IGT Forms Joint Venture with Telling Telecommunications to Provide Innovative Lottery Products


LONDON, U.K. (July 27, 2017) -- IGT has announced that it has formed a Chinese-foreign equity joint venture with Telling Telecommunication Holding Co., Ltd. subsidiary Shenzhen Tian Lian Cai Investment Co., Ltd. Missouri Man Finds His $10 Million ‘Golden Ticket’

JEFFERSON CITY, Missouri (July 31, 2017) -- Being particular paid off to the tune of $10 million for one Imperial electrician, who was searching for a specific Missouri Lottery Scratchers ticket during a recent trip to Schnucks Market in Arnold for groceries.

David Piper said he found the “$300,000,000 Golden Ticket” Scratchers in the third machine, so he bought one of those and a few other tickets. When he took his tickets home to scratch them, he got a jolt when he discovered his “Golden Ticket” was worth a $10 million top prize.


The number 33 came up, and I thought, ‘Well, I won something,’” Piper said. “And when I scratched it off, I had to look at it several times before I believed what it said.

After some careful thought and financial counsel, Piper decided to retire from the electrician job he has held for more than 27 years. His fellow co-workers were excited for him.

I said goodbye on the same day I was leaving,” he shared. “I was kind of sad, and I hated to leave it.

Both David and his wife, Vickie, would like to buy a new home, but Vickie also has an item she would like to cross off her list.

I want to go to New York City,” she said. “I have always wanted to see Central Park, Broadway and stand in the middle of Times Square at night and see the lights. That would be one of the best things in the world to do.

Piper purchased the winning Scratchers ticket on July 9 at Schnucks Market, 3900 Vogel Road, in Arnold, where he often buys his Lottery tickets. Winners of the top prize have the option to take the $10 million winnings in 25 annual payments of $400,000 or as a one-time lump-sum payment of $6.8 million. The Pipers decided to take the cash option.

“$300,000,000 Golden Ticket” is a $30 game that started Jan. 25, 2016, to celebrate the Missouri Lottery’s 30th anniversary. It offers more than $165 million in remaining prizes, including five $1 million prizes and one $10 million top prize.

The Pipers are the 114th players to win $1 million or more on a Scratchers ticket, and they claimed the 473rd Missouri Lottery prize worth $1 million or more sold since the Lottery began in 1986.

Lottery Raises $622 Million for Education Programs in N.C.

Earnings top $600 million mark for second year in a row

RALEIGH, North Carolina (August 2, 2017) -- Fun games and prizes added up to another year of record-breaking sales for the N.C. Education Lottery as it raised $622 million for education programs in North Carolina.

As the lottery ended its fiscal year on June 30, preliminary and unaudited results showed lottery ticket sales totaled $2.42 billion, up 1.8 percent from the year before. The lottery has increased its sales in each of its 11 years of operations. From those sales, the lottery earned $622 million for education programs in the state, topping $600 million for the second year in a row. Earnings for education averaged $1.7 million a day.

The lottery’s performance shows how much Tar Heels like their lottery,” said Alice Garland, executive director of the lottery. “The prizes, averaging $4.2 million a day, make for a lot of fun. The fun fuels the sales and the sales produce the profits that go to a good cause.”

Final transfers of revenues to the state in June brought the lottery’s total contribution since inception to more than $5.2 billion.

During the year, prizes of $1 million or more were won 59 times. The lottery paid out $1.54 billion in prizes. The biggest prizes won included a $10 million instant prize from the Ultimate Million game and two $1,000 a Day for Life top prizes in the new Lucky for Life Game that were worth at least $7.2 million. Many winners put their money right back to work in the economy, by paying bills, buying new houses or cars, taking vacations, saving and investing the money for retirement or college, or donating to good causes they care about.

Retailers across the state earned $169 million in commissions, up 1.8 percent, or $3 million. The commissions play an important role in the state’s retail economy.

Legislators decide how lottery proceeds are best used. Currently, lottery funds cover the costs of non-instructional support staff and provide additional transportation funds to all school systems; help counties build and repair schools; provide scholarships and grants based on financial need to help cover the cost of going to a state university or community college; and help “at-risk” four-year-olds get a better start in school by attending an academic preschool in the N.C. Pre-K Program.

Debit Card Purchases To Be An Option For Players, Retailers

LITTLE ROCK, Arkansas (July 28, 2017) -- With the new month comes a new addition to the Arkansas Scholarship Lottery – beginning August 1, lottery players may use debit cards for their purchases at participating retailers.

Act 876, signed into law by Gov. Asa Hutchinson on April 5th following its passage by the Arkansas Legislature, gives lottery retailers the option to allow debit card payments for lottery games.

Retailers may also accept other non-cash, non-deferred forms of payment such as Apple Pay and Google Wallet apps. The act does not allow for lottery purchases with credit cards or checks.


This law is not mandatory – it allows retailers discretion on whether to accept debit cards for lottery purchases,” Arkansas Scholarship Lottery Director Bishop Woosley said. “This gives our players more convenience, and our retailers more options.

Texas Lottery Products Manager Wins Top Industry Honor

AUSTIN, Texas (August 2, 2017) – The Texas Lottery Commission today announced that Robert Tirloni, products manager, was a recipient of the 2017 Powers Award at the North American Association of State and Provincial Lotteries’ (NASPL) seminar held recently in Nashville.

