDP, BDP and CVP. Giovanni Merlini (FDP / TI) referred in vain to the sovereignty of the cantons.


According to the decision, no wage may be higher than a federal wage bill - currently 475,000 Swiss francs.

Disclosure requirement deleted

The National Council has deleted the provision by which the executive organs and directors of large gambling games have to disclose their references, thus eliminating another difference.

For this purpose, he welcomed an individual application from Thierry Burkart (FDP / AG) with 101 to 86 votes.

Burkart argued that there was no particular reason to obligate these private companies to publish compensation.

Other companies may also be required to disclose wages with reference to this document.

In further points, the National Council has also joined the Council of States. Casinos in mountain areas that have a B concession are allowed to enter a season break of up to 270 days for table games.

On this point, a minority of SP and CVP prevailed.

Promotion of mountain areas

The advocates understood the season break for B casinos in tourism areas as a promotion of the mountain areas.

Sommaruga, on the other hand, maintained that the provision on the closing days of the law was no longer necessary and went too far. The gambling bank ordinance already permits seasonal closures under conditions.


Both councils have also decided that only companies and associations organized according to Swiss law are allowed to do small games.

The establishment of an association for the execution of a game is reasonable, found the majority. The SVP would also have allowed authorizations for natural persons, but was defeated.

In the case of winnings for sales promotion, the National Council approached the Council of States. With 136 votes to 48 votes, he decided to adopt more detailed provisions for retailers and media companies.

The latter may offer profit games, even if free can be played without disadvantages.

Clear responsibilities are required

SVP representatives wanted to stay with the original decision of the National Council and in principle allow such games only if a free participation on the same conditions is possible, but were subject. Lukas Reimann (SVP / SG) said it needed clear responsibilities. If there were different responsibilities, illegal providers used this.

With the revised Geldspielgesetz in Switzerland also online games are admitted. This may only be offered by casinos domiciled in Switzerland. The councils have agreed on this.

The chambers have also agreed that the access to illegal foreign online money games in Switzerland will be blocked.

The bill goes back to the Council of States.

Diamond Game Awarded Missouri Lottery Contract

LOS ANGELES, California (September 14, 2017) -- Diamond Game Enterprises, Inc. Diamond Game’s LT-3 Pull-Tab dispensers were first deployed in Missouri veteran and fraternal organizations in 2013 as part of a pilot program to return Lottery Pull-Tabs to the market. The Pull-Tab Dispenser program in Missouri serves as a key milestone for Diamond Game, as it became the first U.S. lottery to deploy the LT-3.

The Missouri Lottery Pull-Tab program is one of six North American jurisdictions where Diamond Game has its LT-3 dispensers deployed.

IGT Receives NASPL Standards Initiative Recertification for Quality Assurance Best Practices


LONDON, U.K. (September 14, 2017) -- IGT announced its recertification for the North

American Association of State and Provincial Lotteries (NASPL) Standards Initiative (NSI) certification program in Quality Assurance. The certification program, which is operated and managed by The Open Group, in partnership with NASPL, ensures that quality management processes have been audited and that IGT has demonstrated conformance to the NSI Certification Program Conformance Requirements documents QA Development Process 1.0 and QA Requirements Definition for Vendors 1.0. IGT is listed as recertified for QA Development and QA Requirements Definition until June 2019.

This year, IGT showcased a Texas project associated with Texas Triple Chance and the

Powerball Matrix Change which was also used during the CMMI Level 3 SCAMPI (Standard CMMI Appraisal Method for Process Improvement) in 2015. The NASPL defined best practices are intended to provide both lotteries and vendors with simple, documented, and approved methods for ensuring quality in the software and requirements development processes. IGT (legacy GTECH) was first certified in the NSI certification program for Quality Assurance in 2009. Recertification is required every two years.

New PA Lottery Games Offer Second-Chance Drawings

MIDDLETOWN, Pa. (Sept. 12, 2017) -- New Pennsylvania Lottery Scratch-Off games featuring second-chance drawings are now on sale, offering players more chances to win big prizes.
