THE HAGUE, Netherlands (December 11, 2023) — De Kansspelautoriteit (Ksa), (Dutch Gaming Authority) has drawn up a new enforcement policy for physical illegal games of chance. With the new policy, which came into effect on December 1, the Ksa is committed to being more visible in the physical domain and illegal land-based gambling is being tackled more firmly.
Previously, the Ksa worked with an internal assessment framework. The starting point was that the Ksa mainly plays a supporting role. Ksa supervisors offered remote support or joined actions by partners to combat undermining (for example by municipalities, FIOD, Public Prosecution Service or the police). In exceptional cases, independent enforcement action was taken (for example for inspection after a revoked permit), but in general this was done by the police or municipalities.
With the new policy, the Ksa is taking a more proactive and independent role. It will become clearer to enforcement partners in the country how the Ksa acts in illegal land-based games of chance (for example illegal poker tournaments or gambling machines) and how it can provide support for partners’ actions. In addition, the Ksa will also act independently and impose sanctions when a serious violation is found.
