Gov. Nathan Deal Today Nominated Gretchen Corbin to Serve as President and CEO of the Georgia Lottery Corp.

ATLANTA, Georgia (November 28, 2017) -- Gov. Nathan Deal today nominated Gretchen Corbin to serve as President and CEO of the Georgia Lottery Corp. following the announcement of current President and CEO Debbie D. Alford’s departure. Pending approval of the Georgia Lottery Corp. Board of Directors, this change will take effect on January 1.

The critical programs funded by the Georgia Lottery, including the HOPE Scholarship and Georgia Pre-K, help millions of children across the state earn a quality education from start to finish,” said Deal.

Debbie’s leadership helped to secure the largest funding transfers on record in the 24-year history of the lottery, providing more students with a strong foundation for continued success both in the classroom and the future workforce. Corbin is currently the commissioner of the Technical College System of Georgia. She was previously the commissioner of the Georgia Department of Community Affairs and deputy commissioner of the Global Commerce Division for the Georgia Department of Economic Development. Corbin sits on the Georgia Tech Manufacturing Institute External Advisory Board, the University of Georgia (UGA) Board of Visitors and the Fanning Advisory Board for the J. W. Fanning Institute for Leadership Development at UGA. She served as president and chair of Leadership Georgia. Corbin is a Rotary International Paul Harris Fellow and has been named one of the “100 Most Influential Georgians” by Georgia Trend Magazine for four consecutive years. She is a graduate of Clemson University and the University of Oklahoma Economic Development Institute. Corbin and her husband, David, have two children and reside in Rome.

IGT-led Joint Venture, Lotterie Nazionali, Accepts Nine-Year Extension for the Italian Scratch & Win Concession

LONDON, U.K. (December 4, 2017) -- International Game Technology PLC ("IGT") (NYSE:IGT)  today announced that Lotterie Nazionali S.r.l., a joint venture which is the exclusive manager of Scratch & Win in Italy and owned 64% by IGT subsidiary Lottomatica Holding, and directly and indirectly owned 20% by Scientific Games Corporation and 16% by Arianna 2001, has accepted a nine-year contract extension for the Italian Scratch & Win concession.

The acceptance follows a communication received from the Italian regulator Agenzia delle Dogane e dei  Monopoli regarding the extension of the Italian Scratch & Win concession  through September 30, 2028, in application of the Law Decree n. 148/2017 recently converted into law.

Lotterie Nazionali S.r.l. is required to pay an upfront fee of €800 million in three installments. The first installment of €50 million will be paid by December 15, 2017; payments of the second installment of €300 million and third installment of €450 million are expected to be made in April 2018 and October 2018, respectively. The payments are expected to be funded by the joint venture partners and pro-rated based on their respective ownership percentage. All other conditions will be the same as the original concession.

Change of Leadership at the State Toto-Lotto GmbH Baden-Württemberg

STUTTGART, Germany (December 4, 2017) -- At its meeting on Monday (4 December), the supervisory board of the state-owned Toto-Lotto GmbH has unanimously appointed the deputy state parliament member Georg Wacker as the new managing director for a term of five years.

The change was combined with a thank you to the former CEO Marion Caspers-Merk. She had the company extremely committed and prudent and set new trends. Especially the digital strategy, the good cooperation with the lottery offices, the strong voice in the German Lotto and Totoblock and the visibility of Lotto in the country are their merit.

The new Managing Director Georg Wacker will take up his duties at Staatliche Toto-Lotto GmbH on 1 January 2018. Mr. Wacker is 55 years old, married and father of a daughter. After studying at the State University of Music Heidelberg-Mannheim with a diploma in music teacher examination in 1982 and orchestral final exam in 1983, he directed the music school of the city of Renningen.

In the years 2014-2015, Mr. Wacker has obtained a diploma in SGMI General Management and, following from 2016-2017, an Executive Master SGMI General Management at the SGMI Management Institute St. Gallen.

In 1996 he moved as a deputy for the constituency of Weinheim in the state parliament of Baden-Württemberg. From February 2006 to May 2011 he was Political State Secretary in the Ministry of Culture, Youth and Sport Baden-Württemberg. Subsequently, he became education policy spokesman for the CDU parliamentary group. He is a member of the Supervisory Board of Staatliche Toto-Lotto GmbH.

