New Jersey Lottery Kicks Off Annual Campaign to Prevent Underage Lottery Play

 “Not 18 Yet? No Bet” Awareness Campaign Underway

TRENTON, NJ (Aug. 27, 2019) – The New Jersey Lottery and the Council on Compulsive Gambling of New Jersey (CCGNJ) kicked off Lottery’s annual “Not 18 Yet? No Bet” awareness campaign. This campaign reminds residents and retailers that New Jersey law prohibits the sale of lottery tickets by or to anyone under the age of 18.

Carey, Jr., Acting Executive Director, New Jersey Lottery and Neva Pryor, Executive Director, CCGNJ, renewed their organizations’ commitment to responsible play and the prevention of underage gambling at the campaign’s kickoff event at the Acme Market on Route 33 in Hamilton Square, a Lottery retailer.

We have an active partnership with the Council on Compulsive Gambling of New Jersey and support their efforts to prevent underage gambling,” Carey said. “The New Jersey Lottery has a longstanding commitment to promoting responsible play and discouraging underage gambling of any kind.

The Lottery has had a representative on the Council of Compulsive Gambling’s board of directors since June 1999. The Council’s problem gambling helpline number (1-800-GAMBLER®) is printed on every Lottery ticket, brochure and sign. Finally, the Lottery’s website directs visitors to the Council’s site (800gambler.org), which provides the public with free information and help for compulsive gambling problems.

Right now, the Council on Compulsive Gambling of NJ is in the midst of a major expansion of its community and school-based outreach programs. One of our focuses is preventing the onset of gambling addiction among adolescents and young adults, so the New Jersey Lottery's message and support is particularly important,” said Pryor. “The Lottery continues to be a great partner in promoting the importance of responsible gambling and in publicizing the Council’s helpline number. If a parent thinks their child might have a gambling problem, they can call 1-800-GAMBLER®. We offer support, treatment and hope.

As part of its effort, the Lottery has developed a “Not 18 Yet? No Bet” brochure in English and Spanish providing information about the major types of teen betting and ways to recognize signs of a gambling problem. The brochure also provides concerned individuals with contact information on how to receive advice and assistance. The brochures are available at more than 7,000 Lottery retailer locations, at all Lottery-sponsored exhibits and events, and may be downloaded from the Lottery’s website: NJLottery.com.

Today, the Lottery provided the CCGNJ with additional “Not 18 Yet? No Bet” brochures, along with supplies of branded pencils for distribution to students who attend the Council’s school lecture series. The pencils are imprinted with the message “LOTTERY IS NOT CHILD’S PLAY, You Must Be 18 Or Older To Play The NJ Lottery.

In addition, the “Not 18 Yet? No Bet” message and the 1-800-GAMBLER® Helpline number are continually flashed on Lottery’s digital messaging screens at all retailer locations.

The New Jersey Lottery has also received international recognition for it responsible gaming initiatives. It has obtained the highest level of achievement by the World Lottery Association (WLA) for its adherence to the Responsible Gaming Principles and Responsible Gaming Framework which is ingrained in the Lottery’s day-to-day operations.

Arkansas Scholarship Lottery Launches Razorback-themed Scratch-off Ticket

LITTLE ROCK, Ark. (August 28, 2019) – The Arkansas Scholarship Lottery today announced the launch of a new Razorback-themed lottery ticket. The ticket is the first of its kind in Arkansas.

The scratch-off ticket costs $5 and includes three top prizes of $100,000.

Players can win varying amounts of money up to 15 times on a single ticket. Tickets will feature either Razorbacks football, basketball or baseball.

This year marks the 10-year anniversary of the Arkansas Scholarship Lottery, and partnering with the Arkansas Razorbacks to raise scholarship funds is the perfect way for us to celebrate,” said Bishop Woosley, director of the Arkansas Scholarship Lottery.

Sydney Hosts Local and International Regulators for Gaming and Casino Regulation Course

SYDNEY, Australia (August 28, 2019) -- Earlier this month, 60 Australian and international gaming regulators attended the first ever casino and gaming regulation program held in Australia.

