INTRALOT Enters the Canadian Market Through a New Contract with British Columbia Lottery Corporation (BCLC)

ATHENS, Greece (May 27, 2019) -- INTRALOT S.A. announces the signing of a contract between BCLC, which operates lottery on behalf of the Government of British Columbia and INTRALOT Inc., its US subsidiary to provide a lottery central system with its novel platform Lotos X, its holistic lottery solution that includes INTRALOT’s cutting edge lottery terminals with their innovative camera based technology along with additional software products, and ongoing maintenance services. The contract is for an initial 5-year term that can be extended up to another 6 years.

BCLC completed a public procurement process for new lottery terminals and software in 2017, and entered into a contract with Novomatic Lottery Solutions (NLS). However, in October 2018, BCLC and NLS agreed to use the contract assignment provision to assign the contract to INTRALOT, which was already working on the project as a provider of terminal hardware.

In January 2019, BCLC conducted a subsequent public procurement process for Gaming Engine Services with INTRALOT as the successful bidder.

Enhancements underway at BCLC include new lottery terminals, stand-alone ticket checkers, printers and display units, as well as the related software systems. Once launched in fiscal year 2021/22, the project will support the evolving needs of retailers and players with a faster purchasing experience, enhanced functionality and a more user-friendly terminal.

The upfront value of BCLC’s contract with INTRALOT for the implementation of the new lottery terminals and systems, and Gaming Engine Services, is CAD 24.5 million and is included in BCLC’s capital budget through to fiscal year 2021/22.

Uruguayan Lottery Commemorates 200 Years of the First Draw with the Participation of the Board of Directors of CIBELAE

URUGUAY (May 28, 2019) --  On Monday, May 27, 2019, the announcement was made at the Press Conference on the occasion of the commemoration, on July 9, of celebrating 200 Years , the first lottery draw. .

It was attended by the National Director of Lotteries and Quinielas Luis Gama , the Minister of Economy and Finance; Cr. Danilo Astori , the Minister of Education and Culture; Dr. María Julia Muñoz and the Sub Secretary of the Ministry of Economy and Finance;  Ec. Pablo Ferreri.

This event announced; so important in the history of the country will be developed on Monday July 15, 2019 in the emblematic Teatro Solis and will coincide with the meeting of the Board of Directors of Cibelae , whose current president is the current National Director of Lotteries and Quinielas of Uruguay Mr. Luis Gama Hernandez

History of the First Draw

It still separated Uruguay a few years from the great date when it would reach its independence, since the period of Portuguese domination was over, when in 1818, at the initiative of the Head of the invading forces, General Carlos Federico Lecor, Baron de The Laguna, with the purpose of solving the problem that created the support of the Founding Children and in order to help the Hospital of Charity, resolved that lotteries were made in the country. The first draw was made on July 9, 1819, in the Plaza Mayor in front of the Puertas del Cabildo.

In those raffles that were held at the dawn of the Uruguayan Lottery, the amount of 750 patacones was distributed in prizes, with a Prize of 200 patacones and a total of 48 winning lots. History of the Uruguayan Lottery

The price of the cedulas, which were thus dominated at the time by the documents that allowed participation in the draws, was of a "real" participation or fraction in which the whole was divided that constituted the 8 thousands that were issued, and It was marketed on public roads by street vendors, who responded to Loteros' name, which continues to this day.

The date of the draws was fixed once the entire issue sent to circulation was exhausted, and they were performed in public at the door of the Hospital de Caridad. They gave faith to them a Judge and a Notary.

In March 1846 the first Lottery was played in favour of the Society of Charity, created in 1844.

The birth of the National Directorate of Lotteries and Quinielas , dates from July 12, 1856, 37 years after the first draw , date in which promulgated the legal precept that had to adjust its operation the current National Lotteries and Quinielas.

Western Canada Lottery Corporation Board of Directors Names New President

WINNIPEG, Canada (may 24, 2019) -- Niaz Nejad, Chair of the Western Canada Lottery Corporation (WCLC) Board of Directors, announced today that Paul Erickson has been appointed President and CEO of WCLC, effective immediately. Mr. Erickson has served as Interim President of the Corporation since June 2018.

Mr. Erickson began his career with WCLC in 1987; initially working in IT-related roles, he eventually moved to the audit department, where he became Manager in 1997.

His role prior to his appointment as Interim President was as Director, Risk and Compliance, where his portfolio of responsibilities included IT Security, Enterprise Risk Management, Compliance, Internal Audit, and Player Protection.

He holds a number of professional designations, including Chartered Professional Accountant (CPA).

