Florida Lottery Has Highest Sales Week on Record

Resulting in More Than $64 Million Generated for Florida Education!

TALLAHASSEE, Florida (January 27, 2021) – Today, the Florida Lottery (Lottery) announces that ticket sales for the week ending January 17, 2021, reached an all-time record high of $239.8 million!

This record-breaking sales week, driven primarily by strong Scratch-Off sales and high jackpots for both the POWERBALL® and MEGA MILLIONS® Draw games, generated an estimated $64.6 million in contributions to the Educational Enhancement Trust Fund (EETF).

Last week’s record-breaking sales surpassed the Lottery’s previous single-week sales record, of $230.7 million for the week ending January 10, 2016.

Colorado and Lottery Win Big when Powerball and Mega Millions Jackpots Roll to More Than $1.7 Billion

PUEBLO, CO (January 27, 2021) –  Reaching a record $1.736 billion in combined jackpots before Mega Millions was won Friday, Jan. 22, the lengthy run of the Powerball and Mega Millions jackpots have resulted in big wins for Colorado Lottery, businesses, players and the beneficiaries that support the outdoors and schools.

From the time the dueling jackpots reached about $400 million each at the beginning of the month until both jackpots were hit in the past week, each national game had six drawings. During that run from Jan. 2 - 22 when Mega Millions was won, the Colorado Lottery sold $33,624,612 in Powerball and Mega Millions tickets alone, a more than 526% increase from the same time frame last year.

Of the thousands of tickets sold, big winners ranged from $10,000 - $1 million.

“Large national jackpots are an incredible gift to the Lottery and its beneficiaries. When we reach the Great Outdoors Colorado proceeds cap early, as we did the last time we had a $1 billion jackpot run, we are able to provide even more proceeds to Building Excellent Schools Today, which is the spillover beneficiary,” said Tom Seaver, director of the Colorado Lottery. “These historic bumps in sales means even more parks, recreation and conservation projects across the state receive critical funding in these times of historic use of the outdoors during the pandemic.”

When Colorado plays, the state’s outdoor spaces are the big winners. While the amount of every dollar spent that goes to Lottery beneficiaries averages $.23 across all games, for national jackpot games $.39 cents of every dollar spent goes back to Lottery proceeds partners.

That’s $13,113,599 that will go back to Lottery beneficiaries. Of that, Great Outdoors Colorado receives 50% or $6,556,800; Conservation Trust Fund gets 40%, $1,311,340; and Colorado Parks & Wildlife receives 10%, $5,245,440. The last time duelling jackpots reached over $1.5 billion in 2018, the Lottery was able to reach its GOCO cap by May of that year. 

Businesses win too. Colorado Lottery retailers, grocery and convenience stores and others make up the nearly 3,000 Lottery retailers. Retailers make a 6% selling commission on every ticket they sell and 1% commission on winning tickets of $599 or less that they validate. Retailers received a boost of $2,017,477 on Lottery ticket sales alone during the double jackpot run, a more than 700% combined increase over the same time period last year.

Large jackpots also excite people to play other Lottery games, and the Lottery’s total sales reflected that. Compared to last year, sales for this same time period were up more than 50%.

Before the $731.1 million Powerball jackpot was won in Maryland on Jan. 20, and the Mega Millions jackpot was hit on Jan. 22, duelling jackpots of this size had not been achieved since 2018. For Powerball, this jackpot was the 4th history and 2nd largest for Mega Millions.

Colorado has not had a big Mega Millions winner since its inception, but it’s seen three Powerball jackpot winners. A Clifton player won $133.2 million Sept. 16, 2017; $90 million was won in Rifle Aug. 9, 2014; and a 2007 winning ticket sold in Westminster for $20 million.

Texas Lottery Shatters All-Time Sales Record For Second Consecutive Week

AUSTIN, Texas (January 25, 2021)) – On pace to shatter the all-time record of $6.704 billion in total sales set during fiscal year 2020, the Texas Lottery exceeded its weekly sales record for the second consecutive week, attaining more than $227 million in total sales. From Jan. 17 - 23, 2021, weekly sales totaled $227,832,546, breaking the former record amount of $215,331,576 that was attained exactly one week earlier. Last week’s historic sales figure marked an increase of $102,385,709, or 81.6%, from the same period last fiscal year.

“Driven in part by dueling jackpots for the multi-state Mega Millions and Powerball games during the first half of the week, along with the one-billion-dollar jackpot for Mega Millions last Friday, overall draw game sales for the week generated more than $97 million.

Combined with the second-best week ever of scratch ticket sales of more than $130 million, we enjoyed our second consecutive record-breaking week for overall Texas Lottery sales,” said Gary Grief, executive director of the Texas Lottery. “Most importantly, record sales lead to record revenue contributions to public education and veterans’ services in Texas.”