”Gaming Regulation”, a joint venture by Liquor & Gaming NSW and the University of Las Vegas, Nevada (UNLV) International Center for Gaming Regulation, ran from 11–16 August at the International Convention Centre, Sydney.

The six-day program was developed in consultation with casino and gaming regulators, and focused on compliance and enforcement, licensing, audit, responsible gambling, technology, emerging threats and regulatory challenges.

Liquor & Gaming NSW’s Executive Officer, Nathan Bennett said the course was a huge success and attracted delegates from all around the world.

“This is the first time, outside of Las Vegas, that casino and gaming regulators have been able to participate in an educational training program specifically designed to meet their regulatory needs,” Nathan said.

Casino regulators from every Australian state and territory, New Zealand, Singapore, the Philippines, Japan, Ireland and Cyprus sent participants to Sydney.

Jennifer Roberts, Associate Director, UNLV’s International Center for Gaming Regulation led a faculty of four who, along with a small number of Australian-based subject matter experts, delivered the program to participants.

It was exciting to learn from different jurisdictions, and do a comparison about how they approach gambling regulation,” said Jennifer.

Brendan MacNamara, from Ireland’s Ministry of Justice, attended the program as plans to create an Irish regulator continue.

The intention of the (Irish) government is to move to the creation of an independent regulator, to regulate all forms of gambling,” explained Brendan.

I (was) looking forward to hearing what all of the regulators from different Australian states and beyond have done in terms of their regulation of forms of gambling – what they found worked, what they found didn’t work.

The program also included a number of networking events to allow delegates to build their contacts within the gaming and casino regulation space.

Illinois Lottery Reports Record Contribution for Education Funding

CHICAGO, Illinois (August 28, 2019) -- As students across the state head back to school, the Illinois Lottery announced today a record $731 million contribution to the State of Illinois’ Common School Fund for Fiscal Year 2019, which ended June 30.

The $731,250,000 Common School Fund contribution for FY19 is 1.7% higher than the FY18 contribution of $719 million. In addition to the money generated for K-12 public education in Illinois, the Illinois Lottery also transferred $4 million for specialty causes, including Illinois veterans’ services, the fight against breast cancer, multiple sclerosis research, Special Olympics training programs, police memorials and assistance for people living with HIV/AIDS.

The Illinois Lottery’s FY19 contribution to the Capital Projects Fund and FY19 final sales figures have not been determined.

The Illinois Lottery’s mission is to maximize revenue in an ethical and socially responsible manner to benefit schools, capital projects and specialty causes. To that end, the Illinois Lottery has contributed more than $21 billion in revenue to help fund education in Illinois and hundreds of millions of dollars more for capital projects. Over $50 million has been generated for specialty causes,” Illinois Lottery Acting Director Harold Mays said. “Our ambition is simple: Create meaningful returns to the state and make Illinoisans proud of the Lottery.

The Illinois Lottery also supports local businesses throughout Illinois. In FY19, the Lottery paid $165 million in commissions and selling bonuses to the more than 7,200 Lottery retailers. The Lottery also paid $1.9 billion in prizes to winners across the state.

With annual ticket sales of approximately $3 billion, the Illinois Lottery is one of Illinois’ top five revenue sources. In Fiscal Year 2018, 54% of all gaming revenue came from the Illinois Lottery.

The main functions of the Committee lie in reviewing commercial communications brought to its attention and assessing any possible breaches.

In addition, the MGA is hereby issuing the Commercial Communications Guidelines (the “Guidelines”), as part of the MGA’s mission of placing player protection and responsible gaming on top of its regulatory agenda.

These Guidelines are aimed at providing practical guidance to any person offering licensable game/s and to persons who collaborate in any way or provide any service, including any marketing or promotional service, to or on behalf of such persons.

The Guidelines are intended to serve as guidance on the interpretation of the Regulations, and should not be considered to be a substitute for the relevant laws and regulations.

They reflect the MGA’s intended effect of the Regulations, but neither constitutes new rules nor binds the MGA or the Committee on the manner in which they will decide upon any commercial communication complaint.

All decisions taken by the Committee, following the determination of whether a breach has taken place or otherwise will be listed on www.mga.org.mt/CCC for future reference to all relevant stakeholders.