Mr. Erickson has also been active with Interprovincial Lottery Corporation (ILC) sub-committees for many years, chairing both the Lottery Risk Assessment and Common Standards teams. He has been a member of the ILC Executive Committee since June 2018.

Lottery Jackpots Continue to Grow, Sales Boost Proceeds for Scholarships

LITTLE ROCK, Arkansas (May 24, 2019) -- In the past 11 days the Arkansas Scholarship Lottery’s (ASL) three major draw game jackpots have grown a combined $135.1 million. Powerball® now stands at $308 million, Mega Millions® has climbed to $393 million and the Natural State Jackpot is up to $400,000.

Online Consumers Must Be at the Centre of EU Single Market Rules

BRUSSELS, Belgium (May 29, 2019) -- European Economy ministers have called on the European Commission to propose measures to modernise Europe’s single market to make it fit for purpose in the digital age. The European Gaming and Betting Association (EGBA) welcomes the Competitiveness Council’s conclusions and urges the incoming European Commission and Parliament to ensure Europe’s online consumers are put at the centre of EU single market policies.

Making the single market work for online consumers fundamentally requires the European Commission to act when Member States do not correctly apply existing single market rules in the online world.

Unfortunately, the current European Commission has failed to fully enforce the freedom to provide services in many online sectors – including online gambling where in 2017 it decided to shelve infringement cases in the sector.

This political decision has been to the detriment of the many Europeans who like to place a bet online, who currently do not benefit from equally enforced rules to protect them and their rights online.

In this respect, EGBA welcomes the Council’s recognition today that single market rules need to better ensure a high level of consumer protection when consumers buy services online.

EGBA also considers that proposals for targeted regulation are necessary to ensure that current gaps in the digital single market are closed and EU consumers can profit from a truly integrated digital single market.

The incoming Commission and Parliament have a responsibility to recalibrate the single market to ensure online consumers benefit from the same rights and protections regardless of which member state they live in. But to enable this, the starting point must be for the new Commission to fully enforce existing EU single market rules for all digital services, including online gambling. EGBA companies have more than 12 million active customers and these online customers deserve equal treatment under EU law – but this is currently not the case.” – Maarten Haijer, Secretary General, EGBA.

In its recent manifesto for the new EU term, the EGBA proposed the following measures to strengthen the single market for online gambling:

Ensure the implementation of the European Commission’s 2014 Recommendation on consumer protection in online gambling, taking into account digital developments such as in electronic identification, artificial intelligence and Fintech.

Reinstate the European Commission’s expert group of national gambling authorities to ensure regular exchanges of best practices, dialogue and regulatory cooperation.

Develop and introduce further standardisation of national technical requirements for online gambling, ranging from IT and auditing requirements to anti-money laundering reporting.

The European Commission must fully enforce EU law in the online gambling sector.

René Jansen Has Been Appointed Vice-Chairman of the Gaming Regulators European Forum

THE HAGUE (May 23, 2019) -- René Jansen, chairman of the board of directors of the Gaming Authority, has been appointed today (Thursday, May 23, 2019) as vice-chairman of the Gaming Regulators European Forum (GREF), the European organization of gambling regulators.

Gaming supervisors exchange experiences in the context of the GREF. René Jansen: 'The laws and regulations concerning gambling are not the same in any country. Yet there are many common ground in our work. The protection of consumers, the prevention of gambling addiction and the fight against illegality and crime are of paramount importance to all regulators. By sharing experiences, we learn from each other.

We are also confronted with the same issues. For example, a current topic is the appearance of gambling elements in games.

Online gambling

International cooperation is currently of extra importance for the Ksa because the licensing process is currently being organized in the context of the Remote Gambling Act .

The Senate passed this law in February 2019. This allows companies to offer online gambling in the Netherlands under strict conditions in the long term (after the law comes into force). Ksa chairman René Jansen: 'Other countries preceded us. All the more reason, therefore, where possible, to participate in experiences gained elsewhere. '

Safe market

It will be a long time before the market for online gambling actually opens up: other preparations need to be made in addition to the licensing process. The objective of the Remote Gambling Act is to create a safe, legal market for online gambling.

Government Introduces Online Gambling Restrictions to Reduce Consumer Harm

MELBOURNE, Victoria, Australia (May 24, 2019) -- In an Australian-first, the Andrews Labour Government is tightening rules for online betting operators in a bid to provide stronger consumer protections for Victorians gambling online.

From 26 May 2019, online betting operators must comply with strict requirements for betting account deposit limits, restrictions on direct marketing and a ban on perks that encourage consumers to continue betting.

Gambling is moving increasingly to apps and websites, and new rules are necessary to keep up with technological advancements while also providing consumers with autonomy to make informed decisions about their gambling.

