Revised Proposal for Regulations and General Advice on Draws Outside Gaming Systems
Strängnäs, Sweden (December 1, 2023) — In April 2023, the Swedish Gaming Authority sent out a referral regarding proposals for regulations and general advice on draws outside gaming systems with an associated impact investigation. Several referral bodies submitted important views and the proposal has been reworked. In light of that, the Swedish Gambling Inspectorate is now sending out the revised proposal for referral.
Changes
The requirement to have an observer in addition to a draw manager remains and is a minimum requirement. The Swedish Gaming Authority considers it important that there is a person who observes that draws take place according to the licensee’s routines. The purpose of it is to minimize the risk of manipulation of draws or results of draws.
Requirement of an observer does not prevent licensees from taking additional measures to ensure high security in the game. In some cases, it may be relevant for license holders to appoint an independent observer or otherwise demonstrate that the corresponding security is achieved. This is exemplified in general advice.
Otherwise, only linguistic adjustments in the proposal for regulations have been carried out.

Written comments on the proposal must be submitted to the Spelinspektionen via email to registrator@spelinspektionen.se no later than December 20, 2023.
