- 120 million euros for the Free State
Leipzig, Germany (March 7, 2023) — Saxony wins with the number of Sachsenlotto millionaires growing last year by 6 million prizes to 157. In addition to these, there were another 28 major prizes with six-digit amounts. They are at the top of all winnings at Sachsenlotto, a total of 165.8 million euros were paid out.
The stakes were 331.7 million euros, so in 2022, every Saxon invested an average of 82.04 euros in their personal happiness and in the Saxon common good. The weekly per capita stake and year for participation in the state lotteries were 1.58 euros.
Sachsenlotto direkt won around 10 million times. The people of Saxony also won indirectly: the public good in the Free State benefited in 2022 with 120 million euros from taxes from the state lottery provider. Using the lottery principle, Sachsenlotto forwarded around 40% of the stakes of all players to the state budget, from which sport, culture, welfare and environmental protection and monument protection are supported.
“This is the best corporate result that Sächsische Lotto-GmbH has ever achieved,” sums up Frank Schwarz, Managing Director of Sächsische Lotto-GmbH. “Despite the restrictions imposed by the COVID measures in trade and public life, the past year was also successful for Saxony – for the players, for the Sächsische Lotto-GmbH and for the Free State.”
120 million euros for the Free State
The state lottery company is a profitable state enterprise and its work supports public welfare financing in the Free State: With the income from state gambling, many offers in the areas of sport, culture, environmental protection and welfare are realized in the Free State – an important contribution to the quality of life in Saxony.
In 2022, the public good in Saxony benefited from the levies of the state lottery provider with around 120 million euros. The total contribution consists of around 61.7 million euros in expected net income and 58.3 million euros in lottery tax.
From the proceeds of the pension lottery GlücksSpirale, around 1.1 million euros go equally to the federal working group for non-statutory welfare, the German Olympic Sports Confederation, the German Foundation for Monument Protection and the Saxon State Foundation for Nature and the Environment.
As in previous years, the net income is used for non-profit purposes in the areas of addiction prevention, sports, culture, the environment, youth and welfare in accordance with § 10 of the implementation law for the Saxon State Treaty on Gaming.
The charitable use of the net income in the Free State is documented in the respective budgets. In the Saxon double budget 2023/2024, the proof of the appropriate use of the net income is listed in the individual plan 15 – general financial management. There you can find, for example, the use of state lottery funds in mass sport via the state sports association, for voluntary welfare or for the state art collections and music schools. Here is a short excerpt:
- Of the 28.8 million euros that are planned as grants for ongoing purposes of mass and young competitive sports as well as the promotion of the office of the state sports federation in 2023, 13.37 million euros will be financed from net income.
- The grants for the promotion of the central organizations of free welfare are estimated at 2.2 million euros in the plan, and 1.89 million euros come from the net income.
- The donations to communities and community associations for music schools are on schedule at 7.6 million euros, of which 3.41 million euros are from lottery funds.
- 2 million euros are earmarked for Moritzburg Castle in 2023, of which 1 million euros will come from net income.

From the lottery ticket to the scratch card – the stakes in 2022
Last year, every Saxon spent an average of 1.58 euros per capita and week for participation in LOTTO 6aus49, Spiel 77, SUPER 6, Eurojackpot, KENO and plus5, TOTO, GlücksSpirale or instant lotteries (scratch tickets and Games lots) invested. A total of 50.8 million betting orders were placed, with betting stakes at around EUR 331.7 million again 1.4% above the previous year’s level.
The most popular game was again the classic in 2022: the stakes in Lotto 6aus49 were 177.6 million euros, accounting for 53.5% of the total. There is a big plus in the stakes at Eurojackpot due to the second weekly draw introduced in March: With a stake share of 17.5%, the Europe-wide lottery Eurojackpot is in second place in Saxony. The stakes increased by 35.0% to EUR 58.2 million. The scratch cards are also in demand: once again, their stakes were at a high level at 33.5 million euros. Their share of sales is 10.1%.
“The instant lotteries are contemporary. We are observing the growing trend that our customers are increasingly asking for lotteries with instant winnings,” says Frank Schwarz. Since the end of 2017, scratch cards can also be played on www.sachsenlotto.de and have enjoyed growing popularity with online customers ever since. The scratch cards thus contribute to the steady overall increase in the online game share. Overall, this was 14.3% higher in 2022 than in the previous year at EUR 33.9 million.
“Here we can clearly see that we are on the right track with our strategy for digital participation in games at sachsenlotto.de in addition to our offer in the approximately 1,248 acceptance points,” says Frank Schwarz. “With the expansion and specialization of our lotteries, for example in the development of exclusive scratch card series for the acceptance points or the introduction of online games on sachsenlotto.de, we want to ensure the best lottery offer in Saxony.”
2023 will be classic and innovative
In the future, too, the goal is to offer a safe and attractive lottery game and to support the acceptance points. The Sachsenlotto acceptance points play an important role. Especially in rural areas, they make a valuable contribution to the infrastructure and local supply, as they also offer other everyday products. In addition, the employees in the acceptance points guarantee safe and reliable lottery play in Saxony – with solid and good advice and ensuring the protection of players and minors.
“Sächsische Lotto-GmbH has been a guarantor for safe lottery play and for the common good for over 30 years. In the time of its existence, it has made more than 3.3 billion euros available to the Free State for the common good. This was and is only possible through innovation and contemporary action,” describes Frank Schwarz.
Setting the course for the future includes the adjustment of the range of games, further development of sales channels, positioning as an attractive employer and also cooperation with partners from science and research – such as the current research cooperation with the Fraunhofer IMW on the economic importance of gambling for Saxony and municipalities