Each year, the Powers Awards are presented in recognition of the significant contributions lottery and lottery vendor employees have made through exceptional job performance.

These awards are named in honor of the late Edward J. Powers, the “Father of U.S. Lotteries.” Powers spent more than 25 years in the lottery industry helping to define the most effective organizational structures that have become a blueprint for today’s lotteries.

The drive, commitment and integrity Powers demonstrated set the standard of excellence exhibited by lottery and vendor employees nominated for this award.

Robert Tirloni joined the Texas Lottery in June 1997 and has held several operational and marketing positions. He oversees a product portfolio that realizes more than $5 billion in annual sales and is responsible for managing the research, development, implementation, promotion and sale of Texas Lottery scratch and draw games.

Robert works closely with the Texas Lottery’s scratch ticket manufacturers and its operator, IGT, to market the games to retailers and players through contests, promotions and incentive programs.

He has been involved in implementing numerous draw game launches and game enhancements during his tenure including the introduction of Mega Millions in 2003 and Powerball in 2010.

UK Gambling Commission Launches Lottery Transparency Consultation

Should society lotteries be more transparent about the money raised for good causes? Have your say

BIRMINGHAM, UK (July 24, 2017) -- The Gambling Commission is calling for views on changes that will make it easier for consumers to understand where money raised from society lottery ticket sales is going.

Our latest consultation, sets out proposals for new rules for society and local authority lottery operators - as well as external lottery managers (ELMs) - that seek to improve transparency for society lottery players.

This includes:

  • making it clear to consumers before they buy a lottery ticket exactly which society or charity the lottery proceeds are going to
  • publishing how much money raised from lottery ticket sales is being returned directly for the purposes of the society.


The consultation also addresses what the Commission views as an 'instant win' and 'low frequency lottery', incorporates recent changes to the remote technical standards required by online gambling businesses, as well as updates relating to changes to regulatory data collection requirements.

Society lotteries are a crucial source of income for many good causes across the country, whether a hospice, air-ambulance services, community groups or other charitable causes. We want to improve consumer confidence in the lotteries sector to protect those much needed funds that benefit so many societies across the country.

Transparency plays a vital role in this, as ultimately consumers need to be confident that the money they are contributing via ticket sales is going to the people and organisations that needed it the most.

While the proposed changes will come as no surprise to the lottery sector, we want the wider industry and public to give their views on the proposals.”

Record Returns to the Community from Lotto NZ

NEW ZEALAND (August 1, 2017) -- Internal Affairs Minister Peter Dunne today announced a new record figure of $272 million in lottery funding to help build stronger, more sustainable communities across New Zealand.

The funding is a result of a very strong 2016/17 financial year for Lotto New Zealand.

Lotto New Zealand exists to generate community funding for distribution through the Lottery Grants Board to support a diverse range of community activities, including building community facilities, funding health research and services, supporting outdoor safety and protecting New Zealand’s natural and cultural heritage.

“Lotto New Zealand’s strong performance during the year was highlighted by a number of large jackpots, including two Powerball Must Be Won draws in 2016, leading to record funding for distribution.

“This represents over $81 million in additional community funding than initially forecast”, said Mr Dunne.

Lotto funding is a major source of funding for Sport New Zealand, Creative New Zealand and the NZ Film Commission (including Nga Taonga Sound and Vision).

"This result will also be welcome news for more than 3,000 groups and organisations which receive Lotto funding to support their communities.

”Total lottery funding for the financial year includes $2.7 million raised for earthquake relief efforts in Kaikoura/Hurunui and surrounding regions through a special Lotto draw held on 10 December 2016; and a further $7.5 million allocated to Kaikoura’s earthquake rebuild in July from profits distributed to the Lottery Grants Board.

“Lotto New Zealand celebrates its 30th anniversary this month. Beyond its winners, its biggest impact over the past three decades is most clearly demonstrated by the more than $4 billion in funding that has been returned to Kiwi communities during that time”, Mr Dunne said.

Lotto New Zealand’s final audited financial statements for 2016/17 will be published in its annual report later this year.

Activistic JV Extends Sports Lottery Offering to the Round-Ball Game

AUSTRALIA (August 2, 2017) -- After launching its innovative charitable lottery product with the Collingwood Football Club in January, listed wagering company Activistic (ASX: ACU) has struck an agreement with a prominent Melbourne soccer club to offer a similar product to its members and supporters.

The deal is via a joint venture with the Collingwood FC, Sports Lottery Australia.

Under the tie-up, Activistic’s Plus Connect gaming arm will develop a lottery for the South Melbourne Football Club, to enable the 58-year old club to fund its many community activities.

The lottery will be modelled on Magpie Millions, a weekly draw for Collingwood FC that has attracted strong interest not just from the club’s extensive member base but AFL supporters generally.

The main prizes are insured by Lloyds of London.

Revenues are split evenly between Sports Lotteries Australia and the participating club, which must use the funds for its charitable and community support activities.

Once the product is developed, South Melbourne FC will promote the lottery across its supporter databases, social media platforms, club media publications and game-day events.

LAGOS, Nigeria (July 28, 2017) -- With the support of a UK firm, entertainment and gaming company Western Lotto Nigeria Limited entered the Nigerian market on July 10th with five international lottery games and pledged to change the landscape of gaming in the country.
