Summary of Scope:    In April 2015, after a competitive procurement, the Minnesota State Lottery signed a contract for an Online (Central) Gaming System and Related Services with IGT. The 2015 contract includes a customized multichannel gaming system, a communications network, terminals, full-service vending machines, jackpot signs, advertising displays, marketing support, and related facilities and subleased staffing. The approximate annual cost of the 2015 contract is $11 million per year.
The 2015 contract expires in November 2026 (it may be extend on a short term basis to account for commercial
considerations). The Minnesota Lottery is seeking a full-service consultancy to assist with a competitive procurement
for a new state of the art gaming system contract. As discussed below, this consulting contract will include researching
the Minnesota Lottery’s needs, and may include drafting the gaming system RFP, evaluating proposals, and/or assisting
with contract negotiations and drafting.
The Minnesota Lottery seeks independent expertise that will allow the Minnesota Lottery to obtain the best value for its
