Brazil: Voting on Rules for Sports Betting is Postponed Until the 12th
BRAZIL (December 7, 2023) — The vote on the bill that regulates fixed-odd sports betting, the so-called “bets”, was postponed until Tuesday (12). The agreement signed between the senators was communicated by the president of the Senate, Rodrigo Pacheco, in the deliberative session this Wednesday (6).
PL 3,626/2023 also taxes other online betting companies. Revenue estimates, considered conservative by the government, are R$2 billion in 2024 with the measure, but could reach R$10 billion per year, according to calculations by the rapporteur, senator Angelo Coronel (PSD-BA), who defends the approval of the proposal.
The funds will help the government increase revenue and meet the goal of closing the fiscal deficit. The senator read his opinion during the session and stated that several types of online gaming already operate in Brazil clandestinely.
Senators against the text argue that the proposal would pave the way to release “virtual casinos without supervision”. Those in favor argue that the measure does not create new betting modalities, it only regulates a 2018 law ( Law 13,756 ) and guarantees the government revenue from games that are already in operation.