As of December 2020, the Texas Lottery Commission has transferred $506,352,614 to the State of Texas since the fiscal year began Sept. 1, an increase of $66,632.409, or 15.2%, over the same period a year earlier. The Texas Lottery made a record total contribution of $1.684 billion for public education and veterans’ services in Texas during FY 2020 and has generated more than $1 billion in revenue for the state of Texas in each of the last 17 consecutive fiscal years.

Through the first 21 weeks of the 2021 fiscal year, the Texas Lottery has already generated more than $2.4 billion in scratch ticket sales and remains in position to break its previous annual scratch ticket sales record of $5.556 billion that was achieved in FY 2020. Fueled by the largest simultaneous national jackpots since Oct. 2018, draw sales to-date for FY 2021 total more than $692 million, a 51% increase over the same period last year.

Large Jackpot Runs Lead to $26.6 Million for Missouri Education

JEFFERSON City, MO (January 25, 2021) -- The last few weeks saw simultaneously high jackpots grab attention across the country. A 36-drawing Powerball streak ended with a $731 million jackpot winner on Jan. 20, followed by a 37-drawing Mega Millions run that produced a $1 billion jackpot winner just two days later.

In Missouri, those runs translated into $8.5 million in prizes to players, $3.9 million to the businesses around the state that sell the games and more than $26.6 million to the Lottery’s beneficiary – public education.

“That’s $26.6 million directly from those Powerball and Mega Millions sales that will go to elementary, secondary and higher education programs in the state,” said May Scheve Reardon, executive director of the Missouri Lottery.

“And even though the jackpots weren’t won in Missouri, Missouri Lottery players did win a number of large prizes,” she added.

“Through the course of the runs, three of our players won $1 million playing Powerball, two more won the $1 million prize with Mega Millions, and another 21 won Powerball’s $50,000 prize.”

“Players should always check their tickets closely. Even if you didn’t win the big jackpot, there’s always a chance you won one of the game’s other prizes,” Reardon added. “So scan your ticket on our mobile app or at a Check-A-Ticket machine at retail to make sure.”

Malta Gaming Authority Appoints New Chief Executive Officer

MALTA (January 26, 2021) --The Board of Governors of the Malta Gaming Authority has appointed Dr Carl Brincat as Chief Executive Officer of the MGA with immediate effect, in terms of article 6(2)(a) of the Gaming Act (Cap. 583 of the Laws of Malta).

The appointment follows a highly competitive selection process which was commenced with the launch of a public call for applications on 17 December 2020.

Carl is a lawyer by profession and previously held the role of Chief Legal & Enforcement Officer within the MGA.  Following three years of training in the field of criminal law, he joined the MGA’s legal team and has been a part of it for over six years, forming part of the strategic direction of the Authority and its high-level regulatory Committees for the past four.

Carl sits on the Board of the Financial Intelligence Analysis Unit, and is a member of the Chamber of Advocates (Malta), the International Masters of Gaming law (IMGL), and the International Association of Gambling Regulators (IAGR), and has also been a regular speaker in local and international conferences relating to gaming and international regulatory issues.

NeoPollard Interactive and New Hampshire Lottery Prevail Against U.S. Government Appeal in iLottery Case

LANSING, Michigan, January 22, 2021 /CNW/ – NeoPollard Interactive LLC (“NeoPollard Interactive” or “NPi”), jointly owned by Pollard Banknote Limited (“Pollard Banknote”; TSX: PBL) and NeoGames S.A. (Nasdaq: NGMS), is thrilled with the decision rendered by the First Circuit of the U.S. Court of Appeals on January 20, 2021 that unequivocally reconfirmed that the federal Wire Act is limited to sports betting and, therefore, does not pertain to state-run lotteries. This decision confirms the ruling of the U.S. District Court for the District of New Hampshire in 2019 that was appealed by the U.S. Federal Department of Justice. Overall, this decision is important for the U.S. lottery industry as a whole by alleviating concerns related to the legality of traditional retail or online lottery sales (also known as “iLottery”) which rely on the transmission of lottery data over the Internet.

The Wire Act subjects to criminal liability any person who “knowingly uses a wire communication facility for the transmission in interstate or foreign commerce of bets or wagers or information assisting in the placing of bets or wagers on any sporting event or contest, or for the transmission of a wire communication which entitles the recipient to receive money or credit as a result of bets or wagers, or for information assisting in the placing of bets or wagers.

In 2011, the Department of Justice’s Office of Legal Counsel (“OLC”) concluded that the Wire Act only applied to sports betting. Following that opinion, many lotteries began to offer non-sports gaming products over the Internet, reasonably relying on the OLC’s conclusions that their activities were lawful.

