Department of Justice and Community Safety Issue an EOI for the Next Victorian Wagering and Betting Licence

VICTORIA, Australia (August 4, 2022) — On 15 June 2022, the department requested expressions of interest (EOI) from suitable companies who wish to be considered to be invited to apply for the next Victorian wagering and betting licence.

Interested parties will need to respond to the EOI request, demonstrating, at a high level, their suitability to operate wagering and betting business and responding to a number of options being considered by the department in relation to the term and exclusivity of the new wagering and betting licence.

The department will evaluate submissions from each respondent and will report to the Minister for Consumer Affairs, Gaming and Liquor Regulation. The Minister may then invite selected respondents to apply for the new wagering and betting licence.

The EOI response period closes at 2 pm (AEDT) on 18 August 2022.


In July 2011, Tabcorp Wagering (Vic) Pty Ltd (Tabcorp) was awarded the Wagering and Betting Licence (the Licence) for 12 years commencing in August 2012 and expiring 15 August 2024. The Licence allows the licensee to conduct several gambling activities, including pari-mutuel and fixed odds betting, operate the only off-course wagering and betting retail network in Victoria, and establish and operate a betting exchange.

Wagering and Betting licence review

The Minister approved the Terms of Reference for a review of the Wagering and Betting licence. The Terms of Reference set out the high-level framework for the conduct of the review.

The review is being conducted by the Gambling Licensing Program in the department, in consultation with the Department of Premier and Cabinet, Department of Treasury and Finance and Department of Jobs, Precincts and Regions.

Discussion paper on wagering and betting licensing arrangements

In July 2018, the Gambling Licensing Program released a discussion paper on the wagering and betting licence. The purpose of the discussion paper was to seek views from the industry and the community on current and future wagering and betting licensing arrangements.
