Texas Lottery Sets New $5.077 Billion Sales Record

Nets $1.313 billion for Texas public schools and $16.2 million for Texas veterans

Powerball prize, the Texas Lottery achieved $5.077 billion in sales for fiscal year 2017, breaking the sales record it set just last fiscal year and resulting in a total contribution of $1.334 billion to Texas.

Gary Grief, executive director of the Texas Lottery. “Due to the amazing work of our staff, retailers and our trusted vendor partners, the Texas Lottery was able to offset the lack of record jackpots with record-setting scratch ticket sales, which led to outstanding sales and revenue results.

The Texas Lottery has experienced an $890 million increase in sales over the past five years representing 21 percent growth over that period of time.

This year’s revenue transfer included $1.313 billion to the Foundation School Fund and $16.2 million to the Fund for Veterans’ Assistance, the Lottery’s largest contribution to Texas veterans. The Texas Lottery has now contributed more than $21 billion to Texas public education and more than $80 million to Texas veterans since the dedication of such funds by the Texas Legislature.

The Beneficiaries: Texas Education and Texas Veterans

The Foundation School Fund, administered by the Texas Education Agency, funds the operational needs and special program services for Texas school districts including teacher salaries, utilities, equipment, bilingual education, special education, gifted and talented education, and career and technical education.

The Texas Veterans Commission Fund for Veterans’ Assistance makes grants available to eligible charitable organizations, local government agencies, and Veterans Service Organizations that provide direct services to Texas veterans and their families. With 1.7 million veterans spread across the state, these programs provide financial assistance, transportation services, PostTraumatic Stress Disorder counseling and housing assistance.

Strong Scratch Ticket Sales

Scratch ticket sales for FY 2017 totaled $3.94 billion, the highest scratch ticket sales in Texas Lottery history. Scratch ticket sales accounted for 77.5 percent of total sales and saw a 5.9 percent increase of $219.4 million over FY 2016 sales.

In addition to record-breaking sales, the Texas Lottery’s careful spending kept administrative costs to just 4.6 percent of FY 2017 sales, one of the lowest administrative expenditure rates in the country.

The cost containment measures taken in our administrative budget continue to contribute to our success,” said Grief. “Any unspent administrative funds are returned directly to the Foundation School Fund.”

FY 2017 was also a great year for Texas Lottery players and retailers. Players collected $3.327 billion in prizes, the highest amount of prizes paid out in Texas Lottery history. For the almost 18,000 retailers that sell lottery tickets across the state, commissions amounted to $253.9 million, the highest commission paid to retailers in Texas Lottery history.

Winston Krause, chairman of the Texas Lottery Commission. “I want to commend Texas Lottery employees, retailers and vendors for once again doing an outstanding job of developing, managing and marketing our portfolio of scratch tickets and draw games.”

FY 17 by the Numbers

  • $5.077 billion in annual sales is greater than the annual sales for many well-known brands including Levi Strauss, Coach, Hyatt Hotels and Barnes & Noble.
  • This is the 14th consecutive year that the Texas Lottery generated more than $1 billion in revenue for Texas.
  • The Texas Lottery introduces approximately 90 scratch tickets every year.
  • $1 billion could fund 19,000 teacher salaries or 22 million 5th-grade digital textbooks or 8,500 new school buses or 825,000 student computers or quality after-school programs for 400,000 students.
  • 97 percent of Texas Lottery sales are returned to the state in the form of contributions to the Foundation School Fund, the Fund for Veterans’ Assistance and other state programs, and through prizes and retailer commissions, bonuses and incentives.

About the Texas Lottery

Beginning with the first ticket sold in 1992, the Texas Lottery has generated $26 billion in revenue for the state and distributed $53 billion in prizes to lottery players.

Since 1997, the Texas Lottery has contributed $21 billion to the Foundation School Fund, which supports public education in Texas.

Illinois Lottery Private Management Contract Awarded to Camelot Illinois

CHICAGO, Illinois (September 22, 2017) -- The Illinois Lottery today awarded its private management contract to Camelot Illinois, LLC. The Lottery’s Notice of Award (attached) was posted to the Illinois Procurement Bulletin after the State of Illinois Chief Procurement Office of General Services certified the procurement rules for selecting the private manager were correctly followed.

Camelot has shown more than a decade of success in managing lotteries throughout the world,” Acting Lottery Director Greg Smith said. “The Lottery and Camelot Illinois have common goals to responsibly grow the Lottery’s player base, align incentives, eliminate conflicts of interest, introduce new technology and innovation, and ensure responsiveness to public needs and concerns.

The proposed ten-year contract is based on a revised structure that aligns financial incentives and includes new permanent point-of-sale at retailers, new games, and a next-generation iLottery platform that supports omni-channel lottery participation. Additionally, the contract mandates transparency and regular audits. Camelot will reinforce the Lottery’s commitment to responsible gaming and social responsibility by pursuing World Lottery Association Level 4 standards.

