Lottery Rolls-Out New Mobile App, Recharged Loyalty Program

Missouri Lottery sends $18.9 million to education

JEFFERSON CITY, Missouri (July 14, 2017) -- Missouri Lottery players can now scan Scratchers and Draw Games tickets directly on their smartphones to check for winning tickets, enter current promotions, earn chances to win prizes, keep their lucky numbers on a digital playslip and more. The new mobile app is now available through the App Store and Google Play.

Lottery Insights December Issue
Click here for the latest electronic version of Lottery Insights.

Players have been asking for this, and we’re pleased to be able to offer them all these conveniences,” said May Scheve Reardon, executive director of the Missouri Lottery. “Not only does the new app have these additional functions, but it will still offer longtime favorites, including the ability to get winning numbers and jackpot alerts, as well as to see remaining prizes on each of our Scratchers games. Players are going to love it.

Other features added to the new mobile app include a button to find the nearest Lottery retail location, and a winners’ map with information on where winning tickets were sold.

It will also be easier for our retail partners to just scan the barcode on players’ digital play slips to produce tickets,” Reardon said. “This is really a game-changer for everyone.

The Lottery has also recharged the My Lottery Players Club to include more of what players requested.

Players have told us that they want a chance to win our products, so we are now offering coupons for those,” Reardon said. “It’s definitely a ‘best practice’ to offer your own products as added value.

They also wanted faster delivery, so now we will offer numerous e-gift cards from major store brands that can be sent immediately to the player’s account.”

Players who were formerly My Lottery members won’t have to do anything to be included in the new program. Those who aren’t members can sign up for a free account at or through the app.

When My Lottery members scan their tickets, they will be entered into any eligible second-chance drawings, along with being moved closer to an animated wheel spin, which will deliver points and rewards.

The wheel spin will result in Draw Points, Prize Points or Instant Wins,” said Reardon. “Draw Points can be used for a chance to win any number of amazing prizes, like a Ford F-150 truck, a Florida trip, concerts and more.

Prize Points can be spent in the new digital Points For Prizes store, which offers e-gift cards, Missouri Lottery ticket coupons, digital books, music downloads and more.

The new app and rewards program will make everything much easier, more streamlined and more fun,” Reardon said.

Missouri Lottery sends $18.9 million to education

Meanwhile the Missouri Lottery made its first transfer of fiscal year 2018 today by sending $18.9 million in profits to public education.

The July transfer of $18,940,088 is based on sales in June.

Lottery officials say since Missouri Lottery sales started in 1986, the Lottery has generated more than $5.7 billion for the state and public education. Annual proceeds comprise about 4 percent of the state’s funding for public education.

Prior to each fiscal year, the Lottery averages the most recent five years’ profits for a “benchmark” and increases that amount by 1 percent to arrive at a prudent goal for the next fiscal year.

Programs currently funded in FY18 include the A+ Scholarship Program, the Foundation Program and Access Missouri, among many others.

In addition to providing funds for public education, the Lottery also benefits the state by collecting state taxes on prizes of more than $600. During FY17, the Lottery collected $3.6 million in state tax withholdings, along with another $664,000 in debt offsets for back taxes, child support, public defender fees and other state agency debts.

Gambling Commission Warns Fantasy Football Organisers to Not Get Caught Out by Gambling Rules

BIRMINGHAM, UK (July 17, 2017) -- With the next football season around the corner, organisers of fantasy football leagues are being reminded by the Gambling Commission to ensure they are not caught out by gambling law.

The risk for those organising fantasy football leagues is that it could require a pool betting licence from the Gambling Commission, as prize values are determined by the number of paying entrants.

Schafer Systems Inc.

The exception to this is where it is not run in the course of a business1, or where it is run privately, for example with residents of the same premises or between work colleagues.

One area that organisers are being told to be particularly aware of is advertising and social media.

Advertising, when it comes to gambling, includes doing anything that encourages someone gamble, or provides information about gambling facilities so that it will increase use.

This includes Twitter or Facebook posts, whether public, or private or within groups.

Promoting a fantasy football league in this way could mean it is being operated in the course of a business and will need an operating licence.

Ben Haden, programme director at the Gambling Commission, said: “Fantasy football is no doubt a popular pastime for many during football season and many will be thinking about setting up their own league this summer.

We want to ensure that those organising these leagues - whether it’s between friends, work colleagues or otherwise - are aware of the legalities and do not breach gambling rules.”

Organisers of fantasy football leagues, or any fantasy competition involving other sports2, are encouraged to read the advice on our website.

HARRISBURG, PA (July 13, 2017) -- The Pennsylvania Gaming Control Board today announced that it has scheduled a public hearing on Monday, July 31, 2017 for the purpose of receiving additional evidence regarding the ownership of Stadium Casino, LLC which had previously been selected by the Board to be awarded the second Philadelphia casino license.

The hearing, which will begin at 2:00 p.m., will be held in the Board’s Public Hearing Room on the second floor of Strawberry Square in Harrisburg, The hearing will be streamed live on the Board’s web site,

As part of its program of joint activities with the Macau government, MGS has unveiled the 'Qualified Buyers’ initiative to provide extensive travel and accommodation subsidies for visitors to the show which is being held at the Venetian Macao, 14-16 November 2017.

