Alice Garland to Retire as Executive Director of N.C. Education Lottery

Helped start lottery and led its operations for last seven years

 RALEIGH, NC (October 11, 2017) -- Alice Garland, who helped start the N.C. Education Lottery and has led its operations for the last seven years, plans to retire as executive director at the end of March.


During Garland’s time in the lottery’s top post, lottery ticket sales have increased every year, growing from $1.4 billion a year in 2010 when she became executive director to $2.4 billion a year in fiscal year 2017. The amount of money raised annually for education has increased too, growing from $432 million in 2010 to $622.5 million last year.

Thanks to Alice’s leadership, the N.C. Education Lottery operates as a well-run business, producing through its sales and marketing operations an exceptional return every year for our state,” said Courtney A. Crowder, chairman of the N.C. State Lottery Commission. “North Carolina wanted a lottery that would benefit education. There are also the expectations the lottery is fairly run, operates efficiently, and offers fun lottery games that are played responsibly. Alice has delivered on those goals.”

Garland also has risen to leadership positions in the U.S. lottery industry, leading efforts to improve responsible gaming practices that lotteries use to look out after the interest of players as they raise money for good causes and embracing new technology that can help lotteries stay relevant in digital times.

Alice’s dedication to the entire lottery industry has been extraordinary,” said David Gale, executive director of the North American Association of State and Provincial Lotteries (NASPL), the professional organization representing the lottery industry in the United States and Canada. “Her greatest accomplishment has been her continued participation and leadership in the area of responsible gambling. She has not only been an exceptional leader for the North Carolina Educational Lottery, but for the worldwide lottery industry as well."


Garland joined the Education Lottery in December 2005 as its fifth employee and served as its deputy executive director for legislative and corporate communications during the lottery’s first five years. She became interim executive director in August 2010 and was named executive director in January 2011. Nationally, Garland serves as the first vice president of NASPL and chairs the association’s Responsible Gaming Committee. She also is vice president of the Multi-State Lottery Association, a non-profit organization which operates the major jackpot game, Powerball, on behalf of its member lotteries, and serves on its Development Committee.

In September, Garland was one of five lottery professionals selected to join the Lottery Industry Hall of Fame this year. The Hall of Fame, founded in 2005, recognizes those who have done the most to promote excellence and integrity in the world lottery industry. Last year, Garland received national recognition for her leadership expanding responsible gaming efforts across the United States. She became the first lottery or gaming industry professional to receive the Don Hulen Award for Advocacy from the National Council on Problem Gambling.

Crowder said the lottery commission has started a search for a new executive director with a goal of having Garland’s successor in place before her retirement on March 31.

Hoosier Lottery Launches Revolutionary New Game

INDIANAPOLIS (October 11, 2017) - You've played Powerball and Hoosier Lotto, and you've grabbed your lucky coin to play a Hoosier Lottery Scratch-off. But you've never played a lottery game like this before.

Sunday, the Hoosier Lottery becomes the first lottery in the world to launch a ticket that combines the excitement of instant play with the anticipation of a Draw Game.

Dutch Lottery Awarded EL Responsible Gaming Certificate

RIJSWIJK, the Netherlands (October 10, 2017) – Lat month (September 2017) the European Lotteries awarded Nederlandse Loterij the Responsible Gaming Certificate of Alignment. With this, the Dutch Lottery has gained external recognition for its policy of responsible gaming. It proves that the offer of the Dutch Lottery game is reliable and accountable and that Dutch Lottery has this policy in order.

In the second quarter of 2017, an external auditor tested the game offer of Dutch Lottery to the "European Lotteries Responsible Gaming Standards", which showed that Dutch Lottery has met a lot of it.


The audit examines, inter alia, the way in which Dutch Lottery sets up and offers its gambling games to consumers and the way in which they train salespeople and employees on responsible gaming subjects.

Florida Lottery Warns Citizens of Mega Millions® Scam

TALLAHASSEE, Florida (October 9, 2017) -- The Florida Lottery is warning citizens of a lottery scam involving MEGA MILLIONS® in which scammers are sending emails to the public indicating they may have won $1 million, in an effort to obtain personal and financial information.

Do not respond to these emails; if you have not purchased a MEGA MILLIONS ticket, you cannot win a prize.

The email features the MEGA MILLIONS logo as part of the letterhead, and states that the recipient was among a group of randomly selected people to participate in an ongoing MEGA MILLIONS drawing. Individuals are asked to provide general information about themselves in order to participate. The email goes on to warn the recipient not to share this information with other people in order to avoid impersonation and a double claim.

Florida Lottery players will never be required to transfer funds to secure their winnings for MEGA MILLIONS or any other Florida Lottery game. WyoLotto Transfers $850K to Wyoming Communities

CHEYENNE, Wyoming (October 5, 2017 – On Oct. 5, the Wyoming Lottery Corporation transferred $862,263.36 to the Wyoming State Treasurer’s Office as a part of their ongoing effort to support Wyoming communities.


