Kentucky Lottery Sales Grow As Fiscal Year Ends

LOUISVILLE, Kentucky (June 14, 2019) -- In today’s meeting of the Kentucky Lottery Corporation’s board of directors, it was announced that sales continue to perform ahead of expectations in the final weeks of Fiscal Year 2019.

Year-to-date sales through the end of May 2019 were $1.035 Billion, which is 8.1% ($77.7 million) ahead of the previous FY and 1.4% ($13.9 million) ahead of budget. This is the earliest point in a fiscal year for the Kentucky Lottery in which the billion dollars in sales threshold has been achieved and marks the third straight year for this milestone.


Strong performance of the Mega Millions game (which is up more than $23 million from the previous year), along with strong Scratch-off ticket sales (up more than $48 million from FY18) and an increase in iLottery Instant Play sales have made up the bulk of the increase.

The board also approved the Lottery’s budget for FY20. The plan calls for an overall 6.5% sales increase, which would set the sales goal at $1.2 billion. Income before transfer of dividends is budgeted to be $280.4 million.

Scratch-offs continue to be the area where we believe significant growth will occur,” said Kentucky Lottery President and CEO Tom Delacenserie. “We’ll continue our focus on new product launches including a second $30 Scratch-off, increasing marketing and media support, and maximizing operational and field efficiencies through best practices. We’ll also continue our work to expand awareness on the positive effects Lottery proceeds have on education in the Commonwealth, as this is a great story to tell and one in which we take immense pride.

In other business, the board approved both Keno and Scratch-off retailer incentive plans, along with rules and regulations for 12 scratch-off tickets and three Instant Play games. The board also re-elected Mark F. Sommer as chair and Jan Buddeke as vice chair.

The next meeting of the KLC’s board of directors will be July 26. The meeting will begin at 10:00 AM EST and will be held at the KLC headquarters at 1011 West Main Street in Louisville. The audit committee meeting will begin at 8:30 AM EST, as well as the procurement committee at 9:00 AM EST.

Milford, CT (June 14, 2019) -- Stop & Shop has donated the $2,500 CT Lottery selling bonus it has received for selling a one-million-dollar Mega Millions ticket in the June 4, 2019 drawing to The Storehouse Project, a Milford-based food pantry.

“Stop & Shop is very pleased that one of our regular customers purchased the winning ticket,” said Milford Stop & Shop store manager, Mark Mancini. “The customer came in not knowing he had won. Our customer service associate scanned the ticket and they were very excited when they realized the ticket was a winner.

Stop & Shop presented the $2,500 selling bonus to The Storehouse Project, a non-profit organization which provides individuals and families throughout Connecticut with food and other items necessary for living, at a check donation ceremony at the Milford Stop & Shop on East Town Road.

Education Lottery Issues Warning About Powerball Jackpot Scams

RALEIGH, NC (June 13, 2019) -- The N.C. Education Lottery is issuing a scam warning to alert the public about fake email and social media from scammers claiming to be North Carolina’s Powerball jackpot winner.

In an email scam, the scammer poses as the jackpot winner and offers to make a $4 million donation to an organization. The scammer then asked for $500 as a minimum deposit in the banking account that would provide the donation to the group. Scammers on social media are posing as the jackpot winner, using photos of the winner.


They then say they are going to give away money to social media followers. “Gonna be blessing lucky people with $5,000,” said one impersonator. Another said: “I’m giving away $100,000 to my first 2k followers $$.

Unfortunately, scams like these are all too common,” said Mark Michalko, executive director of the N.C. Education Lottery. “Anyone who makes a promise of a donation or prize but wants you to give money first is trying to trick you. Never give your money or personal information to these people.”

Michalko said there’s been other cases in other states when scammers use the name of big lottery winner to try and take advantage of people.

Protect yourself from these scams with the following tips:

  • Not responding to a letter, email, phone call or social media post asking you to send money to get a donation or prize. No legitimate donor or lottery will ever send you this type of communication.
  • Never giving your credit card, Social Security number, driver’s license, passport or bank account numbers over the phone to someone promising you a donation or lottery prize.


As of Thursday, the lottery has spotted 36 cases of social media impersonators of the jackpot winner. In each case, the lottery reports the fake site to the social media platform. The lottery also will report the email scam to the Consumer Protection Section of the N.C. Department of Justice.

Consumers who believe they have been the victim of a scam or an attempted scam can get assistance from the Attorney General’s Consumer Protection Section by calling 1-877-5-NOSCAM or by filing a consumer complaint online at The Education Lottery keeps information about lottery scams in a section of its website. If you are approached by someone trying to scam you, please report the attempted fraud to local law enforcement.

SWF and Svenska Spel's Joint Youth Initiative Against Match Fixing and Gambling Problems Continues

VISBY, Sweden (June 10, 2019) -- The Swedish Handball Federation's and Svenska Spel's joint youth initiative against match fixing and gambling problems continues. In connection with the national team camp in Halmstad, the next generation of handball stars got to implement the National Sports Federation's training "My match". 