In January 2019, the OLC reversed that prior decision and released a new opinion concluding that the Wire Act extended beyond the sports-betting context to criminalize interstate transmissions of all bets or wagers—thereby overturning the conclusions of the 2011 opinion and threatening to shut down the burgeoning iLottery industry.

Working alongside the New Hampshire Lottery Commission (“New Hampshire Lottery”), NeoPollard Interactive and Pollard Banknote, the New Hampshire Lottery’s iLottery providers, immediately sought a declaratory judgment in federal court that the OLC’s new Wire Act interpretation was based on an incorrect reading of the statute. In June 2019, the U.S. District Court for the District of New Hampshire confirmed that the federal Wire Act applies only to sports-betting activities. The OLC appealed that decision.

In this latest judgement, the First Circuit affirmed the District Court’s June 2019 decision thus restoring the 2011 interpretation that limited the Wire Act to sports betting. By upholding the 2011 interpretation that the Wire Act applies only to bets or wagers on a sporting event or contest, this ruling safeguards the New Hampshire Lottery, NeoPollard Interactive and Pollard Banknote, specifically, and all other iLottery operators, generally, from the threat of unlawful prosecution.

In addition, and equally importantly for other state lotteries, any concerns about the pooling of bets or the transmission of wagers in connection with national and regional multi-state games such as Powerball® and Mega Millions, whether through traditional retail or online channels, have been completely eliminated.

Kentucky Lottery Sales Close First Half of Fiscal Year at Record Pace

LOUISVILLE, Kentucky (January 22, 2021) -- In today’s meeting of the Kentucky Lottery Corporation’s board of directors, it was reported sales for the first half of FY21 (July 2020 through December 2020) were higher than the first six months of any other fiscal year in the company’s history.

Overall sales for the period were $710.3 million, which is $169.5 million (31.3%) more than the same period in the previous fiscal year. This was led by a 33.1% jump ($107.5 million) in sales of Scratch-off tickets to a total of $431.9 million. Draw games were also up $30.7 million (14.9%) to $236.6 million.

Also significant is the rise in play via the internet. While overall sales on the platform remain a relatively modest part of the business, the percentage growth has exploded. Internet sales from the first six months of FY21 to the same period in FY20 have grown over 232% ($34.8 million) to $49.8 million.

In a shorter-term gain, the board also learned of increased recent sales for both the Powerball and Mega Millions games. Both had seen lackluster sales for some time, but the longest jackpot runs in the history of the games (Powerball just ending at 36 drawings and Mega Millions tonight having its 37th drawing) have led to tremendous interest and subsequent sales of the game. The Mega Millions jackpot for tonight currently stands at $1 billion.

 

In other business, the board approved:

  • Contract renewals with Smartplay International for both draw machine and random number generator maintenance and repair;
  • A contract renewal with Garron Lottery Products for draw machine and ball sets maintenance and new items on an as-needed basis, and;
  • Rules and regulations for two Scratch-off tickets, five Instant Play games, and amended Pick 3 and Pick 4 rules.

 

The next meeting of the KLC’s board of directors will be Friday, March 12. The meeting will begin at 10:00 AM EST, and will be viewable via the Lottery’s YouTube channel.

The audit committee meeting will begin at 8:00 AM EST, as well as the procurement committee at 9:00 AM EST.

Pariplay Secures Interim iGaming Supplier License for West Virginia

Interim license to allow Pariplay to grow presence in US and provide leading content to new state

Lynda Cavanaugh Appointed New Interim President & CEO at BCLC

BC, Canada (January 20, 2021) -- Effective January 22, 2021, Lynda Cavanaugh will assume the role of BCLC’s Interim President & CEO while Jim Lightbody continues his medical leave to undergo cancer treatment and recovery.

In November 2020, Greg Moore, serving Interim President and CEO, provided notice of resignation to pursue a new opportunity in the private sector. His last day with BCLC is January 22, 2021.

Cavanaugh joins BCLC following an extensive career in the B.C. public service, where she managed and led complex organizations that provided important services to communities across the province. She brings vast experience in leadership, finance, technology, infrastructure and policy.

Between 2011 and 2020, Cavanaugh served as Assistant Deputy Minister in the Ministries of Attorney General and Public Safety and Solicitor General.

Given the temporary nature of her role as Interim President and CEO, and due to the impacts of COVID-19, Cavanaugh will be based from her home in Sidney, B.C. When it is safe to do so, she will travel as needed between BCLC’s head office in Kamloops and its Vancouver office.

BCLC conducts and manages lottery, casino, bingo and online gambling on behalf of the province for the benefit of British Columbians. In 2019/20, BCLC generated more than $1.3 billion to support provincial programs, communities, charitable and community organizations.
