COLOMBIA (May 6, 2023) — The Conservative Party lost another of its bureaucratic quotas in the government of President Gustavo Petro: in the last few hours the protocol resignation was accepted, which the president had requested days before from Roger Carrillo, director of the State Industrial and Commercial Company, Administrator of the Rentístico Monopoly of the Games of Luck and Chance (Coljuegos).

It was with decree 0889 of Friday, May 5 when the Ministry of Finance and Public Credit gave the green light to the resignation of the conservative militant in which, in addition, they confirmed that, after the call to find a replacement for Carillo, who directed that dependency of the Executive since March of the current year, they would leave a new official in charge.

“By means of communication dated April 14, 2023, Dr. Roger José Carillo Campo resigned from the position of President of Coljuegos. That in the definitive absence of the owner, it is necessary to provide the job”, reads the edict.

The Conservative Party is left without Coljuegos. The Government of Gustavo Petro accepted the resignation of Roger Carrillo to the direction of the entity, Ministry of Finance.

The acceptance of Carrillo’s resignation occurred after the head of state announced that he was ending the political agreements he had with the group led by Senator Efraín Cepeda, after the controversy over the health reform, which forced the presidential shakeup in which several ministers left their position and others reached new diplomatic and executive positions.

Thus, the Government announced, in that same presidential decree, that Sammy Libos Zúñiga will assume the reins, temporarily, of that entity in charge of monitoring games of chance and similar events in the national territory.

The new director of Coljuegos is the current deputy technical director of the Fiscal Policy Subdirectorate of the Ministry of Finance and will be under the leadership of Coljuegos “while the job holder is appointed and installed without detaching himself from the functions of the position he holds,” he added. the decree.

This communication is signed by the new Minister of Finance of Petro, Ricardo Bonilla , which stipulates that from the same Friday, May 5 in which it was issued, Libos will have the responsibility of leading everything related to that entity attached to the Government’s national.

Sammy Libos has been working long before with the Ministry of Finance since Alberto Carrasquilla, the controversial former minister who promoted the tax reform of the government of Iván Duque, directed the portfolio. He was one of the main teammates of José Antonio Ocampo , who was in charge of that ministry, but left by decision of President Gustavo Petro.

Roger Carrillo came to the Petro Government thanks to the support of the conservative director Efraín Cepeda, who sent his resume to the president. The president accepted it and, through the decree issued on March 3, 2023, installed him as leader of Coljuegos; something that was not liked very much among the congressmen of the Historical Pact.

Despite the fact that the appointment of Roger Carrillo was questioned by pro-government politicians such as the president of the House of Representatives, David Racero, because allegedly during his time in the Bogotá Council, Carillo asked for money for “political quotas” in the district, the resignation request responded to pressure from the Executive for the goda bench to support the controversial health reform. This, after the refusal of the coalition parties ( Conservative, Liberal and the U ) not to support the project of the current former Minister of Health, Carolina Corcho.

In 2009, Carrillo was removed from his position as director of Social Security and, later, while serving as a Bogotá councilor, he was removed from his seat by decision of the Administrative Court of Cundinamarca , an entity that determined that he induced his political quotas for finance proselytizing activities through a foundation.