A 14-day protest period now begins, and the procurement file will be available for public inspection on Friday, Sept. 29. The public may request access to the procurement file by contacting the Lottery’s Procurement Officer, Helen Kim, at helen.kim@illinois.gov. If no protests are submitted, or after all timely protests are resolved, a contract can be executed.

In 2009, the Illinois Legislature mandated a private management model for the Lottery. Northstar Lottery Group, LLC, the Lottery’s first private manager, will continue to provide management services to the Lottery until a successful transition is complete.

Lotteries, Policy Makers and Sport Stakeholders Highlight the Importance of Grassroots Sport as a Tool for Inclusion and Empowerment

BRUSSELS, Belgium (September 27, 2017) -- The European Lotteries (EL) hosted today jointly with ENGSO and the support of the European Commission a policy discussion on grassroots sport as a tool for inclusion and empowerment. Following the presentation of some key relevant initiatives, major stakeholders, including the European Commission, the Council of Europe, the International Olympic truce Centre (IOTC) and UEFA, called for the further promotion of grassroots sport as a tool for social change.

Commenting on the event, EL Secretary General, Arjan van’t Veer stated:

Grassroots sport should be used to integrate and empower, especially youth. EL members have made a consistent effort towards this direction, by supporting numerous relevant projects across Europe. As highlighted today, lottery funding should be safeguarded not only for the sustainable financing of grassroots sport, but also for the power of sport to empower and inspire.

The event, which gathered more than 50 participants, was held in the heart of the European Week of Sport (EWOS), an initiative of the European Commission seeking to encourage Europeans to be more physically active.

As a partner of the EWOS, EL Members once again promoted the initiative across Europe. ENGSO and EL, along with other partners, including the CoE, also work together on the ASPIRE project, an ERASMUS+ co-funded initiative which seeks to make sport clubs in Europe more inclusive towards refugees and asylum seekers.

Second-Largest Powerball Jackpot in History Fuels Lottery Sales

August was second-highest sales month in KY Lottery history

LOUISVILLE, Kentucky (September 22, 2017) -- Sales results for the first two months of Fiscal Year 18 were announced today in a meeting of the Kentucky Lottery’s board of directors – and the news was good, thanks to a $758 million Powerball jackpot in August.

Year to date sales (covering July and August) were $176 million. This is $11 million (6.7%) more than budgeted and $14.9 million (9.3%) more than the same period last year. Draw game sales accounted for the majority of the increase, jumping 23.6% ($12.4 million) more than budgeted and 15.4% ($8.7 million) more than last year.

Sales of $96 million in just the month of August were the second-highest in the history of the Kentucky Lottery, surpassed only by January 2016 when the world record-breaking Powerball jackpots were rolling.

The jackpot run helped Powerball sales exceed budget by $9.5 million,” said Kentucky Lottery President and CEO Tom Delacenserie. “With the exception of our Five Card Cash game, every one of our products is selling better that they did at the same time last year. We’re really firing on all cylinders now.

Income before transfer of dividends for the period was $45.3 million, which is $4.6 million (11.4%) more than budgeted and $2.2 million (5%) more than last year. “Every additional dollar we make helps kids go to college or otherwise further their education,” said Delacenserie.

The results of the audit of lottery finances from FY17 were announced. Auditors from Harding, Shymanski and Company, P.S.C., reported the final numbers for the year were:

  • Sales (including instant tickets provided as prizes) $1,000,501,000;
  • Operating revenues net of direct costs of $277,492,000;
  • Operating expenses of $30,153,000, and;
  • Transfers to the Commonwealth of $248,571,000.

 

These numbers correspond with preliminary figures released by the KLC in July. The audit now goes to the Commonwealth’s Auditor of Public Accounts for final approval.

In other business, the board approved:

  • A digital space agreement with The Buntin Group as a part of advertising and related services for digital media;
  • A lease with Bradley & Spurlock for Prestonsburg regional office space, and;
  • Rules and regulations for nine scratch-off tickets, four Instant Play games at different price points, and amended Keno and Mega Millions rules.

 

The next meeting of the KLC’s board of directors will be December 8. The meeting will begin at 10:00 AM EST, and will be held at the KLC headquarters at 1011 West Main Street in Louisville. The audit committee meeting will begin at 8:00 AM EST, as well as the procurement committee at 9:00 AM EST.

Internal Committee Members Visit Lotto Baden-Württemberg

STUTTGART, Germany (September 26, 2017) -- On Tuesday (September 26), Managing Director Marion Caspers-Merk welcomed members of the Baden-Württemberg State Committee in the Lotto headquarters. The visitors got a picture of the work of the state gambling company.

We started with a short guided tour of the company-owned lotto museum. Subsequently, the Baden-Württemberg deputies - including Karl Klein, the chairman of the Internal Committee - were able to demonstrate the procedures surrounding the drawing of the geolotry Logeo. Logeo has been in Baden-Württemberg since March 2017. The winners are always determined on Mondays at the Stuttgart Lotto headquarters.

