INTRALOT Announce Y-o-Y Revenue (-8.5%) and EBITDA (-14.7%) Contraction Following Primarily Business Transition Impact

Executive Director of NASPL Respectfully Requests Governor DeSantis to Veto HB 629

Governor DeSantis:

As Executive Director of the North American Association of State and Provincial Lotteries (NASPL), I am writing to you today to respectfully request that you veto HB 629. This bill would require the lottery vendor to print a warning statement on the front of every lottery ticket printed on or after January 1, 2021 that occupies at least 10% of the total front face of the ticket. The bill would also require the Florida Lottery to include a warning label on every advertisement or promotion of lottery games that takes up 10% of the surface area of the advertisement or promotion. These warning labels must contain one of two messages, and each message must appear in an equal number of advertisements and promotions:

 

“WARNING: LOTTERY GAMES MAY BE ADDICTIVE” or “PLAY RESPONSIBLY.”

 

Since 1988, the Florida Lottery has generated more than $35 billion for education, with over 800,000 students receiving a Bright Futures scholarship. It is almost certain that the funding generated for education each year will be substantially hurt if HB 629 is signed into law.

I am not aware of any North American lottery that is required to print a warning message on the front of a lottery ticket that would occupy 10% of the surface area, similar to HB 629. I am concerned that devoting 10% of ticket and advertising real estate to this warning message would have a substantial negative impact on lottery game retail sales and a corresponding negative impact on profits and funding for the education programs these sales support.

It has been estimated that HB 629 could lead to a $235 million reduction in Florida Lottery top line sales, resulting in a loss of $61 million for education. In addition, this would result in a loss of $14.1 million in retailer commissions (6%). Ultimately, a loss in revenue, top line sales, education benefits, retailer commissions, and player prizes would have a huge negative economic impact, because it will mean fewer dollars for education, fewer dollars for the lottery to run its billion dollar business, and less infrastructure for lottery partners to run their business, including investment.

The effective date of HB 629 is January 1, 2021. In order to comply, the Florida Lottery would need to remove every instant scratch-off ticket and game without the warning message from the market by that date and replace billions of dollars of inventory. It would be a monumental task and likely have a significant negative impact on the lottery’s business.

The Florida Lottery does more than $4.5 billion in instant scratch-off ticket game retail sales annually.

Based on the 2019 projected value of printed instant scratch-off ticket game retail sales and inventory, the impact on the lottery of implementing HB 629 and removing inventory without the warning message prior to January 1, 2021 is $7.1 billion. In addition, another $7.1 billion in retail value of inventory would have to be produced to replace the inventory pulled out of the market to support this ill-conceived legislation.

Additionally, if this bill were signed into law, it would likely have a national impact on the lottery industry. NASPL does not want the state of Florida to set in motion a trend in legislatures that ultimately leads to a reduction in dollars for lottery beneficiaries, including college scholarships, pre-K funding, state budgets, healthcare funding, programs that support senior citizens, and more.

The primary focus of state lotteries is to continue growing the much needed funding for good causes and to do so responsibly and with integrity. The industry has always proactively addressed problem gambling, by including “Play Responsibly” messaging on tickets and advertising materials, as well as directly funding problem gambling organizations. This is not something that NASPL takes lightly. It is my belief that the industry – and more importantly the recipients of the funds generated by the lotteries, such as the Bright Futures Scholarship students – will be negatively impacted if HB 629 is signed into law.

Total Good Causes Returns Exceed £40 Billion as the National Lottery Turns 25

U.K. (June 4, 2019) -- Camelot UK Lotteries Limited (‘Camelot’) today announced that National Lottery ticket sales for the 2018/19 financial year (1 April 2018 to 31 March 2019) were £7,206.8 million – an increase of £255.1 million on last year and clear evidence that the company is making good progress as it continues to implement the outcomes from its 2017 strategic review.

During 2018/19, Camelot generated £1,654.7 million for Good Causes, which continues to amount to around £30 million every week and takes the total delivered to more than £40 billion over the past 25 years.

National Lottery funding has now been awarded to 565,000 individual projects – an average of 200 lottery grants in every UK postcode district. Combined with the Lottery Duty it pays to the Government and the commission earned by its retail partners, Camelot continues to return around 95% of all revenue to winners and society – one of the highest percentages of lottery revenue given back in the world. In 2018/19, returns to winners and society grew by £205.0 million to £6,785.3 million.

