IGT Expands Strategic Partnership With Optima Group for Delivery Of Sports Betting Services

Agreement provides international customers with quality ongoing support, maintenance, and development of current platform

LONDON, U.K. (December 19, 2017) -- IGT has announced that it has signed an agreement with Optima Group for the licensing, support, and development of IGT’s sports betting platform in all international regions outside of Italy, the United States, and Canada.

As part of the agreement, signed on Dec. 15, 2017, IGT is licensing its Sports Betting platform to Optima, enabling it to provide the day-to-day management of IGT’s existing sports betting relationships in international markets, and to be IGT’s preferred supplier for delivering sports betting solutions in these regions.

IGT, as legacy GTECH, has successfully partnered with Optima since 2014 when we licensed our sports betting platform to them for a group of existing GTECH betting and gaming customers,” said Walter Bugno, IGT CEO International. “With this new agreement, Optima will ensure that all IGT sports betting customers in the international market receive high-quality ongoing support, while benefitting from Optima’s ability to develop and enhance the IGT sports betting platform.”

Gaming Technologies Association Statement in Respect of Labor Party’s Attack on Poker Machines in Hotels and Clubs

SYDNEY, Australia (December 19, 2017) -- The Gaming Technologies Association (GTA) today said the Tasmanian Labor Party’s attack on poker machines in hotels and clubs was an act of economic vandalism that will cost jobs and strip millions from the Government’s capacity to fund essential services for the community.

This policy is a disaster for the 3,000i Tasmanians who rely on jobs in the hospitality sector,” GTA Chief Executive Ross Ferrar said today.

The facts speak for themselves. Expenditure on poker machines in Tasmania has declined significantly in both real and per-capita terms since 2003 but still contributes $31 million to Tasmanian Government revenue.

Labor’s policy creates a $31 million black hole in the Tasmanian budget, that can only mean cuts to essential services.

Electronic Gaming Machines in pubs and hotels are a legitimate and legal activity. The overwhelming majority of Tasmanian poker machine users are responsible gamblers.”

Removing poker machines from all hotels and clubs rides roughshod over their legitimate choices and those who enjoy poker machines responsibly.

Tasmania has one of the strictest regulatory environments for poker machines in the world. Regulators impose comprehensive conditions at every stage and on every aspect of poker machine design and operation,” Mr Ferrar said.

All poker machines operating in Tasmania are subject to stringent legislation, regulation and national standards which ensure that machines available for play in Tasmania are safe and enjoyable for consumers.”

The GTA strongly supports harm minimisation efforts, however, we do not believe banning our products is any more likely to assist problem gamblers, then alcohol prohibition would help problem drinkers.”

Diamond Game Announces 2-year Contract Extension with OLG

Los Angeles, California (December 19, 2017) -- Diamond Game Enterprises, Inc. Under the program, 31 CGCs have raised more than $175 million in revenue for local charities and their communities. Diamond Game Tap Tix dispensers are a significant contributor to this success.

Lotto Baden-Württemberg New Year's Eve Million Sold Out in Record Time

BADEN-WÜRTTEMBERG, Germany (December 15, 2017) -- As early as this year, the lots of New Year's Eve million were never sold out. However, since Wednesday morning (December 13), the lottery is officially sold out.

Now the tension rises: The draw of the winning numbers takes place around the turn of the year in the Stuttgart lottery headquarters.

With no other lottery of the national Toto-Lotto GmbH Baden-Wuerttemberg the chance on a million-profit is as big as with the new-year-millions. The eighth edition was in demand: as early as this year, the one million tickets were never sold out.

Sales start in early November

It has been available since November 6 in the Baden-Württemberg Lotto acceptance points and under lotto-bw.de and the LottoBW app to buy.

The gameplay principle of the New Year's Eve million is simple: From the number range 000000 to 999999 a number is randomly determined. This number will be printed on the game receipt and handed over to the tipper.

Each lot number for the price of ten euros will be awarded only once.

If all lottery numbers from 000000 to 999999 are in the race, the lottery is sold out.

Draw in the lottery headquarters

The drawing of the winning numbers takes place around the turn of the year under supervision in the Stuttgart lottery headquarters.

N.C. Education Lottery Achieves Top Certification for Responsible Gaming

Becomes only 4th – and youngest - U.S. lottery to reach top level in world program

RALEIGH, NC (December 19, 2017) -- The N.C. Education Lottery’s commitment to build the best practices in responsible gaming into all of its operations has won it the highest level of responsible gaming certification recognized internationally. It is only the 4th U.S. lottery to obtain the certification and the youngest U.S. lottery to do so.

The Level 4 accreditation from the World Lottery Association (WLA) attests that the Education Lottery has implemented responsible gaming practices into its day-to-day operations and is committed to continuous improvement of them. The principles govern the protection of lottery players, cooperation with stakeholders, advertising practices and the monitoring of game activities.