After the tour, Lotto CEO Marion Caspers-Merk explained the latest developments in the German gambling sector and emphasized the importance of the lottery revenues for the common good. "Every day, an average of over one million euros in the form of lottery tax and special income flows to the state of Baden-Württemberg - many are not known at all." The lottery manager pointed out that gambling is not just a good but a special danger. "As a government provider, we take the protection of players and young people very seriously." Changes Coming To Multi-State Lottery Game

LITTLE ROCK, Arkansas (September 20, 2017) -- Although the new enhancements to the national draw game Mega Millions® won’t officially occur until the end of October, changes are already afoot with this national draw game played in 44 U.S. states.

On Aug. 18, a stepdown of the availability of future draws in the current version of Mega Millions® began. Usually, draw game players can play up to 20 draws in advance but since August 18, then number of future draws available of the present game has decreased with each draw, all leading up to the new game changeover on Oct. 28.

Key changes for Mega Millions players include better odds to win $1 million, higher average jackpots, and faster-growing jackpots with minimum $5 million rolls.

Starting Mega Millions jackpots, currently starting at $15 million, will more than double to $40 million. With these changes, the cost of a Mega Millions play will increase to $2 per play; the Megaplier cost will remain at an additional $1 per play.The first drawing for the new modified Mega Millions will be Tuesday, Oct. 31.

More than 92 cents of every dollar of Lottery revenue goes to prizes, scholarships, retailer commissions and other expenses in the state.

Since the Arkansas Scholarship Lottery began in 2009, the lottery has provided more than $700 million for more than 235,000 scholarships to Arkansas students to 51 colleges, universities and technical schools in the state.

It has provided more than $2.3 billion in prizes to players, and more than $200 million in commissions to Lottery retailers.

Live casino pioneer’s full suite of games to be made available to Greentube’s operator brands

MALTA (September 25, 2017) -- Live casino pioneer Authentic Gaming has struck a deal with Greentube to integrate its ground-breaking Authentic Roulette offering and additional product suite into the supplier’s B2C platform.

Under the deal, Greentube brands in Italy and Romania will gain access to Authentic Roulette – which live streams from the floors of premium real-world casinos – as well as Lucky Ball side bet games and Authentic Live! Entertainment.

Mega Millions® Changing; New Game with Throwback Name Debuting

CLIVE, Iowa (September 26, 2017) -- Updates to the line-up of lotto games available in Iowa continue with two announcements: In late October, $2 Mega Millions® will debut, and a new $1 game with a retro name will begin in November. Like its predecessor from the late 1980s, that $1 game will be called Lotto America.

Players in $2 Mega Millions will choose five numbers from a pool of 70 and another number, called the Mega Ball, from a pool of 25.

That compares to today’s 1/75 + 1/15 game design. The odds of winning the jackpot will be longer in the new design, but the odds will improve for winning a $1 million prize for matching just the first five numbers.

The new game design will mean bigger starting jackpots and faster-growing jackpots overall,” Rich said. “More $1 million prizes also will spread the winnings around in the game.”

Powerball became a $2 game back in 2012, and that change also was designed to deliver the big jackpots that people expect while achieving more significant winnings at the game’s other prize levels. Since that revamp, Powerball has seen a world-record jackpot of nearly $1.6 billion in January 2016 and a grand prize of nearly $759 million in August, the second-highest prize in the 25-year history of the game. Iowa Lottery players have won 26 prizes of at least $1 million since the debut of $2 Powerball.

Players have told us they’d like to see new features in Mega Millions, and we needed a redesign to make that possible,” Rich said.

This is the first price adjustment in Mega Millions since the game began in 2002. Mega Millions will continue to have its drawings on Tuesdays and Fridays.

A few weeks after the Mega Millions changes take effect, a new $1 lotto game will debut in Iowa and at least 14 other states: Lotto America. The name is a throwback to the first multi-state lotto game that became known for big jackpots in the United States. Iowa was a founding member of the original version of Lotto America, which began back in 1988 and made headlines around the world at the time for its jackpots before ultimately being replaced by Powerball in 1992.

Today’s version of Lotto America will feature jackpots that start at $2 million and drawings twice per week.

The new game begins sales Nov. 12 and its first drawing will be Nov. 15. It will have drawings on Wednesday and Saturday nights and feature nine prize levels.

As we were researching new game possibilities there was one name that kept coming up, so we decided to go vintage,” Rich said. “After 25 years, Lotto America is making a comeback, with new features for today’s players.

Lotto America players will still find the playstyle of Powerball, with numbers selected from two separate pools for a chance at a big prize. Players in the game will choose five numbers from a pool of 52 and another number, called the “Lotto America Star BallSM” from a pool of 10. Players who match all six numbers selected in a drawing will win the game’s jackpot.

The game’s jackpot will grow by at least $50,000 per drawing until it is won. The game also will have a multiplier feature. The odds of winning the jackpot in Lotto America will be around 1 in 26 million, compared to odds of about 1 in 292.2 million of winning the Powerball jackpot and odds of about 1 in 302.6 million of winning the Mega Millions jackpot under that game’s new design.