Over the course of the year, Camelot awarded £4,128.5 million in prizes to players and created a record 406 new millionaires – including Patrick and Frances Connolly from Northern Ireland who became Britain’s fourth biggest-ever National Lottery winners when they scooped £114.9 million on New Year’s Day. The National Lottery has now awarded over £71 billion in prizes and created more than 5,350 millionaires or multi-millionaires since its launch in 1994.

Sales growth in 2018/19 was driven by a number of factors, including record digital sales of £1,833.5 million. Following continued investment and innovation in its digital presence – including ongoing improvements to the National Lottery mobile apps – Camelot grew sales through smartphones and tablets to an all-time high of £1,019.5 million, accounting for 55% of all National Lottery digital sales. Likewise, sales across The National Lottery’s range of Scratchcards and online Instant Win Games also reached a record £3,125.0 million, an increase of £290.1 million – following improvements to ensure a wide range of differently-priced products with varying themes, combined with better stock management processes.

With sales of £5,373.3 million over the period – an increase of £73.8 million on last year – retail remains the largest National Lottery sales channel, with nearly 75% of total sales coming through in-store terminals. At the time of the strategic review, Camelot announced plans to grow its sales force, move into discounters and ensure that National Lottery games are available at self-checkout to better serve customers as their shopping habits continue to change. And it has delivered on those plans, having doubled the size of its sales force last year and launched initiatives that reflect the constantly-changing retail landscape. Since last summer, the company has been trialling the sale of National Lottery products in a number of Aldi stores, and has started to make National Lottery games available at self-checkouts having recently rolled out this facility to over 550 Asda stores nationwide.

Although total sales of draw-based games were broadly flat, both Thunderball and EuroMillions HotPicks performed well. While EuroMillions and Lotto were both slightly down – EuroMillions as a result of fewer rollover draws of over £100 million in 2018/19 – Lotto gained momentum in the second half of the year following enhancements introduced in November 2018.

These have seen the game create 56 new millionaires – almost 30% more than would have been made under the old game – while the new ‘cascade’ mechanic has seen hundreds of thousands of players across the lower cash prize tiers sharing the jackpot, including more than 290,000 players who have seen their usual £30 prizes for matching just three main numbers boosted to an average of over £140. In addition, the launch of the brand new Set For Life game in March – which offers a top prize of £10,000 a month for 30 years – is on track and expected to boost Good Causes by an additional £100 million in the next financial year.

DES MOINES, IA (June 3, 2019) – A new book detailing how a lottery ticket, two hot dogs and a hunt for Bigfoot foiled the largest lottery fraud in United States history was released today, with shocking inside details from the investigators and public officials who helped solve the case.

The $80 Billion Gamble, written by Perry Beeman and Terry Rich, describes the bizarre twists, turns and lucky breaks officials encountered as they pursued an ingenious con-man and worked to protect the lottery industry’s operational integrity and reputation.

Dutch Gaming Authority is Aiming for the Remote Gambling Act to Come Into Effect on July 1, 2020

THE HAGUE (June 5, 2019) -- The Gaming Authority is aiming that the Remote Gambling Act will come into effect on 1 July 2020. Permit applications can then be processed from that date. The market for online games of chance can then open from 1 January 2021.

That is what René Jansen, chairman of the Ksa, said today during the annual conference of the Gaming platform in Holland. René Jansen emphasized that managing the licensing process in the context of the Remote Gambling Act will be a priority in the coming two years.

The Remote Gambling Act, which was adopted by the First Chamber on 19 February 2019, legalizes online gambling under strict conditions. Under current legislation, it is not possible to apply for a license to offer online games of chance. That will change with the new law. The Ministry of Justice and Security is currently drafting the law into so-called lower regulations. When that is ready, the Ksa can draw up permit conditions. "Such an operation demands a lot from an organization with the size of the Ksa," says Jansen. "But we do everything in our power to get this done. If we don't make it through the permanent staff, we hire external staff. "

General Directorate for the Regulation of Gambling (DGOJ) Issues Prohibition Guide for the Protection of Minors

MADRID, Spain (June 4, 2019) -- Law 13/2011, of May 27, regulating the game (hereinafter, LRJ) keeps among its objectives the protection of minors, who are completely prohibited from participating in the gaming activities regulated by said law.

This prohibition should guide the exercise of any public or private actions that may be carried out in the framework of the LRJ, since its purpose is to exclude from the scope of regulated gambling any aspect have as participants or connect with minors.

In the development of the regulated online gambling offer that has taken place in Spain since the entry into strength of the LRJ, and with regard in particular to the betting activity, it has been found that some gaming operators with state qualifying title are offering event forecast contests sports that can be played exclusively or mainly by minors.