In its assessment, a WLA panel of corporate social responsibility experts wrote it saw “a strong management commitment to responsible gaming” in the lottery’s goals, strategies, policies and procedures. “It is clear … that responsible gaming considerations are embedded in the culture and in the day-to-day operations,” the panel said.

The Education Lottery has followed important principles of responsible gaming since its inception and has worked to strengthen its practices over time. It achieved Level 1 in 2009, Level 2 in 2011, and Level 3 in 2014, and set the goal of obtaining Level 4 as part of its strategic plan.

Responsible gaming has always been a part of the Education Lottery because we understand that is the expectation of our players and the public we serve,” said Alice Garland, executive director of the lottery. “Our duty is not only to grow our sales and increase the money we raise for a good cause, but to work at the same time to protect the interests of those who enjoy playing lottery games.

Since the start of the lottery, it has been the sole source of funding for the N.C. Problem Gambling Program (www.morethanagamenc.com) providing $1 million a year for treatment and counseling and a 24/7 helpline for anyone with a gambling problem. To improve its responsible gaming program, the Education Lottery also has:

  • Created a stakeholders panel to review its operations and provide feedback on how to improve.
  • Obtained a license to offer a new interactive player education program that will be introduced in the spring.
  • Began using a new tool to evaluate new games for risks before they are offered to players.
  • Made responsible gaming training mandatory for all lottery employees and retailers who sell lottery tickets.

 

This achievement demonstrates how serious the N.C. Education Lottery is about operating games that can be played responsibly in our state,” said state Rep. Jason Saine of Lincolnton, a co-chairman of the Joint Legislative Oversight Committee on the N.C. State Lottery. “By participating in this program and committing to continuous improvement, the lottery can ensure that it minimizes any harm that could come from games created to serve the public good.”

EL and ENGSO Renew Their Joint Commitment to an Inspirational and Values-Driven European Grassroots Sport

OLG Selects Service Provider For West GTA Gaming Bundle

TORONTO, Ontario, Canada (December 19, 2017) -- Ontario Lottery and Gaming Corporation (OLG) has selected Ontario Gaming West GTA Limited Partnership (OGWGLP) as the service provider for the West GTA Gaming Bundle, following a competitive procurement process. OGWGLP consists of Great Canadian Gaming Corporation (“Great Canadian”) and Clairvest Group Inc. Great Canadian will operate the gaming facilities within the West GTA Bundle on behalf of the partnership.

The West GTA bundle includes:

  • OLG Casino Brantford
  • OLG Slots at Mohawk Racetrack
  • OLG Slots at Flamboro Downs
  • OLG Slots at Grand River Raceway.

 

OLG is bringing economic development and innovative entertainment to the west GTA region by selecting OGWGLP as the service provider for the bundle,” said Stephen Rigby, OLG’s President and CEO. “OGWGLP’s expertise and significant investment will help create up to 1,650 jobs while providing customers with exciting new entertainment options in newly-improved facilities.

To OLG, the integrity of its procurement process is of the utmost importance. In order to ensure an open and transparent process for all proponents, OLG has engaged the services of an impartial Fairness Monitor to advise throughout the process and provide oversight on the fairness of the procurement.

While OGWGLP will be responsible for the day-to-day gaming operations in the bundle, OLG will continue to:

  • Provide strategic oversight of the West GTA Gaming Bundle and Ontario gaming marketplace—including approvals related to material changes to the business
  • Conduct and manage gaming in the bundle
  • Require compliance with applicable regulations and standards set out by the Alcohol and Gaming Commission of Ontario (AGCO)
  • Be the owner of key player information
  • Require service providers to uphold the high standards of OLG’s Responsible Gambling program, including the self-exclusion program
  • Make Municipality Contribution Agreement payments to host communities.

 

OLG employees will transfer to the new service provider and OLG will work with OGWGLP to ensure they have as smooth a transition as possible. This includes a requirement for the service provider to retain employees for a period of no less than 12 months in their current position and geographic location. OGWGLP will also be required to provide eligible employees with benefits and a registered pension plan.

OLG has entered into a Transition and Asset Purchase Agreement with OGWGLP for the West GTA Gaming Bundle, which sets out the customary closing conditions to be satisfied for OLG and OGWGLP to enter into a 20-year Casino Operating and Services Agreement (COSA). OGWGLP is required to follow all applicable laws including AGCO’s regulated standards which require, among other things, rigorous Responsible Gambling policies and programs.

OLG expects that the service provider will take over day-to-day operations in spring 2018.

The Danish Gambling Authority Release Certification Programme for Online Bingo

ODENSE, Denmark (December 20, 2017) -- Due to the liberalisation of online bingo from January 1st 2018 the Danish Gambling Authority (DGA) is currently working on an update to our certification programme.

An updated version is published later this week. We know that a number of interested parties are awaiting the updated requirements, so these will be specified here.