WyoLottoTM has prioritized giving back to Wyoming, and these funds are distributed to Wyoming’s 99 cities and towns and 23 counties. This will be WyoLotto’s seventh transfer to the state.

Each quarter, WyoLotto transfers revenue to the Wyoming State Treasurer’s Office, which then distributes funds per state statute. The revenue transfer this quarter brings WyoLotto’s total revenue transfer amount to $5,537,337.94 since April 2016. Each quarter, WyoLotto’s transfer amount is determined from sales and total revenue, which fluctuates with the jackpots.

This is a top priority for us as a corporation, and we value giving back to our great state,” said Jon Clontz, WyoLotto CEO. “Each quarter we get an opportunity to give back to Wyoming,” he added.

Revenue transfers are distributed each quarter by the State Treasurer to Wyoming’s cities, towns, and counties, which use these funds at their discretion for a range of local improvements. Starting July 1, the formula the state was using per statute changed; initial legislation mandated distributions be based on sales tax distribution, but distributions will now be based on percentage of lottery ticket sales for each county.

Prior to the passage of the new bill in the 2017 legislative session, if revenue transfers exceeded $6 million in a fiscal year, those funds would have been directed to the Wyoming Permanent Land Fund’s Common School Account.

The new bill removed the $6 million measure, so all funds will now be solely directed to Wyoming communities.

10th Annual PA Gaming Control Board Report on Casino Industry Diversity Released

Provides Employment and Expenditure Information

HARRISBURG, PA (October 5, 2017) -- The Pennsylvania Gaming Control Board today released its 10th Annual Diversity Report providing a description of each casino’s activities related to the implementation of their diversity plans and the action taken by the entities to achieve the Commonwealth’s goal of enhanced representation of diverse groups in the gaming industry.

Highlights from the Report are described in the bullet-points below:

  • Pennsylvania’s ten casinos and two resort casinos collectively employed 17,736 persons at the close of the state fiscal year of 2016-2017;
  • 15,788 of those employees (89%) are residents of Pennsylvania;
  • 37% of those employed are racial minorities while 43% are female; and,
  • Casinos spent more than a half billion dollars in 2016-2017 with other businesses for construction and non-construction expenses.

The 2016-2017 Diversity Report also provides casino-by-casino information for items such as employment trends over a four year period by race and gender and a detailed breakdown of minority, women, and local business expenditures.

Maryland Casinos Generate $134.5 Million in Revenue During September

Year-to-year revenues increase at three casinos

BALTIMORE, Maryland (October 5, 2017) -- Maryland Lottery and Gaming today announced September 2017 revenue numbers for the state’s six casinos: Hollywood Casino Perryville in Cecil County, Horseshoe Casino Baltimore in Baltimore City, Casino at Ocean Downs in Worcester County, Live! Casino in Anne Arundel County, Rocky Gap Casino Resort in Allegany County and MGM National Harbor in Prince George’s County. Maryland’s casinos totaled $134,535,733 in revenue during September 2017 – an increase of $37,439,454, or 38.6%, compared to the September 2016 figure of $97,096,278.


In a year-to-year comparison not including MGM National Harbor, which opened on Dec. 8, 2016, statewide casino revenue in September 2017 decreased by $11,922,799, or 12.3%.

MGM National Harbor generated $49,362,253 from both slot machines and table games in September. Gross gaming revenue per unit per day in September at MGM National Harbor was: $299.29 for slot machines, $5,141.37 for banked table games and $1,445.12 for non-banked table games. MGM National Harbor operates 3,087 slot machines and 168 (129 banked and 39 non-banked) table games.

Live! Casino totaled $46,960,132 from both slot machines and table games in September. Live! Casino’s gross gaming revenue per unit per day was: $255.26 for slot machines, $3,830.60 for banked table games and $912.62 for non-banked table games. September 2017 revenue at Live! Casino decreased by $6,961,310, or 12.9%, from September 2016. Live! Casino operates 3,872 slot machines and 190 (138 banked and 52 non-banked) table games.

Horseshoe Casino Baltimore generated $20,994,619 from both slot machines and table games in September. Gross gaming revenue per unit per day was: $194.05 for slot machines, $1,683.49 for banked table games and $632.88 for non-banked table games. Horseshoe Casino’s September 2017 revenue decreased by $5,946,742, or 22.1%, from September 2016. Horseshoe Casino Baltimore operates 2,202 slot machines and 176 (153 banked and 23 non-banked) table games.


Hollywood Casino Perryville generated $5,925,449 from both slot machines and table games in September. Gross gaming revenue per unit per day was: $211.33 for slot machines, $1,587.24 for banked table games and $392.20 for non-banked table games. Hollywood Casino’s September 2017 revenue increased by $3,287, or 0.1%, from September 2016. Hollywood Casino Perryville operates 822 slot machines and 21 (13 banked and 8 non-banked) table games.

