The Advisory Council, says Tabar, asked: “to seek the opinion of an external Legal Advisor with public credibility, regarding the commitments alleged by sectors of the banks known as lotteries, about the daily draws that this institution carries out, as well as other aspects that need to be duly established with respect to these related agreements.”

The legal advisor suggested by the Council, he explains, was Doctor Francisco Álvarez, who accepted this assignment, under whatever condition, on an honorary basis; and once the study of the documents had begun, it recommended “to carry out a legal or juridical audit, to determine the scope, validity or settlement of the alleged commitments”, a process that is underway.

The LN, explains Tabar, at the same time that the legal or legal audit is being carried out, has met with the concessionaires and the leaders of the Betting Banking Federation, “understanding that the State must always seek the best form of understanding with the different sectors.” Which allege the existence of commitments to them on the part of the institution.

Tabar points out that “some important regularized sectors of the lottery banking sector have expressed their support for the aforementioned purposes,” and approve the establishment of measures that “oblige the entire sector to regularize, pay the established taxes, avoiding unfair competition. between them.” but some sectors do not share this attitude.

The official recalls that he has already started on several occasions that the daily draws carried out by the institution for those who handle lottery bets “and the alleged commitments must be reviewed for weaknesses or inconsistencies of various kinds” that they suffer from.

The legal advisor suggested by the Advisory Council was the prominent lawyer Dr. Francisco Álvarez, who gladly accepted said assignment, under any condition, on an honorary basis. Immediately, Dr. Álvarez began his work to study the situation, he recommended to the Advisory Council the convenience of carrying out a legal or juridical audit, to determine the scope, validity or settlement of the alleged commitments. While the legal or legal audit process is carried out, understanding that the National Lottery and the State must always seek the best way of understanding with the different sectors, always in compliance with the duties and rights that assist them, I have maintained contacts and meetings with different actors linked to the lottery banking business. We hope that in the reasonable period of two weeks requested for these sectors to formalize their proposal for an agreement, we have informed both the President and the Minister of Finance that we accepted this request.