Maryland Lottery Director to Lead Mega Millions Consortium

Medenica to head group of state lotteries that operates national jackpot game

BALTIMORE, Maryland (December 6, 2017) -- The member lotteries of the Mega Millions consortium today announced that Maryland Lottery and Gaming Director Gordon Medenica will serve as the new Mega Millions lead director.

In this role, Medenica will lead the 11-member group in the oversight of the Mega Millions game, from drawings and accounting procedures to public relations and promotions. Medenica succeeds Debbie Alford, who recently retired as President and CEO of the Georgia Lottery Corporation. Medenica has led Maryland Lottery and Gaming since 2015, and previously was head of the New York Lottery and President of the North American Association of State and Provincial Lotteries (NASPL).

DCMS Announce the Prohibiting of Third Party Betting on Non-UK EuroMillions Draws

LONDON, U.K. (November 30, 2017) -- In March 2017, Government published a consultation on a proposal to close the regulatory loophole which allows betting on non-UK EuroMillions.

The responses that we received indicate broad support for this proposal, noting the importance of National Lottery funding to good causes across the UK, and the anomalous position of non-UK EuroMillions in the law.

We intend to introduce a new licence condition to prohibit consumers in Great Britain from placing bets on EuroMillions games which take place outside the UK.

This will ensure that these draws receive the same level of protection in relation to funds for good causes raised by The National Lottery as is the case for UK EuroMillions draws.

We are mindful of the effect on impacted businesses, and will tailor the licence condition to ensure it is in line with our aims to reduce consumer confusion, and protect returns to good causes in the UK.

Betting operators will still be able to offer bets on international lotteries.

15 Years of Declining Productivity at Loto-Québec

MONTREAL, Quebec, Canada (December 4 2017) – While Loto-Québec’s declining profitability is generally attributed to lower demand and efforts to ensure that gambling is marketed responsibly, an indepth analysis of the provincial crown corporation’s performance points to a productivity issue.

This is the main finding of a recent study by the HEC Montréal Centre for Productivity and Prosperity – Walter J. Somers Foundation (CPP).

When we reviewed Loto-Québec’s financial statements, we saw that the corporation’s ability to turn a profit had indeed suffered in the face of various constraints,” confirms CPP Director Robert Gagné. “But when we looked beyond the raw data in the annual reports, we saw that Loto-Québec had been unable to offset the pressure on its profitability through productivity gains. The corporation’s actual net profit is now much lower than in the mid-2000s, and this represents a major shortfall for the Quebec government.”

Few demands, lacklustre results

Without wishing to minimize the importance of addressing problem gambling, the study concludes that Loto-Québec’s results could have been better if the government had required it to meet specific productivity targets. “Although Loto-Québec’s productivity went into decline in the early 2000s, the Quebec government didn’t act until 2010,” says Gagné.

By limiting its demands to accounting targets – better wage control, reduced spending on administration, advertising and training – the government achieved only a limited impact on productivity at Loto-Québec. It was not until the 2014–2017 strategic plan that the corporation reversed the trend, by “offering innovative and competitive entertainment” while ensuring “effective and efficient management of its resources.” At that point, Loto-Québec managed to boost its productivity by 15% in less than two years.

No exception

When the authors analyzed the performance of the Ontario Lottery and Gaming Corporation

(OLGC), they found that Loto-Québec was not an isolated case. Lacking clear requirements from the Ontario government, the OLGC was also unable to adjust properly to market constraints in the 2000s, and its profitability declined. Despite its efforts and a 15% cut in its workforce, the corporation had to embark on a client-centred modernization phase in 2012 before its profitability started rising again.

Recommendation

The study leads to a clear conclusion: the Quebec government must review its requirements for Loto-Québec if it intends to market gambling responsibly while at the same time maximizing its revenue. “Rather than limiting itself to financial targets and vague references to productivity, the Quebec government must set clear goals and ensure that the corporation reaches them.

Otherwise, its revenue from gambling is apt to decline once again,” concludes Gagné.

Supreme Court to Hear Sports Wagering Case

INDIANA, USA (December 1, 2017) -- Marilyn Odendahl writes that eighteen states, including Indiana, have joined New Jersey at the United States Supreme Court in crying foul over a 25-year-old federal statute that prevents them from legalizing gambling on collegiate and professional basketball, football, baseball and other sporting events.