Casino at Ocean Downs generated $6,586,593 from slot machines in September, and its gross gaming revenue per unit per day was $274.26. Casino at Ocean Downs’ September 2017 revenue increased by $710,996, or 12.1%, from September 2016. Casino at Ocean Downs operates 800 slot machines and does not have table games.

Rocky Gap Casino Resort generated $4,706,686 from both slot machines and table games in September. Gross gaming revenue per unit per day was: $206.23 for slot machines and $1,149.80 for banked table games. Rocky Gap Casino Resort’s September 2017 revenue increased by $270,970, or 6.1%, from September 2016. Rocky Gap Casino Resort operates 665 slot machines and 17 banked table games. This facility does not have non-banked table games.

Under Maryland law, casino revenue supports the Maryland Education Trust Fund, local impact grants, local jurisdictions, the state’s horse racing industry and the Maryland General Fund. September 2017 contributions to the state from all six Maryland casinos and fiscal year-to-date totals are documented in the attached spreadsheets and available online (click HERE).

Maryland Lottery and Gaming is responsible for oversight of the state’s casinos. Danish Gambling Authority Spillemyndigheden Launch App to Help Players Keep Track of Gambling

DENMARK (October 5, 2017) -- New app from Gambling Authority can help if you play too much or want an overview of its gaming usage. By registering winnings and losses, the player gets an idea of when the game might be overtaking.

The gaming authority, a government board that regulates and oversees the Danish gaming market, launched the first time "MitSpil" app in November 2016.


The first version was an information app, while the updated version as something new contains a "game tracker". If you have downloaded the app, you can update, with the help of a few clicks, what you've been playing if you've won or lost and you can always have a simple overview of his "player accounts". It is the user himself who enters the various information while the app calculates how much money you have played for; like an Excel sheet in pocket format.

If you have forgotten to update if you have won or lost a football match, you will receive a friendly reminder from the app in the form of a push message.

The hope is that especially young people whose game usage is at risk of overtaking will download the app and use it to get an overview of their games.

Although the gaming agency estimates that the app can help players at risk of developing game dependence, the app is certainly not reserved for those who play a lot. Everyone who plays can enjoy the app, giving a quick overview of how much you've spent on games.


Michael Bay Jørsel, Center Manager of Ludomani Center, believes there is a need for a tool like the MitSpil app:

-We are seeing more and more youngsters with gaming problems at the Center for Ludomani. Therefore, we welcome all new initiatives that dress the youngsters better to keep track of their gaming usage. In addition, the Gambling Authority offers free information visits to youth education, where students can gain an insight into the rules for money games in Denmark and what they need to be aware of.

Gaming Commission Engages Stakeholders on Best Ways to Harness the Industries’ Potential

ACCRA, Ghana (October 5, 2017) -- The Gaming Commission has engaged industry players, to find ways and measures to better develop the Gaming Industry, raise gaming to international standards, create a condusive environment for gaming of thrive in Ghana and collate inputs for the Commission’s long term Strategic Business Plan..

At a just ended Stakeholder Forum held in Accra themed, “MEETING EMERGING TRENDS TO PROMOTE GAMING, THE RIGHT WAY”, the stakeholders brainstormed on efforts to streamline activities of gaming operators, as well as measures to stop minors from participating in such games of chance in the country.

The Ag. Gaming Commissioner, Mr. Peter Mireku noted that although the gaming industry is growing rapidly, this is not without its problems especially in the areas of problem gaming, underage gambling, money laundering and the proliferation of illegal gaming. He emphasized that the Commission as a regulator, will streamline the gaming environment to address existing issues confronting gaming and to attract and retain operators of the highest standard. Mr. Mireku called on all stakeholders, to help in championing a course which will change gaming from being perceived as a social problem to being perceived as a form of entertainment and a positive force for economic development.

The Deputy Minister for the Interior, Mr. Henry Quartey, in an address to open the forum noted that, “Given the current trend where there is public attention and constant backlash against the Gaming Commission as a regulator, for the influx of slot machines popularly known as ‘jackpot’ machines across the length and breadth of the country without effective supervision and monitoring, your input as stakeholders in tackling this menace is key”. He stressed that government and the Ministry remains committed to promoting a gaming environment where gambling is an enjoyable leisure activity, devoid of societal menace and criminality.

Mr. Quartery called on gaming operators, to offer options that help punters manage their gambling in a responsible manner and give them control over both time and money they spend on gaming. “We should aim at building a sound consumer protection policy. One area of concern is the underage gambling which has resulted in negative perception about the industry. As stakeholders, we should put our wheels together and ensure that we discourage or institute measures that would help keep our young ones safe from engaging in activities not meant for them, whilst the industry thrives. OPAP and SEGAS Extend Their Cooperation by Another Two Years