Match fixation is a serious threat to the future of competition sports and research shows that young athletes are at risk when they take the step up to senior level and themselves become gaming objects.


The Swedish Handball Federation and Svenska Spel have therefore initiated a youth initiative in which it recommends youth teams throughout the country to implement the National Sports Federation's web education "My match" to prevent match fixing.

It is important that we within the handball take the issue of gambling backside seriously and that we start with preventive work at an early age,” says Robert Wedberg, Swedish Handball Federation's Secretary General.

Already last year, the Handball Federation and Svenska Spel started their joint venture with the handball juniors in youth SM, and before that all players and leaders in the Swedish handball elite (SHE) and the Handball League had been trained.

When Sweden's foremost handball talents gathered in Halmstad on June 6-9, all players in DU17, DU19 and HU19 received training to counter match fixing and gaming problems.

"As a partner to the Swedish Handball Federation and the Swedish National Sports Association, it is important for us that the issue of match fixing is highlighted and that both young and adult athletes receive education," says Dan Korhonen, head and product manager for sports betting and gaming safety at Svenska Spel.

EGBA Brings Case Against Payment Blockings In Norway

BRUSSELS, Belgium (June 12, 2019) -- This week the European Gaming and Betting Association (EGBA), along with Entercash payments processor, brought a case against the Norwegian Ministry of Culture in Oslo District Court over the Norwegian government’s policy of seeking to block online gambling payments.

EGBA believes payment blocking infringes on European Union law and the freedom of payment processors to do business across the European Economic Area (EEA).

Instead of enforcing restrictive payment blocking measures to protect the revenues of the state monopoly and fend off outside competition from EU-licensed operators, EGBA urges the Norwegian government to undertake a more fundamental review of how the country regulates online gambling.

The adoption of a multi-licensing regime – like in the vast majority of EEA countries, including those with existing state-owned monopolies – would improve the functioning of Norway’s online gambling market and bring with it several other benefits.

Online gambling is a consumer-driven market – but monopolies naturally restrict consumer choice. This lack of choice available locally might lead some Norwegian players to search elsewhere and play on gambling websites based outside of Norway – which neither apply Norwegian laws nor pay taxes in Norway.

The introduction of a multi-licensing regime would enable a greater variety of products, brands and competition on the Norwegian market to meet existing consumer demand. This would make the local market more attractive to Norwegian players and encourage more of them to play on websites which are licensed and regulated in Norway – and not on websites based outside it.

This is important because it would ensure more Norwegian players are protected by Norwegian laws when they play online and generate greater tax revenues for the state from local gambling activity.

In today’s digital age it is virtually impossible to enforce national borders on the internet but that’s what the Norwegian authorities are trying to do by introducing payment blockings for online betting.

Rather than being a tool to benefit consumers, such restrictive measures are aimed at protecting the revenues of the state-owned monopoly by cutting off outside competition from reputable EU-licensed operators.

This is not only in breach of the EU’s internal market principles but out of step with the reality of a consumer-driven betting market, where players will inevitably search around the internet for value and choice in the games they play.

This reality is why we’re seeing national gambling monopolies across Europe slowly being replaced by multi-licensing regimes which facilitate better consumer choice and enable better functioning national markets. Norway is one of only two EEA countries which do not have a licensing regime yet – but it is inevitable they will have to confront this decision sooner or later.

The introduction of a multi-licensing regime would be a win-win: it would encourage more effective channelling which would benefit player protection, more effective local control of gambling activity and increased tax revenue for the Norwegian state.”

ELSE and Loterie Romande win at the DBA Design Effectiveness Awards 2019

LONDON, UK. (June 13, 2019) -- Experience design consultancy ELSE has won a Gold Award for its work on Loterie Romande’s new eGaming platform at the DBA Design Effectiveness Awards 2019. The awards recognise projects that demonstrate design’s tangible effect on a business by drawing focus onto design’s strategic and commercial value. Loterie Romande (LoRo), the lottery provider for the 6 French-speaking Swiss-Cantons, felt their online offer had become outdated and needed a complete rethink. They brought in ELSE in partnership with Camelot Global Services to redesign their eGaming platform ( that provided more opportunity to both players and LoRo. The objective was to offer a modern, relevant and personalised experience for their players with mobile at its core.

A winning platform

The redesign far exceeded all original objectives. A +250% increase in registrations was achieved and player volume doubled, which in turn delivered a +25% growth in sales. The responsive new platform also opened up significant new revenue opportunities, which in turn increased funds available for social good, by bringing a more entertaining and sophisticated experience to players living in Switzerland. Additional opportunities have been made possible through player tracking, cross-sell, repeat usage, CRM and cross-device play, as well as targeted in-platform marketing and personalisation.