Czech Republic Well Represented at CEEGC 2017; Jan Rehola and Dr. Robert Skalina Will Give Presentations

PRAGUE, Czech Republic (July 18, 2017) -- The Czech Republic’s online gambling market has been in the scope of the industry this year and we can say the Prague Gaming Summit has managed to achieve its goal. The goal of taking the industry’s experts into one room with the Czech regulators in order to get a better understanding of the regulatory framework and why not, discuss possible burden easy for the operators.

While the regulators present at the event have made a clear statement that new amendments will follow shortly in June, this has not been materialized yet. It seems that the Czech regulators want to sort out the problems they had with the first regulation law and work out the best possible amendments that will help make the market more competitive for remote operators.

Our sources who will be present during CEEGC, have pointed out that there will be some new guidelines coming out and a methodology on Bonuses and Max Hourly Loss will also be published. These materials will also be followed by the announcement of the newly licensed operators. It seems that the Czech Republic’s Ministry of Finance have their hands full and can’t juggle the sensitive manners of the amendments since they have to recheck the whole land based sector, where all land based operators have to get a new license by the end of the year.

The Czech market will be discussed during the Eastern European panel, which is titled as “The growth of regulated markets in the Eastern European region” and scheduled to be held between 11:00 – 12:00 (Budapest Local Time) on the 19th of September (Day 1) during the second edition of the Central and Eastern European Gaming Conference Budapest. (you can view the full agenda here)

The second edition of the Central and Eastern European Gaming Conference (CEEGC) will be held at the Kempinski Hotel Corvinus Budapest and as during first edition, it will bring together the cream of the online gambling industry for two days of fully packed unique networking opportunities.

We have set the dates of 19 and 20 September by carefully synchronizing with the top delegates that will be attending the event and we are looking forward to having you among our guests.

The motto of the 2017 event is “Unfinished Business: Dare to attend” and it will focus on the Latest Innovations, Hot Topics, Eastern and Central European market updates and a special focus on the Balkans.

We are aiming to bring yet another opportunity to harvest a wealth of information about the hot topics and trends which shape the industry in 2017 and will look towards the future awaited regulatory updates.

Wait No More! Menifee Powerball® Winner Claims Massive $447.8 Million Jackpot Prize!

California’s Latest Multi-Millionaire Chooses Lump Sum Cash Option of $279.1 Million

SACRAMENTO, California (July 19, 2017) -- The Powerball winner who purchased his lucky ticket in the tiny Riverside County city of Menifee has come forward to claim his $447.8 million prize – the 7th-largest jackpot in Powerball game history and the 10th-largest jackpot in U.S. history.

Jeff Lindsay and his family are California’s newest multi-millionaires. When asked how that felt, Jeff replied, “We are obviously thrilled with this tremendous stroke of good luck and are still getting our arms around what it means for us.

We congratulate Jeff and his family on their huge win,” California Lottery Director Hugo Lopez said. “This winner is informed and has already assembled a team of legal and financial advisors to help him make the most of this newfound wealth and make it last for many generations. We also understand that they plan on giving back to causes important to them and that is good news for us all. The California Lottery’s mission is to provide supplemental funding for public schools, and a portion of any Lottery tickets purchased goes towards that cause.

Lindsay stopped at Marietta Liquor & Deli to buy some Scratchers® tickets, then returned later to cash in one winner, and on a whim decided to purchase 10 Powerball tickets. The winning ticket, worth nearly half a billion dollars, actually sat on the kitchen counter until Lindsay heard that the winning jackpot ticket was purchased in Sun City and won the entire jackpot.

Marietta Liquor & Deli, which is owned by the Alberre family and located at 27985 Bradley Road in Sun City, will receive a huge $1 million retailer bonus just for selling the winning ticket. (The retailer bonus is not subtracted from the winner’s jackpot prize.)

The Lindsays do not wish to speak with media about the win and declined to take a winner photo, but they did release the following statement:

We are private people and do not want to change who we are or become public figures and ask that people appreciate and respect our privacy. In order to help manage what has already been a somewhat overwhelming process, we have engaged a number of financial, legal and other advisors to guide us and help us make the best decisions possible.

Once things calm down, we plan on working closely with our team of advisors to determine how to properly manage and invest this newfound wealth to ensure that we can support our family and causes that are important to us for many generations to come.

The California Lottery is a $6 billion enterprise based in Sacramento. It is one of the few state agencies that is a revenue generator, not accepting taxpayer dollars from the State’s General Fund. Its mission is to provide supplemental funding to California schools while simultaneously supporting local communities. In FY 2016-17, the Lottery created 83 new millionaires. Ninety-five cents of every dollar spent by our players goes back to local communities in the form of contributions to public schools and colleges, prizes and retail compensation. The California Lottery urges its customers to play responsibly and within their budgets. If you feel you have a gambling problem, or know someone who does, you can get help at 1-800-GAMBLER.