The new betting rules will:

  • Ban wagering service providers from offering credit, vouchers or other rewards to an account holder as an incentive to refer their family or friends to open a betting account;
  • Stop operators from providing complementary or free bets on the condition that account holders can only use the winnings to continue to bet, rather than giving customers an option to withdraw the funds;
  • Require consumers to opt-in to receive direct marketing from a wagering service provider;
  • Provide consumers with simple and easy-to-use tools to set limits on the amount of money that can be deposited into their betting accounts;
  • Ensure consumers can easily close their betting account if they choose to do so, while also restricting gambling providers from offering credit or other rewards to encourage consumers to keep their betting account open.

The measures have been introduced following an agreement between state and federal governments to commit to the National Consumer Protection Framework for Online Wagering.

Consumer protections will be implemented progressively, with all other measures to commence by May 2020.

Andreas Matsas, CEO of Sibilla Solutions, thereafter moderated the interactive panel discussion on the ICR benefits to Cyprus’s economy, its impact on the gross domestic product and effective processes in tackling unemployment.

Day one of #CGS2019 ended off with an exclusive networking cocktail reception, hosted by the proud producers, Eventus International, providing all attendees with the opportunity to network within a relaxed and sociable atmosphere to discuss the highlights of the first day of Cyprus Gaming Show 2019.

On day two Christina Thakor-Rankin, Principal Consultant at 1710 Gaming in the UK, took the stage as Chairperson. She welcomed back all the attendees of CGS and kicked off with her opening address: “Generation Z – Betting and Gaming’s New Challenge”. After her opening remarks, a panel on gender diversity in the gambling industry followed.

Later that day implementing practical aspects of compliance and AML/KYC was also addressed by Keynote speakers Isobel John, Head of Regulatory Compliance and AMLRO at Melco Resorts & Entertainment, and Pinelope Georgiou, Compliance Manager at Melco resorts & Entertainment. A panel discussion on KYC ensued addressing changes in the latter, and what operators can practically do to better know their customers in order to make the industry safer, profitable and more sustainable.

Pennsylvania Gaming Control Board Launches Self-Exclusion Program For Online Gambling

HARRISBURG, PA (May 28, 2019) -- The Pennsylvania Gaming Control Board (PGCB) today announced that a self-help tool for individuals to voluntarily exclude themselves from participating in the new internet-based gaming (iGaming) activities for sports wagering and casino-like games is now available.

Modeled after the successful Self-Exclusion Program that has assisted thousands of persons by allowing them to voluntarily ban themselves from gaming in Pennsylvania’s casinos, the iGaming Self-Exclusion Program will similarly allow individuals to voluntarily choose 1-year, 5-year, or lifetime bans for on-line gambling activities.

Information and a sign-up tool for the iGaming Self-Exclusion Program can be accessed from a special link under the Quick-Links section of the homepage on the PGCB’s website.

All Commonwealth on-line gaming sites must refuse wagers and deny gaming privileges to all persons on the iGaming Self-Exclusion list, as well as refuse any player club membership, complimentary goods and services, and other similar privileges; and, ensure that persons on the iGaming Self-Exclusion list do not receive solicitations, targeted mailings, telemarketing promotions, player club materials or other promotional materials relating to iGaming activities.

About the Pennsylvania Gaming Control Board:

The Pennsylvania Gaming Control Board is tasked to oversee all aspects of the state’s casino industry, including sports wagering offered currently at eight locations. The oversight also includes other new gaming initiatives, expected to be launched in the coming months, which were created through Act 42 of 2017, an amendment to the Race Horse Development and Gaming Act.

The Commonwealth’s casino industry currently consists of 10 stand-alone and racetrack casinos in operation, along with the two smaller resort casinos.  These facilities collectively employ over 16,000 people and annually generate approximately $1.4 billion in tax revenue from slot machine and table games play. The largest portion of that money is used for property tax reduction to Pennsylvania homeowners.

Celebrate the 20th Anniversary of the World Lottery Association (WLA) with us

BASEL, Switzerland (May 23, 2019) --The year 2019 represents a milestone for the WLA, as we celebrate our 20th anniversary. On August 30, 1999, the final hurdles were cleared and AILE and Intertoto united to form the World Lottery Association.

We would like to ask all WLA members to join us in this celebration by sending a short video (maximum two minutes) telling us what the world lottery community means to you and your organization and how you see the lottery sector developing over the next 20 years. We are looking for informal videos, taken with your smart phone or mobile devices. As we would like to hear from all our members, all video submissions are welcome; submissions do not need to come exclusively from CEOs or other senior management.