There are several reasons why the Directorate General for the Regulation of Gambling does not understand that it is convenient for minors to integrate the events that are the object of the bet, whether it be their sporting nature or another, and all of them based on the best interests of the child, constitutionally recognized and directly connected to the object of the LRJ from a holistic point of view. First, by the relevance of establishing a clear separation between the scope of minors and that of all types of bets in order to avoid the trivialization of the risks of the activity of games and bets by the minors. And second, and focused on the modality of horse and sports betting, with the purpose to ensure the healthy participation of those in the practice of sports activities, which contribute to an adequate development of the personality, without incurring the risk of their concurrence in the same exogenous constraints to these practices derived from the emergence of economic interests of third parties. In this sense, this measure would help eliminate the environment of the educational spheres of the sports activity the possibility that competitions are manipulated by the perversion of athletes whose sporting and personal maturity has not yet been completed and, therefore, more susceptible to

be influenced.

For all the above, by virtue of the provisions of article 6.3 and sections 4 and 9 of article 21 of the

LRJ, which enable the Directorate General for the Regulation of Gambling to issue instructions of a general nature aimed at all gaming operators and to ensure that the interests of vulnerable groups are protected, as well as in article 14 section 1 of the basic regulations of sports betting of counterpart, approved by Order EHA 3080/2011, of November 8, and concordant articles of the remaining basic betting regulations, approved by the corresponding Ministerial Orders, the following is available:

  • First. Gaming operators with a single license in any of the regulated bets may not include in its program of events those that are played exclusively or mainly by children of age;
  • Second. For the purposes provided in the first section, it is understood that, in the case of bets sports and equestrian sports, are carried out mainly by minors all the events that are develop within the framework of a sports competition that, in a generalized way, only allows people under the age of 18, including; and
  • Third. This Resolution shall take effect from the day following its publication in the "State official newsletter".

Wales Launch for NEW NATIONAL STRATEGY to Reduce Gambling Harms

BIRMINGHAM, U.K. (June 5, 2019) -- The Gambling Commission has joined with partners in Wales to launch the new National Strategy to Reduce Gambling Harms at an event held in Cardiff.

The three-year strategy will drive work across Wales, and the other nations in Britain, to bring a lasting impact on reducing gambling harms - with Welsh health bodies, charities, regulators and businesses coming together in partnership to effectively tackle the issue.

The Commission is continuing to call for action and combined efforts on two strategic priority areas:

  • Prevention and Education – making significant progress towards a clear public health prevention plan which includes the right mix of interventions.
  • Treatment and Support – delivering treatment and support options that meet the needs of users in Wales.

 

The Cardiff launch is accompanied by similar events to unveil the new strategy in London and Edinburgh.

Neil McArthur, chief executive of the Gambling Commission, said: “The new strategy will provide us and our partners across Wales the opportunity to make faster progress to reduce gambling harms.

Earlier this spring the Gambling Commission also announced that its independent advisors, the Responsible Gambling Strategy Board (RGSB), had been renamed as the Advisory Board for Safer Gambling (ABSG) as part of a renewed focus on the safety of consumers and prevention of harm.

Spelinspektionen to Fine Swedish Licensed Gaming Companies for Legislation Violation

SWEDEN (June 3, 2019) -- Gaming companies with a Swedish license may only offer their customers a bonus at the first game opportunity. In its supervision, the Gaming Inspectorate has found that license holders have violated the legislation by informing their customers about the possibility of receiving recurring bonuses on their website. The Authority has therefore decided on measures against the following licensees:

  • AG Communications Limited, note and a penalty fee of SEK 500,000; and
  • Genesis Global Limited, note and a penalty fee of SEK 1,700,000

 

According to the game law, an offer of more than one bonus is sufficient for the license holder to break the bonus provision.

Letter of bonus and previous warnings

As the Spelinspektionen already had indications at the beginning of the year that some gaming companies did not comply with the legislation, on February 19, the authority issued a letter to all licensees regarding bonus offers. After the letter, the Gaming Inspectorate noted some compliance from the licensees, but the assessment is that further measures must also be taken to achieve full compliance.

On May 16, the Gaming Inspectorate decided on two cases of serious violations, which resulted in warnings and penalties of SEK 5,000,000 and SEK 9,000,000, respectively. Press release and decisions can be read here.

By bonus is meant a discount or similar financial incentive that is directly linked to the game.

The main purpose of the new gambling regulation, which came into force on January 1, 2019, is to strengthen consumer protection and reduce the negative effects of gambling. The limitation on bonuses is contained in the law to reduce social and economic damages and problem gambling. The Gaming Inspectorate will therefore continue to focus on supervision of this area.