According to Odendahl the case, Governor Christopher J. Christie, et al. v. National Collegiate Athletic Association et al., calls into question the constitutionality of the Professional and Amateur Sports Protection Act of 1992. New Jersey charges the federal law violates the anti-commandeering doctrine, but the Indianapolis-based NCAA and other athletic groups counter the statute is not unconstitutional because it does not mandate the states to do anything.

Matthew Johns, of counsel at Bingham Greenebaum Doll LLP in Indianapolis, noted just agreeing to hear the arguments could indicate the Supreme Court is favouring the Garden State in this contest and may strike down the PASPA. Such an upset would likely ripple beyond New Jersey’s borders and induce other states to allow sports wagering.

The Supreme Court will hear oral arguments Monday.

Indiana Attorney General Curtis Hill, Jr., joined an amicus brief by West Virginia and 17 other states along with the governors of Kentucky, Maryland and North Dakota in support of Christie. In a statement from his office, Hill framed his decision to sign the brief as one asserting states’ rights.

By limiting the involvement of the federal government in the internal affairs of states, the Tenth Amendment provides indispensable protections against all sorts of congressional mischief that otherwise would erode the rightful roles of state legislatures and agencies,” Hill stated in an email. “Even with this important bulwark in place, states continually must stand to defend their legitimate regulatory authority. That’s what New Jersey is doing, and that’s what we are supporting.”

The request comes from Chairman of the Board and majority shareholder Henrik Kvick through his own investment company.

First INTRALOT Hackathon Adds A New Dimension to the Group’s Culture Of Innovation

ATHENS, Greece (December 4, 2017) -- The first INTRALOT Hackathon was held with great success on 24-26 November 2017, at INTRALOT Innovation Center with the participation of over 50 employees and 16 mentors and coaches. Among 15 participating teams, the AR-Lot Team was ranked first for developing an augmented reality concept for retail customer engagement.

INTRALOT Hackathon 2017 is an internal innovation contest for INTRALOT’s employees in Greece, aiming at generating ideas for new products, distribution and support channels, as well as improving the Group's existing operational flows while promoting the spirit of collaboration and out-of-the box thinking to drive innovation and growth.

The competition

The 15 teams that participated in the final phase on November 26th, after a three-month ideation, knowledge sharing preparatory process, gathered at the hackathon for more than 50 hours in a specially designed space at the Peania Innovation Center to complete their prototype. Sixteen highly qualified mentors and coaches from INTRALOT and selected companies supported the teams, offering practical advice and guidance. At the conclusion of the competition, the teams presented their proposals to a 5-member jury, which consisted of high-ranking executives of the Group. The jury voted for the top three winning teams that were rewarded with Prizes of € 5,000, 3,000 and 2,000 respectively.

INTRALOT Hackathon 2017 was implemented in collaboration with The Cube Athens and Hippocampus.io Innovation Consultancy.

Portuguese Online Gambling Law Fails to Reduce Unregulated Market

LONDON, U.K. (December 5, 2017) -- While the Portuguese online gambling regime is due to be reviewed two years after the first license was issued by the gambling regulator (SRIJ), a Eurogroup Consulting report commissioned by the Remote Gambling Association (RGA) estimates that 68% of the Portuguese gambling online gamble via operators that are not licensed in the country.

The report demonstrates that the Portuguese legislation has not achieved one of its key objectives, namely reducing the unregulated offer, and the RGA believes that a more sensible licensing regime along with a workable taxation system based on Gross Gaming Revenue (GGR) for all online products would bring the best possible outcome for consumers, the industry and the Government.

The Eurogroup Consulting report, which is based on an online gamblers survey, finds that 38% of Portuguese online gamblers gamble on unlicensed operators only and 30% gamble on both licensed and unlicensed operators. The respondents to the survey also explain that their choice is primarily driven by better odds that offered by offshore operators. This is consistent with the characteristics of the Portuguese market where online sports betting is the most important segment and also the most restricted as a result of the Turnover tax. Importantly also, the report finds that the channeling rate expressed in turnover is very low as only 39% of the funds gambled by Portuguese online gamblers are placed on the regulated market.

Pierre Tournier, Director of Government Relations at the RGA, stated that “the legal regime for online gambling that was adopted in 2015 is clearly failing to combat the unregulated market and change is much needed to make the regulation work. We strongly believe that the Portuguese government should follow examples of other European countries that have successfully regulated the sector by adopting a GGR-based tax and waiving some of the restrictions such as the sports catalogue, which would attract more operators in Portugal.”