The requirements in the certification programme will reflect the requirements in the executive order. Here are the most significant:

  • Bingo cards for games with 75 numbers/symbols must have 5 times 5 squares
  • Bingo cards for games with 80 numbers/symbols must have 4 times 4 squares
  • Bingo cards for games with 90 numbers/symbols must have 3 times 9 squares
  • The sale of bingo cards cannot start until 30 minutes before the game starts
  • There must be at least 3 seconds between the draw/presentation of each number/symbol
  • The player cannot select numbers/symbols for the bingo card themselves or make changes to their bingo cards. The players are however allowed to select bingo cards between a number of bingo cards randomly generated by the gambling system
  • Both manual and automatic marking of drawn numbers/symbols must be possible
  • The game must end when the first player has a full bingo card

 

The specification above is with reservation for the content in the final executive order, which will come into force on January 1st 2018.

The DGA is aware of and appreciate the fact that it will be very difficult to have games tested and inspected before the end of the year. We must however point out that whether or not a bingo game is tested, it must comply with requirements in the coming executive order.

AGA: What Tax Reform Means for Gaming

WASHINGTON, D.C. (December 20, 2017)

Dear Gaming Industry Colleague:

 Moments ago, Congress approved the most extensive changes to the tax code since 1986. While time will tell whether this broad overhaul ultimately leads to the type of economic growth proponents have promised, AGA is proud to have actively led an inclusive industry effort to ensure changes to the corporate tax code provide a net benefit to our members.

A reduction in the corporate tax rate from 35 percent to 21 percent requires many industries to concede significant, long-standing tax preferences and deductions. In this climate, the gaming industry emerged with several important wins. Specifically, the final agreement protects three priorities for our industry:

  1. Largely preserves the ability for our customers who itemize to net their gambling income, despite a late effort in the Senate to eliminate this deduction;
  2. Exempts most operators from limitations on interest deductibility and provides reasonable transition provisions for all businesses that pay interest on corporate debt; and
  3. Helps to ensure favorable rules for research and development, which gaming suppliers rely on to constantly innovate.

While there were wins, there are other areas where we will need to continue to engage to protect and promote the industry as “fixes” are considered in 2018 and beyond. High priority targets include:

  1. Lifting the Slot Tax Reporting Threshold: The $1,200 slot tax reporting threshold was set in the 1970s. The tax reform debate provided us an opportunity to introduce this topic to legislators and pave the way for adjusting the threshold in a favorable way for our members and customers. I encourage your continued engagement to help us make a compelling case for how a higher reporting threshold will help lower administrative costs and provide our customers an improved experience when they visit your facilities;
  2. Promulgating Regulations that Work for the Industry: Legislation of this size and scope will undoubtedly require significant details to be determined by the IRS and the Treasury Department. AGA will remain vigilant to ensure any rulemaking by executive agencies is consistent with industry practices and priorities; and
  3. Assessing and Addressing the Impact of Certain Changes: It may take some time to fully understand the effect some changes have on the industry and our customer base. For example, doubling the standard deduction for individuals will likely result in fewer taxpayers electing to itemize and net their gambling income/losses. AGA will need your continued input to know whether this has a measurable effect on customer behavior, and we stand ready to work with Congressional champions to help address any unintended consequences that threaten the health of the industry.

 

We recognize Congressional consideration of major changes to the federal tax code creates both opportunities and challenges for our multifaceted industry. AGA initiated an inclusive process to determine the most important aspects of tax reform to our membership and to develop a consensus list of priority issues. Through your partnership, we are pleased with the outcome and look forward to continuing on this success in 2018.

Swedish Gambling Authority Warns Newspaper About Carrying Advertising for Foreign Online Gaming Companies

SWEDEN  (December 15, 2017) -- On December 1, 2017, the Lottery Inspectorate has decided to post Newspaper AB Metro in the Metro newspaper to cease to expose promotion to the foreign gaming companies Multilotto.com, The Lotter, Ninja Casino and Jackpotjoy.

The order is accompanied by a penalty of 250,000 kr.

Tidnings AB Metro has, despite the previous consideration of the lawsuit, ceased to market the foreign gaming companies, so the Lottery Inspectorate has now moved on and publicized Tidnings AB Metro.

The order implies that Tidnings AB Metro may not market any of the foreign gaming companies in the newspaper Metro, if Tidnings AB Metro violates the injunction, they will be required to pay a penalty of 250,000 kr.

According to Paragraph 38 (1), the Lottery Act is prohibited from promoting in a professional activity or otherwise for the purpose of acquisition participation in a lottery organized outside the country.

The Lottery Inspectorate may, in accordance with Section 52 of the Lottery Act, notify the injunctions and prohibitions necessary for compliance with the Lottery Act.

Such an injunction or prohibition may be combined with a penalty in accordance with the Proof of Law (1985: 206).
